    County Profile - Pottawatomie County, KS

    Pottawatomie County is one of the 105 counties in the state of Kansas. The 2007populations estimate lists the population to be 19,396. According to 2000 estimates, ithas 844.24 square miles in land area and a population density of 21.6 people persquare mile. The average household size is 2.65 persons (2000), and medianhousehold income is $46,616 (2004) (US census Bureau).

    Population Estimates

    Pottawatomie County has a population of 19,396 as of July 1, 2007 (US CensusBureau). The population increased by 6.52% from the year 2000 to 2007. As per the2000 census survey, population of the county was 18,209 with median age of 35.9years. In 2000, Pottawatomie County had 24% of its population under the age of 15

    years, 24.9% in the age group 15 to 34 years, 33.9% in the age group 35 years to 59years and 17.3% of the population above 60 years of age.

    Median household income for Pottawatomie County is $46,271 which is 7.96% morethan the state median income. The median household income had declined by 1.75%from 2000 to 2005, but that rate is far less than the rate state median income hasdeclined at 9.9%

    The current poverty rate for Pottawatomie County is less than that of the state. In 2000,Pottawatomie Countys poverty rate was 7.8% which increased to 8.0% in 2007. Thepoverty rate for Kansas in the same period went from 8.9% to 11.7%.

    Labor Force

    Pottawatomie Countys current unemployment rate is 3.2% which is less than the staterate of 4.1%. The total labor force for the county increased by 14% in the last five yearsand by 6.8% in the last ten years. The employed labor force increased by 15.2% in thelast five years and along with that the unemployed labor force declined by 12.9% in thelast five years.

    More than eighty-nine percent of the population above the age of 25 has at least a highschool degree. 24.1% of the population above the age of twenty-five had some collegeeducation, and 27.6% hold some kind of college degree.

    Workers Commuting to Work

    About fifty-four percent of the labor force works in the county itself. The maximumoutflow of workers from Pottawatomie County is to Riley County (2,694 of the total9,016 workers i.e. about 30% of workers commute to County for work). Another 751workers (about 8% of workers) commute to Shawnee County for work.

    Industry Analysis

    Industry Totals for Pottawatomie County

    Industry employment increased by 48.60% from 1990 to 2007 in Pottawatomie County. Average pay (after adjusting forinflation) has increased by 18.62%, and number of establishments in the same period increased at around 40.56%. This isa good indicator of growing industry in the county as employment and number of establishments in the county hasincreased in the last two decades. The same is also true for the fact that around 3000 workers commute to PottawatomieCounty for work according to 2000 census numbers (Table 8).

    Jobs and Average Wages by Industry

    Manufacturing is the largest employing sector in Pottawatomie County with 1911 jobs. The highest paid sector is theAdministrative and Support and Waste Management and Remediationsector with annual average wages of $42,306. Themaximum number of establishments is in the Construction sector, and it is also the third largest sector in terms ofemployment in the county with 759 jobs. The second largest in employment is the Retail trade sector with 830 jobs. Otherhigh wage paying sectors are: Information (annual average wages of $40,151) and Transportation & Warehousing (annualaverage wages of $37,874).

    Key Industries

    Pottawatomie County is home to some very well performing industries. These industries may be a part of existing oremerging clusters. For identifying key industries and clusters, three criteria were used:

    1. Location Quotient Location quotients (LQ) for industries at 6-digit NAICS level were calculated with US industryemployment as a base. The cutoff for LQ was taken as 1.25 (based on previous studies, especially Cortright 2003).

    2. Average Wages Average wages at 6-digit NAICS codes were compared to US average wages. If any industryhas average wages 10% above the US average, it is considered to be a good performing industry.

    3. Growth Rate Growth rates for the employment were calculated over a three year time period from 2003 to 20064;growth rates above 5% are considered to be an indicator of good industry performance.

    Any industry that satisfies one of these three conditions is either a good performing industry or an industry with goodpotential for growth. There may or may not be a cluster existing in a region for every good performing industry, but if thereare good performing industries, a cluster may emerge in the near future. (For further details of methodology, please see

    Appendix B.)

    The industry satisfying all three of the above stated criteria is the Motor Vehicle Towing sector (NAICS 488410). Thissector has grown by approximately 14.47% over the last three years, and wages are 12.49% more than the nationalaverage. The location quotient for the sector is 3.87(Table 11).

    Industries with Highest Growth Rates

    Most of the industries with high growth rates are local instead of traded

    industries in Pottawatomie County. The highestgrowth rate is 163.45% for the Temporary Help Services (NAICS 561320), and this sector is a part of the LocalCommercial Services cluster. Drinking Places (Alcoholic Beverages) (NAICS 722410) has the second highest growth rateof 162.07% and is a part of the Local Hospitality Establishments cluster.
