Climate Technology Centre & Network (CTCN)

• The operational arm of the UNFCCC Technology Mechanism.

• Hosted and managed by UNEP in collaboration with UNIDO and with the support of 11 CoE located in developing and developed countries (Asia: AIT and TERI).

CTCN structure The Climate Technology Centre (CTC) is responsible for overall coordination, development of the CTN, & liaison with NDEs & is backed by the Consortium Partners. Main services:

• Technical Assistance. • Information & Knowledge. • Network & Collaboration.

Information & Knowledge

Access to 3 main types of information:

• Resource database: Brochures, fact sheets and briefs;

Dataset and maps; Reports; Tools; Training curriculum and

programs; Materials related to CTCN technical assistance.

• Training modules: the trainings that will be progressively

available will include online trainings, live webinars, etc.

• Community of practice platform: the platform allows

stakeholders to share and discuss information of particular

interest for their peer.

Network & Collaboration

Create networking opportunities for stakeholders that

encourage and facilitate initial contact, collaboration and

Technical Assistance

• CTCN responds to requests received from developing countries that have been submitted by their NDEs.

• The assistance aims to help countries in identifying climate technologies that are suitable to their needs, in creating enabling conditions for the deployment of these technologies, and in facilitating access to funding that supports their use.

• CTCN does not provide funding directly to countries, but instead supports the provision of technical assistance provided by experts on specific climate technology sectors.

– “Ask an Expert”: remote technical advice on specific questions, for which in-country assistance is not needed.

– In-country assistance to assist developing countries at their request.

Technical Assistance Types & Amount of Support

“Quick Response” assistance: • requiring limited support • less than USD50,000 • provided by the CTC, incl. its

Consortium Partners. “Response Project” assistance: • A more complicated request • Up to about USD250,000 • Executed by organisations from

CTCN, with oversight and guidance provided by the CTC.

5 main types of support:

• Technical assessments, including technical expertise and recommendations related to specific technology needs, identification of technologies, technology barriers, technology efficiency, as well as piloting and deployment of technologies.

• Technical support for policy and planning documents, include strategies and policies, roadmaps and action plans, regulations and legal measures

• Trainings

• Tools and methodologies

• Implementation plans

Who can receive CTCN technical assistance? • Academic institutions • Governments • NGOs • Private sector

How it works:

• Applicant to work with their NDE to identify what type of TA they needed.

• NDE conveys the request to CTCN. • A team of climate technology experts from the CTCN,

its Consortium, and Network work with the NDE to provide a solution that is tailored to the needs of the individual country

TNA in Malaysia

• Part of the Global TNA Project Phase II that involves 25 developing countries (Phase I from 2009-2013 involving 36

countries)

• Managed by UNEP DTU Partnership

• Aim: to support countries in advancing the TNA process and produce implementable Technology Action Plans (TAPs)

• Scope: mitigation and adaptation technology

• Duration: 30 months (Jan 2015 – July 2017)

• TOTAL: USD 134,800

o Entities seeking accreditation to the Fund in order to access its resources will be assessed against the Fund’s accreditation criteria, including the Fund’s Initial Fiduciary Standards and Interim Environmental and Social Safeguards (ESS).

Readiness Programme

• To maximise the effectiveness of the Fund by empowering developing countries to:

o engage stakeholders; develop strategic frameworks for engagement with the Fund; enable institutions to meet the accreditation standards of the Fund; develop initial pipelines of programme and project proposals.

• How is readiness support requested?

o Requests are made directly to the Secretariat. Regional advisors have been appointed to attend to diverse countries unique needs for support.

o Following an initial discussion with the Secretariat, a basic concept note for readiness support is developed which summarises the request, and the objectives it will achieve. The concept note is reviewed by the senior management team of the Fund.

o Once approved, a short proposal that includes the costs, outputs and impacts of the readiness support will be developed. The Secretariat will endeavor to respond promptly to all readiness requests

Low Emission Capacity Building (LECB) Project The LECB Project aims to assist Malaysia in enhancing national greenhouse gas (GHG) inventory systems, promoting the uptake of nationally appropriate mitigation actions (NAMA) as well as designing measurement, reporting, and verification (MRV) framework that ultimately serves national priorities for low emission development strategy.

The UNDP LECB Programme is supported through contributions by the European Commission, the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety, and the Government of Australia.
