Our residents, fellows and faculty have had to make a number of sacrifices in order to be prepared for and to conquer the clinical challenges on the front lines of paent care. Furthermore, we have had to instute a policy outlining the principles of re-deployment of residents and fellows to certain rotaons and clinical units in order to maintain the human health resources necessary to fight against the impact of the COVID-19 pandemic. T he spring of 2020 has brought many unprecedented challenges to which we have

had to adapt and to respond. Our residents, fellows and faculty have had to make a

outlining the principles of re-deployment of residents and fellows to certain rotations and

clinical units in order to maintain the human health resources necessary to fight against the

impact of the COVID-19 pandemic. Moreover, there have been unforeseen and

unprecedented academic and educational challenges with respect to completion of

training, examinations and inter-provincial travel to outside rotations, to name a few.

The challenges and uncertainties that we are facing are understandably fear-provoking and

bring to us a sense of anxiety. However, it is how we react to this fear and maintain our

courage and composure that is so important in order for us to overcome it. As Dr. Shawn

Young, the newly-appointed CMO, Health Sciences Centre so well stated in his farewell

letter to the South West Winnipeg Integrated Health and Social Services (March 31, 2020):

“There will be conflict, uncertainty and fear as we wade through this. We will need to

ask each other for help. We will make mistakes; we will need forgiveness.”

I would like to take this opportunity to thank our residents and fellows for their tireless

work, dedication and patience in courageously caring for our patients during this health

crisis. I am grateful to our Program Directors for their leadership and to the teaching faculty

for their dedication, understanding and support of our residents and fellows. Thanks to

PARIM for supporting the unprecedented policy changes that have been implemented in

PGME.

N ovember 2021… the date of the University of Manitoba PGME On-site Survey Visit.

It seems so far into the future, however, in reality, we will be there before we know it. We have a lot of planning and program development to do before that date gets here. In addition to our planned preparations for our PGME Accreditation Survey visit, we are now dealing with the COVID-19 pandemic. I applaud everyone involved for their enormous efforts to continue to provide excellent quality clinical care to the people of Manitoba, as well as continuing to provide top notch training programs. Thank you. Thank you. Thank you! In spite of all the uncertainty that comes with this Pandemic, we do still need to continue our preparations for accreditation. The PGME office will update you with any new information we receive related to accreditation processes. This accreditation update outlines efforts that have been made to ensure all of our PGME residency programs are ready for the accreditation on-site survey and timelines for implementation of things to come. Preparations take time and a concerted effort by many, many people. The PGME Accreditation team will be pulling people and teams together to implement plans to ensure that all programs are properly prepared for our accreditation visit.

New PGME Policies The CanERA Standards of Accreditation for Residency Programs requires that Programs have specific policies that are aligned with Central PGME Policies.

The following PGME Policies have been escalated to the PGME Executive for approval and will be available for Programs to adopt using the templates provided after final approval from the RFHS College Executive Committee:

CPGME Resident Wellness Policy—includes templates for program specific Resident Wellness and Fatigue Risk Management policies

CPGME Resident Safety Policy—includes template for program specific Safety Policy

Programs should be aware of the processes of the PGME office in conducting mid-cycle Internal Reviews of all residency programs. The following updated and revised policy has been approved by the PGME Policy Development Committee and is being escalated for final approval: CPGME Internal Reviews of Residency Programs/ AFC

(Diploma) Programs / Institution Policy The following policies, required for the functioning of the Residency Programs, have recently been revised to include the most up to date rules and regulations:

OEFD Review of Programs’ Goals and Objectives, Curriculum Maps and Assessments OEFD is in the process of reviewing each residency program’s Goals and Objectives, Curriculum Map and Assessment documents. These documents were identified as potential areas for improvement through our last internal review cycle. Each program has been assigned a deadline date for posting their program’s current documents. The dates are somewhat negotiable but in order for OEFD to review the documents for all 54 PGME programs steady progress on this project needs to be made. Your efforts to meet the posted deadlines is greatly appreciated.

At this point, the majority our PGME programs have launched or are preparing themselves for a 2020 launch of

Competence by Design. Just in case you may be feeling ‘out of the loop’, there is an easy way to catch up. The Royal College of Physicians and Surgeons of Canada (RCPSC) has several online learning modules that can quickly get you up to speed.

This resource contains five online interactive modules designed to help you improve your coaching skills. As these activities include practice and reflection, by completing them, you will earn Section 3 MOC credits!

This module is self-paced, and designed to help you master the entrustability scale, whose anchors differ from more traditional performance scales. By the time you finish, you will be able to differentiate between the scales and apply them within your own specialty.

Dear Program Directors:

Prior to the COVID-19, coronavirus outbreak (which seems like another lifetime), PGME hosted the World Cafe. I enjoyed meeting you and having an opportunity to outline the Core Curriculum. As you know, every trainee must complete their core requirements (which vary between programs) to allow for the FITER to be signed.

I will continue to work with you and our residents to ensure clear understanding of requirements. The Office of Education has inserted notifications within the course to help residents stay on track. For now, all of our live events have gone to online self studies.

If any of your residents are completing training and have outstanding core requirements, they can turn to me personally at [email protected] and I will walk them through their course requirements. I would like to eliminate any strain on you and your residents.

E M P LOY E E S P OT L I G H T

Dr. Skakum graduated from the University of Manitoba in 1990 with a

Bachelor of Science degree, and later completed his Doctor of Medicine in

1994. After completing his Psychiatry residency in July 1999, Dr. Skakum

subsequently joined the Department of Psychiatry, where he is currently

an Associate Professor and has been a GFT with the Max Rady College of

Medicine.

Dr. Skakum has undertaken numerous roles such as Medical Director of

the consultation-liaison Psychiatry service at the Health Sciences Centre

(HSC) since July 2001, Psychiatric Consultant to CancerCare Manitoba since

1999, Medical staff President for the Health Sciences Centre and the

Winnipeg Regional Health Authority (WRHA), and Mental Health Program

Assistant Head since 2013.

Since his term as PARIM President in 1996, Dr. Skakum has been involved

with PGME, successively becoming the Chair of the PGME internal review

committee from 2013 to 2016, and later appointed the PGME Program

Director of accreditation and allocations. In addition to his involvement

with PGME, he is also involved with the International Medical Graduate

residency program, the Master of Physician Assistant studies program and the Canadian Armed Forces Physician Assistant

training program. Dr. Skakum has also served as an external accreditation survey team member for the Royal College of

Physicians and Surgeons of Canada for onsite surveys at the University of British Columbia and Dalhousie University.

Congratulations! we wish you lots of success in your new role.

The Royal College examination process for the Internal Medicine, Psychiatry and Pediatrics has been updated.

Anticipating the transition to Competence by Design (CBD), examination components are being blueprinted

independently for the written and the applied (oral/OSCE) examinations in these 3 specialties. Therefore, beginning in 2020 the Royal College will be carrying forward successful results at the written component of a specialty examination for subsequent years, if the candidate is not successful on the applied exam i.e. if a candidate is successful at the written component, and in the case of a fail or inability to challenge the oral/applied component, they will not be

required to challenge the written component again - they will only be required to register for the applied component in any subsequent year, until such time as their eligibility expires.

Aligned with this practice, candidates who are not successful on the written examination will NOT be invited to

challenge the applied examination and will be refunded that portion of the examination fee.

Who does this affect?

The written-before-oral format applies to the following specialties in 2020:

When will this begin and take into effect?

This process takes effect immediately. Those who pass the written examination in 2020 for the specialties mentioned above will not be required to repeat the written component in 2021 and years beyond.

DID YOU KNOW?

As you are undoubtedly aware, the CMPA has made changes to the way in which it will accept payment for its services, beginning with our academic year of July 1, 2020 – June 30, 2021. CMPA is now requiring Residents to submit payments for their own liability insurance (in other words, no third party payments from Shared Health).

They are providing Residents with the choice of paying in one lump sum for the entire year, or in monthly pay-ments. Some of you have already received notices about this, and we cautioned you not to pay until we were able to consolidate the reimbursement plan with the Employer, Shared Health, who is contractually obligated to pay for this for Residents. Shared Health is obligated for 75%, leaving Residents responsible for 25% of the total cost to a maxi-mum of $625.

We have arranged for the following reimbursement plans. If you pay for the full year in one lump sum, you will need to submit receipt of payment to Shared Health, who will reimburse you through payroll in July or August. If you opt for the monthly payments, you will be reimbursed in two payments – one in December and one in June, both

requiring you to submit all paid receipts.

PARIM is strongly urging you to consider paying the full year before July 1 as this will be the simplest and fastest way of getting reimbursed. It is your choice, ultimately, but we are advocating for full payment to ensure that our

members do not have out-of-pocket expenses for very long.

Please note, the reimbursement is non-taxable – so you get the full amount owing to you without tax deductions. Residents who complete training early, and receive reimbursement from CMPA for a period of time be-yond completion, are required to declare the reimbursement to the Provincial Medical Administration office at [email protected] and return any additional balance received.

ENTRADA

The Entrada team has enhanced the Absence Module—the Archived Requests section now includes the number of days requested.

Program Administrators are encouraged to check the Entrada PGME Program Assistants Community to access the training resources, discuss any issues they are having with the system and to see the latest announcements including ‘What’s New in Entrada 1.17”.

Clinical Events is a new feature that has been added to the Clinical Experience module. This allows for granular

scheduling and tracking of faculty teaching hours.

We are pleased to announce the Entrada Registration Module is live and ready for use by programs!

The new module features; demographics, trainee information, documents, exams, disciplines, core curriculum and reports. The Report feature allows for easy access to search or print trainee information. Resident PGME Core Curriculum reports can be printed for the Program Director Face to Face meeting with Residents. The Exam tab will provide up to date information on who has completed the MCCQE Part I and Part II.

The Registration Module can be accessed from Admin Tab, scroll down and select Manage Registration. Please see the attached “How To” document for more information.

IMPORTANT NOTES:

Resident Registration data has been transferred from VENTIS to the Entrada Registration Module (demographics, trainee information, documents, exams, disciplines).

ACTION: We ask that you kindly review the information for discrepancies (start date, end date, PGY Level etc..) and report any discrepancies to [email protected] by March 30, 2020

Some Trainee contact information is out of date, therefore, we ask that you collect your trainees current home address, phone number and emergency contact information.

RESIDENT RESEARCH

The goal of the University of Manitoba Clinician Investigator Program (CIP) is to improve the health of society by providing the next generation of medical and surgical specialists with the leading-edge graduate research training necessary to become successful clinician scientists.

CIP research training can occur either within or immediately after a Royal College of Physician and Surgeons of Canada clinical residency program. Eligible areas of research include all four Canadian Institutes of Health Research pillars (biomedical, clinical, population health and health services research) as well as health research in related areas such as economics, education, e-health, engineering, or ethics. Achieving the CIP designation requires a minimum of two years of formal training at the Masters, Doctoral, or Post-Doctoral level. Depending on career stage, CIP training may serve as a formal introduction to research, an intermediate step in research career training, or as the final research training experience prior to faculty appointment.

Overall Goals and Objectives for CIP trainees address each CanMEDs Role.

Intake Information: The next CIP application deadline is November 1, 2020 for a July 1, 2021 start date.
