A. CONTEXT, PURPOSE OF THE ROLE AND OPPORTUNITY:

C. SELECTION CRITERIA:

ESSENTIAL CRITERIA (6)

Values: Alignment to the values and vision of the organisation and an appreciation of and sensitivity to the challenges our clients have faced and continue to face in their right to and fight for justice and equity.

Qualifications and Experience: A minimum three (3) years’ experience in a services environment as a data administration officer, with a diploma in database management (or business administration with a strong database management, analysis and reporting focus). ICT data analyst certification will also be well-regarded. Applicants without tertiary qualifications but an equivalent 6 years’ full-time work in a centralised head office environment with 2+ years’ experience in database management, analysis and reporting, will also be considered.

Database administration:

• Understanding the workings of the client database system; its uses and capabilities and the relationship with service delivery and reporting;

• Contribute to any database improvement initiatives, upgrades or other database related projects;

• using Microsoft Office suite (eg. Excel and Word) to provide analysis and reporting of data output on a regular basis;

Database co-ordination and reporting:

Experience in planning and co-ordinating data collection from multiple sites; reviewing and extracting client data reports for a range of internal and external stakeholders;

Communicate effectively with all stakeholders on database reports and compliance issues;

Demonstrated ability to provide hands on or remote support with respect to the client database with team members across the state;

Ability to work unsupervised in a statewide team environment to meet reporting deadlines.

Training and feedback: Experience in providing on-the-job training and confidential feedback to promote quality improvements with staff of varying skill;

Security and safety: a willingness to undergo a criminal record check to achieve and retain a National Police Certificate (Australia-wide Disclosable Criminal History).

Candidates may be required to disclose misconduct (criminal convictions, prosecution investigations etc.,) that prevent an ATSILS Security clearance in relation to any conviction for fraud or other dishonesty related criminal offences. To this end, a preferred candidate must be prepared to consent to a criminal history check being conducted (if requested). Note: A criminal history does not automatically preclude selection for interview, and a preliminary check can be discussed with the HR Manager after a candidate has been shortlisted for interview.

DESIRABLE CRITERIA (3)

Queensland Driver licence and capacity to drive in traffic without incident

Experience in an Aboriginal service, Aboriginality and /or Torres Strait Islander identification

Experience in data cleansing and migrating data from server-based to a cloud-based environment highly regarded, as is experience working with Microsoft Sharepoint® using Office 365.

D. CORE DUTIES

Co-ordinate on a State-wide basis the collection, review and analysis, storage and maintenance of client service data for reporting to internal and external stakeholders;

Prepare periodic organisation-wide reports from the client Database System for review, and submit in accordance with the organisation’s Contract for Service with the Commonwealth Attorney General’s Department;

Provide administrative, compliance and quality-management support to all users within the organisation;

Disseminate information on all updates to data entry officers across the State and follow through on data anomalies, feedback or enquiries;

Work with ATSILS personnel (including consultants) on client database system reviews, data analysis guidance and the development of training resources;

Co-ordinate the security and archiving of client files in Brisbane and the offsite maintenance and upkeep of other records of the organisation and provide guidance to other offices on file closure and archiving processes; and

Perform other administration duties as required by the CFO and PLO.

E. TEAM, COMMUNICATION & QUALITY IMPROVEMENT DUTIES

Undertake study or training which might be determined by the Executive, and contribute to the professional development of other team-members as required;

Provide procedural education, (for example through one-on-one or small group training to Data Entry officers across the State, or participate in briefings); and participate in the evaluation of such training or any operational/training resources produced (eg. data dictionary of terms and definitions, online education system developments);

Take part in workplace health and safety compliance initiatives and support other team members to do the same;

Contribute to a supportive team environment, through open and respectful communication, and work flexibly helping out the team when there are competing workloads or demands especially during staff absences;

Provide confidential feedback to the Executive when requested regarding the achievement of ATSILS Case Management Standards and other quality reporting targets relative to data management; and

Participate in annual appraisal of own work, and attend and document regular supervision sessions with the staff to whom you report.

F. CORE COMPETENCIES

Your performance will be evaluated on the following facets:

• Ability to develop an understanding of our Aboriginal and Torres Strait Islander community and to apply this understanding in providing a culturally competent service to our internal and external stakeholders;

• Ability to acquire an understanding of the client database, it’s applications and capabilities;

• Capacity to map, analyse and present accurate, reliable and timely reports from the Client database system for internal and external users;

• Ability to communicate in a clear, supportive and professional manner with both internal and external parties and ability to maintain confidentiality where required;

• Ability to provide training and support services to members of staff who use the Client Database system;

• Ability to plan and prioritise work schedules amidst competing deadlines in a busy team environment;

• Responsiveness and ability to exercise both initiative and compliance when dealing with Workplace Health and Safety, asset protection and security;

• Respect for organisation policy and procedure.

G. ATSILS Qld Contract and Location

• This position attracts a remuneration package and conditions as per the ATSILS Contract. The starting

gross salary is based on a full-time wage from $75,000 (plus superannuation and leave loading) and ranges

well above this figure dependent upon experience and qualifications.

• Our standard fixed term contract is offered, subject to performance and funding currently to 30 June

2020. Additionally, under ATO regulations, we offer an optional tax-free salary sacrifice threshold which

considerably reduces taxable income.

• ATSILS offers study leave, for approved work-related courses after a qualifying period.
