COMPETITION REGULATIONS: The competition regulations will be based on those established by the World Taekwondo, Pan Am Taekwondo Union, and the Organizing Committee/Referee Chairman. AWARDS:

1st Place: Gold Medal (1) and Participation Certificate 2nd Place: Silver Medal (1) and Participation Certificate 3rd Place: Bronze Medal (2) and Participation Certificate -Best Competitor Trophy (Male & Female) -Best Referee Trophy (Male & Female) -Best Coach Trophy (Male & Female) SPECIAL CLUB AWARDS: Top 5 Clubs with most athletes participation will receive “2018 Best School” Awards. COMPETITION RULES: Current modified World Taekwondo Competition Rules will govern this Championships. 6 year old to Cadet Black Belt divisions will use USAT approved junior safety rules for sparring and modified WT Poomsae rules. *All Color Belt Sparring: Absolutely No Head Contacts for 11 years & Under. ENTRY FEES, TERMS & CONDITIONS OF PARTICIPATION: 1. Round trip airfares and room and board expenses shall be borne by

all participants. 2. Competition Entry fee for COLOR BELTS - $100.00 USD for one

event. $30.00 for each additional event before February 19, 2018. 3. Competition Entry fee for BLACK BELTS - $125.00 USD for one

event. $50.00 for each additional event before February 19, 2018. 4. Coach & Media Pass fee - $100.00 USD before February 19, 2018. 5. Late registration fee of $50 will be added to all registration from Feb-

ruary 19 – February 25, 2018, with no exceptions. 6. Spectator admission - $15.00/Day. 5 years and under $10.00/Day.

Infants free. Pay at the venue Box Office on admission day. 7. Any Changes in registration (age, date of birth, gender, belt rank,

division/event change, name change, etc.) will result in a $25 fee per change. Please submit change request with a completed registration form and method of payment to [email protected] by 2/25/2018.

OFFICIAL UNIFORMS: *Also see page 5 for Poomsae Uniform All Black Belt Sparring contestants must wear WT Approved Black V-neck White uniform (Dobok) in good condition. Color Belt Sparring con-testants are required to wear, WT White V-neck uniform. Colored uni-forms are allowed for all Color Belt events except for Color Belt Sparring. Patches, embroidery, logos, team names, country names, athlete names, and stripes are permitted on uniforms. NO TAPE WILL BE AL-LOWED ON ANY PART OF THE UNIFORM. (Exception: Taping of the pant leg when using Protector and Scoring System sensor socks, with no more than 2 layers of tape.) SPARRING EQUIPMENT: Organizer will be using Daedo Electronic Body Protectors and E Head Gear for all Black Belts. All Black Belt competitors are REQUIRED to purchase and use their own Daedo sensor socks & heels for the sparring event(s). Daedo sensor socks & heels can be purchased by visiting the Daedo sales booth at the event. All athletes are responsible for supply-ing their own headgear, gloves, foot pads, arm and shin guards, and mouth guards. PROTECTIVE EQUIPMENT: Contestants shall wear an approved trunk protector, headgear (for Color Belt Competitors) or rented elec-tronic headgear for (Black Belt Competitors), groin guard (optional for female competitors), gloves (see below), forearm protector, shin-instep protectors, sensor socks (for Black Belt Competitors), and mouth guard before entering the contest area. No eye glasses or goggles, prescrip-tion or nonprescription, allowed. PROTECTIVE GLOVES: All Black Belts are required to wear WT-approved Taekwondo gloves. Gloves may be red, blue, or white while white is preferred. Competitors who choose to wear red or blue gloves must correspond with the color of the chest protector. Gloves must be open finger style. For all other divisions, gloves are optional and must comply with the above rule. KNEE & ELBOW PADS: The use of kneepads and/or elbow pads is OPTIONAL. Kneepads or elbow pads, if worn, must be foam, cloth, or vinyl, and must be worn under the Taekwondo uniform. Any colors are allowed. MOUTH GUARD: All athletes are REQUIRED to wear mouth guards. A mouth cover may be used for those with braces if an orthodon-tist’s note is provided prior to the beginning of competition. Clear or White mouth guards only. HEADGEAR: Black Belts competitors must rent and wear E Head Gear provided by the Organizing Committee. Color Belt sparring participants must provide their own white or red AND blue headgear with no mark-ings other than corporate logos. If the competitor chooses to wear red or blue headgear, it must correspond with the color of the chest protector. Competitors will not be permitted to wear headgears with cracks or de-fects. There is no exception to this policy. PROTECTIVE CUP: All male athletes are REQUIRED to wear a protective cup inside the uniform pants during competition. Groin protection is optional for female athletes; and must be worn inside the uniform pants.

SHIN & INSTEP PROTECTION: Shin and instep protectors are RE-QUIRED, and they must be made of foam, cloth or vinyl. When availa-ble, Daedo sensor socks with built-in instep padding will also be al-lowed. If an athlete chooses to wear foam padding, it must be taped on and it must cover the area from the base of the toes, over the top of the instep to the side of the foot, with no more than two layers of tape. Additional shin or instep protection must be approved and stamped by the Sports Medicine Department for the purpose of protecting an injury. FOREARM GUARDS: Forearm guards are REQUIRED and it is man-datory that athletes wear only foam, cloth, or vinyl products. Any color forearm guard will be allowed. Please Note: Organizer reserves the right to disallow any uniform or equipment if it is found to be offensive or degrading in any fashion. WORLD TAEKWONDO INTERNATIONAL REREREES: - Organizer will appoint the required number of WT International Refer-ees. Referees who are interested in officiating for this event must apply through contacting Master Choung Pham ([email protected]) by February 1, 2018. - Roundtrip Airfare shall be borne by each participating International Referee. - The Organizing Committee shall cover (2) nights of room and board expenses (check-in in early afternoon of March 2, 2018 ; checkout before Noon on or before of March 4, 2018). Please note, International Referees must arrive March 2, 2018. Referee meet-ing will be held on March 3, 2018 at 7:30am. - The Organizing Committee shall provide each participating W T International Referee with honorarium of USD$150.00 for the entire duration of the event. - Transportation to/from PDX: MAX passes will be provided to all WT International Referees for transportation to/from HQ hotel. WEIGH-IN: ONLY BLACK BELT WEIGH IN - Weigh-in for All Black Belt athletes shall be completed on March 2, 2018 5:30pm - 9:00pm at Oregon Convention Center. Color Belts will weigh in at the Stating Area on March 3, 2018. - At weigh-in, male contestants must wear a m i n i m a l o f under-pants and female athletes must wear a minimal of underpants & brassieres. -Two weigh in attempts will be allowed. - $100 Weight Change Fee apply applies to all weight change request after February 25, 2018. All weight change before February 25, 2018 will result in a $25 fee per change. Competitors who do not make weight before or after 1st weigh in attempt may request a weight change with $100 change fee. INDEMNITIES: Participant’s without proper participation entry forms and valid medical insurance coverage will not be allowed to com-pete at the US World Open Championships. Liability waivers must be signed by participants (or by parent or legal guardian for athletes ages 18 and under) prior to the release of credentials at check-in. Photo ID is required to pick up credentials during check-in/weigh-in.

ACCOMMODATION: Many hotels are nearby within walking distance from Oregon Convention Center. Hotels reservations can be made through www.expedia.com. GROUND TRANSPORTATION: Ground transportation is the responsibility of the individual participants. The organizing Committee will be providing ground transportation to/from venue to WT International Referees. MAX Transit service is availa-ble from Portland International Airport to the Hotel and Tournament ven-ue. VISA ENTRY:

•All participants are responsible for their own visas. •An invitation letter will be available upon request. Please contact Mr. Rick Shin, Tournament Organizer ([email protected]) with applica-ble information of the participant(s) who is/are in needed of personalized document(s). VISA requests without registration and payment confirma-tion will not be acknowledged. •Athletes who are not team member of the national federation must regis-ter for the tournament and be paid in full prior to requesting for VISA assistance. *Refund of registration fees will NOT be granted due to VISA or travel arrangement issues. *Please do NOT call for VISA request. Please include competitors/coaches' full name, country of representation, date of birth, passport number and attach online registration confirmation and payment verifica-tion in all VISA email requests. *Please allow 7 business days for VISA invitation processing.

KYORUGI COMPETITION: All Ages & All Color Belts: (NO HEAD CONTACT) Single elimination bracket, 2 Rounds, 1 minute round with 30 second rest period. 6‐7 and 8-9 Year Old Black Belt: (JUNIOR SAFETY RULES) Single elimination bracket, 2 Rounds, 1 minute round with 30 second rest period. 10-11 Year Old and Cadet Division (12-14 Year Olds) Black Belt: (JR. Safety Rules) Single elimination bracket, 2 Rounds, 90 second round with 30 second rest period. JUNIOR DIVISIONS (15‐17 Year Olds) BLACK BELTS: Single elimination bracket, 2 Rounds, 90 second round with 30 second rest period. *Athletes are not permitted to enter more than one weight category, per age division. **Athletes must compete in their age divisions that they fall in. An Athlete cannot compete “Up or Down” in age & weight divisions with the exception of 17 year old Black Belt competitors are be permitted to spar in the senior (18-32 year old) divi-sion. 17 Year Old Black Belts are allowed to compete in both Junior (15-17 year old) and Senior (18-32 year old) divisions.

Board Breaking Guidelines

Distance (Flying Side Kick) Breaking: Winner will be the participant who jumps the farthest while breaking one regulation sized board within two attempts if competitor steps on the fault line in the first attempt.

Creative (Technical) Breaking: Three demo boards will be provided to each competitor. Competitor must use three Taekwondo kicking technics to break all three boards. Maximum Two attempts on each board break. No hand/elbow techniques allowed. No jumping off ob-jects permitted. *The Organizing Committee will provide the demo boards to be used by all competitors in the competitions. Abso-lutely NO personal boards will be allowed. All referees will be holding the boards for athletes. Coaches will not be allowed on the competition mats during the execution of the break.

Poomsae Guidelines

COMPETITION RULES: Current World Taekwondo and Modified Poomsae Competition Rules will apply. METHOD OF COMPETITION: All Color Belt & Grass Root Black Belt Poomsae competitors will compete in 1 Round of Compulsory Poomsae of their choice based on their belt ranking. Contestants shall perform one(1) compulsory Poomsae, and the top four contestants/pairs/team shall be awarded prizes based on their points. Please see compulsory Poomsae list for further information. Color Belt & Grass Root Black Belt Pairs & Team will be bracketed based on the oldest and highest rank competitors in the Pair/Team. Cut-off system for WT World Class Black Belt Divisions Only: The cut-off system shall comprise the Preliminary, Semi-Final, and Final rounds. Designated Poomsae will be announced on www.USWorldOpen.com and US World Open Facebook Page on February 26, 2018. 1) Preliminaries: When 20 or more competitors are participating; com-petition shall start from the Preliminary round with division of groups at different rings. Competitors shall perform one(1) designated compulso-ry Poomsae, and half of each group shall advance to Semi-Final based on the highest scores. In the Preliminary round, each group may be judged by different group of judges. If the number of competitors is odd, the number of competitors will be rounded to an even number. Ex) If there are 23 competitors in the division, it will be considered as 24 competitors and 12 shall advance to Semi-Final. 2) Semi-Final selection: When 9 to 19 competitors are participating; competition shall start from the Semi-Final round. Competitors shall perform one(1) designated compulsory Poomsae, and 8 of them shall be advanced to Final Round based on the highest scores. 3) Final: When 8 or fewer competitors are participating, competition shall start from the Final Round. Competitors shall perform two(2) designated compulsory Poomsae, and the top four individual competi-tors/pairs/team shall be awarded prizes based on their total points in the final round. In the case of a tie, competitor with the higher total presentation points win. 3rd and 4th places are awarded with bronze medals. UNIFORMS: WT approved y-neck cross over Poomsae uniforms are permitted, but not required, in all Poomsae divisions. Color belt y-neck uniforms must be in white collar and white pants.
