Com- missioners David Dar- nell, Dave Knapp, Tom Hall and Gifford Barnes were present for the meeting, which had been resched- uled from Tuesday night. That meeting had been cancelled in anticipation of a lack of quorum. Jane Cramer was the first person to speak under “persons to be heard.” She said she was going to change her tune and asked the commissioners to make a com- mitment for the new manager to make it a priority to get the public fishing dock built including using grant writing. Cramer then asked them to explain the new lease with NorCal including the building, size and location. Interim port manager Kathy Sherbourne said she hadn’t brought the NorCal folder with her but explained it was in the area where Carvalho fisheries is located and that the building will be 100 or 110 feet long and open at both ends, consisting of block walls facing the ocean and that the struc- ture will be open for the public to go in. She said the wall would be 8 feet tall. Jan Dacayana read a letter to the port commission reminding them the public was promised a public fishing area. She said she had been waiting for the completion of the project and hoped the commission fulfilled its promise to build a public fishing dock. Commission chairman Dave Knapp said they hadn’t forgotten about the fishing pier and that it would come. Paula Cracas showed the commission and Knapp in particular a photo from last week’s edition of the Port Orford News showing the new Laskey-Clifton – Dave Knapp gravel pit signs on Highway 101. Knapp said the combined enterprise started up on August 6. In response to Cracas’ inquiry about it being a conflict of interest Knapp said it was not a con- flict and he hadn’t voted on anything to do with Laskey-Clifton. Cracas asked Knapp if he could continue to be on the commission and he said yes. Knapp then said he was guilty of voting one time when he should have declared a conflict of interest. Then Cracas addressed her concerns to commissioner Darnell and asked him where he was on Tuesday night. Darnell explained he got back to town just before 7:00pm. Cracas said it was disrespectful to cancel the meeting. (The meeting was cancelled because nei- ther Darnell nor Tom Hall could attend it). Cracas then told Dave Knapp in view of his conflict of interest she felt he should resign from the commission. David Darnell then jumped in and said, “I’ll assure you Dave Knapp didn’t make much money off the job.” Darnell con- tinued that Knapp literally gave the rock away to help the town. Beverly Walters told the commission the management selection process was flawed. She reminded them it was the most important decision they would make and they should redo the process of hiring a manager. Walters told them it was their duty to hire a reasonable man- ager with college education or a master’s degree. She said the way the process was handled the commission already had their minds made up. Then the commission moved into old business and selection of a new port commissioner. Dave Knapp said they had received five applicants for the va- cant position. David Darnell made a motion to nominate Jeff Miles for the commission job. Miles lives in the Port District and is a fisherman. His fishing boat is the Keta. The commission voted 3-0 for the motion with Gifford Barnes not voting. Miles said he had lived here all his life and been a fisherman for 20 years. He said his boat is currently

August 23 Rotary luncheon – volunteersworking were Mary Evans, LorraineHass, Savannah Tremmel, Kay Neal,Chris Lozano, Judy Franklyn, WarrenJewell. Chris Lozano did the setting upof the dining room. Mary Yoder helpedsome. He also did dishes, etc. with War-ren Jewell and Judy Franklin. This wasa very large attendance at the luncheon.The guest speaker was Peter DeFazio.The luncheon was very special – the fooddelicious. Thanks to our volunteers andthanks to Peter DeFazio for coming toPort Orford.

August 25 was barbecue at 4:00pm till?Lee Heyl and June were in charge. Hereare the volunteers that helped – RoaldYoung, Betty Berger, Kay Neal, MarkMurray, Mary Evans, Verna Pretti, ChrisLozano, Marge Kyle. They all cooked,served, set up on the outside – anything

that had to be done they did and was thefood special. Barbecue beef, potatoes,two salads, corn on the cob and water-melon for dessert. Eight of us went outand the nine year old asked if she couldgo back for more barbecue beef. Wasn’tthat a compliment? All I can say if youmissed it I feel sorry for you. It couldn’thave been nicer. Thank you all from allof us. Hope I didn’t miss anyone or any-thing. A big thanks to Lee and June.

I had not been to abeach for weeks – toobusy with the stuffgoing on in my life. Ihad forgotten that Ilived by the sea. Thensuddenly, it was moreimportant than any-

thing else to touch the ocean, to walk onits sands and to have its incessant rumblefill my ears. Once at the beach, there aresome things which must be done, searchfor the interesting stones, wade acrossthe river-mouth to see what could be onthe other side, count the pelicans as theythread their way into the wind, check onthe seals and the seagulls, and then itstime to find a spot on the dunes to dry myfeet, to get most of the sand out frombetween my toes before boots and socksgo on again. I stretched out on my backin the spiny grass, just below the wind,the sun drenching me in its heat, my eyesclosed, it was like soaking in a hot-tub, Iwas close to sleep.

I tried to think about what I had to dowhen I got home, but the outside worldseemed so far away it was easier to let it

go, nothing there mattered any more.That world there was supposed to be myreal world – where the time of day wasimportant, where people had to be con-sidered and all sort of things needed to bedone. Just a minute, if that is my realworld, what is this? I could lie here allday, I’m not worried about anything,there’s nothing on my mind. This is bliss– there’s nothing that I should be doing.It feels very real and my body loves it. Idon’t get to feel this good, not this way inthat other world. Then I remembered thatthis is how it had been for me every va-cation, until I was 15. I am the child again– as long as I lie in the sun like this, rest-ing after the long walk, lulled into deli-cious release – no meals to plan, nophone calls to make – just be home bysundown.

I realized again how precious the beachis to me. I wonder what today’s kids,(who I never see on the beach,) will do toclear their minds and find total relax-ation when they get into their times ofboredom, heavy decisions and anxiety.Perhaps the beach is my drug of choice,my escape from a world that seems to begoing nuts. This is where I don’t com-pare myself to anyone else or wonder

why I cant be like this one or that one. Ican always be happy with me here.

I know that I’ve got to return to that otherworld, but the one who returns is begin-ning to suspect that its not so real afterall, because when I’m in there doingwhat I have to do, even the happy times,I’m feeling more like a visitor, and beinga visitor makes it so much easier to getthings done – somehow its not such aserious business, and I’m aware deepdown that it wont be long before I goback to where I can feel completely realagain.

Community BuildingLandscaping

Members of the Port Orford Rotary Clubrolled up their sleeves on Friday andSaturday and landscaped the front of theCommunity Building. They started outon Friday morning by removing therocks from the planted area and therewere six loads of them, which werehauled away.

The Rotary Club crew which worked onthe project included Steve Abbott, AlAffonso, George Armstrong, Bill, FredBitgood, Rick and Emily Francona,Doug Jamieson, John Johnston, SoniaMason, and Frank Smith. Saturdaymorning Rotary Club members planteddozens of plants and on Monday morn-ing Barbara Breuer was busy wateringthem. Ruth and Doug Jamieson donatedthe plants.

DeFazio Visits Port OrfordBy Evan Kramer

Representative Peter DeFazio visitedPort Orford last Thursday starting withlunch at the Rotary Club meeting at theSenior Center. The club members andguests sat down to a lunch of bakedchicken, mashed potatoes, salad, veg-etable, dessert and coffee. The meetingwas well attended and numerous guestswere present including Curry CountyCommissioners Rachelle Schaaf,Marlyn Schafer and Lucy LaBonte; andPort Orford Mayor Gary Doran and CityAdministrator Martha Weaver.

DeFazio spoke briefly but covered sev-eral subjects before turning the meetingover to questions from the audience. Hedisplayed a copy of Thursday’s Orego-nian with a headline about the budgetsurplus vanishing. DeFazio said he hadpredicted that and said the budget ses-sion ahead in Congress would be a con-tentious one. DeFazio said any future

budget surplus should be used to paydown the national debt.

He said we were lucky to live here andhave Coos Curry Electric providingpower, as they aren’t raising their elec-tric rates. DeFazio said he had votedagainst energy deregulation, that Con-gress started the process of energy de-regulation in 1992 after 60 years of regu-lated monopolies that had worked givingAmericans low cost energy, and thatpeople want stability and reliability ofpower. He said Oregon was the last statein the union considering deregulation.

DeFazio spoke about dredging and saidwe need the Army Corps of Engineers todo dredging or ports on the south coastwill close. He said there was only oneprivate company doing dredging.

DeFazio was asked about an article in thepaper, which said the tax rebate wascoming out of next year’s taxes. DeFaziosaid the tax rebate checks were “a rebate

for anticipated taxes.”

DeFazio was discouraging about legisla-tion to deal with the increased costs ofhealth insurance other than a full deduc-tion for health coverage for the self-em-ployed. He said that professional sportsand insurance were the only two indus-tries not subject to the antitrust law. Hespoke about trying to get the insuranceindustry to sell a competitive product.

DeFazio said he hadn’t made a decisionon whether or not to run for governor andhad been receiving lots of input frompeople urging to stay on as congressmanand to run for governor. Later on at theHeads State Park DeFazio spoke moreabout it and said he likes living in Or-egon (and the governor gets to do justthat).

When the Rotary meeting came to an endDeFazio was whisked off to Port OrfordHeads State Park where he presented

A while ago someone asked me what wasso special about Port Orford being 150years old that we needed to have a cel-ebration. The reason to celebrate is notso much because of the number of years,but that some of them were very difficultyears when there was a real chance thatthe town would not survive.

Some bad years came right away. Theweather during the winter of 1853 was sobad, with so many violent storms, thatships could not enter the harbor to bringsupplies. With no roads and no ships, thepeople subsisted on shellfish and gamefor the entire winter after staples such asflour ran out.

When the army was at Fort Orford andgold miners successfully worked thebeaches, Port Orford flourished withnine hotels, several stores and manyhouses. In 1856 the gold mines failed,the army moved out and the town de-clined until one historian relates that by1859 there were only three families leftin town. The hotels, saloons, stores and

DeFazio serves on the CoastGuard and Maritime TransportationSubcommittee. He admitted to neverhaving been to this park before but ex-pressed an interest in coming back for alonger visit. Then it was time to leaveand DeFazio field representative RonKreskey drove DeFazio off to his nextseries of meetings in Gold Beach andthen Brookings.

houses were empty and gradually beingdestroyed by the wind and weather.

Little by little Port Orford began to growagain and then the next disaster appearedin the form of a devastating forest firethat swept across the Sixes and Elk Riv-ers on October 10, 1868. It couldn’t havecome at a worse time for Mrs. Tichenorbecause Captain Tichenor and his sonwere away. She fought the fire alone andsaved their home. Only three buildingsin town survived: two houses and a barnat the Knapp Hotel.

The Unican family, who lived to thenorth of Port Orford, escaped with theirlives by wrapping themselves in wetblankets and hiding in a well until the firepassed. Mr. Burnap, the storekeeper,tried to save his merchandise by throw-ing it over the cliffs onto the beach onlyto have hot cinders fall on it and burn itanyway.

The hardy people of the town again re-built and prosperity returned. Hugeamounts of lumber were shipped fromhere in the 20s and 30s, but the advent ofWorld War II put an end to the lumbershipments. Eventually the mills closedand people had to find other work ormove away.

Even as late as the 1960s the town suf-fered some setbacks that were hard toovercome. The Columbus Day Storm inOctober 1962 is still remembered bythose who lived through it. In PatMasterson’s book he relates trying to getback to Port Orford from Gold Beachafter the storm and being told by a south-bound driver that it wasn’t any use to goto Port Orford because there was nothingleft. He returned to find that the 150 mileper hour winds had moved some housesoff their foundations and left the town amess.

When the long awaited jetty was built,our once deep water harbor became anightmare of shoaling and shifting sand.Conditions are often so difficult for localfishing boats that it is hard to believe thata 410 foot steamer once loaded lumber atour dock. Now new regulations arethreatening our fishermen’s future.

Through all the troubles – from earlyyears to present days – Port Orford con-tinues to bounce back and remains awonderful place to live. This is surely afact worth celebrating, especially whenwe remember the hardships of a whileago.

Follow the Fish

Walkers, runners, dogs, strollers, gran-nies and toddlers will cinch down theirwalking shoes for North Curry Commu-nity Health Grant Program’s second an-nual “Walk On!” 9a.m. to 1p.m., Satur-day, Sept. 1, in Port Orford.

The six-mile course, marked by big fish,begins at the Battle Rock registrationbooth. Prize drawings are scheduledlater in the day for lucky registrants.Coordinators also will distribute maps tohelp keep walkers on course, along withevent t-shirts for $5, Cathy Boden, coor-dinator, says.

Rest stations include the 12th Streetdock at Garrison Lake, and the CurryFamily Medical clinic on Madrona. Freewater will be available.

New this year, the last leg of the coursewill detour through the Arts & SeafoodFestival Strolling Area, Boden adds. “Sowalkers can enjoy art and food booths,street entertainment and live music!”

Mike Ashdown’s ten-year-old black La-brador Bud was killed last week late atnight after being struck by a truck. Budwas busy at the time having a barkingconversation with another dog but thistime his luck ran out.

Bud was everybody’s friend and a fixturedown at the dock where he hung aroundwith Mike while he was working on hisboats. Bud was also a familiar sight infront of the Paradise Café where he pa-tiently waited outside for Mike by thedoor. Bud has his own life and friendsand was well known in Port Orford bythe other dogs and especially by thepeople all over town. He even had hispicture on the front page of the PortOrford News a few years back. Bud en-joyed playing with the tourists down atDock Beach and like all Labs enjoyedplaying the stick game. He will bemissed around Port Orford.

Gold Beach Air Show

Gold Beach and the South Coast AirSquadron Civil Air Patrol will host theannual Airport Activity Days with aGold Beach Fly-in and Ham Radio SwapMeet at the Gold Beach Municipal Air-port in Gold Beach on Saturday and Sun-day, Sept. 1-2 from 8am-4pm. Admis-sion is free.

You can take a plane ride for ten dollarswith several planes to choose from. TheFly-in will include Vintage Aircraft Dis-plays, Warbird Displays, Biplanes,Skydivers, Experimental Aircraft, RadioControlled Planes, Coast Guard Heli-copter Demos and Civil Air Patrol.Event coordinator Lt. Pete Peters added,“there will be several surprises this yearthat will make this event fun for the en-tire family.”

Other activities include an “all you caneat breakfast” at the Senior Center foronly $4 and includes pancakes, eggs,

bacon, sausage and hash browns. Therewill also be car show and plenty of foodand activity booths to keep the entirefamily busy. Ambulance Open House

Port Orford Community Ambulancepersonnel will be hosting an Open Houseat the ambulance chute located at 55219th Street on Saturday, September 1,from 10:00am to 4:00pm. Participatingin this year’s Art and Seafood Festival,Port Orford Community Ambulancepersonnel will be serving refreshments,and tours will be given of their new 2000Wheeled Coach ambulance.

Incorporated in 1954, Port Orford Com-munity Ambulance volunteer historianshave maintained original documents,photos, and memorabilia from the past47 years, most of which will be on dis-play during the open house. One strikingcontrast in the organization’s 47-yearhistory is that Port Orford’s first ambu-lance; a 1947 Cadillac, was purchased inApril 1954 for $2,350. Port OrfordCommunity Ambulance recently pur-chased the 2000 Ford Type III ambu-lance for $73,500.

Antique Auto Show

The annual Show and Shine AntiqueAuto Show, sponsored by the PortOrford Rotary Club as part of the Artsand Seafood Festival, will be this Sun-day afternoon from 11:00 am to 3:00 pm.Automobiles, pickups and motorcycleswill be registered between 8:00 and11:00 am. Trophies and plaques will beawarded to show winners between 3:00and 3:30 pm. The show will be held inthe Driftwood Elementary School park-ing lot at no charge for spectators.

According to Brent Hodges, show coor-dinator for the Rotary Club and the Artsand Seafood Festival, two plaques willbe awarded in each of eleven classes:pre-‘40 cars, ‘40-‘49 cars, ‘50-‘59 cars,‘60-‘69 cars, ’70-to-present cars, pre-’49 pickups, ‘50-‘59 pickups and ’60-to-present pickups plus two motorcycleclasses and a “special interest cars” cat-egory.

In addition to the class awards, a “Best inShow” trophy and a “People’s Choice”trophy will also be awarded. Visitors tothe show will vote on vehicles for thecoveted “People’s Choice” award.

A food booth at the show will be sellinghamburgers and soft drinks and raffletickets will be sold for a 50-50 cashaward and a variety of prizes from localmerchants. Tickets are $1 each or 6 for$5. Drawings will take place throughoutthe afternoon and winning numbers willbe posted at the show.

In commenting on the show, Hodgessaid he was hoping for 30 to 50 vehiclesand, “Everyone is wondering if Aggie’scar will show up again!”

Antique Dog

The streets of Port Orford will be filledwith music on both days of the Arts andSeafood Festival this weekend. At theBandshell in the Festival Strolling Area(Highway 101 between 9th and BattleRock Park), an assortment of bands willbe playing both days.

On Saturday, from 11:00 am to 3:00 pm,Antique Dog will be performing an as-sortment of Acoustic Rock with EddyHouck on guitar, Faron Rieger, vocalsand keyboard, Monty Harrison, percus-sions, and Ryan Collins, bassist. Duringthe day, the band will be joined by spe-cial guests Jack Ponting and Dr. Adam aswell as others who may drop by to “sit in”at this special musical occasion.

On Sunday, Antique Dog will be backfrom 11: to 1:00 followed by The Ab-stractors, a Jazz Rock group from CoosBay that will be playing from 1:00 to3:00. The Bandshell will be located atthe corner of 8th and Highway 101. 8thStreet will be blocked off during the Fes-tival so both locals and visitors can eat,drink and listen to music at theBandshell.

The Bandshell is part of the Arts andSeafood Outdoor Strolling Area which

also contains seafood “finger food”booths, snack booths and arts, crafts andinformation booths. Most activities inthe Strolling Area will be open from10:00 am to 4:00 pm both days.

Antique Dog will also be performingnightly during the Festival at Mr. Ed’sEspresso at 11th and Highway 101. TheAbstractors will be playing again atRoger’s Zoo in Coos Bay on September8th.

The commission then moved on to selec-tion of a port manager. They had re-ceived nine applications for the job.Gifford Barnes recommended they startthe process from scratch. David Darnell

made a motion that the commission hiresKathy Sherbourne as port manager andTom Hall seconded the motion. Barnessaid the commission had received re-sumes that far outweighed Kathy’s forthe job. Leonard Foster then spoke to thecommission and said he had seen lots ofrailroad jobs in forty years and said the“entire meeting ought to be cancelled.”Gifford Barnes said Tuesday night’scancelled meeting should have beenvoted on before it was cancelled but itwasn’t as per the commissioner’s hand-book. The commission then voted 3-1 infavor of the motion to hire Sherbournewith Darnell, Hall and Knapp in favorand Barnes voting no.

Kathy Sherbourne then discussed therecent ODOT meeting at the Port con-cerning Dock Road. The grant from thefederal government is for $1 million butthe port must come up with a twenty per-cent matching grant with ODOT beingthe lead agency.

David Darnell made a motion to have thenew port manager look for funds for thepublic fishing pier and it passed 4-0.

Dave Knapp then adjourned the meetinginto executive session under ORS192.660(I)(h) pending litigation and the

large public gathering left to wait in thehallway. The press stayed behind andunless I missed something litigation wasnot discussed.

The meeting was convened into regularsession at 8:15pm. David Darnell madea motion to get the local state fire mar-shal to inspect the fuel system and bringit up to code and it passed 4-0.

The commission considered Resolution2001-02 regarding vacation of the 4thStreet right of way from cliff to cliff ontop of Fort Point. David Darnell made amotion to accept Resolution 2001-02.Frank Cramer then spoke to the commis-sion and said if the Resolution passed thepublic would be excluded from this site.He advised against approving the resolu-tion. Ed Dowdy suggested to the com-mission that they might want the prop-erty vacated to them in the future since itwas adjacent to the port maintenancearea. Bill Rebhahn told the commissionhe owned the property on both sides of4th Street. David Darnell said he wasgoing to withdraw his motion until theycould look at the site and see exactlywhat Rebhahn was talking about. Amotion was made and passed to table thediscussion until next month’s meeting.

Kathy Sherbourne gave a briefmanager’s report and said she had paidall the bills on time and the port wascatching up with the fuel bill.

The commission then passed a motionauthorizing Resolution 2001-01 regard-ing storage of crab pots. Crab pots maybe stored as designated up to 10 daysprior to crab season opening. A charge of$1/day/pot will be assessed for any potsnot removed within 10 days after beingbrought in on or after April 1 each year.

David Darnell made a motion to autho-rize all the commissioners to sign on thebank account and it passed 4-0. DavidDarnell made one last motion to pay thebills as they can be paid and it passed 4-0.
