REXPO 8 Unplugged would be

a great experience!

This program is a collaborative effort between private businesses,

municipal and county solid waste divisions, economic development

professionals and the community of San Joaquin County.

The purpose of the Green Team San Joaquin is to create a nexus

between commerce and environment and to enhance the delivery

of Chamber services and to address economic, environmental and

quality of life issues in Stockton and San Joaquin County. I hope to

see all of you there!

With March upon us I am more then half way through my time

as President of The Greater Stockton Chamber of Commerce,

and what a GREAT time I have had representing all of you. I have

especially enjoyed getting to know all the businesses and local

vendors we have! We have a great city and I am so proud to be

a part of it. So thank you so much, remember to shop local and

always take a minute to let the people you are doing business with

know that you live here and belong to the Chamber.

May God always bless and protect all of us in our great

City of Stockton.

We are now entering into the Spring of the year (did we have

a winter this year?) and trees and flowers will begin to bloom

and bring a fresh look to our city. That is what I hope ULI

will do after they complete their visit and then report on their

recommendations. They will do their work and we must look

very closely at what they have to say and at ourselves and then

understand, believe and let it be known that it takes the ENTIRE

community to bring positive change not just a few.

It is everyone’s responsibility without excuses or finger pointing to

get the important job done… or as Confucius said: “To put the world

right in order, we must first put the nation in order; to put the nation

in order, we must first put the family in order; to put the family in

order, we must first cultivate our personal life; we must first set our

hearts right.” If all of our hearts, minds, energy and being are not into

improving our community then no matter what recommendations

come forth we will not be able to bask in the spring sunshine of an

improved quality of life for all.

At the same time, the committee looking at ways to greatly

decrease the crime problem should be starting to meet, and the same

holds true of all working together to make sure that the job is done

properly…. Again, it starts with individuals and what is taught or not

taught in the home as to personal responsibility, respecting others,

understanding consequences for one’s actions and most of all not

blaming others for your actions.

When I served as Vice Chair and then Chair of the Youthful

Offender Parole Board (YOPB) prior to joining the Chamber staff my

fellow hearing officers and I heard 10 to 15 cases, (11 different types

of hearings) a day in California Youth Authority Facilities around

the State and also held hearings in County Jails and State Prisons. We

would never allow a juvenile offender or someone from age 12-25

(at that time the maximum age of an Youth Authority Ward) make

the excuse that it was someone else’s fault that they pulled the trigger,

stuck the knife, stole the car, burglarized the home or business,

assaulted another person or any other crime they were committed for.

We strongly reinforced that no matter their background or

imagined excuse, they alone were responsible for their actions. We

also advised them that there are so many ways for them to reach out

to a multitude of people to help and get their lives in order. They only

had to take that first step! It was their choice! It was very enlightening

to see that most wards were easy to work with one on one and you

could see the potential. It was when they fell prey to “peer pressure”

that they embraced the criminal mentality and reverted to the “poor

me” syndrome, which is not acceptable. I wish I had the space to tell

some stories about how one of my YOPB-retired annuitants and I

handled Bulldog gang members put in front of us.

I still run into some of those who were from this area who are

doing well. I even hear from time to time from wards from others

areas of the State who are crime free, working and raising a family and

breaking the generational pattern. It can be done!

That is what has to happen here in Stockton and it must start in the

homes, families and neighborhoods to really make it work! I know

I must sound like a broken record BUT, “If you are not part of the

solution then you are part of the problem.”

It must be known and shouted in neighborhoods across this fine

city that those who affiliate with gangs or commit crimes are nothing

more than thugs, cowards and irresponsible jerks (same as those who

know who commit the crimes and are just as bad for not reporting

same to law enforcement) and we will not put up continued on page 13

Good news, our 31st Annual Golf Tournament is not yet sold

Club will host this tournament on April 2, beginning with

registration at 10:00 a.m., lunch at 11:00 and a shotgun start at

Noon. After the tournament, we’ll host an awards reception to

Asparagus Festival Volunteers Needed

Just how lucky can we get?! People come from across the West

Coast to attend the Asparagus Festival, and it’s right in our own

backyard! We’ll have spectacular entertainment, fun for the kids

and the best food you can imagine at this three-day festival.

However, the most fun will definitely be at the Chamber’s Pasta

and Ice Cream Booth! There is still time to volunteer to help

Leadership Stockton: Law Enforcement Session

Each year, the Leadership Stockton class looks forward to the

Law Enforcement session. This session gives the class a glimpse

of the various entities that work together to make Stockton a safe

place to live, work and play.

The day began with a warm welcome to the John Zunino

Operations Center from Undersheriff John Picone (LS Class of

‘03). The Undersheriff was followed by Assistant Chief of Police,

and the next Chief, Eric Jones (LS Class of ‘06). Assistant Chief

Jones spoke about crime and Stockton PD’s efforts to combat this

hot issue. He provided great statistics and encouraged the public

to become more involved in the process.

Following the briefing from the Assistant Chief, the class was

educated in “Gangs and Guns” by Detective Paul Gutierrez of the

Stockton PD. Detective Gutierrez’s presentation was Gangs 101 for

most of the class, providing a visual guide to identifying Stockton

gangs and gang culture. This topic, which provides an unfiltered

look at Stockton gangs, is always a class favorite.

After lunch, the class heard from Assistant District Attorney

Edward Busuttil who spoke about the law side of justice. Sheriff

Steve Moore (LS Class of ’90) then provided an overview of the

Sheriff Department’s operation of the Jail Facility and a glimpse of

his department’s many other duties.

Then the class was off for a jail tour that many considered the

highlight of the day. During the two-hour tour, the class visited

the intake, women’s area, men’s area, administrative segregation,

medical clinic, communications area and the gun range of the

French Camp facility.

A big THANK YOU to Sheriff Moore, Assistant Chief Jones and

Detective Gutierrez. Thanks also to Sheriff Moore for the generous

use of his facilities and his very helpful staff, especially Officer Kim

de la Cruz (LS Class of ’08) for coordinating the jail tour.

When a community invests in its children, children enter school

ready to learn. When children thrive at school, our workforce is

strengthened by their diverse talents and skills. When parents know

their children are benefitting from high quality child care, they can

focus on their own jobs, without distraction. A vibrant local economy

depends on a sufficient supply of quality child care. Without care,

working parents with children cannot be effective employees and

productivity is negatively impacted for employers. Lack of quality

child care puts our children at a disadvantage when they enter school.

There are nearly 1000 licensed child care centers and family

child care homes in San Joaquin County. The majority of these

small businesses blend public and private funding in order to

stay in business. California Child Care and Child Development

funding has been cut by 27% between 2008 and 2012. Last year, that

amounted to $6.2 million in revenue lost locally. Recent research

indicates that each dollar spent on child care in California returns a

minimum of nearly three dollars to the local economy (MacGillvary

& Lucia, 2011). $18.7 million spent locally is a “big deal” to our local

retailers, grocers and other providers of goods and services.

What’s at stake? In his January State Budget Proposal, Governor

Brown proposes to eliminate another 62,000 child care slots

statewide, $516.8 million in child development funding. If

approved, this will dismantle the child care delivery system.

The U.S. Chamber of Commerce with its affiliate organization,

Institute for a Competitive Workforce, has launched a very

exciting Early Childhood Education Initiative. To view their

Stockton’s Green FutureGreen Team San Joaquin Leads the Way

“How can we be more green?” No matter

which industry you’re in, chances are

good that you’ve heard this question in

recent years as responsible environmental

stewardship has become a worldwide

priority. In 2005, the Greater Stockton

Chamber of Commerce formed the

Green Team San Joaquin to tackle this

issue through the collaboration of private

business, municipal and county solid

waste divisions, economic development

professionals and the community of San

Joaquin County.

Since its inception, Green Team San

Joaquin has helped create green jobs and

boost commerce throughout San Joaquin

County by forming and utilizing the ties

that bind the priorities of City and County

governmental bodies with the practicalities

of commerce to ensure environmental

conservation makes economic sense.

This month, Port O Call is delighted

to profile some of the companies and

organizations who have partnered with

Green Team San Joaquin in order to

promote the benefits of responsible

environmental stewardship.

San Joaquin County

San Joaquin County Public Works’ Solid

Waste Division has implemented several

projects to reduce solid waste and maximize

recycling. For instance, CalRecycle’s

Recycling Market Development Zone

(RMDZ), combines recycling with economic

development to fuel new businesses, expand

existing ones, create jobs and divert waste

from landfills. The program also provides

attractive loans, technical assistance and

free product marketing to Zone-located

businesses that use materials from the waste

stream to manufacture their products. The

Greater Stockton Chamber

of Commerce acts as Zone

Administrator for the San Joaquin

County RMDZ, the only partnership of its

kind in the State. Green Team San Joaquin

grew out of the RMDZ, providing not only

loans and marketing assistance but savings

to businesses, economic development,

legislative and policy updates, networking

and public forums.

According to Management Analyst Elisa

Moberly, the State of California is looking

at San Joaquin County’s partnerships as a

role model. “Our Green Team is unique,”

says Moberly. “We are very proactive at

looking out for businesses, and we get much

more mileage through our partnerships.”

Moberly added that when it comes to

forging partnerships, the economic benefits

of going green can be persuasive. “Saving

the environment is important to businesses,

but saving them money gets you their

cooperation. Appeal to their bottom line

to start them on the road to environmental

responsibility, and everybody wins.”

The City of Stockton

Since 2004, the City of Stockton’s

waste program has utilized a three

receptacle system—trash, green waste

and recycling—for all residential and

commercial customers. “This is the Cadillac

of collection programs,” says Solid

Waste Manager Gretchen Olsen, “we

currently serve approximately 90,000

residential customers and around 3,200

commercial customers.”

As a member of the Green Team, the

City of Stockton has been working hard

to ensure that Stockton is in compliance

with—or exceeds—the commercial

recycling guidelines put forward by AB-341.

The City also has an ongoing effort to make

recycling more convenient for multifamily

units and apartments, a market segment that

has been less able to recycle because of the

challenges of making the

process convenient to

residents with limited

space and a wide

variety of needs. City

staff have tackled this

head on by meeting

with property managers

and service providers to help

residents get set up with smaller containers,

spacious centralized bins and commingled

recycling options. Olsen said that the City

is committed to following through to make

sure the program is convenient for residents.

Granite Construction, Inc.

Granite Construction is a producer of

construction materials and one of the

nation’s largest diversified heavy civil

contractors. Granite Construction is

headquartered in Watsonville, CA with

regional offices nationwide, including the

firm’s San Joaquin County facility which has

operated in French Camp for over 30 years.

According to Valley Area Sales Manager

Jake Hinchey, Granite Construction’s

commitment to ethical environmental

stewardship has earned it recognition as one

of the world’s most ethical companies for

two years running. Granite Construction’s

services include recycling concrete and

asphalt into paving material for roads,

thereby mining fewer construction materials

and reducing haul distances, and utilizing

energy-saving “warm mix” technology

to produce its asphalt concrete. In recent

years, many roads throughout the County

have been repaved with recycled asphalt

reclaimed by the company. San Joaquin

County was among the first counties

in the Central Valley to accept such

materials. “By weight, asphalt is one of

the top recycled materials in

the world,” said Hinchey.

“Worldwide, the

construction industry

recycles over 81% of asphalt

concrete produced.”

Granite has also made a

recent push to convert waste

asphalt shingles into useable

asphalt concrete. “We’re working locally and

nationally to shred shingles and reintroduce

them into asphalt. We’re working with

CalTrans, the County and local businesses

and industry leaders to figure this out.”

Onsite Electronics Recycling

Onsite Electronics Recycling, LLC, is a

full service electronics waste recycling firm

that safely recycles electronics material

at its Stockton, California facility. Onsite

has remained committed to its principles

of green operation since its foundation in

2004. “We believe in operating a sustainable

business,” said President Janice Oldemeyer.

“It’s about a lot more than just recycling, it’s

about doing right, from taking care of our

employees to being responsible stewards of

our environment.”

Onsite has received recognition

and numerous awards from local and

international sources, including the

“2010 P3 Stewardship Award” from the

Greater Stockton Chamber of Commerce

and was the 14th Company worldwide

to receive ISO14001 e-Steward Recycler

Certification from the Basel Action

Network. This prestigious international

certification verifies that Onsite’s

operation limits environmental impact,

is in compliance with all environmental

regulations, ensures the health of anyone

who interacts with recycled materials

downstream and never exports material

overseas for recycling. Onsite Electronics

Recycling was also the 2nd business in

San Joaquin County to pass the vigorous

assessment process given by the Green

Team San Joaquin, receiving the Green

Sustainable Business Certification.

Epic Plastics, Inc.

Since 1997, Epic Plastics, Inc. has created

environmentally-friendly landscape

products from post consumer recycled

plastics at its 125,000 sq. ft. manufacturing

facility in Lodi. Each year, Epic Plastics

converts over 144 million shampoo, milk

and other HDPE #2 bottles into its premier

landscaping products, diverting over 15

million pounds of post consumer plastic

from state and local landfills yearly.

Epic Plastics, Inc. is a model for local

green businesses. The company was financed

with the help of grants and loans from the

California Integrated Waste Management

Board, the California Department of

Conservation as well as the Alameda

County Waste Management Authority.

Today, Epic has ramped up conversion of

recyclable waste products into over 11 miles

of its Benda Board product each day. Epic

Plastic’s 100% recycled products can be

purchased in professional landscape and

irrigation supply houses, lumber yards,

builder’s supply stores and retail home

improvement centers throughout the

United States. These products represent an

innovative use for recycled plastic products

and offset the use of competing products

derived from non-sustainable sources,

providing consumers an environmentally-

friendly option for all their landscaping and

accent needs.

with it any more. We are the law abiding, taxpaying, hard working

and responsible members of Stockton and as such there is nothing

that will get in the way of us all making Stockton a much better and

safer place to call home.

Having been on the streets as a Stockton Police Officer—and

proud to say so—it is not just the men and women of the currently

understaffed Stockton Police Department who must shoulder the

entire burden of fixing a broken society, all of us must work as one to

be part of the solution. The new committee on crime reduction must

have no egos, no hidden agendas, no racial divides and no political

finger pointing! We must all stand up and be counted and not let

irresponsible idiots (a very small percentage of Stocktonians doing

100% of the damage) stand in our way.

With that said, we do have so much to be thankful for in the great

community that is our home, Stockton. We just need to work together

to polish the jewel! Or, as Albert Einstein once said: “A hundred times

a day I remind myself that my life depends on the labors of other

men, living and dead, and that I must exert myself in order to give, in

the measure as I have received, and am still receiving.” Let us all do
