SUB: TENDER FOR ANNUAL CONTRACT FOR CHLORINE FILLING&HANDLING AND CELL MAINTENANCE. .

Dear Sir,

Sealed offers are invited from reputed parties to enter into annual contract FORCHLORINE FILLING &HANDLING AND CELL MAINTENANCE at our Works at NayaNangal, Distt. Ropar (Punjab) as per details below:

1. Scope of work:- Scope of work will be as per annexure -A& B enclosed herewith.

2. Rates: - Kindly quote rates in annexure-A & B enclosed herewith. The rates willremain firm during the period of contract.

3. Last Date of Submission of offers: - Last date of submission of offers is20.09.2017.

4. Earnest Money: - Earnest money of Rs. 50000.00 by way of demand draftfavouring Punjab Alkalies & Chemicals Limited is to be enclosed with tender in aseparate envelops marked Earnest Money.

5. Security deposit:- The successful contractor will have to deposit Security of Rs.200000.00 ( Rs. Two Lac only). Security will be released after satisfactorycompletion of the contract.

6. All the tools & tackles including tractor trolley required for carrying out the abovejobs will be arranged by you.

7. Payment Terms: Within 30 days from the date of submission of bills on monthlybasis duly verified by the concerned department.

8. GST: GST as applicable will be paid extra. Kindly confirm HSN/ASC code andrate of GST in your offer.

9. Income Tax: Income Tax shall be deducted at source from your bills as per rules.

10.Work Contract Tax or any other tax as applicable from time to time will bededucted if applicable and shall be borne by you

11.Validity: The contract shall be valid for one year. PACL will have the right to extendthe contract for one month on same rates and terms and conditions.

12. Penalty: - If contractor is failed to execute the work as per instructions of PACL,penalty of Rs. 500.00 may be levied each time.

13.The contractor will have to abide by the Govt labour laws as applicable from timeto time as per annexure -C enclosed herewith.

14.Statutory Laws: You shall abide by and observe all the statutory requirements oflocal and Central Govt. for employing contract workers while working at our Sitespecially minimum wages, Provident Fund, ESI, Workman Compensation andshall further ensure that safety and security regulations of our Company are strictlyobserved by all of your employees and contract workers working for you at ourSite. We however, reserve the right of asking any of your workers or staff to leaveour premises if he/she is found violating any of our safety and security regulationswithin our premises.

15.Arbitration Clause: In all cases of dispute or disagreement between the partieshereto as to any matter arising out of or relating to this Work Order whether suchdispute or disagreement shall arise during the continuance of this Work Orderregarding interpretation of this Work Order or any clause or clauses thereof orupon or after the termination hereof and provided no understanding between theparties can be reached for the settlement of the difference such dispute ordifference shall be referred to the sole arbitration of the Managing Director ofPunjab Alkalies & Chemicals Limited or any other officer appointed by him on hisbehalf, in accordance with the provisions of Arbitration and Conciliation Act,1996 or any Statutory modifications or substitute thereof and all the provisions ofthat Act, so far as are applicable or of any of them for the time being in force shallapply to every reference hereunder. The award given by such Arbitrator shall befinal, conclusive and binding upon the parties to the Work Order/contract. TheArbitrator may from time to time, with the consent of parties, enlarge the time formaking 'or publishing the award. The arbitration proceedings shall be held atChandigarh.

Notwithstanding any pending reference to arbitration both parties shall precedewith the execution of their commitments, under the Work Order/contract untilthe arbitration award is known unless the question of such continuance is asubject matter of such proceedings.

16. Law and Its Jurisdiction: The contract shall be governed by the laws of Govt. ofIndia in force from time to time and shall be deemed to have been concluded inthe Union Territory of Chandigarh. All suits and proceedings shall be subject tojurisdiction of the courts at Chandigarh only.

JOB DETAILS:

Jobs listed 2 & 3 includes following activities:

i) Unloading of empty tonners/cylinders from trucks/tractor trolleys and othervehicles parked in our filling section and stacking the same in chlorine fillingsection area or any other nearby area earmarked for this purpose.

ii) Shifting of empty tonners from filling section area or yard as the case may be tosniffing station, completely degassing of the tonner/cylinder as the case may be, atsniffing station. Servicing of chlorine tonner/cylinders valves (both valves in caseof tonners) changing of damaged/worn out parts on the valves or with new valvesas the case may be, shifting of serviced tonners/cylinders on the filling post forliquid chlorine filling.

iii) Rolling of filled liquid chlorine tonners/cylinders from the filling post, staking thesame in the filling section in rows of two or four or as suggested by our SectionIncharge, fitting of chlorine tonners/cylinders valves protection domes, tighteningof brass nuts on the tonners/cylinders valves, chlorine leak testing oftoners/cylinders, valves loading of filled tonners/cylinders on trucks trolleys andother vehicles parked in this area. You will also supply adequate manpower for50-100% checking of filled tonner/cylinders daily or at random as directed by QCD.This includes counter checking of gross weight of the cylinder or any others suchjobs.

JOBS LISTED AT 4 & 5 INCLUDES FOLLOWING ACTIVITES:

Throw internal cleaning of liquid chlorine tonners/cylinders using double alkaline water,removing all foreign particles from inside the tonner/cylinders, by air blowing by usingother mechanical means (No chemical washing will be done in any case whatsoever), thewater filling or toners/cylinders and hydro testing the same in the presence of our SectionIncharge. Draining out entire water and completely drying the tonner by Dry Air/Steamblowing. Sniffing of new valves on the tonner/ cylinders.

JOB LISTED AT 6 INCLUDES FOLLOWING ACTIVITIES:

External surface cleaning of tonners/cylinders with hammer & removing pits/dentswherever required and by steel brush, giving one coat of primer and then two coats ofgolden yellow paints. Manual writing of toners/cylinders details on the tonner/cylinder asthe case may be.

GENERAL:

1. Supply of semiskilled/unskilled manpower for getting sundry repair andmaintenance from mechanical workshop, issue of materials from stores and returnof material to stores, or other maintenance jobs within cell house/chlorine fillingsections as and when required.

: 3:Supply of manpower for preparation of new rubber/lead gaskets etc. as and whenrequired.

3. All mechanical tools/tackles for carrying out the above jobs will be provided byPACL as free issue. However, all tools, tackles, for cleaning and sweeping jobswould be provided by the Contractor himself. Manpower required for cleaning andsweeping shall be provided by PACL.

4. Personnel safety appliances like gumboots, handgloves, helmets, shoes etc. willbe provided by the contractor himself. However, chlorine gas masks, face shields,safety aprons, safety goggles etc. would be provided by PACL as free issue.

Contractor would ensure safe and careful handling of all mechanical tools andtackles and safety appliances and any other material like brass valves, brass nuts,copper tube etc. Copper rods, cell elements, copper flexible etc.

5. Contractor will have to make good the losses caused to PACL property, material,items issued to him because of permanent damage, theft if any because ofnegligence of the contractor & because of negligence of any of his employee(s)

Contractor would keep permanent record of issue/receipt, return of all material asstated above. He will also be responsible for reconciliation of the same onmonthly basis.

6. In case of suspension of operation in Chlorine Filling Section for complete oneshift due to any reason whatsoever, no idle hours, for the labour deployed wouldbe paid. However, in case of suspension of Chlorine filing for short period due tosudden technical problem in running Plant like chocking of lines, less pressure ordue to shortage of empty tonners etc. Contractor will be compensated suitably foridle hours.

7. Painting/writing of tonners details on new as well as odl tonners will be in scope ofContractor without any extra payment.

8. No overtime payment will be paid/adjusted for labour deployed by the Contractorfor loading & unloading of tonners. Despatch of filled tonners may be required in'A' shift at 6.00 AM and may be continued ever after 5.00 PM whenever requiredas per Plant requirement.

9. Ours is 'No Smoking' plant premises. Contractor would thus ensure that none ofhis employees, carries cigarettes, bidis, match boxes or any smoking items withinthe plant. Contractor would be personally responsible for the employees foundviolating this condition.

10. All employees of the contractor would be required to come in proper dress i.e.pant/shirt & shoes with laces. No casual wears are allowed in the plant.

11. Contractor would be bound by all statutory acts/laws applicable as on date orenforced by statutory authorities from time to time during the execution of

contract. Contractor would also be responsible for safety of his employees whilethey are on duty. Contractor would be responsible for all compensations fallingdue to any of his employees because of injury, sickness or any other reason whilehis employees are on duty.

12. Contractor would make arrangement for serving tea/snacks to his employees attheir work spot while they are on duty.

13. Connection/disconnection of chlorine tonners with filling line shall be in the scopeof the Contractor.

14. Contractor's labour to operate Cardex board on day to day basis for openinghydraulic test card as earlier.

15. Contractor will be responsible to remove tonner parts i.e. Tekno Valves, Spindle,Brass Plug from the rejected tonners and these parts to be returned to stores.

16. Contractor should ensure that hydro testing painting of tonners is to be donecontinuously and should not be stopped on any day without instructions ofconcerned officials.

17. Deployment of one person (Casual Labour) per shift for maintenance ofTONNERS will be covered under labour supply in both the plants.

SCOPE OF WORK FOR CELL MAINTENANCE

a) To provide manpower for up/keep /maintenance of cell house as per the plant

requirement. In case cell element is to be opened the same shall be removed

from the cell racks using our cranes, transportation of the cell element(s) from

Unit-II to Unit-I cell workshop (cell opened in Unit-I as well as Unit-II shall be

repaired/opened/assembled in Unit-I workshop only). Changing/replacement of

membranes re-assemble for cell elements shall be done under our supervision.

Fixing of cell elements in the cell racks in cell house in Unit-lor Unit-II as the case

may be.

b) Suitable trolley for safe handling of cell elements shall be made by the contractor.

Special type trolley is required for transportation of elements and it should be kept

ready always as it may be required any time. Also that time manpower also to be

arranged by contractor. Demand of casual labour will be raised by PACL & for that

payment of casual labour will be made.
