Core information of WEB-TT
• Funder Federal Ministry of Education and Research
• Consortium with 8 German partners from university, crafts and business companies
• Starting point was April 2011
• Funding for three years (til springtime 2014)
• Developing of modularised vocational trainings with a clear link to innovative technologies in resource efficient bui lding and supply techniques (Water and Energy) to faci litate its high quality realisation, use and maintenance
• Conceptual design of appropriate training modules fitting to Egyptian conditions to offer to customers in trade and industry

The project WEB-TT
• Appropriate qualification for the on-site work of Egyptian construction companies delivered by German TVET supplier
• Combination of qualification with innovative technologies in the construction field
• Coordinated qualification modules so a German TVET certi ficate will be possible
• Need approach means: (1) Adaptation to the contexts on
location in Egypt, (2) Adaptation to the existing conditions of the participants and (3) Adaptation to the demands of the companies

• On-s ite visits with photo documentation
• Expert interviews with field excursion on location
• Analysis of the structure of the Egyptian TVET system and the certi fication system
• Structured interviews with German civil engineers with experiences in Egypt
• Comparative analysis of German company based training curricula (AVO) with Egyptian training curricula (EVQ)
• Analysis of documents given by the company
• Conduct of a structured survey of the participants of the tra ining measurements

• In the first step selected executive from the workmanship level of the on-site work will be trained in short courses
• Six di fferent trades of on-site work are commonly selected to tra in
• Support by multi-media sequences specifically build for the on-s ite training
• The tra ining will be organised by problem oriented learn-and-work-assignments, not by an instruction approach
• The general structure of the training is lead by didactic approach of complete action

Based on the procedure of the need approach we develop:
• I Tra in-the-Trainer (T-t-T) Seminars to improve the quality of on the job trainings following German standards (Ausbildung der Ausbilder)
• II Adapted short term training modules to the need of in-company tra ining following German Standards (German legal regulation of every trade, Ausbildungsbausteine)
• III Certi fication of the trainings by German legal regulations Training made in Germany

Train the Trainers III
Results
• On the basis of the developed modules the training is held in the workshop or on-site to clarify the didactic and methods of training
• The participants of the seminars change their roles
– Firs t they work as a trainee,
– second they work as a trainer to tra in other participants or apprentices and
– thi rd they do a final exam

KOMZET Network for sustainable construction and energy
Dr. Stefan Wolf, Project Coordinator WEB-TT, TU Berlin and IKN Berlin Consult, s [email protected]

What is the KOMZET-Network?
A cooperation between fourteen different German training centres to run a common framework of collaboration, marketing and consulting services
It is a network of excellence in the fields of sustainability in construction and energy.
The large stand-alone vocational training centers mostly run by chambers of crafts or by guilds it means from the practice to the practice.
Potential partners of cooperation II KOMZET-Network
What is the KOMZET-Network?
Each of them offers vocational training courses on different levels for several hundred apprentices, for skilled workers, for master craftsmen, for foremen, for engineers etc.
They do it in adapted training modules which fits to every different target groups
Some of them are consortium member in the WEB-TT project (www.web-tt.org)

Possibilities of cooperation
The centres cooperate with TVET schools, companies and individuals in sharing their experiences and strengths.
They are able to work abroad and train with experienced senior tra iner, generally they are master craftsmen.
In cooperation with scientists from the concerned academic fields they are able to develop adapted specific training courses for selected target groups.
Easy to integrate them as partners in future policy transfer projects.

Appropriation to the context Analytical tool to investigate the context
Dr. Stefan Wolf, TU Berlin, Institute of Vocational Education and Work Studies
Current Experiences with potential to Transfer The chambers of crafts or industry have
often developed technology and innovation transfer departments integrated in their training facilities. These departments facilitate the use of new technologies for the member companies and implementing it into the market, to the customers.
The chambers facilitate enabling the companies to develop a market by innovative products and/or services. Therefore they need well trained employees. The training service is given by the chambers’ or by the guild’s training centres. The infrastructure of the trainings is paid by the member companies of the chamber.

Dr. Stefan Wolf, TU Berlin, Institute of Vocational Education and Work Studies
Current Experiences with potential to Transfer In Germany TVET has also a strong
component of social responsibility and social development. The understanding of TVET only in terms of human capital development and economic prospect don’t fit the different dimension of Vocational Education and Training in German society.
The German vocational education and training system focuses on “berufliche Handlungskompetenz”, it means the developing of capabilities to act in work and society in a responsible manner. Based in learning for work the German TVET imparts education for humanity and social well-being.
The youth trained as skilled workers become citizen with future prospect in society and good livelihood.

Dr. Stefan Wolf, TU Berlin, Institute of Vocational Education and Work Studies
Current Experiences with potential to Transfer Not only a full time dual
apprenticeship is available in Germany for the Youth but also adapted training courses with modules for disadvantage youth to terminate successful a final exam of a skilled worker.
For experienced but not formal skilled workers differentiated training measurements exists to improve their work experiences and to formalise their qualification by generally accepted TVET exams. In this way they get work mobility and capabilities for better life.

Scientific Perspectives
The Idea of an integral professional education by the IKN-Network a specific focus on the problems of technological oriented development projects
A holistic view on technologic transfer to developing countries
Integral of technical level, i.e. developing of appropriate techniques and/or use with the community. The prospect training measurements have to take attention on the use of the new techniques in the community as a reference to training needs
Integral of didactical level, i.e. the developing of training arrangements which are able to tie together the different competencies of business management, professional work, and social behaviour
Integral of productive work and the strengthening of the labour force in the community, i.e. to orient the training measurements to regional economic strength and prosperity
