Status of the World Maritime University

Background At the International Executive Board meeting held in Gdynia on 11 June 2011, the Secretary proposed to partly revise the provision E of Article V- Membership in the Basic Agreement, which was with regard to the status of the World Maritime University (WMU). Having discussed with IEB members, the proposal was properly approved by the IEB members and this policy has been reflected in the 5th version of the Basic Agreement, quoted as follows.
Article V – Membership E. The World Maritime University is a special and significant member of the
IAMU. WMU’s status as a special member is subject to review every four year in effect as of 1 April 2012.
WMU’s contribution to IAMU activities since April 2012 As referred to the above provision, WMU’s status as a special member is subject to review every four year in effect as of 1 April 2012. Therefore, the Secretariat made a list of WMU’s contribution to IAMU’s activities since April 2012 according to the record of activities and minutes of related meetings for the review of the IEB members, which is shown in Annex to this note.
Actions requested of the International Executive Board The IEB is invited to consider whether WMU keeps its status as a special member for another four years from 1 April 2016 to 31 March 2020.

VISIT REPORT FOR THE IAMU MEMBERSHIP

Background:
The first MMU’s application was submitted to the IAMU secretary office on January 9, 2007and after a discussion among IEB members at Odessa National Maritime Academy, Prof.Daniel Moon has been requested to pay a site visit to the campus of MMU during hisparticipation in the 7th Annual Conference of the Asia Maritime and Fisheries UniversitiesForum (AMFUF) in Yangon, Myanmar. However, as MMU did not offer any post-graduatecourse in the fields of Maritime Education and Training at that time, its application did notreceive the approval of IEB members.
The second MMU’s application was submitted to the IAMU secretary office on March 23,2015. As three (3) Master of Engineering programmes have been launched in 2013 and after adiscussion among IEB members in April, 2015 at Faculty of Maritime Studies, University ofRijeka, the chairman of IEB appointed Mr. Nguyen Thanh Son – Director of InternationalRelations of Vietnam Maritime University – to pay a visit to MMU’s campus in order to makerecommendation to the upcoming IEB meeting in October, 2015.
Visit programme
The visitor took a visit to MMU’s campus in two days (i.e. from September 23 till September24, 2015) which has been arranged and accompanied by Ms. Ms Hlaing Thiri, Head ofDepartment of Marine Electrical System and Electronics and scheduled as follows:

Membership Criteria Concerned:
As quoted from Article V of Basic Agreement (the Fifth Amendment – Effective on 1 April2015):
A. Maritime universities/academies/institutions/faculties (hereinafter “universities”) thatoffer Bachelor degree or equivalent undergraduate MET programs and post-graduateMasters and/or Ph.D. programs related to maritime affairs are qualified for applicationto become members.
B. On an exceptional basis, the IAMU can admit to membership a maritime universitywithout post-graduate courses.
Points confirmed:
(1) The items described in MMU’s application dated March 23, 2015 and items describedin Visit Report for IAMU Membership by Dr. Daniel Moon dated November 24, 2008have been hereby properly confirmed.
(2) The facilities for education and training is updated properly;
New training facilities currently are provided and installed or planned to be equippedin near future.
Most of those training facilities are financed by Myanmar state budget.
(3) The student candidates of MMU are normally ranked at high position of the wholecountry. And currently MMU is recognized as one of top undergraduate institutions inMyanmar.
(4) Three Master programmes have been launched since 2013, including followingmajors:- Naval Architecture- Port and Harbor Engineering- River and Coastal Engineering
As the planned schedule the 1st batch of Master student will be graduated by February2016.
In fact, the total number of enrolled Master student is really limited at 9 (nine) at thismoment. The annual enrollment number of Master student is very small. It’s less than5 (five) students for 3 (three) majors and almost of MMU’s Master students are itsassistant lecturers.

However, as said by MMU’s rector, the Master programmes will be continuouslyoffered in the coming years.
Recommendation:
After site-visiting, checking provided documentation and interviewing leaders, a number ofmanagers, lecturers and students of MMU, the following recommendation is made toChairman of IEB:
- According to the Item A, Article V of the Basic Agreement, the MyanmarMaritime University can be a member of IAMU after its first batch of Masterstudent graduates.
The IEB is invited to consider the above recommendation in order to draw its conclusion onthe membership application submitted by the Myanmar Maritime University, Union ofMyanmar.

The MARITIME ACADEMY OF ASIA AND THE PACIFIC (MAAP) was envisioned
and established on January 14, 1998 by its Chairman Capt. Gregorio S. Oca, the
visionary founder, and President of AMOSUP (Associated Marine Officer’s and
Seamen’s Union of the Philippines) to be at par with the best maritime education and
training institutions in the world. MAAP is designed as a world-class maritime academy
equipped with state-of-the-art facilities compliant to the requirements of the STCW
(Standards of Training, Certification and Watchkeeping for Seafarers).
The academy, accredited by the Commission of Higher Education (CHED), offers four-
year scholarship grants in Marine Transportation (BSMT) and Marine Engineering (BS
MarE), a 4 ½-course in Marine Transportation and Engineering (BSMTE), Bridging
Program for Marine Engineering, and post graduate courses to qualified applicants,
selected nationwide through competitive entrance requirements. Through appropriate

arrangement with various sponsors and donors, every graduate is assured of employment
aboard commercial ships plying the foreign trade.
The AMOSUP Seamen’s Training Center (ASTC), on the other hand, which is
accredited by Maritime Industry Authority (MARINA), Maritime Training Council
(MTC), and the Technical Education and Skills Development Authority (TESDA), was
established in 1972, to carry out programs and services to benefit Union’s members and
their dependents. ASTC conducted its first orientation seminars and training courses in
1973, with emphasis on trade unionism, dignity of the profession, duties and
responsibilities to the Union, to the employer, to the country and other subjects on the
never ending technological changes affecting working conditions onboard modern vessels.
Owing to the vision of Capt. Oca, the support of Stolt-Nielsen, Norwegian Shipping and
Offshore Federation, and other unions and private organizations, the training center
continuously improved and upgraded its quality of service and kept on increasing the
number of courses being offered.
Association, Norwegian Shipowners Association, Japanese Shipowners Association
(JSA), All Japan Seamen’s Union (AJSU), the Norwegian Seafarers Unions (NSU),
International Transport Workers Federation (ITF), International Maritime Employees’
Council (IMEC), the International Mariners Management Association of Japan (IMMAJ)
and the Filipino Association of Marines’ Employment (FAME) run the Maritime
Academy of Asia and the Pacific.
To date, MAAP sits on a 143-hectare site which covers the IMMAJ-PJMCC Campus equipped with the latest, cutting-edge maritime simulators and laboratories in the Philippines inaugurated on April 7, 2009; the Center for Advanced Maritime Studies (CAMS) building inaugurated On November 28, 2011; Capt. Subject: Request for input on Trends, Developments and Challenges for IMO's
strategic framework for 2018-2023 1 The Secretary-General has the honour to advise that in order to develop the Organization's strategic framework for 2018-2023, IMO is seeking information from Member States, intergovernmental organizations and non-governmental organizations in consultative status related to the trends, developments and challenges (TDCs) facing the Organization and the maritime community for the 2018-2023 period. The deadline for submitting information is 31 December 2015. 2 At its 114th session, the Council endorsed the development of a new strategic framework for directing the work of the Organization and set out a timeline in order to finalize the creation of the strategic framework in time for its implementation in the 2018-2019 biennium. 3 The development of the new strategic framework involves, as a first step, the preparation of a document, setting out the overall TDCs facing the Organization and the maritime community for the 2018-2023 period. The outcome of the process to define the relevant trends, developments and challenges will be the basis for the development of a vision statement and the Strategic Directions for the six-year period 2018-2023. 4 These TDCs should represent a collection of the emerging issues, substantiated by trend data, facing the maritime community that the Organization must take into account in the future and can relate to economic, regulatory, political, technological, organizational and other issues. Though the TDCs could have a longer time horizon, they should have an impact on the Organization's activities in the six-year period. The impact should be on one or more of IMO's core activities (safety, security, environmental protection, facilitation and technical cooperation).

5 All submissions should, as a minimum, contain the following information:
.1 a short description of the overall topic; .2 a narrative of the trends and developments, such as the history and the
underlying issues; .3 where possible, supporting trend and/or forecast data, to substantiate the
trends and developments; and .4 a description of the challenges facing the maritime community in relation to
IMO's core activities as well as implications on IMO's role in providing a response.
6 The annex provides further information on how inputs from Member States, intergovernmental organizations and non-governmental organizations in consultative status can be structured. 7 The Secretariat will collate and organize the inputs received, in order for those to be discussed at the second session of the Working Group on the Development of a new Strategic Framework (SF-WG 2) which will meet just prior to the 116th session of Council in the spring of 2016. 8 It should be noted that though all inputs will be considered, due to overlaps and the review by Member States, it might not be possible to carry all inputs forward in the process of the development of the vision statement and Strategic Directions within the Strategic Framework. 9 It should be noted that all inputs submitted will be placed on the IMO public website to facilitate a transparent and inclusive process. Information will be updated on a regular basis (accessible through http://www.imo.org/en/About/strategy/TDC). 10 Submissions should be sent to the following email address: [email protected]. Guidance for inputs of Member States, intergovernmental organizations and non-governmental organizations in consultative status to the Trends,
Developments and Challenges (TDCs) for the development of the Organization's strategic framework for 2018-2023
The following provides a suggested outline for how to best structure contributions on Trends, Developments and Challenges (TDCs). Short description of the overall topic The overall topic should be introduced in a concise manner.
Narrative of the trends and developments Provide an in depth explanation of the topic, including the history and the underlying issues. It could be issues related to developments within the maritime community, such as the emergence of new transport patterns/types, emerging safety and/or environmental issues, technology, lessons learned and best practices, as well as larger societal trends and developments, such as economic, regulatory, political or other changes that affect the maritime community. Finally, organizational issues related to the internal functioning of the Organization such as working methods, etc. Further, the narrative should set out the relevance of the trends and developments to the maritime community. It is very conceivable that some topics will have an impact on several aspects of the maritime community. Supporting data
Where possible, supporting trend and/or forecast data should be submitted to substantiate the trends and developments. Apart from statistics, information in the form of relevant industry or academic studies could be used. References to sources should also be provided.
The challenges facing the maritime community Finally, a narrative should be given of what challenge the identified issue poses to the maritime community, and its relation to IMO's core activities as well as implications on IMO's role in providing a response. It should be noted that this should not be detailed in terms of planned outputs, but rather the overall consequences for IMO in terms of safety, security, environmental protection, facilitation and/or technical cooperation.
