Statement of SHO Deen Singh ACP/Punjab Bagh then SHO Janak Puri at
the time of riots.
Police Station Janak Puri covered an area of 26 Sq. K.M. at the time of riot
and it was an huge area having about 65 unauthorised colony having less
means of contact and getting information. The area was unmanageable
and there was plan of creating more police station. After the riot, the area
of police station was bifurcated in 2 full fledged police station and
partially two other police station. The 2 police station which came into
existence are Vikas Puri and Uttam Nagar and two others who were given
area of Police Station are Hari Nagar and Maya Puri. It shows that the
area which form part of this police station is now the territory of 5 police
station.
The sanctioned strength was also even not sufficient to normal working in
police station what to say of controlling this riot. The sanction strength of
this police station was Insp-1, SI-7,. ASI-3, HC-16, Const-103 and present
strength of this police station was Insp 1, SI-4, ASI-5, HC-13, Const-90
and after deducting essential duties, Medical Rest, Leave etc. This present
strength was Inps-1, SI-4, ASI-3, HC-11, Const-80. The sanctioned
strength of now newly created police station is as under:-
1. P.S.Janak Puri: Insp.2, SI-9, ASI-7, HC-54, Const.132. It also shows this
sanctioned strength is even higher than the one at the time of riot and area
is only 8 Sq. K.M. which is less than 1/3 of the previous police station.
2. P.S. Vikas Puri : Insp-2, SI-6, ASI-4, HC-30, Const-78.
3 P.S.Uttam Nagar : Insp-1, SI-9, ASI-3, HC-32, Const. 136.

P.S. Hari Nagar : SI-2, HC-3, Const-6
P.S. Maya Puri : SI-1, HC-2, Const-4
POLICE ACTION
Inspite of vast area, less means of getting information and less sanctioned
strength, the local police did there best to control riot by taking action by
utilizing the available/requitioned force from outside.
1. Lathi Charge: The picket were deployed at strategic point and specifically
towards Sagarpur side adjoining the area of then P.S. Delhi Cantt. as there
were reports of gathering of mob in efforts to enter Janak Puri. The mob
was lathi charged time and again to prevent them to enter in Janak Puri.
D.D. No.33-B dt. 02.11.84 is enclosed which makes it quite clear that the
mob was lathi charged time and again.
2. Firing: 25 rounds were also fired either by me or my subordinate.
Whenever there was need. D.D. No.21 dt. 01.11.1984 D.D. No.17 dt.
03.11.1984, D.D. No.62-B dt. 03.11.1984 enclosed it clear that firing was
resorted to whenever required.
3. Preventive Arrest: In all 75 persons were arrested for violation of curfew.
The arrest of violence curfew in all PSs of West Distt. Was 115 and out of
this 75 was of P.S. Janak Puri which makes 65.21% of West Distt. which
itself speak of stronge police action. At the same time, a case was
registered vide FIR No.526, dt. 01.11.1984 u/s
147/148/149/295A/436/307/395/302 IPC and 69 person were arrested.
REHABILITATION:
Side by side, I contacted management of Mota Singh School persuading
them to open a camp of rescued people. They asked guarantee of security
and they were assured for the same. The problem also arose when the
non-sikh opposed to opening of this center but they were also persuaded
and assured of protection. I may mention that it was the first and private
center opened on my persuation for rehabilitation of sikh.
From the above it is quite clear that my preventive, legal and humentarian
action was the best and was praised by all the sikh body at that time.

Affidavit I Karam Singh S/o Shri Sant Singh aged 40 years
resident of Gurudwara Singh Sabha C-185, Defence Colony, New
Delhi do hereby solemnly state on oath as under:- On Oct 31,1984
at 9 P.M. a large crowd came at Gurudwara and started brick
batting into myself and my nephew Jaswinder Singh age 15 years
sewadar Baba Jagat Singh, his son Bajindar Singh aged 18 years
and sewadar Satinder Singh alongwith their families were residing
in the Gurudwara, when they started brick batting we climbed the
second floor when they started throwing burning rags in the
Gurudwara to set it on fire. We threw buckets full of water from
the water tanks and extinguished the fire. Then they went to the
read side of the Gurudwara and again threw burning rags but these
rags did not reach inside Gurudwara. We extinguish these also by
throwing water on them. There was shed in the read side with
roof of cement sheet of size 40x60. They pulled down the Nishan
Sahib and broke the shed and set it on fire. Thereafter they went
away shouting slogan. Sd.Deponent. Verification- Verified at
Delhi on this 9th day of Sept.1985 that the statement made in the
above affidavit are true to my personal knowledge. Sd. Deponent.

on a basis of affidavit and the same may kindly be returned to this
office with FIR for the purpose of investigation. The papers are

Delhi. Dear Sir, I Capt.Balwant Singh (retd.) s/o Bir Singh,
employed as Manager, M/s Vita Private Limited Rajokri Road, PO
Kapashera New Delhi-110037 have to inform you as under and
request you to register my complaint and also to take all necessary
action. I in my official capacity had my residence at the above
premises. I on First November 1984 at my residence with my
family Members and visiting relatives. At 7.30 PM there was a
power/light failure and the entire premises was plunged into
darkness. Approximately 15 minutes thereafter, I heard a big
commsition at our main gate one “darwaza kholo” immediately
there after. I heard pounding at the main gate as if they were trying
to break open the door. Immediately I bolted all doors of my
residence and ______office from inside and gathered my family
into one room and told them to stay and started comforting my two
______. As I was doing this about 20 to 25 people______ spears
and lighted sticks broke open the ________________ room in
which__________… aag laga do”. Upon hearing this I opened the
connecting door and pushed my family out in the field and we took
shelter behind the trees. From my position, I could set apart the
mob mashing every thing inside, some carrying household articles,
furniture fixtures and other valuable while a part of the house was
already on fire. At 30 yards away from my residence, I saw the
mob getting into the garage where the company van and my
relatives car was parked. In the light of the burning garage and __
some of these people found us hiding and came… one of them
asked me where the valuables of the house were kept, when I
pointed to the rom which was already on fire, they told me “Ander
jaa ke nikal ke lao”. I pleaded with them that since the room was
on fire and I was taking care of my grand children who were
terrified with fear and shock, they may take the valuables
themselves. To this they threatened my daughter with dire
consequences and told her “Phir tum leke ayo”. At this point of
time, … the mob ran towards the after building where the other
assets of the company were stored. Since the other building was
no the far side of my residence/office block, I could not see what
was going on except the shouts and some sounds and flames.
After approximately one hour we saw the mob leaving the
premises. Since there fire in all buildings and we could hear the
freight causing sound of the mob, we continued to stay in the field
hoping and praying to be rescued by security forces. Since through
out the night the women and children were facing physical and
needed medical attention, next morning i.e. second November
1984, I gambled with the life family took them to a nearby
neighbour who offered no shelter. No sooner we reached the
neighbours property, I heard and saw a mob of about 100 people
entering the premises again from my place of hiding I could see a
Jeep and two tempos being … with the lot and thereafter leave
towards Rajokri. After the vehicles left, I once again saw mob
coming out from the building. … house I contact my son in law
…. Till his arrival. My son in law ….our telephones in the
premises were disconnected and then destroyed by the miscreants I
have no opportunity earlier to do so. I once again request you to
kindly register my complaint/report and do the needful, while at
this stage I am unable to furnish a very detailed list of my personal
and the company belongings burnt and looted however I attach a

Sir, I Brijender Singh Dugal owner of a land and farm House and
out buildings located in the DLF area under Chattarpur Village,
Mehrauli, do hereby wish to file the following FIR . On Friday 2nd
November my Farm and Farm house were raided by a gang of men
and woken number over the one hundred the farm house was
unoccupied at that time and only three of my servants employed on
the farm were present the group made a forcible entry the Group
indulged in to the house by demolishing the outer door. After
making a forcible entry, the group indulged in looting the remains
from the premises many valuable articles. A survey made so far
reveals the loss of the following items 1. One Texla Vide Cassette
Recorder purchased from Texla. 2. One 2” colour Television set
Korean made purchased from Texla. 3. One Sony amplifier. 4.
One Philips Cassette deck imported. 5. Two speaker
