PNDT Act : Starting Point

The Supreme Court, taking a serious view of the onslaught of sex-selective discriminatory practices by the medical fraternity, and the connection it may have with the use of pre-natal sex determination, directed the Centre to implement the PC & PNDT Act in all its aspects. The order came following a public interest petition filed by the centre for the Enquiry of Health and Allied Themes (CEHAT), the Mahila Sarvangeen Utkarsh Mandal (MASUM) and Dr. Sabu George, who had done extensive research in this area.

Stage 1

Registration of Genetic Counselling Centre, Genetic Laboratory and Genetic Clinic

An application for registration shall be made to the Appropriate Authority, in duplicate, in Form A, duly accompanied by an Affidavit containing- the details of the centre and certified personnel

Stage 2

Approval :

Having regard to the advice of the Advisory Committee the Appropriate Authority shall grant a certificate of registration, in duplicate, in Form B to the applicant. One copy of the certificate of registration shall be displayed by the registered Genetic Counselling Centre, Genetic Laboratory, Genetic Clinic, Ultrasound Clinic or Imaging Centre at a conspicuous place at its place of business

Stage 3

Maintenance and preservation of records : Every Genetic Counselling Centre, Genetic

Laboratory, Genetic Clinic, Ultrasound Clinic and Imaging Centre has to maintain every details for two years. And have to submit all the details such as two-page form, images, declaration by the doctor and patient

Let’s Assume..

There are not less than 25 scanning centres in Calicut city and the averages scanning per day at a single centre is 15.

That Means...

Average scannings per month : 9375

As per the act, a multi-page report of nearly 10,000 scannings will rush into the DMO office at the end of every month

Repetition is still a possibility as one patient can go to different centres

Theory of Impossibility

And moreover, to track the child mortality, the data has to be re-opened and cross check with the birth registration details at the corporation office after a few months.

  So, as a whole, the possibility of proper

implementation of the act using the current procedure is very low

The Remedy

Indiaultrasound introducing.. A server-based system To reduce the paper works, we suggest, all the scanning

centres registered under PNDT act can be connected via Digital Imaging and Communications in Medicine (DICOM) technology or via regular internet connection, so that a server in the DMO office can save all the necessary details while the scanning is being performed.

Stage 2:

All the scanning centres registered under PNDT act can be connected to this server via DICOM or net connection (later if we can make DICOM mandatory for all scanning machines, like what is the case in the US, it is easy)

All the details inserting at the scanning centre will automatically come to the server at the DMO office.

Stage 3:

A software that can save and register all the data can be programmed and installed at the server in the DMO office. These files can be saved for two years, so that we can cross check the details at any given time.

 Yes... We, indiaultrasound, ready to take the first

step in setting up the system at Kozhikode Corporation in an experimental basis, with the help of district administration, and district medical officers with no profit motive and ready to handover the same to government after proving its success

authority using NGO for the implementation of the act already, it can be possible
