Trudeau said his coun- try is "in a position to help China position itself in a very positive way on the world stage. How can the relationship between China and Canada set a new tone and a new era of positive collaboration that is good for the citizens of both countries?" He was addressing China's top entrepreneurs at the Entrepreneur Club while sitting for a conversa- tion with Alibaba founder Jack Ma. The club founded in 2006 is the club of the country's billionaires owning 49 companies. The com- bined gross revenue last year ex- ceeded $550-billion, equivalent to nearly a third of the Canadian GDP. The hour-long conversation re- ceived over 9.3 million views. Trudeau further said China should seek "advice and take sugges- tions about how to be better for its citizens…..tackle big prob- lems that other countries have faced at different times." Trudeau added there were "more opportu- nities for regular frank dialogue on issues like good governance, human rights and the rule of law." India ranked 77 in disaster riskindex of the worldBERLIN, (IANS) While Bangladesh is among the top five coun-tries at risk of disaster, India ranks 77th on the World RiskIndex -- marginally better positioned than Pakistan which isplaced 72. The index is par t of the World Risk Repor t 2016released on Thursday by the United Nations University Insti-tute for Environment and Human Security (UNU-EHS) andBundnis Entwicklung Hilft in cooperation with the Universityof Stuttgar t in Germany. The index assessed the risk of di-saster in 171 countries through the combined analysis ofnatural hazards and societal vulnerabilities. Ranking No.1,the island state of Vanuatu displayed the greatest risk in2016. The researchers concluded in the report that lack ofcritical infrastructure and weak logistic chains substantiallyincrease the risk that an extreme natural event will becomea disaster. "When it comes to aid measures following ex-treme natural events, the challenges mostly lie in the 'lastmile' of the logistics chain: organising transpor tation de-spite destroyed streets or bridges and ensuring fair distribu-tion when there is a shortage of (for example) water, food,and shelter," explained Peter Mucke, Project Manager of theWorld Risk Repor t and Managing Director of BundnisEntwicklung Hilft. Crumbling transpor t routes, unreliable elec-tricity grids, and dilapidated buildings not only hinder hu-manitarian aid from overseas, but also delay crucial aid forthose affected in the event of a disaster, Mucke noted.

Overuse of antibiotics harmingIndia's fight against TB: LancetTORONTO, (IANS) India, facing the highest burden of tuberculosis(TB) in the world, is also the world's largest consumer of antibiot-ics, says a study, conducted to determine whether pharmacieshave contributed to inappropriate use of antibiotics by dispensingthem without prescriptions. The study, by Indian origin research-ers, published in The Lancet Infectious Diseases, showed the criti-cal importance of engaging pharmacists for reducing misuse ofantibiotics, and for fighting TB. TB is a potentially serious infectiousbacterial disease that mainly affects the lungs. Excess usage ofantibiotics has led to significant antimicrobial resistance that threat-ens the effective prevention and treatment of TB, as resistant mi-croorganisms (including bacteria, fungi, viruses and parasites)are able to withstand attack by the antimicrobial drugs. The find-ings showed that pharmacies frequently dispensed antibiotics tosimulated patients who presented with typical TB symptoms. How-ever, none of the pharmacies dispensed first-line anti-tuberculosisdrugs without prescriptions. Antibiotics and steroids (which canbe harmful to individuals who actually have TB), were dispensedonly when the patient presented with a lab test confirming TB, thusmaking the diagnosis apparent to the pharmacist, the study said."Our study clearly showed that not a single pharmacy gave awayfirst line anti-TB drugs (isoniazid, rifampicin, ethambutol, pyrazina-mide and streptomycin) without prescriptions," said MadhukarPai, Canada Research Chair at McGill University, in Quebec,Canada. "However, pharmacists gave away other antibiotics andrarely referred patients with typical TB symptoms, and that meansthey are contributing to delays in TB diagnosis," Pai added.

Scorpene leak: Court ordersnewspaper to stop publishing,hand over documentsNEW DELHI, (IANS) French company DCNS has obtained aAustralian court order restricting newspaper 'The Australian' fromfurther publishing leaked documents on India's Scorpene subma-rine project, and hand over all company material. A report in TheAustralian said orders handed by the New South Wales SupremeCourt prevented the newspaper from using or disclosing the contentof any of the documents, and also requires it to remove the leakeddocuments from its website. The restriction expires at 5 p.m. onThursday. However, the court has also asked the newspaper tohand over, to DCNS, all of the company material in its possession.Cameon Stewart, the journalist who broke the story, in response toan email from IANS on Tuesday, said the newspaper will hand overthe documents that are on The Australian's website. "We will handover those few documents which we have a placed on the web inredacted form," Stewar t told IANS. Asked what will be thenewspaper's line of action once the temporary order ends on Thurs-day evening, he said: "I can't answer this until after the court pro-ceedings." TRIPLE MURDER INCROSSBOW ATTACKOTTAWA, (IANS) At least three persons, including a woman,were killed in Toronto in a crossbow attack. A 35-year-oldman, Brett Ryan, is in custody, police said. The arrested manwas believed to have used a crossbow to kill the three peopleon Thursday in the garage of an east Toronto bungalow, leav-ing them crying out in agony as they bled to death on thedriveway, the National Post repor ted.The incident happened near Markham Road and Eglinton Av-enue East in Scarborough. One of the three victims managedto aler t the police, but all were dead by the time the policearrived. The suspect, who was also seriously injured in thecrossbow attack, has not yet been charged or named.Following the incident, a separate criminal investigation wasunfolding at the city's waterfront. In response to an aler t abouta possible bomb threat, over a suspicious package found atthe city waterfront, police dispatched members of the chemi-cal, biological, radiological and nuclear team to a condo-minium building, and closed the surrounding street. The po-lice believe there could be a possible link between the deadlyincident and the suspicious package. The victims' identitieswere also being withheld until their families were notified, butthey were repor ted to be related.

Toronto increases access todental care for low-incomeadults, seniorsTORONTO - City of Toronto increases access to dental carefor low-income adults and seniors through Pover ty Reduc-tion Strategy. Mayor John Tory and Deputy Mayor PamMcConnell (Ward 28 Toronto Centre-Rosedale) today an-nounced expanded emergency dental services access in allCity of Toronto dental clinics for low-income adults and se-niors. This partnership provides Ontario Works clients seek-ing emergency dental services access to 18 additional TorontoPublic Health dental clinics, an increase from the five provin-cially funded Toronto Public Health clinics offering this ser-vice last year.This dental care initiative is par t of the City's Pover ty Reduc-tion Strategy. In the 2016 budget, the City invested over $100million to fight pover ty and help our most vulnerable resi-dents. Pover ty reduction initiatives include providing studentnutrition programs for children, expanding homemaker andnurses programs for seniors in long-term care, keeping li-braries open longer on the weekends, and providing youngpeople and single parents access to good jobs.The first phase of implementing the Pover ty ReductionStrategy's recommendations, as of May 2016, resulted in alladult recipients receiving Ontario Works to have the addi-tional option of being treated for emergency dental care at anyof Toronto Public Health's 23 dental clinics. Toronto Area Schools Benefit from Repairs and UpgradesONTARIO - Students in Toronto will star t the school year with better buildings for better learning as a result of extensive repair and renewalwork over the summer by local school boards. In June, the Ontario government increased its two-year investment in local repair andrenewal to $686 million over the next two years - an increase of $297 million.Across the province, Ontario increased its investment in school repair and renewal by $1.1 billion, bringing its total funding to $2.7 billionover the next two years to improve school conditions. ONTARIO - Premier Kathleen Wynne has announced a change to her cabinetthat will help strengthen supports for parents and give children the bestpossible start in life. Indira Naidoo-Harris, MPP for Halton, becomes Associ-ate Minister of Education (Early Years and Child Care).She will lead the government's efforts, in partnership with the Minister ofEducation, to build a high-quality, accessible and affordable early years andchild care system that supports choice and flexibility for parents and pro-motes healthy development for children. BRAMPTON - Ramesh Sangha, Member of Parliament from BramptonCentre organized a Town Hall Consultation in his constituency officerecently. The topics of discussion were Immigration, Refugees, andTemporary Foreign Workers. The meeting was attended by a largenumber of constituents, MP Kamal Khera from Brampton West andformer Member of Parliament Hon. Gurbax Malhi. The meeting star tedwith a welcome note from MP Sangha followed by a presentation onthe emerging issues per taining to these topics.MP Sangha emphasized the government's commitment to the prom-ises made prior to the election. The MP highlighted the government'sconsiderations regarding changes in laws, rules, and regulations toaddress the problems facing the public. MP Sangha explained that hisrole as a member of the HUMA (Human Resource and Skill Develop-ment) Committee allowed him to share the views of many stakehold-

ers and exper t witnesses on these subjects. The purpose of the con-sultation was to solicit views of the constituents so that necessaryreforms can be brought out to fix the issues per taining to these topics.The active par ticipation from the attendees resulted in a free flow ofideas and suggestions to address the issues affecting students, refu-gees, and temporary workers. There was a need to ensure that allcategories like temporary foreign workers and students seamlesslytransitioned into the Canadian society. However, there is a need toensure that these changes should not deprive the local work force oftheir due employment oppor tunities.MP Sangha concluded the meeting with thanks to all par ticipants andassured that relevant suggestions will be taken up to the right quar-ters so that necessary changes can be made to remove the flaws inthe system.

SCARBOROUGH - While meeting constituents, Scarborough-Rouge River by-election candidate Piragal Thiru, was proud tohighlight the Liberal government's recent and planned invest-ments in Scarborough's healthcare."As the son of an aging parent and father of a newborn son, Iunderstand how impor tant it is to have good communityhealthcare," said Thiru. "Thanks to the investments of this Lib-eral government, we have more doctors and nurses servingright here in Scarborough, along with 250 more long-term carebeds for those who need it."Since 2003, the Ontario Liberal government has increased thenumber of doctors in the region by more than 30%. Even as thepopulation has grown, patients have better access to morephysicians and nurses. Ontario Investing $1,423,000to Improve Emergency RoomCare in Peel RegionMISSISSAUGA - Ontario is providing more than $1,422,900to help patients receive quicker access to care inhospital emergency rooms in the municipalities of theRegion of Peel. The province will provide funding to 20municipalities across Ontario for 300,000 dedicatedemergency room nursing hours at 49 hospitals thisyear.Dedicated nurses will work exclusively on receivinglow-acuity patients from ambulances, which will allowparamedics to respond to other 9-1-1 calls in thecommunity rather than waiting in the emergency room.Patients arriving at hospitals by ambulance with life-threatening conditions continue to be given priority byhospital staff.Municipalities who have received funding for thesededicated emergency room nurses have alreadyrepor ted seeing improvements in delays and emer-gency room wait times. Investing in this initiative ispar t of the government's plan to build a better Ontariothrough its Patients First: Action Plan for Health Care,which provides patients with faster access to the rightcare, better home and community care, the informationthey need to live healthy, and a health care system thatis sustainable for generations to come."Improving health care results for patients requires usto make use of best practices, whenever possible.Investments in emergency room nurses will help toreduce delays in offloading ambulance patients at hospi-tals throughout our region." - Amrit Mangat, MPP forMississauga-Brampton South.

However, Modi'sreference to the region, exper ts say, is a signal to Pakistan thatNew Delhi could raise tensions in the region as a tit for tat forPakistan's backing for terrorists in Jammu and Kashmir. "Thiswill not help Pakistan to become a normal country. And it willalso fur ther disturb India-China relations," Hu pointed out.

Hu noted the growing defence cooperation between India andthe US was also a worrying factor of China. "In the past, Chinawas not so much concerned about India's security cooperationwith other countries, especially with the US. But now Chinesescholars can feel the concern," Hu said. He said the defencecooperation between New Delhi and Washington had increasedsignificantly af ter Modi took over as Prime Minster. He alsoreferred to US Defense Secretary Ashton Car ter's visit to Indiain April during which both the countries agreed in principle tosign the Logistics Exchange Memorandum of Agreement(LEMOA)."There is renewal of defence and technological cooperation(between India and the US) for another 10 years, enhancing thecooperation under the framework of DTTI (Defence Technologyand Trade Initiative)," Hu added. "This is an alarming signal toChina. It is a concern for China," the exper t said. He also saidIndia will have to resist pressure exer ted by the US and Japanto join them in countering China. "We also know that the US andJapan, as well as Australia, are very keen on getting India intheir camp. They are also exer ting pressure. They are alsoluring India by giving high-technology deals and advancedmilitary weapons. It is up to India whether India can resist this

kind of temptation," Hu said.India's involvement in the South China Sea dispute was anotherirritant in the already strained relationship between India andChina, Hu added. "In the past, India's stand on the South ChinaSea was impar tial. NEW DELHI, (IANS) While she was in Delhi, Jammu and Kashmir ChiefMinister Mehbooba Mufti on Saturday attacked Pakistan and separatistleaders for inciting trouble in the state, but later in Srinagar her tone andtenor changed -- from being angry to conciliatory. During her meetingwith Prime Minister Narendra Modi in New Delhi in the morning, Mehboobalashed out at Pakistan - in a first for the fiery woman Kashmiri politicianknown for her soft spot towards Islamabad. But after she reached Srinagar,her office issued a statement giving a more placatory picture.The statement said during her talks with Modi, Mehbooba was said tohave advocated a "reconciliatory" approach towards separatists as wellas Pakistan for peace in Kashmir. "Mehbooba outlined a three-prongedaction plan before the Prime Minister for the resolution of the Kashmirissue, including involvement of separatists and Pakistan in substantivedialogue, to work out a solution to the problem in light of the contempo-rary geopolitical realities," the statement quoted the Chief Minister assaying. However, when she addressed the media in Delhi after her 45-minute meeting with Modi, she came out strongly against Pakistan ac-cusing it of creating the ongoing trouble in Kashmir where people seeth-ing with anger have been persistently holding violent anti-governmentprotests for the past 50 days.At least 71 persons - including two policemen - have been killed sincethe July 8 killing of pro-Pakistan Hizbul Mujahideen's Kashmir com-mander Burhan Wani. "I want to tell Pakistan, if it has any sympathy forKashmiris, it should stop provoking (Kashmiris) to attack police sta-tions," she said in Delhi, asking Islamabad to mend its ways and stoptriggering violence and causing deaths in the valley.But the statement issued in Srinagar said that Mehbooba spoke about"the reconciliation and resolution process with a fresh resolve", urgingModi "to take bold political initiatives on Kashmir as was done by (hispredecessor) Vajpayee." She stressed on "the need for initiating a cred-ible and meaningful political action on the ground to make peace andstability a reality in the state" and invited the separatist Hurriyat Confer-ence for "a meaningful dialogue process for the peaceful resolution" ofthe Kashmir issue. Opposition upset over Sharif'sKashmir special envoys

CPEC economic corridor gamechanger for region: SharifISLAMABAD, (IANS) Prime Minister Nawaz Sharif onMonday said the $46 billion China-Pakistan EconomicCorridor (CPEC) is not only a "game-changer" forPakistan but would help bring prosperity to the entireregion. Addressing the inaugural session of the CPECSummit at the Pakistan-China Friendship Centre, Sharifsaid the economic corridor project is the most impor-tant economic initiative for South Asia in the 21stcentury, Pakistan Today repor ted."Our region has witnessed a lot of conflict and depriva-tion in the past. That is when the Americans gave himrefuge at the Incirlik air base which, ironically, happens to be in Turkey.Then Fethullah Gulen surfaced as the master plotter, in cahoots with"some" American generals.Obviously the Russians had their ears close to the ground when theypicked up the earliest signals of the impending coup. When Erdogancalled out the people to thwart the plotters, Tehran was the first capitalto openly support the embattled Turkish president. Suddenly, Moscow,

Having suffered reverses in Vietnam, Angola,Mozambique, Ethiopia, Nicaragua at the hands of local communist move-ments, the Americans pressured the Shah of Iran's Savak secret service

He also said Kejriwal fell out withYogendra Yadav, a well known psephologist, because thelatter refused to fabricate a poll survey -- and that the AamAadmi Par ty (AAP) leader is par t of the RSS-BJP nexus outto eliminate the Congress par ty from Indian politics."No matter what Kejriwal says, he is known for getting fakesurveys done, releasing and publicising them. That was oneof the major reasons for the dispute between him andYogendra Yadav, who is one of the most dependable andcredible psephologists," Digvijay Singh told repor tershere. "Kejriwal wanted Yogendra Yadav to do a fakesurvey which he refused." Digvijay Singh said the AAPand the BJP are working together at the national level inline with the strategy of the Rashtriya SwayamsevakSangh (RSS) for "Congress-mukt Bharat" (Congress-freeIndia). He claimed that Kejriwal was present at ameeting of the Vivekanand International Foundation, anRSS-linked think tank, which strategised NarendraModi's Lok Sabha election campaign."I challenge him to accept or deny the fact. Was he not apar t of the discussion held in the Vivekanand Interna-tional Foundation, which drew up the strategy of Modi'selection as prime minister and was he not a par t of thediscussion along with the RSS?" Digvijay Singh said. Healso questioned Kejriwal's credentials as an IndianRevenue Service (IRS) officer, claiming the AAP leaderremained on sabbaticals for most of the time he was inservice."If you see his career in the IRS, he was never posted out ofDelhi and most of the time he was on sabbatical. Every civilservant who is on sabbatical has to submit a repor t, whichhe never did. What was his record for checking tax evasion?He never comes out on that," Digvijay Singh said.

NEW DELHI, (IANS) India is looking to work closely with the USto secure membership of the Nuclear Suppliers Group (NSG)and permanent membership of the UN Security Council, ExternalAffairs Minister Sushma Swaraj said at the second India-USStrategic and Commercial Dialogue here."We look forward to continue working closely with the US tosecure our membership of the NSG and permanent membershipof the UN Security Council," Sushma Swaraj said. Earlier thisyear, India's attempt to become a NSG member was scuttled bya group of countries including China. Membership to the car telwill allow India to trade in nuclear material and technology.Emphasising that India wants to take the defence cooperationwith the US to the next stage of "co-production and co-develop-ment", Sushma Swaraj said the next step was to define thebenefits associated with India's designation as a "MajorDefence Par tner" of the US during Prime Minister NarendraModi's visit to America in June."This would spur defence industry collaboration between India

and the US and help India play the desired role as a net providerof security in the region," she said. "We have taken some stepsto strengthen our cooperation in the area of counter-terrorismas envisaged in the joint declaration issued during the lastmeeting of this mechanism. This would be an impor tantelement of our deliberations," she added.In his opening remarks, US Secretary of State John Kerry saidIndia and the US had deepened cooperation in defence, combat-ing cyber terrorism and in counter-terrorism. "We hope to seeour civil nuclear co-operation take shape in the form of newreactors that deliver reliable electricity to Indian households,"Kerry said."We are working to bring new technologies to help India meetits ambitious renewable energy targets," he said. Announcingthat this would be the last time he was leading this dialogue,Kerry added: "I'm very confident that we'll continue tostrengthen what President Obama has called 'defining par tner-ship of the 21st century'."

Modi working in tandem with power discoms: KejriwalNEW DELHI, (IANS) Delhi Chief Minister Arvind Kejriwal on Monday hit out at Prime Minister Narendra Modi accusing him of workingin tandem with the power discoms to benefit them. "Modiji is in the pockets of power companies. He is working in tandem with the powercompanies. Modi called Lt Governor on phone and asked him to do as they (power discoms) say," Kejriwal tweeted.He accused the Prime Minister of trying to implement an increased power tariff in Delhi as in Gujarat. "Cost of 200 units and 400 units of electricityin Delhi is Rs 550 and Rs 1,200, respectively, whereas in Gujarat it is Rs 1,100 and Rs 2,300, respectively. Now Modiji wants Delhi rates also to be equalto Gujarat," Kejriwal said in another tweet. Also on Sunday, Kejriwal while speaking at a gathering in Najafgarh said that Lt Governor Najeeb Jungcancelled his government's order to make discoms pay compensation for unscheduled power cuts. However, the Lt Governor's office on Mondayrefuted Kejriwal's claim. In a statement, the LG office said that Kejriwal's remark regarding LG office asking for power discoms file and cancelling theorder is "incorrect and misleading. The Lt. Governor's office has not asked for any specific file and has so far not issued any fresh orders on this issue.Files have been submitted to the office of the Lt. Governor by the government following the High Court's order," LG office said in an officialstatement. It fur ther said that the files, which have come to the LG office, are likely to contain constitutional infirmities.

Punjab to distribute utensils worth Rs 100 crore before pollsChandigarh, Aug 29 (IANS) With assembly elections less than six months away, the Punjab government has decided to distributeutensils worth Rs 100 crore. Rural Development and Panchayat Minister Sikandar Singh Maluka said on Monday that the utensils wouldbe distributed to Panchayats (village councils), Mahila Mandals (women forums) and Youth Clubs.The state's Rural Development and Panchayats depar tment has initiated the process for the procurement of utensils. Tendering processfor the procurement of utensils was complete, the minister said. "The process of the procurement of utensils is at an advanced stage and thegovernment will distribute them before the imposition of the election code," Maluka said. Assembly elections in the state are likely in February next year.The ruling Shiromani Akali Dal-BJP alliance government, which has been in power since 2007, is trying to retain power.

INDIA-US LOGISTICS DEAL TOWORK ONLY ON MUTUALCONSENT: DEFENCE MINISTRYNEW DELHI, (IANS) The Defence Ministry said on Tuesdaythat the newly-inked India-US military logistics agree-ment will work only on mutual consent, and clarified thatit does not provide for setting up of bases or an obligationto carry out joint activities. "Defence cooperation be-tween India and the United States has never beenstronger than it is today," the Defence Ministry said in atweet from its official Twitter handle.The Logistics Exchange Memorandum of Agreement(LEMOA) was signed between India and the US onMonday in Washington, in the presence of visitingDefence Minister Manohar Parrikar and US Secretary ofDefence Ashton Car ter. "LEMOA is a facilitating agree-ment that establishes terms, conditions, procedures forreciprocal provision of logistic suppor t, supplies,service. Reciprocal logistic suppor t would be usedexclusively in por t visits, joint exercises, joint training,humanitarian assistance and disaster relief," it said."Logistics suppor t for any other cooperative effor ts shallonly be provided on case to case basis through priormutual consent of par ties," it said, adding that thisconsent would be consistent with the respective laws,regulations and policies. The tweets added that LEMOA"does not create any obligations on either par ty to carryout any joint activity", "does not provide for the establish-ment of any bases or basing arrangements", and "signifi-cantly enhances operational capacity of our armedforces, including in response to humanitarian crises ordisaster relief."
