The national pension scheme for workers and labourers of unorganised sector was announced in the interim budget in February this year. It will provide monthly pension of 3000 rupees to the employees of unorganised sector after 60 years of age. Shri Modi also distributed the PM-SYM pension cards to select PM launches Pradhan Mantri Shram Yogi Maandhan Yojana in Gandhinagar, Gujarat beneficiaries. Speaking on this occasion, the Prime Minister said that launching of Shram Yogi Man Dhan Yojana is the extension of various social security schemes implemented during the last five years. He said, 42 crore workers from un-organised sectors are eligible for this pension scheme by contributing 55 rupees to 200 rupees monthly. With this, the long pending demand of Islanders has been fulfilled. The enrollment drive for the unenrolled spouse and children of the bonafide Islanders was carried out during 2016. A total of 36752 applications were received and 64803 members were added to the Islander Database. Out of 64803 members, there are 19922 new enrolled members are of age above 15 years for whom Smart Card based Islander Card shall be issued in first phase. After completion of the first phase, facility for replacement of Paper Card with Smart Card based Islander Card shall also be extended. It is pertinent to mention that 369848 members were enrolled in the Islander database during CS launches Smart Card based Islander Identity Card the survey conduct in the year 2002. Further, it has also been decided to issue "Smart Card" instead of existing Paper Card. All the newly enrolled members shall be issued "Smart Islander Identity Card". Earlier, addressing a gathering at Annapurna Dham Temple at Adalaj in Gandhinagar

district this morning, the Prime Minister said, our country is secure in the hands of

farmers and soldiers as we are getting food and security from them. He said that religious,

cultural and community institutions can play a significant role in conserving environment

Shri Modi expressed happiness that religious center like Annapurna Dham is becoming

is gender equality and prosperity for everyone. He said, India has a rich history of

He urged the people of Gujarat to work on food processing saying such value addition

will help both farmers and industries. Referring to the world’s tallest statue of Sardar

Patel- the Statue of Unity, the Prime Minister said that the leader like Sardar Patel should

not be identified by community or caste as he is the tallest national leader of our

country. Shri Modi performed the Pranpratishtha of Annapurna Mata at the temple and

also laid the foundation stone for Shikshan Bhavan and Vidhyarthi Bhavan.

On the first day of his two day Gujarat tour yesterday, Shri Modi launched various

development projects including, first phase of Ahmedabad Metro Rail project, National

Common Mobility Card- NCMC, the new 750 bed annexe of Guru Gobind Singh Hospital

and unveiled various SAUNI projects.

The Prime Minister also dedicated to the nation the new building of 1200 bed ultra

modern super specialty hospital Medicity at Ahmedabad Civil Hospital campus. Shri

adding that with the launch of this scheme, their long term social security has been

assured.

The Lt. Governor further remarked that the scheme has many beneficial features

such as enrollment of a person from a young age with a contribution as little as Rs. 55

per month only and the Govt. will also deposit equal matching share in the pension

account of the worker every month. Once the person attains the age of 60, this

pension yojana shall provide them an assured monthly pension of Rs. 3000/- from the

age of 60 years on a monthly contribution of a small affordable amount during their

working age, said the Lt. Governor. Further, the scheme also has other special

features in which it can be converted to family pension. Another important feature of

the scheme is that it provides the workers, the opportunity to resume their contribution

after a break period, said the Lt. Governor.

The Lt. Governor stated that it is estimated that about 42 crore workers from

unorganized sector contribute towards the development of the country. As per the

Economic census of 2013-14, in A&N Islands about 40 to 50 thousand people contribute

towards the development of the country and they belong to the unorganized sector,

said the Lt. Governor adding that through this scheme, the future need of those

belonging to the unorganized sector can be fulfilled with the minimum assured monthly

pension of Rs. 3000/- after attaining the age of 60 years. The Lt. Governor exhorted all

to create awareness among the masses about this social security scheme/ welfare

scheme so that the benefit of the scheme reaches the beneficiaries.

The Lt. Governor also informed that so far, 2500 registration has been done while

the total population of those belonging to the unorganized sector stand between 40

to 50 thousand. He urged all to come forward and enroll themselves in the scheme

and ensure timely contribution so that their future can be secured and the challenges

that lie ahead can be dealt with.

The Lt. Governor also distributed enrollment cards to 12 beneficiaries belonging

to various unorganized sectors in A&N Islands.

Speaking on the occasion, the Member of Parliament, Shri Bishnu Pada Ray

stated that the Govt. is committed towards the welfare of the poor. He said, today, for

the first time in the country, a very noble initiative has been launched by the Govt. for

the workers belonging to the unorganized sector. About 90% of the workers belong

to the unorganized sector while the remaining 10% are from the organized sector, said

the MP. He also elaborated on the features of the PM -SYM Yojana and urged the

beneficiaries to make best use of the scheme for the welfare of their families. He

expressed happiness that the scheme has been launched exclusively to facilitate the

workers of unorganized sector.

The Member of Parliament also highlighted about the various initiatives of

the Govt. towards improving the health of the Anganwadi children and the workers.

For the first time milk and mid day meals are given in Anganwadi Centres in A&N

Islands, he said. He also mentioned that apart from this, the Administration is also

providing old age pension, widow pension, pension for disabled to the beneficiaries

of this Island and remarked that the A&N Islands provides the highest pension

amount among any other States in the country. The MP also lauded the Lt. Governor,

the Chief Secretary and the Labour Department for extending support to the poor by

taking up various welfare schemes of the Govt. and implementing it for the benefit of

the poor. The MP stated that the CSCs are working efficiently by facilitating the day

to day need of the people.

In his address, the Chief Secretary, Shri Chetan. B. Sanghi remarked that the

launch of this particular scheme is very important since many people were after Govt.

jobs as it offers various benefits and social security to the workers. Now, the aim of

the Govt. is to ensure that similar benefit must also be made available to those

belonging to the unorganized sector so that their future can be secured once they

attain the age of 60 and are no longer in a position to work, said the Chief Secretary.

The threshold of this pension scheme is that it allows a person to contribute minimum

amount of Rs. 55 since it has just been launched. However, if a worker wishes to

contribute more, they can do so and will be getting more pension. He also informed

that in the long run, the State Govt. also have the freedom to contribute from their

state fund towards improving the scheme further.

The Chief Secretary further informed that the scheme aims at facilitating those

unorganized sector workers with monthly pension of Rs. 3000/- once they attain the

age of 60 years and are no longer in a position to earn their livelihood. He urged all

workers of the unorganized sector to enroll themselves so that the objective of the

scheme can be achieved and the beneficiaries will be able to make use of the scheme

in taking care of their family responsibility and fulfill their needs in the long run. He

said, in A&N Islands as many as 2500 people have been enrolled and effort must be

made to ensure that more beneficiaries are enrolled under this scheme in the coming

days.

Earlier, welcoming the gathering, the Secretary Labour, Shri D. Manikandan

remarked that this day marks an important day in the lives of unorganized sector

workers as on this day, Pradhan Mantri Shram Yogi Maandhan Yojana has been

launched at the National Level by the Prime Minister. In line with this, the Govt. of

India has also urged all the States and UTs to organize similar event at the State and

UT level , to recognize the contributions made by the workers of unorganized sector

towards the development of the country, said the Secretary. He further stated that the

Pradhan Mantri Shram Yogi Maandhan Yojana is one of the most important pension

programmes among many other pension programmes presently being implemented in

the country. The scheme takes care of the unorganized sector, particularly their

livelihood in the later stage of their life. This scheme is based on simple certification

procedure and hassle free procedures are being adopted so that every unorganized

sector workers gets a minimum pension of Rs. 3000/- per month starting from the age

of 60, the Secretary added.

Shri Manikandan further remarked that assuring minimum pension in the present

economic world is not an ordinary one; however, the Govt. has taken a stand today to

provide assured minimum pension to the unorganized sector workers as they are

equally contributing to the Nations' development like any other organized sector

workers.

The Secretary also informed that to facilitate enrollment of workers in this scheme,

a special camp has been set up where the CSCs are being made nodal point for

registration of beneficiaries. The special camp has been functioning since the last

one week, with the help of the Labour Department. He also informed that two workers

belonging to the unorganized sector from the Islands have been sent to participate in

the launch of the scheme at National Level today, in which they will receive the

pension cards from the hands of the Prime Minister and also interact with him.

The programme culminated with the vote of thanks proposed by the Labour

Commissioner, A&N Administration, Shri Madhu Sudhan Baidya.
