This is a brochure about Greece and Greek Project Management (PM). It is not an exhaustive guide; it is a rather softand short introduction to the country and the practice of PM. Additional references, in the form of Internet links, arealso included. Use this brochure as your tour guide to the Greek PM. In a period where thousands of projects areunderway in Greece, thanks to the 3rd Community Support Framework (CSF) and the preparations for the OlympicGames, we considered this brochure very timely. We hope that you will find it useful.

But who are we? I feel privileged to be able to write these lines on behalf of PM-Greece, the Network of ProjectManagers in Greece. PM-Greece is a PM society affiliated to the International Project Management Association(IPMA). Over the years, PM-Greece has become the most popular PM society in Greece. It has also been invited torepresent Greece at the 18th IPMA World Congress on Project Management by organising the Greek National Stallat the "Rue des Nations" exhibition.

So, here we are! We may focus a bit more to construction project management as there are a lot of infrastructureprojects in Greece at the moment, but our interest in PM remains intact. We hope we have assembled a guide toProject Management & Greece you would like to keep. Even if the information you are looking for is not here, it isvery likely that it can be located easily through our carefully selected internet links.

In this brochure you can read about Greece and the Olympic Games from a somewhat PM perspective (at least thatwas intented). A concise overview of Project Management in Greece and of interesting forthcoming PM events canalso be found here. Research has its own stand as an example research effort called the "NCPM" project issummarized herein. Special sections are devoted to PM education and to the employment opportunities for PMs inGreece. The closing sections are dedicated to the Greek diaspora; more precisely to those Greeks living outside thecountry who make a living through practising or researching PM.

Many have assisted in the effort of producing this brochure. Among them special mention should be made to oursponsors and promoters who made the whole venture possible. PREFACE

To deal with Project Management in any country, one needs to appreciate the local environment in order to understand thebackground within which a project will be implemented. Knowledge of the culture, the history, the legislation and thestandards, but also of the local customs, perceptions and the language are desirable and may prove invaluable. In this sectionyou will find a few words about Greece and a selected number of recommended web links.

Greece, officially known as "The Hellenic Republic" or "Ellada", is the southernmost country on the European mainland.Greece has a population of 10.6 mil and occupies an area of 132 sq Km. Greek is the official language whereas 98% of Greeksare Christian Orthodox. The currency is Euro (€) and the per capita income is around €19,000. Inflation is about 3.6%. Themajor industries of Greece are: Tourism, shipping, food and tobacco processing, textiles, chemicals, metal products, miningand petroleum products. The climate is mostly dry and temperate, though it snows in the mountains and in the north.

Greece is best known for its ancient history but at the same time it has also been part of all empires -the Roman, theByzantine and the Ottoman- that ruled the region at different points in time. Greece has strong historical ties withsoutheastern and western Europe, Asia and Africa.

At the crossroads of so many civilisations, Greece is gifted with a rich and fascinating cultural heritage. The country'sturbulent history has, however, had a remarkably small effect on the Greek language. Modern Greek is easily recognisable asthe descendant of the language of Aristotle, Socrates and Plato.

When to go?Conditions are perfect between Easter and mid-June when beaches and ancient sites are relatively uncrowded; publictransport operates on close to full schedules and accommodation is cheaper and easier to find than in mid-June to end ofAugust high season. Conditions are once more ideal from end of August till mid October as the season winds down.

The games held in Olympia Greece - the Olympic Games - were primarily a part of a religious festival in honour of Zeus, thefather of the Greek gods and goddesses. The athletic racings in the ancient years were foot racing, wrestling, boxing, horseracing and the pentathlon. The only prize for each contest was a branch of wild olives cut from the sacred trees with a goldensickle.

So important did these festivals become that the Greeks measured time by the four-year interval between them - called an"Olympiad". In A.D. 391 the games were abolished by the Emperor Theodosius and forgotten for nearly 1,500 years. Then, after the suggestion of Baron Pierre de Coubertin, the representatives of athletic associations from nine differentcountries decided to hold the Olympic Games again. Greece was given the honor of restarting the Games in 1896.

Since then the Olympic Games have been held every four years in great cities of all over the world. Olympic Games havealways brought peace and people together. In 2004, 108 years after the first international Olympics, the Games will returnto their original birthplace in Athens, Greece.

In parallel with the Olympic Games, a new institution has been introduced: the Cultural Olympics. It constitutes a Greekinitiative for the revival of the Olympic spirit during the period between the games.

Although the necessity for managing projects is as old as the human race’s struggle to tame the elements, it was not beforethe 19th century that F.W. Taylor proposed a systematic approach to industrial production aiming at maximizing profits.Project Management (PM) is an even younger discipline; its growth in terms of professionals engaged, in methodologies, ingeneration of new knowledge and in new fields of application is, however, enormous. Memberships to the ProjectManagement Institute (PMI), established in 1969 in USA, grew from 8,500 in the ‘80s to over 100,000 today in over 125countries worldwide. Similarly, the International Project Management Association (IPMA) comprises over thirty NationalAssociations representing approximately 20,000 members in Europe but also in Africa and Asia. One could argue about arapidly growing PM culture, which however presents significant differences in its dissemination in different countries,because of different local economic conditions and cultures.

In Greece, at the eve of the 2004 Olympic Games, thousands of projects have been completed, whereas many more arecurrently under implementation. A great proportion of these projects (1 out of 3) are directed towards the effort ofmodernising the country’s infrastructure. New motorways of a total length of 1,400 Km, the upgrade of the 2,500 Km railwayinfrastructure, the longest cable bridge in the world at Rio-Antirio, the new Athens International Airport, the extension of theMetro system, the new 70 Km Ring-Road in Athens are among the most well-known such projects. A number of other projects,such as the Athens suburban railway, the Athens tram, new recreational areas, as well as the construction and upgrade ofstadiums, are among the infrastructure projects directly or indirectly related to the organization of the Olympic Games.

The impact from the realization of these projects resulted in a yearly GDP increase of 4% in Greece. Approximately onequarter of this GDP is attributed to construction. The construction EU agenda, the FOCOPE (Forum in the EuropeanParliament for Construction) initiative and others support the view that the construction sector has proved to be one of thedriving forces of the Greek economy.

How PM "behaved" in this environment? Let us start from the beginning. In Greece until the early ‘90s, PM was almostexclusively associated with construction management. Professor Efremidis, a pioneer of PM in Greece, introduced thediscipline at the Faculty of Civil Engineering, National Technical University of Athens (NTUA) in 1969. There is little evidence,however, that PM was really applied in the construction industry or, in fact, in any other industry until the mid ‘80s. The smallsize of most construction projects, the socio-economic conditions at the time, the absence of large organized constructioncompanies and the lack of know - how are some of the reasons explaining this fact.

The need to apply PM techniques became apparently evident in both the public and private sector after Greece joined the EUand European funding was made available to facilitate the convergence of the economy to the EU norm. Today, for example,there are more than 10,000 projects of a total budget of € 48 billion under implementation in all sectors of the economy;projects that must be completed until 2006. The necessity for rational and effective use of the investments, for timely projectcompletion, the increased public interest for quality, the somewhat obligatory cooperation between the public and the privatesector, the restructuring of the economy, the need to increase the public sector’s efficiency are some of the reasons thatresulted in an urgent need for competent PM professionals. At the same time, the organization of the 2004 Olympic Gamesadds to the short-term demand of PM skills. This demand is expected to be sustained in the long term because of changes inthe structure of the economy and for other reasons.

The disciplines of construction management, construction economics, project management, quantity surveying, constructionsoftware applied in the Greek construction projects are included amongst the Network of PM-Greece (Project Managers inGreece) membership.

PM-Greece was founded on 18 September 2001 to link together people from Universities (staff and students), contractors,construction management companies, designers, specialized software houses etc with an active interest in the application ofproject management procedures and practices in Greece.

In December 2001, PM-Greece promoted the Workshop on "Project Management Software in Greece" organized by theDepartment of Construction Management, National Technical University of Athens.

In April 2002 PM-Greece joined SENET (Central and South East Europe Project Management Network) as an affiliate memberat the 2nd SENET Conference (Dubrovnik, Croatia, 17-19 April).

In January 2003 PM-Greece promoted the 2nd Scientific Workshop on Project Management, which was jointly organized bythe Department of Construction Management, National Technical University of Athens and the Technical Chamber of Greece.

PM-Greece has also promoted the workshop organised by the Democritus University of Thrace (Xanthi, Greece, 16-17 May2003), the 2nd International Structural Engineering and Construction Conference (ISEC-02) "System-based vision forstrategic project and design development" (Rome, Italy, 23-26 September 2003) at which a special session on "Information& Decision Systems in Construction Project Management" has also been organised, the 16th National Conference of theHellenic Operational Research Society on Project Management (Technical Educational Institute of Larissa, 25-27 September,2003), the 2nd International Conference on Construction in the 21st Century (Hong-Kong, 10-12 December, 2003) and theresearch project entitled "NCPM – network of Construction Project Managers in Greece". PM-Greece has also promoted thecall of papers of the 18th IPMA World Congress (Budapest, 19-20 June) in Greece and has organized the Greek National Stallat the exhibition of the Congress.

Today, almost three years after its establishment, PM-Greece with more than 170 registered members is by far the mostpopular PM society in Greece. In its immediate plans are to be further affiliated with other related national and internationalorganisations, participate in joint research and consultancy efforts and work towards the promotion of the projectmanagement discipline in Greece.

PurposeThe creation of a scientific network in construction project management, the theoretical and practical professional trainingof concerned participants, the invitation of renowed foreign experts and the organisation of a scientific conference.

TargetThe assimilation of innovative methods and technologies, the enlightenment of each other and the contribution towards theformation of common practices and standard procedures that will assist the participating companies at first and theconstruction industry in general in the attainment of competitiveness in the international context.

Network StructureThe network consists of six different entities: two Universities (National Technical University of Athens & Aristotle Universityof Thessaloniki), the Technical Chamber of Greece -Chapter of Thrace, one state-owned company (Egnatia Odos S.A.) and twoprivate companies (Edrasis Group of Companies and Hellinotechniki S.A.) which represent three different geographical areasof Greece (Attica, Central Macedonia and Thrace). The participants - network members will be forty-five (45) professionals.

A number of PM modules are offered at both Greek Universities and Technological Educational Institutes (TEI). Postgraduatecourses are available at the National and Kapodistrian University of Athens (usually referred to as simply the "University ofAthens"), the National Technical University of Athens (NTUA), the Aristotle University of Thessaloniki (AUTH), the AthensUniversity of Economics and Business (AUEB), the University of Piraeus, the Hellenic Open University etc. The TEI of Piraeus(in cooperation with the University of Kingston, U.K.) also offers postgraduate opportunities.

Undergraduate courses related to PM are offered at the National Technical University of Athens (NTUA), the DemocritusUniversity of Thrace (DUTH), the Technical University of Crete (TUC), the University of the Aegean (Aegean), the TEI of Larissaetc.

Let us start with a fact: "we are not always bearing gifts". Most of the times we are blunt, straight talking individuals thatforgot we invented politics and democracy.Speaking about democracy; Does it and should it exist in a project? And does teamwork really absolve the PM from hisresponsibility to deliver the project to stakeholder requirements? Does our culture come out in our day-to-day behaviour anddealings in projects?

Absolutely.

It can be argued that the Project Management profession has not been well established in Greece. There are no cleareducational or training paths and PMs do not enjoy special professional rights. Nevertheless, a recent analysis performed byPM-Greeceñ showed that the demand for PMs has been growing steadily in recent years, a trend expected to continue in theforeseeable future (see also section 4 of this brochure).

In engineering, for example, an analysis of the jobs advertised in the Technical Chamber’s of Greece bulletin (TCGb), the majorpromoter of engineering jobs in the country, an analysis of the job offerings from January 2003 to March 2004 revealedthat 1 in 5 jobs advertised was related to PM. The figure is quite impressive keeping in mind that jobs advertised in TCGb arerelated to all engineering disciplines!

A further analysis of the data revealed that the particular skills sought were related to time and cost control (32% of thejobs), construction management (26%), site supervision (24%), quality, safety and environmental aspects (18%).

Arguably, there is considerable penetration of the engineering field by PM. Further action is, however, needed, before fruitsare harvested…

In most of us there is no "low" volume control when we speak, but you can sense it when something has gone wrong. Shortfused and explosive? Most of the times yes but it does wear out, especially as you grow older and wiser.To paraphrase the team building process - forming, storming, norming, performing, we form teams by storming, storming andmore storming and it works miracles.However, and despite what some of the psychologists say about forming your character by the age of four, we do change,and adapt, and analyse and we take corrective action - we find our way. Let’s not forget Ulysses returned to Ithaki even thoughhis labours’ lasted 10 years.

We love the challenge and usually the impossible and there is only one acceptable result - perfect.

It is funny, however, how one feels more comfortable and understanding in a multi-ethnic project. You see how, when youspeak to your German colleagues in the morning, lunchtime to the guys in the States and late in the afternoon to the Clientin Hong Kong, the whole team becomes more tolerant.

Issues in all the projects are the same whatever your race, but what difference does it make when you have to deal andcomprehend the local contract law and the bidding process (to mention but few). You wish Alexander the Great could appearonce more to cut this "Gordium’s inextricable knot" and make things much simpler for us poor Project Managers.

Professor Elias Carayannis, School of Business and Public Management, George Washington University, USA, has recentlyfinished editing a book on the "Story of Managing Projects".

In this book, a number of chapters have been compiled that deal with the process as well as the content, context, and impactof project management (PM) from a number of disciplines and industries. This manuscript is indeed meant to serve as aplatform for project management practitioners to team up with project management academics in order to provide cross-disciplinary threads of insights, lessons learned, and best practices from a variety of professions and settings as well asregions of the world where project management is enacted and shaped in the process.

Thematically, the book has a "multi-legged T" (MLT) structure with the introductory chapters providing an overview / overlayof key PM concepts and subsequent chapters delving into specific PM context and practice areas (such as PM in health care,PM in construction, PM in S/W, PM in telecom etc.). The concluding chapter synthesizes and integrates insights and lessonslearned across thematic areas and functional contexts for best practices in PM. It also provides the foundation for identifyingand forming interrelated communities of practice and interest with regards to PM across different practices (law, engineering,medicine, movie-making, research etc) and a roadmap for future research based on the foundation this book provides.

We believe that the reader will benefit from the juxtaposition and critical sunthesis of the insights and findings in thosechapters to provide a more solid foundation for developing better Project Management theories as well as tools,methodologies and practices.
