We look forward to continuing working with ODOT and providing all the necessary inspection services on this project. EST has multiple certified inspection teams capable of inspecting different areas of the state at the same time. Below are EST’s proposed Inspection Teams for these inspections: Our Bridge Inspection Division has five certified Professional Engineers and all have completed the required two week comprehensive training course for bridge inspection and the QC/QA training as required by ODOT. Additionally, several members have completed the training and certification required to perform fracture critical bridge inspection. Our Bridge Inspection Division has a vast amount of experience inspecting both on and off system bridges across the state and annually inspects around 1000 bridges.

EST’s Bridge Inspection Division has inspected and rated several hundred bridges annually for numerous clients such as ODOT, Adair County, Canadian County, Cherokee County, Cleveland County, Okmulgee County, Sequoyah County and many other counties within the State of Oklahoma. EST’s Bridge Inspection Division also has experience working in other states as well as experience working on large high profile bridges. The staff of EST has experience conducting fatigue and fracture research for ODOT through Oklahoma State University. Additionally, EST has a large staff of designers regularly performing bridge design for numerous bridges across Oklahoma, and EST has a large staff of construction managers and inspectors working on numerous construction projects that often contain bridges. Combined, the staff of EST has over 100 years of bridge design, construction and inspection experience. EST’s experienced inspectors have provided services to multiple different clients across the State. Mr. Kelly is an Engineering Supervisor at EST and serves as our Tulsa Office Project Manager over all the County design projects. Mr. Kelly has over 25 years in the transportation design industry and has been a Professional Engineer in Oklahoma since 1995.
