Plastic Waste Management Action Plan Nakhon Si Thammarat Municipality, Thailand Introduction As the problem of plastic waste has escalated, a considerable amount of plastic trash has ended up in the environment, both on land and at sea. Organizations worldwide have continued to tackle this problem by providing support at the national and local levels. Southeast Asia is the largest contributor to marine plastic pollution. Thailand has declared waste management a national agenda and developed the National Solid Waste Management Master Plan 2016-2021 and Plastic Waste Management Roadmap 2018-2030 to promote efficient plastic waste management. In addition to helping to create a circular economic system and reduce the amount of waste escaping into the marine environment, these plans are in line with the ASEAN Framework of Action on Marine Debris and Goals 11, 12, and 14 of the United Nations 2030 Agenda of Sustainable Development Goals (SDGs). Nakhon Si Thammarat has the most accumulated waste in the country, amounting to 2.4 million tonnes, due to rapid urbanization and the failure of waste management measures to effectively deal with the volume of waste generated. Nakhon Si Thammarat Municipality is the largest city in the province. It produces up to 40,000 tonnes of waste per year, of which 9,000 tonnes is plastic waste. Because of end-of-pipe waste management, only 0.7 per cent of waste (82 tonnes per year) are recyclable. The remaining 94.3 per cent is disposed of by open dumping. Up to 48 per cent are plastic bags that can be recycled but are not sorted for recycling due to costly transportation and low plastic bag waste price. Furthermore, recyclable plastic waste, such as PET and other bottles, have not been effectively separated, causing them to end up in landfills and resulting in loss of economic opportunity and burden on the environment. Of the total plastic waste generated, up to 4 per cent (360 tonnes per year) are uncollected and left strewn on land or in drains and 1 per cent enters waterways (90 tonnes per year). Due to large volumes of community solid waste, especially plastic waste, the likelihood of them ending up in the environment, especially in water sources, is high. Moreover, because of the changing economic and social conditions caused by the COVID-19 pandemic, plastic packaging has become a necessity in our daily life. To deal with the large amount of plastic waste, this Plastic Waste Management Action Plan has been developed, focusing on the 3R principle (reduce, reuse, recycle), public participation, public-private partnership, circular economy and polluter pay principle. Nakhon Si Thammarat Municipality by the Division of Public Health and Environment has worked together with relevant agencies and stakeholders from the private and civic sectors to gather comments and develop this Action Plan that meets the current needs, solves problems in all sectors and allows for efficient implementation. The success of Nakhon Si Thammarat Municipality can be expanded to other local administrative organizations to drive the country’s plastic waste management.

Plastic Waste Management Action Plan

Nakhon Si Thammarat Municipality, Thailand

Introduction

As the problem of plastic waste has escalated, a considerable amount of plastic trash has ended up

in the environment, both on land and at sea. Organizations worldwide have continued to tackle this

problem by providing support at the national and local levels. Southeast Asia is the largest

contributor to marine plastic pollution. Thailand has declared waste management a national agenda

and developed the National Solid Waste Management Master Plan 2016-2021 and Plastic Waste

Management Roadmap 2018-2030 to promote efficient plastic waste management. In addition to

helping to create a circular economic system and reduce the amount of waste escaping into the

marine environment, these plans are in line with the ASEAN Framework of Action on Marine

Debris and Goals 11, 12, and 14 of the United Nations 2030 Agenda of Sustainable Development

Goals (SDGs).

Nakhon Si Thammarat has the most accumulated waste in the country, amounting to 2.4 million

tonnes, due to rapid urbanization and the failure of waste management measures to effectively deal

with the volume of waste generated. Nakhon Si Thammarat Municipality is the largest city in the

province. It produces up to 40,000 tonnes of waste per year, of which 9,000 tonnes is plastic waste.

Because of end-of-pipe waste management, only 0.7 per cent of waste (82 tonnes per year) are

recyclable. The remaining 94.3 per cent is disposed of by open dumping. Up to 48 per cent are

plastic bags that can be recycled but are not sorted for recycling due to costly transportation and

low plastic bag waste price. Furthermore, recyclable plastic waste, such as PET and other bottles,

have not been effectively separated, causing them to end up in landfills and resulting in loss of

economic opportunity and burden on the environment. Of the total plastic waste generated, up to

4 per cent (360 tonnes per year) are uncollected and left strewn on land or in drains and 1 per cent

enters waterways (90 tonnes per year).

Due to large volumes of community solid waste, especially plastic waste, the likelihood of them

ending up in the environment, especially in water sources, is high. Moreover, because of the

changing economic and social conditions caused by the COVID-19 pandemic, plastic packaging

has become a necessity in our daily life. To deal with the large amount of plastic waste, this Plastic

Waste Management Action Plan has been developed, focusing on the 3R principle (reduce, reuse,

recycle), public participation, public-private partnership, circular economy and polluter pay

principle.

Nakhon Si Thammarat Municipality by the Division of Public Health and Environment has worked

together with relevant agencies and stakeholders from the private and civic sectors to gather

comments and develop this Action Plan that meets the current needs, solves problems in all sectors

and allows for efficient implementation. The success of Nakhon Si Thammarat Municipality can

be expanded to other local administrative organizations to drive the country’s plastic waste

management.
