Section I. General Information

ThisguidetoservicesprovidesinformationregardingPublicUtilitiesCommission(PUC)servicesversusfeeforservice,clarifieswhatservicesPlantOperationsprovides;andoutlineshowtoaccessthem.Theservicesaredividedintoeightdifferentcategorieswhicharedefinedinpages8-14.Also,includedinthisguideareotherservicesthatPlantOperationsprovidesonafeeforservicesbasis.Althoughintendedtobeathoroughandall-inclusive,notallservicescanbeprovidedinabriefformat.IfyouhavequestionscontactPlantOperationsleadership.

Eachyear,PlantOperationsreceivesfundingtoprovidecustodialservices,maintenanceandoperationalservicesforcampusbuildingsandgrounds.Theseservicesarereferredtoas“PUCfunded”throughoutthisdocument.

ServicesfromschoolsordepartmentsthatarenotconsideredstandardbuildingsystemmaintenancearenotPUCfundedandarebilleddirectlytothedepartmentinclude:• facilitiesrenewalprojects;• anysystemorbuildingrepairsover$20,000;• requestsmadeoutsidethescheduleforroutinemaintenance;• minorandmajorrenovations;• allspecialevents(setupandcleanup,forexample);• insuranceclaimsrelatedtothebuilding.

Section II. Service and Information Systems (SIS)

ServiceandInformationSystems(SIS)isthesinglepointofcontactforallVanderbiltUniversitydepartmentstoPlantOperations.Theyarethefirstlineofcommunicationwithcustomerformaintenanceandservicerequestsforcampusbuildings,groundsandutilities.Regularbusinesshoursare8:00a.m.to4:30p.m.,Monday-Friday.TocontactSISfromanon-campusphone,callextension4-WORK(4-9675)or3-WORK(3-9675),or(615)343-9675ifyouarecallingfromanoff-campusphoneorcellphone.Thishotlineisavailableduringandafterregularbusinesshours.SISrepresentativeswillcreateaworkorderforyourrequestandrelayittotheappropriateserviceunit.

SIS can only accept work requests for which all required information is provided; including verification that the person submitting or signing the request is authorized todoso.

Section III. Building Systems Control (BSC)

BSCisVanderbiltUniversity’smaincontrolcenterformonitoringfirealarms,securityalarmsandbuildingcontrolsystems.BSCoperates24/7,andservesasthefirstlineofcommunicationwithcustomersforafterhours,weekendsandholidaysservicerequestsforcampusbuildings,groundsandutilities.

Section IV. How a Work Request is Processed

Manybuildingsanddepartmentshavefacilityofficers,coordinatorsorcontactpersonswhoworkwithPlantOperationsregularlyandknowtheserviceprocedureswell.Pleasecoordinaterequestswiththefacilityrepresentativeinyourbuildingtoeliminateduplicationandfacilitateservicedelivery.

Theprocedureforrequestingworkisasfollows:

A.Whenpossible,contactthefacilitycoordinatorinyourbuildingtoinformhim/heroftheworkrequest.

B. ThefacilitycoordinatorwillrequestworkfromSIS.

C.Uponreceiptoftherequest,theSISrepresentativewillattempttodetermineiftheworkrequestedisaserviceormaintenanceandtherefore,whethertherequestorischarged. Note:Serviceprioritiesareaddressedonpages4-5

D. Iftherequestisforaservice,therequestingdepartmentisaskedtoprovideaChartofAccount(COA)stringorPOETtowhichtheworkwillbecharged.

E. Iftheworkrequestismadeoverthephone,SISwillthenprovidetherequestoraworkordernumberforfuturereference.

F. AworkorderisthencreatedandautomaticallyforwardedtotheappropriatePlantOperationsserviceunit.InadditionthroughAiM(PlantOperationsworkmanagementsystem)ane-mailwillbesenttotherequesternotifyingthemthataworkorderhasbeencreated.Thesystemalsogeneratesstatuse-mailwheneachphasesoftheworkorderisworkcomplete.)

G. Theserviceunitwillcontacttherequestingdepartment,ifnecessary,andsetascheduletoperformthework.

H. Iftheworkorderisconsideredanemergency(flooding,gasleak,poweroutage,etc.),theappropriateservicestaffmember(s)willbedispatchedimmediatelytoresolvetheemergency.

Section V. Service Priorities and Responses

Inadditiontoplannedmaintenanceofinfrastructure,buildings,andgrounds,PlantOperationsreceivesapproximately35,000workrequestseveryyear.Inordertogiveappropriateattentiontoallrequests,PlantOperationsmanagementteamassignsworkbasedonthestatedneedforthework,thepotentialmissionimpact,theoverallresourcesinvolvedincompletingthework,andtherelativeurgencyoftherequestwhencomparedtootheroutstandingrequests.

A. Emergency —Imminentthreattolife,property,securityorenvironment.Emergencieswillberespondedtoimmediately,andataminimummitigateduntilapermanentrepaircanbemade.Examplesare:electricalpowerfailure,anoverflowingtoilet,elevatorsystemsmalfunctions,chemicalodors,floodingorbrokenwindowsthatposeimminentrisk.Theserequeststakeprecedenceoverallotherrequests.

B. Urgent —Urgentsituationposingathreatofpersonalinjury,equipmentdamage,orseriousdisruptiontoUniversityoperations.Urgentrequestswillberespondedtoassoonaspossible.Ifcircumstancespreventanimmediateresponsethenitwilladdressedwithin24hours.Examplesare:malfunctioningheatingandcooling(toocold/toohot),plumbing(continuouslyrunningtoilets/faucets)graffiti,flickeringofficelightsorlightsoutinalargearea,FireMarshalorcodecompliancecorrectiveactions,ADAcomplianceissues(e.g.inoperativedooropener)andproblemsaffectingthesecurityoffacilities.

C. Routine —Normalmaintenanceorserviceitemthatdoesnotposeanimmediaterisktofacilities,systems,equipmentorcomponents.Examplesare:repairingorreplacingdoorhardware;patchingandrepainting;checking,inspecting,servicing,andadjustingvarioussystemsorcomponents;pruning,trimming,mowing,andfertilizinggroundsareas;andrepairingorreplacingceilingtiles.Advancenoticefromthecustomerisrequiredtoallowschedulingofpersonnelandreceiptofmaterials;respondwithin5daysandcompletedin15daysorlessdependingonworkload.

D. Scheduled —Normalmaintenanceorservicethatdoesnotposeanimmediaterisktofacilities,systemsequipment,orcomponents.Examplesare:projects,improvementsorenhancementstoexistinginfrastructure/equipment/assets,purchasingofpartsarerequired.

E. Preventive Maintenance —Scheduledmaintenanceandupkeepofbuildingsandmajorequipmentassetstoensurereliableandefficientoperations.Examplesare:worktouncoverpotentialhazardstopersonnelorpropertyandpreventfailureofequipment.Thisworkshouldbeplannedandscheduledbasedonequipmentandsystemsmanufacturerspecifications.

A. Building Envelope —Maintenanceandminorrepairtotheoutershellofthebuildingincludingthefoundation,roofs,exteriorwalls,doors,windowsandsubstructures.

B. Building Interior Service Systems —Maintenanceandminorrepairtoheating,ventilation,andcooling,plumbingsystems,electricalservice,lighting,firesuppressionsystems,energymanagementsystems.

C. Interior Structures —Maintenanceandminorrepairtoceilings,floorcoverings,interiorwalls,stairs,handrails,doors,doorhardware.

D. Custodial —Cleaningofbuildingcommonandprivatespacestoincludefurnishings,artworkandfloorcoverings.

E. Grounds — Cleaning,maintenanceandrepairofexteriorandinteriorgroundsincluding,landscape,hardscape,irrigationsystemsandseasonalweatherevents.

F. Waste Management and Recycling —Collectionanddisposalofsolidwasteandrecyclablematerial.

G. Integrated Pest Management (IPM) —Managing/controllingpeststhroughaneffectiveandenvironmentallysensitiveapproachthatreliesonacombinationofcommon-sensepracticesandcurrentcomprehensiveinformationonthelifecyclesofpestsandtheirinteractionwiththeenvironment.

5. Utilitiesservicestotablesorequipmentortothebasicelectricaldisconnectorshut-offvalvethatservicestheequipmentbuilding/occupant.

6. Maintenanceandrepairofairconditioning/heatingsystems.

7. Preventivemaintenanceservicestobuildingmechanical,electricalandplumbingsystems.

8. Monitoringandmaintenanceoflifesystems,i.e.,heating,cooling,refrigeration,plumbing,electrical,alarms,firesuppression,firealarms,andfiredetection.

9. Maintenanceandrepairsofsurveillancesystems(exceptforDOSBuildings).

10. EnergyManagementSystems.(e.g.,lightingcontrolandbuildingautomation)

D. Custodial Services

CustodialServicescoversthefollowing:¹

2. Routinecleaningofcommonandpublicspaces(restrooms,lounges,corridors,stairwells,classrooms,conferencerooms,kitchens,breakrooms,etc.).

3. Weeklydetailcleaningofcommonandpublicspaces.

4. Weeklydetailcleaningofprivatespaces(officesandresearchlabs).

5. Spotcarpetcleaningasneeded.

6. Annualcarpetcleaning.

7. Annualhardfloorsurfacesdetailcleaning.

8. Bi-annualcleaningofwindowblindsinresidentialhalls.

9. Cleaningoflightfixturesexceptforthoserequiringspecializedequipmentduetotheirheightordisassemble:

• ResidentialHalls—Annually• Academic/AdministrativeBuildings—Asneeded

E. Grounds Maintenance

Groundsmaintenancecoversthefollowing:

1. Litterandtrashremoval.

2. Maintenanceofgreenspaceincludinglawns,flowerbeds,andinteriorgardens.

3. Treesandshrubsmaintenance.

4. Maintenanceandrepairsofirrigationsystems.

5. Maintenanceandrepairofgroundsexteriorlighting.

6. Maintenance,repairsandreplacementofcampuswayfindingsignage(doesnotincludesignageattachedtobuildings.)

7. Maintenanceandrepairofwaterfeatures.

8. Maintenanceandrepairofhardscape,i.e.,sidewalks,retainingwalls,bikeracks,benches,curbs,patios,streets,parking,etc.

F. Waste Management and Recycling

1. Specialeventssupport.

2. Intra-campusmovingforbusinesspurposesformorethantwooffices.

3. Bio-hazardouswasteremoval—thisserviceisprovidedthroughtheArts&SciencesDepartmentandtheSchoolofEngineeringinsupportoftheirhostedresearchprograms.

4. Artworkinstallations.

5. Maintenanceandrepairofspecializedclassroomorlaboratoryequipment,andotherdepartmentalproperty.

6. Fabricationofcabinets,shelves,signs,nametags,andothermiscellaneousitems;furniturerepairs.

7. Asbestosabatementwhenpartofacustomerinitiatedrenovationproject.

8. Maintenanceandrepairofrefrigerators,freezers,dishwashers,washers,dryers,icemachines,andcustomerinstalledwaterfilters,microwaves.

A. GeneralInformation

ThePlantOperationsBuildingServicesDepartmentcleanswiththegoalofenhancingthehealthandgeneralwell-beingofstudents,facultyandstaff.Wearecommittedtoutilizingsustainableproductsandprocesses.

TobetterservetheneedsoftheUniversityschoolsanddepartments,BuildingServicesprovidescustodialservicesusingthreeworkshifts:

ThecustodialstaffisledbyHousekeepingSupervisors,responsibleforsupervisingservicesofanywherefrom10to15buildings.Duringthenormalacademicyear,PlantOperationshasaHousekeepingSupervisoroncampus,bothonSaturdayandSundayfrom8:00amthrough5:00pmwhorespondstoincidentsrequiringcustodialsupport,andoverseetheweekendstaff.ThissupervisorcanbereachedthroughSISat3-workand4-work

B. Services

AllareaswithinabuildingconsideredCommonorSharedSpacesprimarilyinadministrativeandacademicbuildings,(e.g.exteriorentrances,publiccirculation,restrooms,lockerrooms,lounges,libraries,lounges,classrooms,lecturehalls,conferencerooms,kitchens,breakrooms,etc.)receivedailyroutineservicesandamorethoroughcleaningonceperweek.Privatespaces(e.g.officesandresearchlaboratories)havetrashanddesk-siderecycling(whereapplicable)removeddaily,andreceivemorethoroughcleaningonceperweek.

C. Private Spaces

1. Routine cleaning services — emptyingoftrashreceptacles.

2. Weekly cleaning services —Dustingofsurfaces,floorcare,wetwipingofsurfaces,anddisinfectingofcontactsurfacessuchaspushplatesanddoorhandles;removalofdesk-siderecycling(whereapplicable).

Eachprivatespaceisassignedaspecificdayoftheweekwhenthemoredetailedcleaningservicesareperformed,accordingtothespecifiedbuildingcleaningroutine.Eachprivatespaceoccupantisfurnishedwitha“SpecialAttentionNeeded”doortag.Ifthereisaneedforanyofthedetailcleaningtaskstobeperformedbeforethenextscheduleddayofcleaning,theoccupantshouldplacethedoortagontheoutsideknoboftheofficeorlaboratorydoor,oronthewalloutsideofthedooralongwithanexplanationona“stickynote.”Custodialworkerswillcheckforthistagatthebeginningoftheirworkshiftandwillprovidetheseextraservicesastimepermits.

D. Common/Shared Spaces

Thesespacesarecleaneddailyandreceiveamorethoroughcleaningweekly,onadesignateddayoftheweekaccordingtoeachindividualbuildingcleaningroutine.

E. Residential Buildings

VanderbiltUniversitystudentsarehousedinvariousconfigurationsofresidencehallsandapartments.Figure2describesthefrequencyandtypesofservicesprovidedbytheBuildingServicescustodialstaffinsidetheresidencehallsandothercategoriesoflivingquarters.Residencehallscommonareasservicessuchas;communitybathrooms,kitchens,laundryrooms,studyrooms,lounges,lobbies,hallways,stairwellsandelevators,arestandardthroughout.Roomvariationsreceivingdifferentservicesareasfollows:

• Apartments –multipleroomswithoneand/ortwobathrooms,andcommonkitchenandlivingroomareas.(i.e.,Chaffin,Mayfield,Morgan,Lewis,Lewis,WarrenMoore)

• Suites – multipleroomswithonebathroom,andcommonkitchenandlivingarea.(i.e.,CarmichaelWest–III&IVandCarmichaelEast–I)

• Rooms with half baths –tworoomsconnectedbyhalfbaths.(i.e.,Scales,Vaughn)
