INDUSTRIAL, LIGHT means an indoor industrial or manufacturing activity
which, in the opinion of the Development Authority, cannot be detected (noise, glare, vibration or airborne emissions) from outside of the building that houses the operation, and may involve altering, assembling, fabricating, finishing, inspecting, making, processing, producing, treating or repairing, items either by hand or through the use of machinery...... In certain districts Industrial, Light may include small areas of Outdoor Storage. Industrial, Light may include accessory thereto Retail, Small Format.
OR...
MANUFACTURING, LIGHT means a facility used for indoor processing,
assembly and packaging of goods using innovative or advanced technology, a highly skilled work force and having no adverse environmental impact with respect to noise, glare, vibration or airborne emissions, and may include indoor storage and display of materials and products.

Definitions :
AGRICULTURAL OPERATION means an agriculturalactivity conducted on agricultural land for gain orreward or in the hope or expectation of gain or rewardand includes Agriculture, Confined Feeding Operation;Agriculture, Extensive; Agriculture, Horticulture andAgriculture, Livestock.Notwithstanding the foregoing, no operation or userelated to the growing, packaging or distribution ofMarijuana shall be considered under any agriculturaluse type.

“greenhouse, wholesale” means a building for the growing of flowers,plants, shrubs, trees and similar vegetation, except for marijuana grownfor medical purposes, which are sold from the parcel at wholesale anddoes not include the accessory sale of related goods.
“Medical Marijuana Facility (MMF)” means any building in which anactivity authorized by the medical marijuana production regulations(Marijuana for Medical Purposes Regulations SOR/2013-119), or anysuccessor or replacement legislation or regulation, is or may beconducted including such activities as growing, processing, labeling andpackaging, storing, and transporting of marijuana.”

How Municipalities Can Prepare
Initial Steps Recommended by the FCM:
•Passing a motion in council directing municipal staff to prepare options for land-use by-law amendments in anticipation of direction from other orders of government.
• Conducting research on the local impacts of cannabis legalization and implications for municipal governments.
• Engage with your province or territory through provincial/territorial municipal associations or directly in a PT consultation process.
• Create a timeline and work plan.

New Definitions:
Cannabis Lounges means development where the primary purpose of the facility is the sale of Cannabis to the public, for the consumption within the premises that is authorized by provincial or federal legislation. This Use does not include Cannabis Production and Distribution.
