Capital  Region  Southwest  Water  Services  Commission  

Water  Services  The  Capital  Region  Southwest  Water  Services  Commission  (CRSWSC)  serves  the  potable  water  needs  of  the  City  of  Leduc,  Camrose  County,  Leduc  County,  Town  of  Beaumont,  Town  of  Calmar,  and  Village  of  hay  Lakes.  EPCOR  supplies  the  CRWSC’s  water  from  two  water  treatment  plants  located  in  Edmonton,  using  water  drawn  from  the  North  Saskatchewan  River.    Click  here  for  more  information  on  the  Capital  Region  Southwest  Water  Services  Commission.  

Cold  Lake  Regional  Utility  Services  Commission

Mountain  View  Regional  Water  Services  Commission  

Water  Services  The  Mountain  View  Regional  Water  Services  Commission  provides  water  services  to  the  Town  of  Bowden,  Town  of  Carstairs,  Town  of  Crossfield,  Town  of  Didsbury,  Town  of  Innisfail,  and  Town  of  Olds.  The  Commission  owns  and  operates  the  Anthony  Henday  Water  Treatment  Plant,  which  is  situation  on  the  banks  of  the  red  deer  river,  and  serves  a  growing  population  of  30,000  people.    Click  here  for  more  information  on  the  Mountain  View  Regional  Water  Services  Commisison.  

Newell  Regional  Services  Corporation  

Treated  Water  and  Sanitary  Sewer  Services  Newell  Regional  Services  Corporation  (NRSC)  is  a  municipal  corporation  that  was  formed  between  the  City  of  Brooks,  County  of  Newell,  Town  of  Bassano,  and  Villages  of  Duchess,  Tilley  and  Rosemary.  The  Corporation  was  created  as  a  body  that  would  coordinate  and  pool  resources  with  member  communities  to  provide  safe,  effective  and  efficient  water  treatment  and  distribution.  Previously,  each  community  owned,  operated  and  serviced  individual  water  treatment  plants,  all  incurring  individual  maintenance  costs,  repair  costs  and  ascending  budgets.  Under  the  new  NRSC,  one  single  body  ensures  water  is  safely  delivered  and  all  services  meet  the  rigid  safety,  quality  and  reporting  parameters  of  Federal,  Provincial,  Local  and  Water  Industry  Standards.      In  terms  of  administration,  implementation  involved  each  Council  coming  to  agreement  on  the  governing  structure,  name,  participation,  transfer  of  assets,  membership  on  the  Board  of  Directors  and  voting  structure.  Once  these  details  were  finalized  and  approved,  the  Board  of  Directors  worked  to  draft  a  shareholders  agreement  and  to  obtain  a  Ministerial  Order  to  form  a  municipal  corporation.  Once  the  agreement  was  approved  and  signed  by  all  shareholders,  other  agreements  also  had  to  be  drafted  and  negotiated  such  as  the  transfer  of  asset  agreements  and  water  supply  agreements.      One  huge  success  of  this  project  was  the  delivery  of  safe  drinking  water  to  the  Village  of  Tilley,  approximately  25  kilometres  east  of  Brooks.  The  village  of  Tilley,  home  to  400  people,  was  under  a  boil  water  advisory  for  three  years  and  the  lack  of  safe  drinking  water  was  acting  as  an  obstacle  to  residential  and  commercial  growth.  Newell  Regional  Services  Corporation  was  able  to  effectively  lift  the  boil  water  advisory  and  bring  this  basic  amenity  back  into  the  village.      The  total  cost  of  the  project,  which  included  major  upgrades  to  water  treatments  facilities  as  well  as  a  network  of  transmission  lines,  is  estimated  at  $45  million.  Under  the  Water  for  Life  Program,  the  Province  of  Alberta  provided  a  grant  totalling  $37  million  with  the  City  of  Brooks  and  County  of  Newell  providing  the  balance  of  funds.    Click  here  for  more  information.  

NEW  Water  Ltd.   Rural/Urban/First  Nations  Partnership  In  light  of  aging  infrastructure  and  diminishing  water  supplies,  in  2006  Northern  

 

Sunrise  County,  the  Village  of  Nampa  and  Woodland  Cree  First  Nation  decided  to  form  a  partnership  to  provide  drinking  water  to  their  residents.  Given  that  municipal-­‐  First  Nations  partnerships  are  not  common,  the  communities  formed  a  steering  committee  and  hired  a  consultant  to  do  research  and  conduct  workshops  on  what  type  of  partnership  to  create  (a  society,  commission,  or  corporation).      The  partners  decided  to  establish  a  corporation  which  would  allow  collective  ownership  and  operation  of  the  water  system  and  require  less  ministerial  oversight  and  allow  faster  decision  making  than  the  other  options.    Establishing  the  corporation  took  a  great  deal  of  time,  money  and  effort  with  steps  including:      

• Conducting  a  feasibility  study;    • Forming  a  Governance  and  Technical  Committees  made  up  of  

administrative  and  elected  officials;    • Seeking  approval  from  Indian  and  Northern  Affairs  and  Municipal  Affairs;    • Ratifying  a  shareholder  agreement,  bylaws,  franchise  agreement  and  

other  related  policies;    • Establishing  a  process  to  handle  a  shareholder  default  or  departure;    • Commissioning  the  treatment  plant  and  building  regional  pipelines;  and    • Setting  water  rates  that  reflect  the  true  cost  of  consumption  and  enable  

more  accurate  utility  investment  planning.      Funding  for  the  project  came  from  the  communities,  INAC  and  Alberta  Transportation.  The  Corporation  became  operational  in  2010  and  is  still  completing  regional  pipelines.      Allowing  ample  time  for  communication  and  trust  building  was  key  to  the  success  of  the  partnership.      Click  here  for  more  information    

North  43  Lagoon  Commission  

Wastewater  Services  The  North  43  Lagoon  Commission  provides  wastewater  services  to  Lac  Ste.  Anne  County,  the  Summer  Village  of  Castle  Island,  Summer  Village  of  Ross  Haven,  and  Summer  Village  of  Yellowstone.  The  Commission  aims  to  provide  a  safer  and  more  reliable  sewage  collection  and  treatment  system  than  septic  systems  currently  used  in  the  area,  which  run  the  risk  of  failing  over  time  and  damaging  water  supplies.    Click  here  for  more  information  on  the  North  43  Lagoon  Commission.
