An amiable summer day re-cently prompted local residents to make the most of the season’s end.

The festivities began Aug. 24 at Norton Park, where balloonists, spectators, and artisans gathered to attend the final day of the 30th annual Plainville Fire Company Hot Air Balloon Festival.

Breakfast was served as roughly a dozen hot air balloons rose into the early morning air, marking the end of the three-day

event that attracted in excess of 20,000 attendees all told. The yearly event is staffed entirely by volunteers, including students from the Plainville High School Interact Club.

After the last of the balloons disappeared over the horizon, event-goers were free to explore a number of booths set up by art-ists and craftspeople. As part of the town’s Capi-tal Improvement Plan for Fis-cal Year 2015, there are some upgrades coming at the po-lice and fire departments.

The town has authorized the purchase of three new police cruisers, as well as a new dispatch console for both the police and the fire departments.

According to Lieutenant Eric Peterson, the base cost for the cruisers is $89,500, with $30,500 being used on enhancements: “outfitting the cars for emergency lighting, graphics, protective cages, pushbars, radio equipment, computer mounts, labor and wiring for the lights and video cameras ..,” he explained.

Peterson said the cars usu-ally take about a month to be ready for use after they come from the factory. Most of the work gets done at Connecti-cut Motor Cars and Coaches in Plainville.

Town Manager Robert E. Lee said that while the cruis-ers have been ordered, there

is a backlog, and he is not sure when they are coming in.

Speaking of the police dis-patch system, Lee said there is going to be a $600,000 to $700,000 upgrade. This is a month or two away from being ordered. Also com-ing to the Plainville PD are new bullet-proof vests for $28,000, $65,000 in computer upgrades, and $13,500 in guns, tasers, and other equipment.

The fire department is also getting a new dispatch con-sole, at a price of $103,277. Lee said the current console is 20 years old and breaks down. Also, it’s difficult to get parts for it.

“We got the (new) console from Utility Connections, it was a state bid process, not a town bid. (Fire) Chief Kevin Toner is aware, as I told him to order it,” Lee said. “The only question is how we are going to pay for it; do we want to pay for it all at once, or lease it? The council has authorized this purchase.”

If the console is leased, Plainville could face an addi-tional $5,500 in interest.

School continues to generate interest throughout Plain-ville, and at an Aug. 18 Town Council meeting, local archi-tect Charles Nyberg and real estate developer Ted Lazarus spoke about the potential for refurbishing the prop-erty into 30 to 35 one-bed-room units. That night, Town Council Chairwoman Kathy Pugliese said she was inter-ested in hearing more about what Lazarus and Nyberg had in mind.

A referendum is set for Nov. 5.

Both Lazarus and Nyberg, in a phone interview with The Citizen, conveyed con-cerns about spending a lot of their own money to put a plan together for OLS, with the potential that citizens could vote against refurbish-ing it. And they, along with

resident Helen Bergenty have been looking into the poten-tial of getting the referendum canceled.

“I can’t begin planning for this project with the referen-dum hanging in the balance,” Lazarus said. “If the town people got together and de-cided not to tear this down yet, and that they wanted to hear from us about what it would take to refurbish it – without the threat of a refer-endum – I would be happy to talk about details.”

The deadline for pulling the referendum is 60 days from Nov. 5.

Neighbors fed up with blighted property

Blight. It’s an ongoing head-ache for some Plainville resi-dents, because the town lacks an official blight ordinance.

The trouble is in the en-forcement. Town Manager Robert E. Lee said the way blight has been defined makes it difficult to pursue creating a blight ordinance.

“In some communities, blight is defined as when you let grass grow a certain height,” Lee said. “Depending on how it is defined, it could be very difficult to enforce it, especially if it involves some-thing like grass. I just don’t have the staff to take care of these things on a regular basis.”

Recently, Paul Labowski reached out to The Citizen to discuss a multitude of issues he said he and other Fairbanks Street residents continue to have due to a blighted prop-erty in their neighborhood.

“My fence is containing her backyard,” Labowski said, speaking of the blighted prop-erty, which he lives next to.

“Every once in a while we get the smell that something is dying in the backyard.”

In addition, Labowski spoke of “broken down mattresses, a fridge, and air conditioners” in the front lawn of the blighted property. This all was con-firmed by a visit from The Citizen.

“Enough is enough,” Labowski said via e-mail. “Pla-inville should be ashamed at how they keep brushing us off! I pay taxes and keep up my property! I’m just not sure where to proceed from here...”

Neighbor Annie Corbett is fed up with the blighted prop-erty as well. Corbett said she contacted town officials last year, and was told that stand-ing water at the home was the only violation.

“I downloaded the entire code, and she seemed to be in violation of 16 or 17 regula-tions; very difficult to enforce without a blight ordinance,” Corbett said.

“I have lived here since 1975.

Not a lot seems to get done unless you live on the right street. We have complained about this for years. There is no reason why it is in this con-dition. Neighbors have had problems with mice.”

In a July 30 visit to the blighted property, Shane Lockwood, Plainville/South-ington Health District di-rector, said he saw no health violations.

“There was some high growth in brush and plants, but under the public health

code, there was no public health code violations,” Lock-wood said. “I saw no trash in the front lawn, no standing water. Overgrown trees and grass are not a violation of the public health code.”

Lockwood said he told Labowski’s wife that “if they do see the trash and stagnant water, that would be some-thing where they could call us back and we could take a look at it.”

Like other Fairbanks Street residents, Chris Roy is eager

to see the blighted property cleaned up.

“About four, five years ago, the neighborhood got together and hauled away truckloads of brush” from the property. “We cleaned it up,” Roy said, claim-ing the home is in foreclosure. “The bank doesn’t want the property in this condition.”

Lachapelle-Comeau Roy and Terri Lachapelle, of Holly Springs, N.C. formerly of Plainville, are delighted to an-nounce the engagement of their daughter, Kimberly Anne Lacha-pelle to Michael James Comeau, son of Paul and Chris Comeau, of Torrington.

Miss Lachapelle is a 2008 graduate of Plainville High School and a 2011 graduate of SUNY-Potsdam with a bachelor of science degree in archaeology and anthropology. She recently earned her master’s degree in applied psychology at Sacred Heart University.

Mr. Comeau is a 2005 gradu-ate of Torrington High School and in 2009 graduate from the University of Vermont, with a bachelor of arts degree in an-thropology. He is currently pur-suing his master’s in social work at the University of Connecticut. They both work at the nonprofit organization, Wheeler Clinic.

An October 2014 wedding is planned. The couple will make their home in Winsted.

Proposed new Connecticut utility rate draws fight

HARTFORD — Con-sumer advocates and state officials are lining up against a request by Connecticut’s largest utility to raise $232 million from a rate increase that would be used to up-grade equipment follow-ing destructive storms and toughen systems to prevent outages in the future.

Customers would pay an average $150 more a year, up about 6 percent, if regulators side with CL&P. The bulk of

the increase would be higher monthly charges totaling $114 a year regardless of how much electricity is used, which crit-ics say would undermine en-ergy conservation.

William Dornbos, se-nior attorney at Environ-ment Northeast, an advocacy group, called the rate request a “flawed proposal” that would make it harder for con-sumers to save electricity and money with energy-efficient appliances, rooftop solar pan-els and other flexible was to buy cheaper electricity.

“It conflicts with the many

good things we’re trying to do here in Connecticut to help electricity customers get con-trol over their bills,” he said.

CL&P, a subsidiary of Northeast Utilities, said about $117 million would pay for new and stronger poles,

wires, transformers and sub-station upgrades. It already has permission from the state to recover $89.5 million for costs related to damage from storms in 2011 and 2012, and $25.3 million to protect equipment from storms in

Rob Michalik is turning up the heat on Connecticut Light & Power.

Michalik, who is running to represent the 31st District in the State Senate, testified at the Public Utilities Regu-latory Authority headquar-ters in New Britain against

a $232 million rate increase from CL&P, according to a press release.

The 31st District is com-prised of Plainville, Bristol, Plymouth, Thomaston, and parts of Harwinton.

According to Michalik, each CL&P customer would pay an average of $9.50 more each month on their service charge, which would in-

and whether or not someone would even be allowed to build on school property.

“There never really was a town governing body to say that the school could be used for public activities like the Boy Scouts or the Art League of Plainville,” Nyberg said. “I guess it comes down to peo-ple thinking that this should be a parking lot because of the fear that someone is go-ing to do a Newtown.”

Town Manager Robert E. Lee said in a phone interview with The Citizen that follow-ing the Aug. 18 meeting, he spoke with Lazarus, telling him to reach out if he needed anything. Lee said he hasn’t heard from him. Lee said Lazarus has not communi-cated with any town officials. “We have a lot of concerns,

and it seems like he is doing his own thing,” the town man-ager said.

Lee said parking and secu-rity are concerns.

“Chief (Matthew) Cata-nia has expressed concerns about having housing next to the new school, and Plainville Superintendent of Schools Jeff Kitching has concerns as well. This doesn’t come close to meeting any planning and zoning regulations we have in place,” Lee said.

Section 4.01 of the Pla-inville Zoning Regulations states that for one-bedroom units, there must be 1.8 avail-able parking spaces.

Section 5.01 states “The character and appearance of the proposed use, building, parking and loading areas, outside storage areas, signs, landscaping and external il-lumination shall be in general

harmony with the character and appearance of the sur-rounding neighborhood and will not adversely affect the general health, safety or wel-

fare of the inhabitants of the Town of Plainville.”

Connecticut middle school students are welcome to enter a contest to express what the heroism and com-mitment of U.S. veterans means to them. The top winner will ride in the 15th annual Connecticut Veterans Parade scheduled for Sunday, Nov. 2. The 2014 essay question is “I Want to Say Thank You to a Veteran Because…” A panel of judges will select one top winner and two run-ners-up. Contest deadline is Friday, Sept. 26.

All Connecticut students entering sixth, seventh or eighth grade may enter the statewide contest that sa-lutes the contributions of veterans. The Navy League of the United States – Hartford Council and the State of Connecticut Department of Veterans Affairs sponsor this project to encourage middle school students to learn more about the heroism and importance of American servicemen and women throughout our nation’s history.

Foundation is accepting scholarship applications from local residents for the Doug-las Roland Aid for the Trades Scholarship Fund. The fund provides financial assistance to students of all ages and ac-ademic levels entering career training programs.

Scholarship applicants must be enrolled or accepted in a certification or skilled-trade program that would be

completed in two years or less. Students can be seeking training in a line of work such as plumbing, manufacturing, automotive, culinary, educa-tion or allied health care pro-grams, among others.

The Douglas Roland Aid for the Trades Scholarship Fund was established in memory of Bristol resident Douglas Roland, who passed away suddenly in 2005. His parents, Ralph and Linda Ro-

land, wanted to honor his life by assisting others like him. Doug attended trade school after returning home from the military and receiving his GED. He became a plumber and cherished his career and the opportunities it gave him.

Robert B. Hevert, a consul-tant for CL&P who testified before the Public Utilities Regulatory Authority in June, said a 10.2 percent return on equity for electric utilities “is a reasonable, if not conserva-tive estimate.”

what little remained of sum-mer was a common senti-ment expressed by visitors to the park. Among them was Colby, a fisherman vis-iting from Bristol. “I usually work a lot, so I usually don’t get time to be out here,” he said. “Only on Sundays for a little while.”

“It’s the end of summer, we’re running out of time to do some things,” said Dave Thompson as he cast a line into the lake along-side his family. “We haven’t been able to do any fish-ing this year, so we figured we’d come out with the kids and have a little fun for the afternoon.”

When asked if he had any-thing else in store for the last week of the season, Dave mentioned plans to wrap up some back-to-school shop-ping for the kids. To his sur-prise, they seemed excited by the prospect: a reaction that reminds us all that while summer might be coming to an end, an entire year of new experiences lies ahead.

First Selectman of North Haven Mike Freda said that North Haven schools have added key card access to el-ementary school entrances and exits, and are devel-oping a plan with walkie talkies to “facilitate commu-nication” in the event of an emergency, Freda said. Some of these upgrades are being reimbursed and the town is paying the difference of roughly $60,000.

Durham and Middlefield, Director of Business Oper-ations Ron Melnik said that the school has done some upgrades “that we believe we are going to get reim-bursed for” as well as other updates the district is un-likely to get reimbursed for, including trimming trees to improve visibility. The dis-trict is also implementing a one-way traffic pattern in front of the high school, which improves both secu-rity and traffic flow. Region 13 schools are also being fit-ted with cameras and elec-tronic door devices, as are many other area schools.

“We continue to address the issues as they come up. We are always looking for ways to add safety and to improve our environment,” Melnik said.

U.S. Air National Guard Airman 1st Class Justin N. Co-meau graduated from basic military training at Joint Base San Antonio-Lackland, San Antonio, Texas.

The airman completed an intensive, eight-week pro-gram that included training in military discipline and studies, Air Force core values, physical fitness, and basic warfare principles and skills.

Airmen who complete basic training earn four credits toward an associate in applied science degree through the Community College of the Air Force.

On Aug. 30 I completed my quest to snag a geo-cache in every one of the seven towns served by the Record-Journal weeklies – a graveyard cache in Ber-

lin, tramp-ing through poison ivy in North Haven, a matchstick hanging from a tree in Plainville, an ammo can be-hind Water

Control in Southington, a cleverly named “Park and Find” at the Park and Ride in Cheshire, and a magnetic nano on a bench in Durham. I’ve captured 21 caches since I began little more than a month ago. I saved Middlefield for last.

The Town Times is the oddball of the weeklies. The Times has our smallest cir-culation, but the most active Facebook page, and is our only paper not named The Something Citizen. It’s also our only weekly paper serv-ing two towns, Middlefield and Durham, and it’s the first Record-Journal publi-cation I ever laid my hands on. I moved to the Rockfall area of Middlefield from

Kentucky at age 10.So to officially capture

a geocache in each and every town, I knew ex-actly where I wanted to go to complete my mission: Wadsworth Falls State Park, within walking distance of the house I grew up in. It’s a truly great park to hike in, with a tame, level main trail and a few more chal-lenging paths as well. The park boasts not one, but two waterfalls, the short but im-pressively voluminous Big Falls and the impressively tall Little Falls, a trickle by comparison.

Even better is that both waterfalls change signifi-cantly throughout the sea-sons, a reward frequent returners. Melting snows give the most impressive sprays of water at both falls in spring. The water re-treats significantly during summer, and depending on rainfall, the river beyond Big Falls may be covered in algae. Other times, water levels become so low that you can walk out into the middle of the river on the rocks and reach grassy is-lands. Some winters, enor-mous gleaming icicles form beside the waterfalls, and river water past Big Falls churns underneath a sheet of ice.

“It’s beautiful,” Kate said the first time I brought her

to the area, the winter of 2012.

When we went trea-sure-hunting in the park, the biggest complication we ran into was the large amount of “muggle activity,” as Geocachers call it when there are people around. It’s important not to been seen finding a cache, because someone may mistake it for trash and attempt to throw it away, or otherwise inter-fere with it.

We completely aban-doned searching for a cache near Little Falls, as a huge group of people were sitting in the area talking. We did, however, find two more, including one with perhaps the greatest terrain chal-lenge we’ve ever sought after, requiring a hike up a steep incline.

rally go to sleep later and wake up later than younger children for reasons that are chemical/hormonal, physi-cal, social/behavioral, circa-dian, etc.

2. More sleep is healthier than less.

3. Because of No. 1 and No. 2, schools are changing start times to better align with natural sleep rhythms by having younger students start school earlier and older students start school later, or having the school day start later for both.

4. No. 3 has produced sig-nificantly positive results in public health (less depres-sion, caffeine/substance abuse, obesity), public safety (better driving), and academic (test scores, atten-dance, tardiness).

What about athletics?Wilton, CT public schools

changed their school sched-ules 11 years ago, so older students started school latest, and maintained top-ranked athletic, extra-cur-ricular, and academic programs. I talked with the principal of Wilton High, who said there was no change in extra-curricular participation rates and no question of being dropped from their athletic confer-ence, which sent a letter of support to competitor schools asking for cooper-ation in scheduling games. Having lit fields and a cen-tral location helps. Occa-sionally athletes will miss a school period for an away game, but this has never been problematic. Logically, more sleep benefits athletes,

and later pick-up/game times might work well for some families.

Is there a cost?Studies report cost-neu-

trality if bus routes aren’t changed; only the schedule is flipped.

“Younger children shouldn’t be waiting for the bus in the dark.” Frankly no one should. Wilton moved its entire schedule later so no student got on a bus before 7 a.m. But if logis-tics demand that someone has to get on a bus in the six o’clock hour, then might it be safer for younger students accompanied by parents and likely waiting protected in a car rather than for preteens/teenag-ers waiting alone on a likely sidewalk-less public street in semi-darkness?

What about af-ter-school jobs, like babysitting younger siblings?

A matter of priorities. If a student’s priority is to be the best student he/she

can be, then more sleep is probably more valuable than babysitting. Studies have shown no changes in after-school job participa-tion rates.

Won’t kids just go to bed later?

like it?A zero-sum game. For ev-

ery teacher/parent who is inconvenienced there can be one who benefits. Even the same person may feel both impacts: the parent who loses an after-school babysitter can leave home earlier if their younger stu-dent starts earlier. If the focus is on the students, namely trying to advantage the older students without disadvantaging the younger students, and if the focus is on the community’s health and safety as a whole, then maybe it’s worth some in-stances of inconvenience?

I hear you. But more

change is coming regardless and we could consider this one at the same time. When there is a nationwide move-ment that has proven results in public health, public safety, and academics in addition to being low-cost, logical, and recommended by respected institutions, then might it be worth discussing?

cipal Bob O’Donnell re-viewed this and commented “I think you can add that anecdotal observations from Wilton staff after the change indicated that students were better rested, less irritable, and more ready to engage in the school day. Also, sur-vey feedback from students indicated that they were indeed getting more sleep and accumulating less sleep debt throughout the week after the change to a later start.”

past one of the most inter-esting features of the park: the old stone walls that lay overgrown between some of the trees. The walls give the forest the air of an an-cient civilization. Unlike the famous stone bridge that was built during the Great Depression, story has it that

the walls have stood since before the area was refor-ested. Or at least, these are the thoughts I had while hiking on my own through the woods as a kid.

And now that I’ve seized a cache in all seven Re-cord-Journal weekly towns, there’s only one thing left to do: hide one of my own.

Baseball across America: The journey continues

CHICAGO -- I survived the Dan Ryan.

That’s the Hell for Leather Expressway that bisects the city of Chicago from south to north. Driving this Dem-olition Derby is required if getting around the city is an objective; and it was, so I did.

This is a great town. It has two baseball teams, one sup-

ported by masochists (Cubs fans) the other by realists (White Sox fans). The Cubs fans turn out day after day in big numbers. Oh, not sellout numbers, but big numbers nonetheless.

White Sox fans stay home, even though their team is marginally better than the Cubbies.

I took in the Orioles vs. Sox game at US Cellular Field. The Orioles, streaking towards the

playoffs, beat up on the Sox 5-1 in front of 13,300 mildly inter-ested fans. US Cellular is right on the Dan Ryan and I have no idea if that’s good or bad. The park is actually very nice, al-beit antiseptic.

The sight lines are great -- I had a box seat some 18 rows off the field looking straight down the right field line -- and the park is pristine. But it has no character. Yankee Stadium is grand, a la Palace of Ver-

sailles. You may not like that, but it’s distinctive.

Fenway has charm. Oh, it’s a dump, with some genuinely awful seats, but it has quirks, charm and character. US Cel-lular reminds me of a hospital. Clean, efficient, boring.

Across the street is a won-derful new sports bar, but oth-erwise the place is smack in the middle of a parking lot. As Gertrude Stein said of Oak-land, “there is no there there.”

It doesn’t help that the team is not very good.

The city, however, is fabulous.

I took a day to take an ar-chitectural cruise on the Chi-cago River. The narration of the spectacular architecture of the amazing city was first-rate. The city is stunningly beautiful, especially from the river, around which the city

In the coming weeks, The Plainville Citizen – in conjunc-tion with the Plainville Sports Hall of Fame – will preview the athletes, coaches, teams, and individuals set to be inducted this year.

Ericka Boiczyk Fangiullo graduated from PHS in 1993. She was a member and cap-tain of both the swimming and diving and track and field teams her senior year. As a swimming standout, special-izing in breaststroke and IM, she was All-NWC and CVSC all four years of high school and earned All-State hon-ors her senior year. She was a record holder in the 100 breaststroke and 200 Medley Relay (a record which still stands today and is shared by other PHS HOF members Sara Doncet Fern and Mary Boiczyk Westkott). Despite playing softball her fresh-man year, Ericka switched to track and field where she ex-celled in the throwing events. Her senior year, she was All-NWC in discus and javelin,

was named Best in Field at the Greater Bristol Open, and earned All-State honors in the discus her senior year. Ericka was named top points scorer for her senior year in track. She excelled at most sports and was awarded both the Female Athlete of the Year in 1993 by the Athletic Backers, as well as the Physical Edu-cation award her senior year.

In addition to her athletic achievements, she excelled in the classroom and was All-Academic during her four years.

Ericka went on to Spring-field College and participated both in swimming and diving and track and field. In swim-ming, she qualified for New England’s four years, and was an ECAC qualifier. She was elected team captain her ju-nior and senior years. In track and field, she continued to help the team in the throwing events, giving up javelin after her freshman year for pursuit

Hall of Fame: Joseph SilvaIn the coming weeks, The

Plainville Citizen – in conjunc-tion with the Plainville Sports Hall of Fame – will preview the athletes, coaches, teams, and individuals set to be inducted this year.

Joseph “Buddy” Silva grad-uated from Plainville High School in 1973 as a two-sport athlete in baseball and foot-ball. He is considered as graceful a ball player that has ever donned the PHS uniform.

In football, he was a start-ing defensive back on the 1971 Merit Championship Team. Buddy was a member of the infamous “Thanksgiving Day Rivalry Game” and beat Southington in 1971. In 1972 he led all offensive categories on the football field.

In baseball, he lettered and played all four years at the

varsity level under then coach Tony Forcella. He was the captain his senior year and earned all-conference and All-State honors. His senior year he had 36 hits and bat-ted .474 and was considered one of the most feared hitters in the conference.

After graduating from Pla-inville High School, Buddy attended Mattatuck Commu-nity College where he con-tinued his mastery of the baseball diamond earning All-New England and All-Amer-ican status. After two years at MCC he then went on to play two years at Eastern Connecticut State University under Bill Holowaty, the win-ningest baseball coach in New England history at all levels.

ECSU won 71 games in the two years that Buddy played. He was an excellent defensive

outfielder with a .981 put-out average, with only two errors in 108 chances. He had great speed, stealing 53 bases, while hitting .330 as a senior, amass-ing a career 73 RBIs and nine HRs. He was first-team Divi-sion III All-New England in 1978 and third-team Division III All-America. He had the honor of patrolling the out-field his senior year with his younger brother, Jim, another outstanding Plainville athlete.

HARTFORD (AP) — Under Connecticut’s new gun control law, gun own-ers who failed to register their now-banned assault weapons by a January deadline could face a mis-demeanor charge if caught, not a felony as described by Republican gubernato-rial candidate Tom Foley during a debate.

The law, enacted after the 2012 Newtown school shooting, has become a major issue in the gover-nor’s race between Foley, Democratic Gov. Dannel

P. Malloy and conserva-tive petitioning candidate Joe Visconti, a gun rights advocate.

is now focused. Staring up at the Sears Tower from wa-ter level, and staring up at the new Trump Tower from water level is, well, magnificent.

And so is Wrigley Field. Oh, I know, the park is 100 years old (It opened three years be-fore my Aunt Marion, now 97, was born) and it looks it. But the concourses are wide, the seats are comfortable -- I had a good one behind the Cub-bies dugout -- and the ivy on the wall, the inning-by-inning scoreboard of every game in the bigs and the live singing of Take Me Out to the Ballgame is just amazing.

Oh, the Cubbies lost to the Giants 8-3. The game was over in the first inning as the Giants scored four times, but guess what? Most people stayed for most of the game. It’s not like losing is unexpected here.

I have seen travel guides that say one must visit Wrig-ley and, “after the Cubs lose....” suggest other things to do in America’s Second City. Surrounding Wrigley, which is in a residential neighborhood, are some of the best baseball bars and souvenir shops any-where. Murphy’s Bleachers, behind the center field fence, is off the charts great. I dunno what it is, but the layout -- some bars inside, some out-side, tables by the elevated train roaring overhead -- all combine to make this a one of a kind place.

The souvenir shops do a brisk business. In many ways, the Cubbies are a national team. Everybody knows about the Cubs. Everybody knows they are awful. Everybody loves them.

An American Mystery.Parking for a Cubs game is

an experience. Three blocks from the park I was waved down by a woman who sig-naled the price was $25. Rea-sonable, I figured.

She passed me on to an-other person and he ran ahead, waving me down this alley as I followed. He finally had me park behind a line of

three- and four-story build-ings, by a garbage can. I fig-ured the odds of my car still being there at the end of the game were about the same as the Cubs winning, but what the heck, I have insurance.

I paid my money and when I returned, all was well.

I bought a Wrigley Field T-shirt, kind of because I felt I had to. The people were friendly without exception, in the bars, on the streets and in the park. Actually engaged me in conversation every-where. A tad different than in the Bronx. It may be a big city, but it’s the Midwest and well, the folks are just different.

On the day I left for Iowa to visit friends and on to Minne-apolis to see the Twinkies, I listened to the Cubs actually beat the Orioles. I wondered if the radio voice would end the game as I had heard said voice does at game’s end. The voice did.

Cubs win!It made me smile. Maybe

some day, the Cubs really will win. Hey, it’s been only 106 years.

The Internal Revenue Service and the Treasury In-spector General for Tax Administration continue to hear from taxpayers who have received unsolicited calls from individuals demanding payment while fraud-ulently claiming to be from the IRS.

According to the IRS, warning signs that taxpayers should remember are that first contact from the IRS will not be a phone call, but through official correspon-dence through the mail and that these calls are from angry, threatening people who claim they are from the IRS and demand immediate payment.

The IRS will never ask for credit card, debit card or prepaid card information over the phone; never in-sists that taxpayers use a specific payment method to pay tax obligations; never requests immediate payment over the phone and will not take enforcement action immediately following a phone conversion. Taxpayers usually receive prior notification of IRS enforcement action involving IRS tax liens or levies.

Taxpayers who receive scam calls should report the incident to the Treasury Inspector General for Tax Administration at 1-800-366-4484 or the Federal Trade Commission, “FTC Complaint Assistant” at FTC.gov. Add “IRS Telephone Scam” to the comments of the complaint.

“I don’t think you turn per-fectly good law-abiding cit-izens, who are responsible people, who believe in the Constitution of the United States, and flip something on them so that something they did in the past turns them into a felon,” said Foley, add-ing how he “would make sure they are not prosecuted.”

Michael Lawlor, Malloy’s criminal justice adviser, said the new law essentially mir-rors language in the state’s 1993 assault weapons ban, which makes it a Class A misdemeanor for first-time violators who failed to regis-ter their now banned weapon — or in the case of the new law, also large-capacity am-munition magazines — with the state.

“If you fail to register a banned assault weapon and you can prove that you legally owned it before the ban took

effect, the maximum penalty is a misdemeanor, not a fel-ony,” Lawlor said.

A Class A misdemeanor is punishable by up to a year in prison and/or up to $2,000 in fines. Lawlor said the of-fending gun owners would be eligible to apply for the special program known as Accelerated Rehabilitation. Assuming the offender has never been in trouble before, Lawlor said it would be very likely that program would be granted and the charges ulti-mately dropped.

A March 14 news release from the Department of Emergency Services and Pub-lic Protection said a convic-tion for charges related to the possession of an unregistered assault weapon or undeclared large capacity magazines could also jeopardize a gun owner’s ability to possess a valid state permit or eligible certificate.

State officials are aware of about 66 assault weapons that were not registered in

time by their owners, Law-lor said. Those owners were notified that if the weapon is no longer in Connecticut, they are complying with the law. They also were given the option of relinquishing the weapons and high-capacity magazines to the police or rendering the items perma-nently inoperable.
