P723.6-B in automatic appro for 2012 already authorized by Congress

udget and Management Secretary Florencio B. Abad today said that expenditures already automatically appropriated totalling P723.6 billion or 39.8 percent of the proposed National Budget for 2012 have

already been previously authorized by Congress and need not be included in the General Appropriations Act (GAA) that it will approve for 2012.

With this, such automatic

appropriations have not been

included in the National

Expenditure Plan (NEP), which is

the proposed form and content of

the General Appropriations Act

(GAA). But these have not been

“hidden,” as alleged by some, as

details on automatic appropriations

are in the Budget of Expenditures

and Sources of Financing (BESF).

“What Congress enacts

every year are the New General

Appropriations, which is composed

of Programmed New Appro-

priations amounting to P1.092

trillion and Unprogrammed

Appropriations worth P161.7

billion for 2012,” he said, noting

that the 2012 NEP follows the

format of the 2011 NEP that was

submitted to, and later on approved

by, Congress.

“Legislators can only

change the automatic nature of

these appropriations by amending

the specific laws that authorize

these. To do so via the GAA is a

rider and would be uncons-

titutional,” he said.

Abad further said that

automatic appropriations were not

included in the NEP in order to

avoid what happened in the

authorization of the 2010 Budget,

where Congress changed the

interest rate assumption to “lower”

interest payments. The reduction

was used to illegally increase the

NEP through some P60 billion in

Congressional initiatives, which

were eventually vetoed.

The share of automatic

appropriations in the 2012 budget

decreased by 3.5 percentage points

from last year’s amount which was

43.3 percent of the 2011 GAA.

For 2012, automatic

appropriations include Interest

Payments worth P333.1 billion

(46.0 percent of automatic

appropriations); Internal Revenue

Allotment of local government

units, P273.3 billion (37.8 percent);

customs duties and taxes, including

the Tax Expenditure Fund, P33.0

billion (4.6 percent); Special

Accounts, P26.8 billion (3.7

percent), Retirement and Life

Insurance Premiums, P23.3 billion

(3.2 percent); and Net Lending,

P23.0 billion (3.2 percent).

“This administration is

committed to transparency and

accountability, and that is why all

appropriations—whether automatic

or general appropriations—are all

indicated in the budget books we

have submitted to Congress,” he

said.

“We always say that

Zubiri stepped down from

the Senate following the allegations

that he benefited from the alleged

massive fraud in 2007 elections.

The former senator, however,

insisted that he won in the 2007

senatorialrace.

Malacañang had earlier

welcomed the resignation of Zubiri,

describing the former senator’s

decision as “an act of

statesmanship.” The Palace

expressed hope that the former

senator will contribute to electoral

reforms.

“We think it’s an act of

statesmanship on his part. But we

have gone further to say that it is

our hope that

he will contribute to the electoral

reform that we so sorely need,”

Valte said.

As to what will happen to

the position in the Senate vacated

by Zubiri, Valte said that it is

entirely dependent on the Senate

Electoral Tribunal (SET).

Following his resignation,

Zubiri announced Thursday that he

will no longer pursue his counter

election protest against lawyer

Aquilino Pimentel III over the

results of the senatorial elections in

2007.

Aquino honors 2011 awardees of the Ten Outstanding Students of the Philippines

resident Benigno Aquino III congratulated this year’s awardees of the Ten Outstanding Students of the Philippines (TOSP) saying the Filipino nation has

high hopes on them for their contribution to nation building.

“We have the highest

hopes for all of you here today,

finalists and awardees alike. For

everything you have already

achieved, allow me to give you my

most heartfelt congratulations,” the

Chief Executive said in a speech

delivered for him by Executive

Secretary Paquito Ochoa Jr. during

simple awarding ceremonies in

Malacañang on Thursday.

The President also assured

that under his leadership there will

be good governance that creates

renewed hope for a better future for

everyone. Filipinos, he said,

especially the young people, will

no longer opt to go abroad because

of better opportunity created

locally.The country has started to

see positive results of the reform

measures initiated under the new

leadership, the President said.These

reform measures prevent and

decisively address corruption in the

bureaucracy and have promoted a

culture of transparency and

accountability in government

service, he added.

“Through good gover-

nance and a clear blueprint for

national development that will

produce more jobs in the coming

years, we are slowly turning

working abroad as an option,

instead of the necessity it has

become for some of those who

want to attain better lives,” he

said.This year’s TOSP awardees

are role models for the rest of the

country’s youth, the future leaders

of the country who will contribute

immensely to moving the country

forward, the President stressed.At

the same time the President

expressed his gratitude to the

people behind the TOSP awards for

their continuing efforts to celebrate

the youth’s contribution to nation

building.The recipients of this

year’s TOSP awards include

Coloma leads first anniversary of Presidential Communications Operations Office

communications department to be always FIT--faithful with intergrity and working as a team.

Coloma echoed this

statement during the Mass on

Thursday at the New Executive

Building in Malacañang in

celebration of the first year

aniversary of the PCOO.

Folowing his assumption

into office, President Benigno

Aquino III signed Executive Order

No. 4 on July 30, 2010, renaming

the Office of the Press Secretary as

PCOO and created the Presidential

Communications Development and

Strategic Planning Office.

The PCOO, headed by

Secretary Coloma, is in charge of

disseminating the government’s

message to private media

companies and supervising the

state-owned media entities.

“Itong kinabibilangan

natin ay may mahabang kasaysayan

na,” Coloma said in his short

speech following the Mass. “We

are inheritors of an entire thread of

history. At yung thread na yun ang

sentro dun yung vocation natin,” he

added.

As they celebrate the

PCOO’s first year anniversary,

Secretary Coloma reminded the

government employees to keep in

mind the word FIT which stands

for faith, integrity and teamwork.

“Yung faith may

pananampalataya tayo at yun ang

pinanggagalingan ng ating lakas,

ng ating inspirasyon ng ating

dunong at ng ating enthusiasm,” the

Coloma stressed.

He also told them to work

with integrity and as a team.

“Sana po habang sinasariwa natin

ang ating didikasyon, ang ating

commitment sa ating calling,

tandaan po natin we must always

be FIT--faithful with integrity and

working as a team,” he added.

The barangay council for the protection of children (BCPC) are reducing in number while being non-functional as reported by the DILG. Having seen the importance of the BCPC, the provincial gov't, together with Save the Children Project in Agusan del Sur & the League of Barangays, are planning to conduct inventory of the BCPC provincewide, & re-train them on the process of BCPC operation in order to act on issues that affect children & women in the barangay level.

The Constructors Performancee Evaluation Team (CPES) team of the DPWH is set to conduct validation & evaluation of contractors' performance on the recently implemented P208M infra projects in Siargao Island this August. In a radiophone message, DPWH-13 Reg'l Dir. Danilo Versola informed District Engineer Salvador Montil, Jr. of the arrival of the team & ordered to extend logistics support in the conduct of the evaluation activities.

Senator Guingona praises Zubiri by Robert E. Roperos

BUTUAN CITY, August 5 (PIA) – Senate Blue Ribbon Committee Chair Sen. Teofisto “TG” Guingona today praised the move of former Senator Miguel Zubiri when the latter signified his resignation due to the alleged poll fraud in 2004 and 2007 Senatorial elections where Zubiri won over Atty. Coco Pimentel in a controversial result from the Commission on Elections.

In an interview with a

local radio station here this

morning, Sen. Guingona said the

entire Senate also praised Zubiri for

what he did. “He is just showing a

gesture of being a gentlemen who

values integrity and honor,”

Guingona said.

Guingona also said he has nothing

against Zubiri as they both come

from Mindanao. “Sen Zubiri and I

have a common vision for the

development of Mindanao… with

his resignation, I will do everything

to continue that vision because

Mindanaoans are too close to us,”

Guingona added.

When asked on his opinion of the

alleged election fraud, he said the

Senate is on the process of

conducting investigation. “Sooner

or later, everything will be

cleared,” Guingona said. (PIA-

City gov’t urges economic sector to strengthen partnership

BUTUAN CITY, August 5 (PIA) – Mayor Ferdinand M. Amante, Jr. of this city reiterated his call to the economic sector to strengthen partnership in an effort towards poverty alleviation.

The call was made by the

city’s chief executive during his

report to the city held recently here

saying that the local government

should have strengthened

partnership with the economic

sector and to double their efforts

together with the private sector,

people’s organizations and the non-

government organizations to

achieve such goal.

However, Mayor Amante

said because of the joint efforts of

the concerned organizations,

“indicators show that progress and

development that we have achieved

increases.”

Amante added because of

the partnership with the key

organizations, the city has become

the destination of MICE (Meetings,

Incentives and Exhibits) in the

whole region of Caraga.

The city’s chief executive

also stressed that the city has a total

of 2,400 hotel beds and 1,300 hotel

rooms.

“Because of this, there’s

no reason that we cannot host a

regional or national conference

monthly,” Amante said.

News Feature: Aurora farmers now proud land-owners by David M. Suyao

AURORA, Prosperidad, Agusan del Sur (August 5) – Some 125 farmers here are now proud to be called land owners of the land they till, after receiving their official land titles from Gov. Adolph Edward Plaza as concrete proof of ownership.

Bearing a happy and face

when he embarked from his service

car, Gov. Plaza was met by

Barangay Captain Rodolfo Obguia

and hundreds of Barangay Aurora

officials and residents. But what

catches more of the Governor’s

attention is the number of children

who cheers when they saw the

governor.

“As I recall, the last time

I visited you here in Barangay

Aurora was in 2006. But I only see

a little number of children. Now, I

can’t believe the number of

children I saw here! I have been in

almost all barangays in the

province but your barangay is one

of the most children-populated

barangays in Agusan del Sur,”

Gov. Plaza said.

According to Gov. Plaza,

it is normal that remote rural areas

are expected to bear more children

compared to urban areas, but

couples should control themselves

in order control the population.

“It is not a joke to have

plenty of children to nurture and

prepare their bright future. So I

appeal to all of the couples here to

control yourselves in order to

control the rapid population of

children in your barangay.

For those children who are

in school, do your best to excel in

you studies, because your

provincial government is granting

scholarship to deserving students.

What you have to do is pass the

requirements, and you will enjoy

free college education for a better

future,” Gov. Plaza said.

Going back to the

distribution of land titles, Gov.

Plaza said he did not made a

second thought when Barangay

Captain Obguia approach him in

his office and ask for help for the

titling of their farm lands.

“You will now have

peace of mind because the land you

are working is already yours. Make

the best out of your property so that

all our efforts will not be wasted. I

do not want to hear that after you

hold your land titles, you will use

them for collaterals for loans in the

banks. The tendency is they will

never return to you, and again, the

same problem both of us will

confront someday,” Gov. Plaza

said.

Not only the distribution

of land titles were enjoyed by the

Aurora farmers but Gov. Plaza also

ordered the rehabilitation of the

road from the highway to

DILG conducts training for tanods in Agusan del Sur by Rena L. Naguita

BUTUAN CITY, August 5 – the Department of the Interior and Local Government (DILG) recently conducted a whole day training of 183 barangay tanods of La Paz, Agusan del Sur in an effort to strengthen the civilian volunteers or tanods of the 15 barangays of La Paz and make them effective in the discharge of their duties, functions, and responsibilities.

During the training,

barangay tanods were given role

playing exercises and actual display

of skills. The activity also involved

lecture/discussions on the Roles

and Responsibilities of Barangay

Tanods, Basics on First

Responders, Arrest and

Handcuffing Techniques, Internal

Security Operations (ISO) and

other values formation topics.

In his message, Mayor

Ambrocio Lim stressed the

importance of barangay tanods in

governance and in the maintenance

of peace and order and public

safety in the entire municipality of

La Paz, where threat of lawless

elements is present. He also

encouraged the participants to do

their duties and functions despite

minimal honorarium received every

month.

Mayor Lim distributed

vest to each tanod and promised to

provide one handcuff per barangay

before the month ends.

The training was jointly conducted

by the Department of the Interior

and Local Government (DILG) of

La Paz, Agusan del Sur; Municipal

Local Government of La Paz; Liga

ng mga Barangay-La Paz Chapter;

Philippine National Police (PNP);

Armed Forces of the

News Feature: BCPO Inaugurates Quality Service Lane

omplaints are usually processed in a makeshift corner tables marked with “Complaint Desk” in the past. But with the advent of the inauguration of the Quality

Service Lane last August 2, complaint desk corners are now part of history.

Butuan City Police Office

can now boast of the enhanced

facilities of the Quality Service

Lane of its office located right in

the heart of the city. But its

transformation was not an

overnight fairytale story. It started a

few months back with a series of

plans and commitments not only

from the ranks and file of the PNP

personnel but from the local

government of Butuanunder the

leadership of Mayor Ferdinand M.

Amante, Jr. as well.

Acting on the provisions

embodied on the Guide Book for

the Model Police Station Project of

the former C, PNP, PDG Jesus A

Versoza, Police Senior

Superintendent Jose V. Carillo,

City Director, Butuan City Police

Office, Butuan City, after assuming

office, ordered his station

commanders to speed up the

construction or renovation of the

Quality Service Lane of their

respective police stations.

Carillo did not only

envision for the mere establishment

or creation of a simple QSL to five

offices of his police stations in the

different parts of the City of Butuan

but he also aimed for an impressive

one putting into consideration that

Butuan City is the seat of

government of the Caraga Region.

As a result, he began the

construction and renovation of the

QSL facilities of the Butuan City

Police Station 1, which is co-

located with Butuan City Police

Office where he is the city director.

Changes within the

compound of Butuan City Police

Office began to take shape as the

days passed by. The transformation

of the old Complaint Desk into a

new Quality Service Lane was

started at a separate building that

housed the Guardhouse. Expansion

and modifications took place to

accommodate the receiving room

together with other facilities like

chairs, tables, and others.

Reconstruction of the

parking lot within the compound to

fit the new requirement was

considered a challenge due to the

limited space of the compound. But

ingenuity prevailed and finally, a

new parking lot emerged to

accommodate complainants and

walk-in clients guided by signs and

billboard markers. A separate

comfort room for male and female

clients was also constructed for the

purpose.

“We are proud to tell the

people of Butuan that a

standard Quality Service Lane is

finally constructed in this part of

the country to meet the people’s

demands for a service-oriented and

client-friendly police office, Police

DPWH Surigao Norte recipient of Road Board Project SURIGAO DEL NORTE, Aug. 5 (PIA) – District Engineer Linda A. Uypala of the Department of Public Works and Highways (DPWH) Surigao del Norte 1st Engineering District said today that her office is a recipient of a number of projects from the Road Board program under the Motor Vehicle User's Charge (MVUC) funded projects.

According to Uypala the

fund for this program was intended

to maintain and keep the national

and secondary road in good

condition.

She said that a P10

Million worth of project was

already downloaded for the repair

and rehabilitation and asphalt

overlay of Daang Maharlika

(Surigao-Agusan Road Section).

“It involves rehabilitation

of 11.1 km. damaged paved road

and asphalt overlay of 0.6205 km.

with exception,” she said.

Uypala said the purpose of

road maintenance is to reduce the

rate of deterioration and prolong

the service life of roads, provide

the riding public with more

convenient and safe road travel and

to effectively cut costs in the wear

34 yrs old, married, driver and

The two suspects were

apprehended and brought to Trento

Police Station for proper

to Php 30,000.00. Apprehension

took place at Brgy New Maug,

August 4, 2011 at 4:00 pm. Subject

person is now detained at

Prosperidad Police Station for

proper disposition.

recommended. Apprehension took

place at the premises of RTC,

Branch 34, Cabadbaran City on

August 4, 2011 at 10:00 am.

Subject person are now detained at

Santiago Police Station for proper

disposition.

ARREST OF SUSPECT INVOLVED IN A SERIES OF THEFT INCIDENTS In an investigation conducted

by Surigao del Norte PPO after the

arrest of the suspect One Aquilino

M Lentic, 32 yrs old, jobless and

resident of Brgy Balite, San

Francisco, Surigao del Norte

revealed that subject person was

responsible for the series of theft

incidents that transpired in San

Francisco, Surigao del Norte. It

was recalled that suspect was

arrested by the BPATs of Brgy

Balite of said town on July 26,

2011 at 11:00 pm for illegal

possession of deadly weapon and

trespass to dwelling. Suspect was

then turned over to the responding

personnel of San Francisco Police

Station and Cases for violation of

Batas Pambansa Bilang 6 (AN

ACT REDUCING THE

PENALTY FOR ILLEGAL

POSSESSION OF BLADED,

POINTED OR BLUNT

WEAPONS, AND FOR OTHER

PURPOSES) and trespass to

dwelling were filed at Provincial

Prosector’sOffice, Surigao Cityund

er NPS Docket Number XIII-06-

INQ-11G-195. Thorough

investigation was then conducted

by Surigao del Norte PPO resulted

in the positive identification of the

suspect who was involved in the

series of theft incident inSan

Francisco, Surigao del Norte

particularly on the following

incidents:

On July 14, 2011 at 3:45 am

at the residence of SB member

Florifel C Bañacia at Brgy

Poblacion, San Francisco, Surigao

del Norte. Suspect took away two

(2) units Motorola mobile phone

worth Php 9,000.00; and

On July 16, 2011 at 4:00 am,

at the residence of Chito y Ecleo at

Brgy Diaz, San Francisco, Surigao

del Norte. Suspect took away cash

money in the amount of Php

20,000.00.

Suspect was positively

identified by the witnesses and

corroborated with the result of

examination on the latent prints

lifted at the crime scene conducted

by the Regional Crime Laboratory

13, as identical to the fingerprints

of the suspect. A case for theft was

filed at the Provincial Prosecutor’s

Office dated August 2, 2011 under

NPS docket number XIII-06-INV-

11H-204. Suspect is now detained

at San Francisco Police Station for

proper disposition.

Bakery located at A. Curato Street,

Brgy 5,Cabadbaran City on August

4, 2011 at 1:45 am.

Prior to the entrapment

operation, the complainant

Emmanuel Durano asked assistance

at Regional Intelligence Division of

PRO 13 against the suspect who

was extorting money in the amount

of Php 100,00.00 cash money. The

entrapment operation yielded

positive result. Suspect was

brought to Regional Crime

LaboratoryOffice13, Camp Rodrig

uez, Libertad, Butuan City for

powder dusting examination

together with the marked money

which gave positive result. Subject

person was turned over to

Cabadbaran City Police Station

while case is now prepared for

filing in court.
