Education in the PhilippinesEducation in the Philippines is based on the education system of the United States, with some variations. Generally,compulsory elementary education runs for 6 years, while secondary education takes 4 years. After high school thereare vocational courses or colleges which offer courses for a varying number of years depending on the course.University courses leading to a bachelor’s degree are usually 4 years long. The school year, which is at least 200days or 40 weeks long, generally begins on the first Monday in June and ends by the last Friday of March, when thehot, dry season begins. School attendance takes place from Monday to Friday.Pre-Hispanic periodEarly Filipinos usually taught their children at home, focusing more on vocational skills than academics. There werealso tribal tutors, but there was no structured educational system. Nevertheless, the Spaniards observed that therewas an overwhelmingly high literacy rate, finding most of the natives were proficient in their indigenous system ofwriting.Spanish colonial eraWith the coming of the Spaniards, missionary teachers replaced the tribal tutors. The focus of education during theSpanish Colonization of the Philippines was mainly religious education. The Catholic doctrine schools that were setup initially became parochial schools which taught reading and writing along with catechism. In 1863, an educationaldecree mandated the establishment of free primary schools in each town, one for boys and one for girls, with theprecise number of schools depending on the size of the population. There were 3 grades: entrada, acenso, andtermino. The curriculum required the study of Christian doctrine, values and history as well as reading and writing inSpanish, mathematics, agriculture, etiquette, singing, world geography, and Spanish history. Girls were also taughtsewing. The decree also provided for a normal school run by the Jesuits to educate male teachers in Manila. Normalschools for women teachers were not established until 1875, in Nueva Caceres. Despite the Decree of 1863, basiceducation in the Philippines remained inadequate for the rest of the Spanish period. Often, there were not enoughschools built. Teachers tended to use corporal punishment. The friars exercised control over the schools and theirteachers and obstructed attempts to properly educate the masses, as they considered widespread secular educationto be a threat to their hold over the population. The schools were often poorly equipped, lacking the desks, chairs,and writing materials that they were required to have under the decree. Though classes were supposed to be heldfrom 7-10 am and 2:30-5 pm throughout the year, schools were often empty. Children skipped school to help withplanting and harvesting or even because their clothes were ragged. For higher education, there were a fewreputable private institutions such as the University of Sto. Tomas, Colegio de San Juan de Letran, and AteneoMunicipal. Though initially an institute of higher education, UST was required by an 1865 decree to open publicsecondary schools.Malolos RepublicAfter the Spanish colonial government was overthrown, the schools established during the Spanish era were closeddown for a time by Emilio Aguinaldo’s government. They were eventually reopened by the Secretary of Interior on 29August 1898. The Malolos Constitution made elementary education compulsory and provided for free schooling. TheUniversidad Literaria de Filipinas, which provided courses in law, medicine, surgery, pharmacy, and notarianship, wasestablished by Aguinaldo on 19 October 1898. He also set up the Military Academy of Malolos and decreed that alldiplomas awarded by UST after 1898 be considered null and void. During this period, other secular institutions whichemphasized local geography and history were also established, such as the Burgos Institute in Malolos. Except forthe emphasis on Philippine history and geography, the curricula of schools were not much different from those underSpanish domination. While Tagalog was established as the national language by the Constitution of Biak-na-Bato,reading, writing and literary studies in Spanish were still given emphasis.American colonial periodTo help win over the Filipinos to the new American colonial government, General MacArthur provided $100,000 forPhilippine education. New schools were established with English as the medium of instruction, with chaplains andnon-commissioned officers serving as teachers. Following the surrender of Aguinaldo, President McKinley directedthe Second Philippine Commission to establish a free secular public school system that would prepare the Filipinosfor citizenship. The Department of Public Instruction spawned the Bureau of Education under Act 477. Theestablishment of the public school system in 1901 under Act No. 74 required a great number of teachers. Thus theSecretary of Public Instruction, with the approval of the Philippine Commission, brought to the Philippines 1,000American teachers, known as the Thomasites. Teachers were also trained in the Normal School founded in Manila in1901 and its branches subsequently established in major towns. Elementary school teachers were trained in Englishlanguage and literature, geography, mathematics, principles of education, teaching methods, and educationalpsychology. The free elementary schools that were established consisted of 4 primary grades and 3 intermediategrades. In the first decade, the intermediate grades focused on vocational education, with a special course forthose who intended to go to high school. Apart from English language and literature and arithmetic, the elementaryschools taught geography, nature study, music, drawing, physiology, hygiene, and physical education. Age-appropriateindustrial skills were taught in all levels. In 1902, secular public high schools were established, teaching courses oncurrent events, U.S. history and government, algebra, geometry and arithmetic, general sciences and history, andphysics as well as English literature and composition and physical education.For the tertiary level, the Pensionado Program was established on 26 August 1903 to enable about 300 chosenPhilippine high school graduates to study in American colleges for free, under the condition that they serve thePhilippine government upon their graduation. In 1908, the University of the Philippines was established. Vocationalschools, however, were given more emphasis. Many Filipinos still preferred a Catholic education. Thus many privateCatholic schools flourished, including those established during the Spanish period, like Ateneo, Letran, and UST, anda number of new schools like St. Scholastica’s College and San Beda College. Such schools were preferred by theelite. Some private non-sectarian schools were also founded. Reformists such as Felipe Calderon, Hipolito Magsalin,Leon Ma. Guerrero and Mariano V. Del Rosario established the Liceo de Manila and Escuela de Derecho in an attemptto produce a more nationalistic education, but they did not succeed. In general, education under American colonizationled to widespread Americanization of the Philippines, with the emphasis on English language and literature, U.S.history and government, the use of American textbooks, and the emphasis on American values.

Japanese occupationMost schools were damaged during World War II and had to be closed down. In June 1942, the schools werereopened by the Japanese. Their educational policies, as detailed in Military Order No. 2, mandated the teaching ofTagalog, Philippine history, and character education to Filipino students, with emphasis on love for work and dignityof labor.Post-War yearsAfter the War ended, schools that had been closed during the war years were re-opened amidst the reconstructionof their facilities. The Americans recruited Filipino educators to help in the re-establishment of their public schoolsystem. For the first time, indigenous languages as well as in English were used as the medium of instruction. In1947, the Department of Instruction was renamed the Department of Education.Martial Law periodDuring the Martial Law era, education as well as media was utilized for pro-government propaganda. The Departmentof Education became the Department of Education and Culture in 1972, the Ministry of Education and Culture in1978, and with the Education Act of 1982, the Ministry of Education, Culture, and Sports. A bilingual educationscheme was established in 1974, requiring Filipino and English to be used in schools. Science and math subjects aswell as English language and literature classes were taught in English while the rest were taught in Filipino.From 1986 to the presentThe bilingual policy in education was reiterated in the 1987 Constitution of the Philippines. The Ministry of Education,Culture, and Sports was renamed once more, this time as the Department of Education, Culture, and Sports (DECS).Following the report of the Congressional Commission on Education (EDCOM), Congress passed Republic Act 7722and Republic Act 7796 in 1994, creating the Commission on Higher Education (CHED) and the Technical Educationand Skills Development Authority (TESDA). The institute governing basic education was thus renamed in 2001 as theDepartment of Education (DepEd). The quality of public school education is generally considered to have declinedsince the post-war years, mainly due to insufficient funds. The Department of Education aims to address the majorproblems affecting public education by 2010.Private schools are able to offer better facilities and education, but are also much more expensive. There is a widevariety of private schools, including all-boys’ and all-girls’ schools, religious schools, non-sectarian schools, Chineseschools, special schools, and international schools. Due to economic difficulties, there has been a recent increase inthe popularity of home schooling and open universities in the Philippines.[edit] Some perennial issues in education Lack of facilities in public schools – with insufficient budget and largenumbers of students, public schools lack classrooms, books, and supplies for their students. The lack of classroomsleads to prohibitively large class size, as many as 60 students in some schools, making for an undesirably highstudent-teacher ratio. In some schools it also translates to the shortest possible class periods, to allow for morning,afternoon, and even evening sessions so that as many students as possible may be accommodated. With 4 years of high school, the total number of years of basiceducation in the Philippines is 10, one of the lowest in the world and generally considered to be one of the factors inthe inadequacy of basic education in the Philippines.Medium of instruction – There is constant debate over which language should be used in educating Filipinos: English,Tagalog, or local dialects. The use of English for teaching math and science as well as English language andliterature subjects has endured for many years, however.Subjects – The number of subjects increased for some years, making it difficult to give enough class time to eachsubject, including the core areas of English, Filipino, math, and science. There has frequently been contention onwhich subjects are essential, especially with the controversial lumping together of home economics, technology,physical education, health, art, and music with social studies in a subject called Makabayan. Opponents of thescheme contend that less time will be given to the more important of these subjects, especially social studies. Someof the subject areas are also difficult to integrate with the core subject of social studies.Gender issues – There used to be differences in the subjects taught to boys and girls, especially vocational training.There has been standardization in the requirements of subjects for both genders in recent years, though someschools still adhere to a traditional curriculum with different vocational skills taught to boys and girls.Drop-out rate – Many students drop out due to poverty before completing basic education, even at the elementarylevel. Though schooling is free, there are other expenses which poor families have difficulty in meeting, such asschool supplies, uniforms, and transportation. Philippine girls at all levels have been found to be more persistent intheir schooling, whereas boys tend to drop out of school earlier. More than half of college students are female andlarger numbers of women than men finish advanced degrees.

Caraga Region prepares 2010-2016 regional development plan

In an effort to help the current administration in its development program in the countryside, particularly NortheasternMindanao (Caraga region), the Regional Development Council (RDC) will be preparing its successor Regional DevelopmentPlan (RDP) for the period 2010-2016.The National Economic and Development Authority (NEDA) said the 2010-2016 regional development plan came outafter the RDC approved during its 63rd Full Council Meeting held recently here, the guidelines for the formulation ofa successor plan, also known as the Medium-Term Regional Development Plan (MTRDP).Since the previous RDP will expire this year, the successor plan will set the development direction of the region in thenext six years, starting 2011 under the administration of President Benigno C. Aquino III.In a press statement released on Thursday, the NEDA said the guidelines underscore the guiding principles to beadopted in the successor plan namely inclusive growth and poverty reduction, application of participatory andhuman rights based approaches, integration of disaster risk reduction and climate change adaptation concepts andstrategies, gender equality and development, vertical and horizontal plan integration and support to the achievementof the Millennium Development Goals (MDG). Consequently, a series of regional and local consultations will beconducted by the NEDA Caraga in the formulation of the successor plan.Said regional development plan is targeted to be completed, legitimized and adopted by the Council in October, thisyear, said NEDA. In a related development, Agusan del Norte Gov. Erlpe John M. Amante and Surigao del SurGovernor Johnny T. Pimentel were both nominated as chairperson of the Regional Development Council (RDC) - 13during its meeting held recently here. To be appointed by President Aquino, the RDC 13 chair and co-chair shallserve for a fixed term of three years as provided under Executive Order 325 of 1996. This term shall coincide withthe regular term of the elective officials without prejudice to reappointment. Also nominated as RDC 13 co-chairperson were Engr. Leonel A. Santos and Mr. Marlon C. Advincula, who are both private sector representatives tothe newly reorganized Council. The same EO sets out the condition that if the chair comes from the governmentsector, the co-chair shall be chosen from the private sector and vice-versa. NEDA-13 Regional Director CarmencitaS. Cochingco, who presided over the reorganizational meeting, has been the officer-in-charge of the Council foralmost three years since former President Arroyo did not appoint RDC chair and co-chair for Caraga Region. The RDCwas created by the Constitution to strengthen the autonomy of the local government units and accelerate thesocio-economic development of the regions.In that same RDC meeting, 10 private sector representatives (PSR’s) inthe RDC-13 were confirmed.

1st Caraga Regional Fruit Forum

BUTUAN CITY - Fruit growers in Northeastern Mindanao (Caraga region) pushed Thursday for a massive planting offruits as they targeted more plantations to boost production, saying the market demand for fruits is expected to risein the coming years. The fruit growers from the four provinces and three cities in this fast-growing region also askedthe national government to help them identify areas for fruit plantation and provide technical and other needs forthe farmers in an effort to increase their production in the next five years and beyond. This developed as more than200 fruit growers and farm leaders attended the one-day 1st Caraga Regional Fruit Forum at this region’s capital cityon Tuesday. With this year’s theme: “Enhancing The Crop, Sustaining the Growth and Establishing the Hub,” the fruitgrowers see big potentials on fruit production due to rich and vast lands spread in various areas in the region.Meanwhile, the business agenda of the new leadership of the Provincial Board Members League of the Philippines(PBMLP) to all provincial legislative body is to attract more investments to make provinces more economicallycompetitive in the years ahead. The new leadership of PBMLP-Caraga region also is pushing for the adoption ofPresident Aquino’s thrust to make “Philippines country-side more developed and progressive.” “I join and adopt theexhortations of P-Noy: Let us harness the energies of dialogue, solidarity, and communal responsibility. With these,we can never waver with our aspirations for our respective provinces,” said Surigao del Norte Senior Provincial Board(SPB) member Honorable Myrna M. Romarate. Romarate was elected as the new president of the PBMLP in NortheasternMindanao (Caraga region) during the two-day league’s convention at downtown hotel and convention center hereon Tuesday and Wednesday (Sept. 28, 29). Romarate is the wife of Surigao del Norte Rep. Guillermo A. Romarate Jr.(2nd district). She ran unopposed as the SP Members of Caraga showed an unprecedented show of solidarity andunity in choosing her as their new president. Romarate will travel to Manila to represent Caraga Region in thenational convention of PBMLP next week. “Your support has meant the difference being just public servants andbeing dedicated and impassioned public officials,” she said in her inaugural speech as the new PBMLP president. “Wehave a lot of work ahead of us, but if you are ready, I am. I believe with all my heart that together we will turn ourpropositions into actions and words into solutions. We will turn hope in the chambers of our respective SangguniangPanlalawigan into reality,” she said.

RDC endorses P57.7-M expansion of Sta. Josefa irrigation project in Agusan Sur

STA. JOSEFA, Agusan del Sur, A big number of farmers in this landlocked far-flung municipality of Agusan del Surprovince have a reason to rejoice as the region’s powerful Regional Development Council (RDC) has endorsed theP57.7-million expansion of Sta. Josefa Pump Irrigation Project here. Because of this new development, more farmersin almost all barangays in this town will soon improve their yield. The expansion of service area of the projects wasunanimously endorsed by the RDC during its meeting held recently in Butuan City for funding by the NationalIrrigation Administration (NIA), it was also learned. The additional cost will expand the service area from 2,000hectares to 2,787 hectares, an NIA official here said. Presently, only the barangays of Angas, Awao, Sayon,Concepcion, San Jose and Patrocinio in Sta. Josefa, Agusan del Sur are covered by adequate irrigation water supply.NIA official Engr. Greg Y. Pang said that an additional service area of about 787 hectares will be irrigated inBarangays San Jose and Binongahan in Sta. Josefa, Agusan del Sur. The pump irrigation project’s main canal has acapacity of 3.76 cubic meters per second with a length of about 12.12 kilometers, making it possible to convey moreirrigation water, added Engr. Pang.

OWWA Caraga awards model OFW family

The Overseas Workers Welfare Administration (OWWA) of the Department of Labor and Employment (DOLE) is set toaward the prestigious Model OFW Family of the Year on Tuesday, October 5, 2010 in one of the local conventioncenters here. In a press statement, OWWA-Caraga OIC-Regional Director Dr. Marietta A. Lumawag said the annualaward recognizes outstanding OFW families who have used the gains of working abroad in achieving success withintheir families, communities and the society at large. All seventeen (17) regions of the country shall have 2 MOFYAwinners each, one from the land-based category and the other from the sea-based. From these regional MOFYAwinners, two (2) will emerged as national winners during the national awarding on December 2010. Two more specialawards shall be conferred namely, Outstanding Achievement in Community Projects and in Entrepreneurship,respectively. For last year’s MOFYA National Search, OFW Emilio Belo and family of Baleno, Masbate emerged aswinner in the sea-based category. MOFYA is an annual search undertaken by OWWA to give due recognition to theoutstanding achievements of the OFWs and their families and promote best practices in managing family challenges.Specifically, it aims to serve as role models for the whole OFW population, promote success stories about OFWfamilies’ endurance over the challenges on their family relations and uplift the image of OFW families in the community,and highlight the role of OFW family acting as a group/unit in the attainment of socio-civic, educational, professionaland material success. NEDA-13 Regional Director Carmencita S. Cochingco, who presided over the meeting in hercapacity as officer-in-charge and ex officio Vice-Chair of RDC 13, commented that the project will enable theCaraga Region to attain its rice production and food sufficiency targets. Agusan del Sur is being considered as the“food basket” in Northern Mindanao. Meanwhile, Agusan del Sur Governor Adolph Edward Plaza was elated by theRDC’s endorsement, saying, “It is a big boost to our rice production in our province”. He said the provincialgovernment is currently looking for additional farming equipment for the farmers.

CAMP RAFAEL RODRIGUEZ, Butuan City

Newly installed Police Regional Director Chief Supt. Reynaldo Serrano Rafal admitted on Thursday there is no SpecialWeapons and Tactics team in Caraga region and vowed to create one. In a press conference after he was sworn intooffice, Rafal also explained the importance of creating a SWAT unit, citing lessons learned from the bungled Manilahostage crisis on August 23. A former Director for Philippine National Police (PNP) Logistics and Supply Office inCamp Crame, Rafal claimed one of his priority projects for Caraga Police Regional Office was for retooling andretraining of all smaller police units in the region “We also have to increase competence and upgrade skills andcapabilities of our policemen in different municipal police stations in the region as this is one of the components ofthe Integrated Transformation program of the PNP,” Rafal said.Rafal added that under directives of the new PNP Chief Deputy Director General Raul Bacalzo, policemen in the fieldare expected to deliver good service to the people and to be courteous always. He said that aside from the creationof a SWAT team, there is also a need to form and train a crisis management unit that will handle conflict managementanalysis, crowd dispersal system, and deal with the media. Rafal cited the successful handling of two hostage-taking incidents in the region under the previous police administration. But critics claimed that while it is true that allhostages in two hostage incidents cited by Rafal were released, authorities allegedly used “trickery,” promisinghostage-takers they will not be charged and all criminal cases they faced would be dropped. They also claimed thatafter releasing all hostages, the hostage-takers were arrested, and all promises made through an official agreementsigned by top police, military and civilian officials were not followed. But authorities claimed the releases of hostages,most of them children, in the two incidents that happened last year In Sibagat and Prosperidad towns in Agusan delSur, were their shining accomplishments. Critics disputed the claim, saying tricking hostage-takers would set a badprecedent and the next time such incidents happen the suspects would not believe negotiators anymore
