A Regular Meeting of the Council of the Village of White City was held on July 17, 1990 at the Village Office.

The Mayor called the Meeting to Order at 8:30 p.m.

Mayor Rob Mitchelson, Deputy Mayor Jack Ramm, Aldermen, Brian Wolfe, Gord Meiklejohn, and Don Leier. Visitors: Steve Hanson

Leier: "Resolved that the meeting agenda be adopted as circulated prior to this meeting."

Ramm: "Resolved that the meeting minutes of July 3, 1990 and July 10, 1990 be adopted as circulated prior to this meeting."

Water Tr eatment Complex Mr. Ramm advised that the project is on schedule.

Administrator advised that keys to Village Office should only be held by bonded individuals for the municipal bond insurance. The bonded individuals are only the Administrator and the Asst. Administrator. Administrator to check into further when Village Office is established as EMO headquarters.

Ramm: "Resolved that the Village approve the window change in the vestibule area of the Village Office for an additional $390.50."

Ramm: "Resolved that the keying of the Water Treatment/Village Office/Meeting Rooms Complex be approved as per July 6/90 sketch."

Carried.

Ramm: "Resolved that the Village approve the payment of Progress Claim No. 2 to Miners Construction Ltd. on the Water Treatment/Village Office/Meeting Rooms Complex contract of $58,228.50, excluding holdback, as recommended by the Village Engineer, M.R.-2."

Carried.

Distribp tion System Administrator advised that Village Engineer has

advised contractor-NIS Contractors Ltd. of notice of acceptance of tender contract, with performance bond, labour and materials bond and certificate of insurance received from contractor.

Administrator advised that 55% of the property share have committed to prepay thier frontage and connection fees.

Meiklejohn: "Resolved that if a resident requests a location change for the service connection which is more costly than indicated on the Distribution System suggested by the Village Engineer, the resident will be responsible for paying the extra costs above the estimated $570 connection fee per service, before the change is made."

Extra , ost #8 Confederation Drive Mr. Steve Hanson attended the Council Meeting to

discuss the extra cost involved in changing the location of the service connection to his property at #8 Confederation Drive. He also discussed some of his concerns with the installation of residential service connections and the main lines.

Use of Existing Well Lines 260-90 Ramm: "Resolved that residents wishing to use

their existing well lines for the central water system into their houses, must sign a letter of acknowledgement with the Village before Village approval is given."

Letter lof Complaint 261-90 Meiklejohn: "Resolved that a letter of complaint

be sent to Mercury Earth Coring Ltd., Residential Division, on behalf of the Village from the Mayor."

Admininstrator advised of Sask. Environment and Public Safety notification that the Village Ministeral Order of December 1987 has been revoked. The Department also has given the Village a Permit for Sewage Works effective July 3, 1990 to March 31, 1993. Monitoring Program and tags to be given to the Village Engineer. Copy of letter to Fred Schick received indicating his well has had no changes in well water quality.

Mr. Ramm and Mr. Wolfe reported on thier meeting with Greig Graham of Sask Health regarding the proposed revised sewage bylaw and proposed water connection bylaws required.

The Mayor reported on the Mayors Meeting held on July 4, 1990 at Pilot Butte. Topics of discussion included a Combined Sewage Utility, Community Development Bonds, Rural Development Corporations, Capital Equipment Grants. Next Meeting to be held in Balgonie.

ubdivisi dn Council reviewed the proposed terms of the development agreement for the subdivision of Terry Bender's lot in White City. Agreement to be reviewed by Village solicitor.

Mr. Clarence Woloshyn, Recreation Board Secretary attended the Council Meeting to discuss the Recreation Board portion of the Water Treatment/ Village Office/Meeting Rooms Complex which is to be completed by December 31, 1990 to obtain the grant funding under the Community Recreation Facilities Program.
