It is for this reason, that for the month of August and September 2010, four livelihood trainings were conducted by BBCCC's EDCOM. This is in further- ance of the cooperative's mission of providing technical and practical skills to its members so that they can start their own business. Dr. Mario Valdez, chairman of ED- COM lined up four seminars that al- lowed members the chance to have hands-on experience on money-making activities. August 7, 2010 - Baking Pastries and Cakes, facilitated by Mrs. Zenaida Na- rag which was attended by I I partici- pants. August 28 - Baking, facilitated by Mrs. Narag and attended by 19 participants. Sept. 18 - Soap Making Seminar, fa- cilitated by Mrs. Florisa Tomboc and affended by l9 participants.     Duty escapes no one. Parents need to provide for theirfamily. Children have to respect and obey their parents.Colples owe fidelity for each other. Governments per-form tasks calling for good governance and effectiveleadership. Citizens must obey laws. Everyone has dutyto himself and not to depend on others for most of his/her needs.

    BBCCC must observe through out the three-fold respon-sibilities of a member in good standing. Thus they needto save regularly, to borrow wisely, and pay promptly.By saving regularly, they assure themselves of higheramounts, not to mention building a solid financial busi-Ress for their present and future needs.

    Borrowing wisely and paying promptly are almost twinduties because when one borrows, he is obliged to pay.Members should borrow continuously and only for rea-sons that address their legitimate provident and produc-tive needs. They should consider seriously their abilityto pay. Capacrty- based borrowing is safe and wise forboth the member and the Cooperative.

    In additions, loans must not only be repaid but very im-portantly, paid promptly on schedule. Delayed paymentsbear heavily on the Coop's financial liquidity. It preju-dices the loan privilege of other members who also needto loan for grocery commodities , educational, andhealth needs of the family , housing and myriad of entre-preneurial initiatives. 'Delayed payments and loans un-paid, account for the delinquency which financial inter-mediaries, like the coop, can suffer from.

    Members who do not develop the habit of saving, whoborrow irresponsibly and who delay, or worse, who donot pay at all, compromise seriously their membershipstatus and are most unfair to their co-members. Theyshould realize that the money they borrowed belongs toevery member.

    It becomes incumbent, then, upon every BBCCC mem-ber to develop the culture of saving, to exercise disci-pline to borrow prudently and to acquire a sense of duty

    EditorialPAYING PROMPTLY

    Escalating loan delinquency rates are posing serious problems to banks, creditors, and lending institutions, includingcredit cooperatives. If left unchecked for a long period of time, this could prejudice fte viability and sustainability ofthe credit institution. High delinquency necessitates higher allowance for probable losses, and in the case of cledit co-operatives this would translate to a lower net surplus , ifnot net loss.

    Many coop mernbers seem to be unaware of this reality. They eagerly expect substantial net surplus at th€ end of theyear, yet they do not pay their obligations promptly, or worse they default in their payments for a long period of time.They focus on the bottom line, unmindful of the benefits the cooperative provides them during the year in terms ofaffodable and humane financial services.

    The popular BBCCC line : SAVE REGLJLARLY, BORROW WISELY, AND PAY PROMPTLY cannot be ignoled.Indeed borrowing is satisling but paying is burdensome, if borrowing is unwise. To put it bluntly, many borrowersdefault in their payments because they refirse to use common sense vis-ri-vis their loan practices. When they are re-minded of their past due obligations they complain and say "If I pay my loan nobody remembers, but If I do not paymy loan nobody forgets."

    A debt by its very essence, is to be paid. A debt, therefore, must and has to be paid . Parenthetically, a donationshould not be paid because by its very nature it should not be paid. Paraphrasing a German philosopher, a person whopays a debt for fear of its negative consequenc€s is not really acting morally; but if he/she pays a debt because he/sherccopizes that hdsbc ougltt to py a debt is truly ac'ting morally.

    While it i5 tue that there are justifiable reasons for default in loan payments, many bonowers cannot fulfill their obligations because ofcertain considerations. Below arc some tips that could help prevent uedit woes:

    r Borrow within (or better, bel6w) your means;r Don't live lucratively on credit;r Refrain from borrowing for someone; andr Keep track ofyour payment date.

    Gooperativism and theEthics of a Human Face

    Seneral years back I remember that acaption was posted on one of theBBCCC walls. It reads, People are notinterruption of our work .... Thqt areour workl.... These words indeed aptlycapture an essential aspect of coopera-tive life. It speaks of people and serviceto the people. Ves, cooperatives arefounded on people's will to collectivelyorganize themselves for self-help.

    How many faces of people come daily toour BBCCC? Based on the numberqueuing machine, the MIS office makesa rough estimate of 800-1000 peoplecome to the Coop for varied transactionsespecially during peak days. This ex-cludes other people like family membersof members, their friends and perhapseven prospective members who visit theEducation Committee.

    Yes, lots of people we meet each day inthe cooperative but how many of thosepeople we meet and transact businesswith we remember? And do we remem-ber them by their faces? How do we treatthem or how do we classiff them? Dowe map them out in term of our coopcategories: old member, new member,member in good standing or in badstanding, etc.? It is at this point that Iwould like to share a thought which Ibelieve worth reflecting on.

    In our present world, human encountersusually follow the process of inclusionor exclusion in a social space. When weare with other people, we usually mapout the situation, and sort out peopleinto those we know and don't know,those we care to know and those wechoose to ignore. This is a commoncharacteristic of what we call civilizedliving. But all too often, the perspectivewe bring in and the categories we applyinto such encounters is utilitarian. In amarket driven value system of ourworld, we don't bother ourselves withpeople who are not useful or potentiallyuseful to us in some ways.

    In a dominantly utilitarian mapped-outworld, we tend to relegate the individ-ual we don't know to the margins ofour comfort social space. The one weconsider "stranger" is somebody whomwe know little and desire to know evenless. In the moral sphere, the "stranger"is somebody of whom one cares littleand is prompted to care even less. Yes,we oftentimes pay scant moral attentionto those we don't know and even less tothe misfortune of those who lie outsidethe boundaries of our social maps.

    The Jewish philosopher EmmanuelLevinas challenges our stubborn inat-tention of the other. He teaches us theuethics of the human face" or the re-spedt and responsibility of the total at-terity of the other.

    The "face of the other" represents theother as other and the encounter withthe face make us hear the comrnand-ment: "thou shall not kill", 66thoushall respect" said Levinas. It is diffi-cult to be silent with the presence of theother "face". It is necessary to speak ofsomething, perhaps, of the weather orof no matter what. One needs to speak,to respond to the "face". It is our re-sponsibility to say to the other, 36Here Iamtt at your service or ttafter you' siror ma'am.

    Since I read and taught the "ethics of thehuman face" of Levinas, I have found itimpossible to just ignore the other and notmorally acknowledge the presence of facesin the workplace, in the school, the coopera-tive, in the public space... without at leastgiving an affirmative smile.

    Tfrr annual Mid-year Assessment ofBBCCC 2010 Action Plans was held lastJuly l7-18,2010 at China Sea Beach Re-sort, Bauang, La Union. It was attendedby the BBCCC Board of Directors, Gen-eral Manager, Officers and Heads of De-parfrnents.

    Last year, the same group had its Strate-gic Planning for cooperative. To ensurethat the plans are carried out, differentcommittees and departments brainstormedand rated their objectives as 'achieved' or"not achieved" so as to do more efforts inthe objectives that need to be addressedand keep up the good practices that madethe goals attainable and a success.

    This activity it is centered on becominga cooperative that is more responsive tothe needs of its members. After all, thbBoard Members, the cooperative officersand the employees are committed to pro-vide quality services to the BBCCC mem-bers. O

    Loan DelinquencyStudy Results Released

    'W'fr.n you secure a loan, it is always

    best to keep tab of its due dates. Chancesare, if you forget to pay your loans ontime, you are confiibuting to the increaseinBBCCC's loan delinquency rate.

    The research, development and publica-tions committee (RDPC) of BBCCCcompleted a report about loan delin-quency. The objectives of this study wereto determine the reasons behind the in-creasing loan delinquency rate ofBBCCC and to provide recornmendationsto the Board of Directors in order tominimize the occurrence of said concern.

    The study investigated 2,400 loan appli-cations made during the period of Janu-try to December 2007. In particular theCash Disbursement Vouchers (CDV)loans within fixed deposits folders weremade as the main research documents.From here, 100 individual cases wereselected at random.

    Based on the sample generated 64Yo weteemployees, 25o/o were business personsor entrepreneurs, 6% OFW's and 5%pensioners/retirees. In the OFW's or theOverseas Filipino Workers sector, itmeans that the person who borrowedwere either the OFW themselves or therecipient of the salaries here in the Philip-pines.

    It was also found out that each of thecases under study has an average of morethan one unpaid loans secured fromBBCCC (1.6 per person). Cutting acrossthe different sectors, majority of them(71%) obtained regular loans while therest of the loans secured were dividedbetween special contingency loans(SCL), appliance loans and constructionloans.

    The findings of the study revealed thefollowing:

    For the employees the main reason citedwas that they forgot to pay/overlooked(37o/o) and there was delay in the release

    of their salaries (34%). The rest were hos-pitalization of family members, paid chil-dren's tuition fees and money not enoughas reasons why the delay in their loanpayments.

    As per the business personso reasons, ma-jortty (22%) said that their business is notdoing well. The rest cited hospitalization(17%) and delayed remittance (17%).Rounding offtheir other reasons were: theconstruction of their house, victim of ille-gal recruiter and again forgot to pay.

    In the OFW sector, haH of them (50%)said the delay in their expected remit-tances from abroad forced them to with-hold their scheduled payments withBBCCC. In the OFWpensioners sector,670/o cited financial concerns as the mainreason why they failed to pay on time asregards their existing loans.

    Thus, based on the findings obtained thegeneral recommendations suggested in-clude: issuing regular reminders eitherthru texts (SMS) or registered mails aswell as more stringent loan approval proc-ess. However, before any of these recom-mendations are to be implemented thiswill have to be deliberated upon and ap-proved by the Board of Directors first.

    Based on the inspection done for the years2008 and 2009 CDV's, the reasons citedfor 2007 loan delinquencies can also beapplied for the later years. @

    Staff Participates in3rd National HR Summit

    Tnr 3'd National HR Summit was heldlast July 294A,2010 at the ballroom ofCrowne Plaza Galleria, Manila. MariaPaz Pascua, Human Resource Manage-ment Offrcer and Ptizza V. Gacao, Mor-agement Information System (MIS) sec-tion head attended the summit.

    This year's theme is "Innovations in Re-cruitment and Talent Managemenf'. Theother participants were Manila-based HRpractitioners and other professionals whowanted to be updated in HR managementbest practices.

    The participants were given lectures re-lated to learning and developing values ofbeing HR practitioners. Such values in-clude having initiatives, willingness tolearn and the ability to do some researchfor personal and professional growth.

    One of the topics discussEd was the"Factors Toward a Living Culture inYour Company". The speaker, Mr. PidoAguilar, Jr. defined culture as a systemshared by a large group. The participantswere taught that culture is the factor inorder to better understand the employee'sattitude and behavior at work.

    Innovations in Recruitment and TalentManagement, Recruitment Beyond HR,Evolving Values Affecting EmployeeBehavior in Organizations, Staffrng Met-rics/ROI, Taking Charge of Your Devel-opment, Workplace Rudeness, Profes-sional Presence for Recruiters, Behav-ioral Interviewing, are just some of theother topics discussed during the two-daysummit.

    The speakers of the summit were JesseRebustillo of the Philippine Daily In-quirer; Dr. Virgel Binghay of UPSchool of Labor arid Industrial Relations;Ricardo de Vera, the Chairman Emeritusfor Chapters of Philippine MarketingAssociation; Dr. Erlinda Tiuseco, theMedical Director of PhilhealthCare,;Nonong Noriega III of PLDT amongothers. Both Ms. Pascua and Ms. Gacao areexpected to apply what they have learned forthe benefit of BBCCC as an effective andefficientorganization. 6

    Tft. BBCCC Board for the 3rd quarterhas approved the formation of two teamsto facilitate the processing of require-ments and monitoring of ongoing projectsat the site.

    The first team called the Task Force Pa-pers (TFP) is composed of Directors Am-paro Rimas, Nelson Gayo and IsabelinaRonquillo. The other team is Task ForceDevelopment (TFD) comprising of Direc-tors Oscar Adversalo, Mar Valdez, ArtAsunsion. In both teams, Dir. Aurora Am-banloc is the ex-offrcio member being thiHousing Officer.

    The TFP team is almost complete in thedocumentation with the Housing LandUse Regulatory Board (HLURB). In-cluded in the HLURB requirements wasthe installation of a 3' x 6' billboard no-tice posted at the project site signed byRegional Director Teresita Galacgac.

    The other accomplishment was the publi-cation of a Notice in two newspapers ofgeneral circulation once a week for twoconsecutive weeks before the issuance ofthe License to Sell.

    oped in the area before the issuance of Li-cense to Sell is given.

    On the other hand, the TFD team compliedwith the requirements of HLURB and pro-posed to the Board estimates of the unfin-ished project which include concreting ofthe access road, concreting of the curb andgutter, road grade penefration and slopeprotection costing P5.2M.

    The electrical is estimated to cost P2.8M,the water cistern is Pl.3M, deep well P2M,the gate and arch P.4M and,fdncing P2.5M.This totals to Pl4.4M.

    Due to the urgency of these projects to befinished, the Board signed the contract lastSept. 14, 2010 so that by February 28,20ll these projects will be turned over tothe owner in time for the 20ll GeneralAssembly.

    The 58 lot awardees, pnospective awardeesor any other member of BBCCC are in-vited to visit the site for inspection on theproject's progress.

    It is also requested that awardees mustcontinue depositing to their CooperativeHousing Investment Planned Savings(CHIPS) in order to contribute to the ongp-ing development of BBCCC's housingproject. O

    Tn. need to establish a new committeein every cooperative is becoming a ne-cessity in the light of increasing numbersof unresolved conflicts. These conflictscan be between members, between amember and the cooperative or betweencooperatives. Ignoring these conflicts isdetrimental to the cooperative spirit andmay hinder the growth of the coopera-tive movement.

    Thus, RA 9520 or the Philippine Coop-erative Code of 2008 and MC No. 2007-05 mandate the creation of a Mediationand Conciliation Committee in everycooperative. The main objective of thiscommittee is to settle disputes on thecooperative level without necessarilyresorting to legal court actions.

    To assist the Cooperative DevelopmentAuthority (CDA-CAR) in educatingcoop members on this subject, NOR-WESLU organized a whole-day seminaron Mediation and Conciliation last Au-gust 28, 2010 at the Seminar Hall ofBBCCC.

    Invited to share their inputs in enlighten-ing the participants were Atty. Ray R.Elevazo, CDA-CAR Regional Directorand Atty. Renato C. Fernandea Clair-man BBCCC Mediation and Concilia-tion Committee.

    Atty. Elevazo discussed the legal foun-dation of this provision by explainingRA 9520 and MC No. 2007-05. Includedin his lecture were the concepts of thecooperative alternative dispute resolutionwhere conflicts and confiovercies areresolved other than a judge of the court.He also discussed the difference betweenconciliation and mediation. If no agree-ment is reached in the primary coopera-tive level, the case is passed to the jrnis-diction of the CDA. And when cases arestill not settled with the CDA then this isthe only time to elevate this to the propercourts.

    Tf,. Management Information System(MIS) in coordination with the HumanResource Department of BBCCC con-ducted a three-day Capital Account Sav-ings Account and Loan (CASAL) orien-tation seminar last August I l, 12, and 13,2010. Thls seminar allowed the partici-pants to be familiar with the system espe-cially for those who are not assigned inthe Members Account Section.

    bBCCC's system includes Savings,Share Capital, Time Deposits, Loans,General Accounting, Saranay, DamayanTrust Fund and Dividend/Patronage Re-fund. The orientation was divided intothree phases: a) the Membership Entry,b) Loan Computation and, c) Applicationand Collection Enfiry and the PassbookPrinting.

    The orientation seminar was alternatelyfacilitated by the MIS personnel led byRiz.za V. Gacao (Section Head), HenviFrancis A. Salon (Network Administra-tor), Blanche C. Mangawa (DatabaseEditor) and Jane P. Suyatan (DepartmentHead, Grocery Department).

    A total of 35 employees coming from thedifferent sections and departments ofBBCCC attended the seminar. Also pre-sent were Josephine A. Ocampo(Treasurer), f)r. George K. Ramos (Auditand Inventory Commiitee Chairman),Conrado B. Chan and Nida F. Flavier(AIC members).

    BBCCC has been using the CASAL sys-tem since 2003. In implementrng the sys-tem, the modular approach was followeddue to the large number of member infor-mation that will be integrated. For thefirst year, Share Capital was completedfollowed by the Savings and Loans Re-ceivable of members. To date, all thetransactions from these accounts are ac-bessible in minutes because the CASALcomputerization system is now 100%operational. HoweveE continuous en-hancement is still on-going to suitBBCCC's changing needs. Technologydefinitely made work a lot easier and fasterresulting to better services for the members.

    Financial Literacy forGredit Union Members

    "Credit Unions must not confine them-selves to granting loans. Their main ob-jective should be to control the use ofmoney, to improve the moral and physicalvalues of people, ffid their will to act bythemselves." F.W. Raiffeisen.

    The statement was clear that credit un-ion's mission is to enable its membersgain financial independence. In order toachieve financial independence, membersmust be able to take right financial deci-sions. Financial literary allows people toincrease and better manage their earnings

    - and therefore better manage life eventslike education, illness, job loss, or retire-ment. A compelling body of evidencedemonstrates a sffong association be-tween financial literacy and householdwell-being.

    The pressing need for improved financialliteracy on credit union members is ofvital importance due to the deteriorationof personal finances and the proliferationof new, and often complex, financialproducts that demand more financial ex-pertise of consumers. The financial illit-eracy of members has also tremendousconsequonces in the institution level(credit union) such as non-payment ofloans resulting to high delinquency, lowprofit, unable to increase institutionalcapital and negative image.

    Financial literacy - the ability to processfinancial information and make informeddecisions about personal finance - hasreceived growing attention in the devel-oped world and, recently, in the develop-ing world, as a potentially important de-terminant of household that demonstratelow levels of financial literacy are thosethat tend not to plan for retirement, bor-row at high interest rateso ffid acquirefewer assets. This has led policymakersACCU to advocate on financial literaryeducation at the credit union level, inhopes of increasing household savings,with the ultimate goal of reducing povertyand improving welfare.

    The education delivered by credit unions,unforhrnately, does not include topicsdealing with financial literacy such as thebasic financial principles (budgeting and

    cash management), debt planning, retire-ment planning, investing, college fund-ing, insurance planning, and estate plan-ning. The education delivered in varioussettings, includes the history of coopera-tives (international and local), principlesof cooperatives, cooperative laws, ser-vices of the credit union, responsibilitiesof members, credit union Board andmanagement, and finally the mostawaited topic how to obtain loan.Generally, members are sitting for a halfday pre-membership seminar in the hopefor loan entitlement. The types of train-ing provided by credit unions send a

    In the talk of Atty. Fernand6z,he sharedthe experience of BBCCC when it firstimplemented this provision. It is difficultat first but when members became awareof this they voluntarily submit them-selves to this committee.

    But Atty. Fernandez made mention ofthe fact that it is not clear whether thisprovision is mandatory or just a sugges-tion to create a new committee. Accord-ing to him what is important is that con-flicts are immediately resolved withoutresorting to legal remedies. The differentcooperative members of NORWESLUattended the seminar. 6

    Seminar on CDA-BIR RA 9520

    Last Sept. 18, 2010, NORWESLU like-

    wise invited Atty. Robert Panopio, Asst.Chief, Legal Division of BIR to talkabout the rules and regulations imple-menting RA 8424 while Atty. FrancoBawang, Attorney III of CDA-CAR dis-cussed about RA 9520 or the PhilippineCooperative Code of 2008.

    Their talk was part of the CDA-BIR RA9520 seminar held at the basement 2 hallof BBCCC and attended by more 40participants coming from the differentcooperatives here in Baguio and Ben-guet.

    two-day semmar on the Implement-

    ing Rules and Regulations (IRR) of theamended RA 9520 or the Philippine Co-operative Code of 2008 was held lastAugust 12 and 13,2010 at the BBCCCseminar hall.

    This seminar was organized by NOR-WESLU and the Cooperative Develop-ment Authority (cDA-cAR). The semi-rur was attended by delegates of thedifferent Baguio-based cooperatives.

    The first day focused on Rule I to Rule 9of the IRR which tackled the issues onAssembly, Subsidiary and MultipurposeCooperatives, Guidelines Governing theProcedure for Merger or Consolidationamong others.

    There was an open forum at every endof the topic and as expected a lot of que-ries and concerns were raised by theparticipants. The facilitators and speak-ers expertly answered all the questions.

    Jeanette Mabalot, BIR Revenue Officerdiscussed the Joint Rules and Regula-tions Implementing Article 60, 6l and144 of RA 9520 in relation to RA 8424on the second day.

    It was also on this day that participantswere engaged in a lively discussions ontax exemptions and privileges on coop-eratives as well as on the extent andlimitations on cooperative services ren-dered to its members.

    The other topics that were discussed onthis day include: Capitalization and Ac-counting Procedures, Social Audit, Fi-nancial Services, Voluntary Arbitrationand the IRR on Special Provisions andBLGF Memo Circular 3l-2009.

    Overall, the seminar was very inforrna-tive and provided insights on how toenhance and improve the services ren-dered by the cooperative to its members.Certificates of appreciation were like-wise given to all the participants.

    NORWESLU and DTI-GARGonduct Business

    Training for Membens

    N onwnSLU in cooperation with theDepartment of Trade and Industry (DTI-CAR) recently held the Business, Ex-pense, Savings and Training (BEST)seminar last July 9 to l0 at the BBCCCSeminar Hall.

    The training seminar cum workshopaimed to teach the cooperative membersthe basics of starting a business and howto be a micro-entrepreneur.

    The facilitators used a methodology thatrely less on the usual classroom lecturebut more on group activities. They calledthis approach experiential learning. Thisconcept originally came from South Af-rica and localized to fit the setting here inthe Philippines.

    Member cooperatives under NOR-WESLU attended the event among whichwere Baguio General Hospital EmployeeMulti-Purpose Cooperative (BGHMC-EMPC), Baguio Maharlika MPC(BAMACO), Baguio-Benguet MarketPlaza Cooperative (BAMAPCOM),Bagong Pag-asa Entrepreneurs Savingsand Credit Cooperative (BPESCO),Philex Credit and Philex Consumers Co-operative, Seafarer's Cooperative andBBCCC.

    The 55 participants were divided intothree groups representing three econo-mies. In each economy the group wasagain divided into three: two manufactur-ers and one retailer/middleman. The fa-cilitators acted as the buyers or the con-

    sumers.

    Initially, each group was given playmoney representing the capital to start abusiness. The objective therefore of theactivity is how to make the capital growunder various economic conditions andcircumstances. The groups with the mostprofit at the end of the workshop win thegame.

    Thus, in order to be "competitive" eachgroup must use different strategies andtactics like price negotiations, advancebooking, market intelligence, what andhow many raw materials to purchase,product design choices among others.While doing all these, each group mustrecord and monitor all transactions on adaily basis like sales and operationalexpenses.

    In between the activities, the facilitatorsreinforced the learning with a little bit ofexplanation on the importance and rea-son behind such activities.

    Before selecting a business, the individ-ual must consider the following: knowl-edge of the business, experience in thefield, skills, the costs of entering thebusiness, the competitive bariers andthe uniqueness of the products or ser-vices.

    The able DTI-CAR staff who facilitatedthe seminar include: Johannes Pal-laya,Layla Corro and Loverette Dang-iw andassisted by practicum student JackieTierra.

    Lessons that can be learned from the cur-rent global financial crisis could be enu-merated as recklessness, greed, ridiculouslending standards, the disappearance ofrisk managements and so on. Neverthe-less, looking at the recipients of credit -unquestionably they are the people wholack the basic financial skills - not beingable to make the right financial decisions.Members of credit unions are also makingbad decisions in choosing the right prod-ucts for them. They usually end up in fi-nancial touble instead of hopping into theroad to financial independence.

    In view of this, the Association of AsianConfederation of Credit Unions (ACCU)through the Philippine Federation of CreditCooperatives (PFCCO) conducted a train-ers' fraining on the Financial Literacy ForCredit Union Members last August 5 - 6,2010 at the PFCCO Training Center inManila. This training was attended bymembers of the different leagues of thefederation. Our cooperative has sent seven(7) delegates headed by Dir. Amparo Ri-mas, BOD Chairperson, Dir. Mario Val-dez, Vice-Chairperson, Dir. Opcar Adver-saloo BOD Member, Dir. Aurora Am-banloc, BOD Member, Ms. VeronicaCardona, General Manager, Ms. MaribelPasngadan, Finance Officer, and Ms. Jose-phine Ocampo, Treasurer. Incidentally,Dir. Adversalo is the chairperson of theNorth-Western Luzon (NORWESLU)league with Dir. Rimas as the GeneralManager.

    As part of the action plan of NORWESLU,the league in coordination with BBCCCwill be conducting similar financial liter-acy program to its members during the lastquarter of the year. And eventually, it mayalso be included as part of the lectures dur-ing pre-membership education seminar(PIUES) for potential members.

    A financially literate membership of creditcooperatives is key to credit cooperativesuccess and fulfilment of its original mis-sion. O
