1 The Solicitation - Notice to Proposers

Notice is hereby given that Philadelphia Gas Works (“PGW”) will receive sealed proposals on or before July 14, 2017, 2:30 p.m. Eastern Standard Time, at the PGW Supply Chain Department, 800 W. Montgomery Avenue, Philadelphia, Pennsylvania 19122, for conducting in-line inspection and contingency hydrostatic testing on a PGW natural gas transmission line (hereafter referred to as the “Transmission Line”) located within a high-consequence area, all as more specifically described herein.

This Request for Proposals (“RFP”) outlines PGW’s objectives, describes the general characteristics of the services to be provided, and (without being exhaustive) outlines the principal obligations of PGW and the selected vendor.

1.2 Proposal Requirements

Proposals shall be accepted only from respondents (“Proposers”) who have:

1.1.1 Obtained from PGW a complete set of RFP documents and any addenda thereto issued by PGW; and

1.1.2 Submitted a proposal pursuant to the instructions in this RFP Document, as set forth in Section 3 – “Instructions to Proposers”.

1.3 Optional Pre-Proposal Site Visit

An optional pre-proposal site visit for Proposers to assess the Transmission Line corridor and site logistics in the area is by appointment. All participants should anticipate being at the site for a period of 2 hours. Driving directions to the site are provided in Attachment F - “Project Location Diagram and Directions” of this RFP.

In evaluating the submitted proposals, PGW will consider the demonstrated experience and ability of the Proposer to deliver the proposed services, the scope and value of the proposed services, and the financial proposal of each Proposer as described in this RFP Document.

2 Project Definition and Requirements

2.1 Overview of PGW and the Transmission Line.

PGW is a municipally-owned utility operated by the Philadelphia Facilities Management Corporation (hereafter referred to as “PFMC”). The successful Proposer will enter into a negotiated contract with PGW by PFMC. PGW provides natural gas service to approximately 502,000 active accounts within the city of Philadelphia, using 6,000 miles of gas mains and services. PGW is the only utility currently distributing natural gas within the city of Philadelphia, and its mission is to provide safe, reliable natural gas service to the citizens of Philadelphia at a reasonable cost.

The Gas Processing Department of PGW is responsible for the operation and maintenance of two gas processing plants and nine natural gas metering stations located throughout the City of Philadelphia and suburban areas. PGW personnel assigned to the department are responsible for the operation, maintenance, and emergency response functions of all of PGW’s natural gas and liquefied natural gas facilities.

The Transmission Line to be tested is located in the Passyunk area of Philadelphia. (See Attachment F – “Project Location Diagram and Directions” for location detail).

The Transmission Line was constructed in 1978 of 24” API 5L grade B steel submerged arc weld pipe. Prior to 1990, the Transmission Line transported Naphtha from ships in the Schuylkill River to the Passyunk Plant. The Transmission Line was converted to deliver MTBE in 1991 and in 1995 it was shortened and converted for natural gas service. The Transmission Line operates in a class 3 location, and has a Maximum Allowable Operating Pressure (“MAOP”) of 500 pounds per square inch gauge (“psig”). Since its conversion to transport natural gas, the Transmission Line has operated continuously at or near its MAOP of 500 psig. The Transmission Line has been under cathodic protection since its construction in 1978.

The Transmission Line presently delivers natural gas from Gate Station 0-60, and originates in a pipeline right-of-way located in southwest Philadelphia, Pennsylvania. The right-of-way is located east of and parallel to Essington Avenue, and terminates at the PGW Passyunk Plant, as shown in Attachment F – “Project Location Diagram and Directions”. The estimated total length of the Transmission Line is 2.07 miles.

The Transmission Line has undergone 4 previous hydrostatic tests: in 1978 at 825 psig; in 1991 at 417 psig, in 1995 at 895 psig, and in 2007 at 1093 psig. In compliance with applicable laws, PGW is planning to carry out in-line inspection to test the Transmission Line to assess pipeline stress tolerance and corrosion, and to determine the fitness of the line for continuous natural gas transportation.

2.2 Overview of Services to be Provided

PGW is seeking competent engineering firms to submit proposals for the performance of all work relating to the In-Line Inspection on PGW’s Transmission Pipeline with the capability

to perform Hydrostatic Testing in the event In-Line Inspection is not feasible or does not yield satisfactory results. The selected Proposer must comply with U.S. Department of Transportation (“DOT”) standards on both In-line Inspection and Hydrostatic Testing and all other state and municipal regulations guiding similar testing activities.

This RFP identifies various services and activities associated with conducting an In-Line Inspection Test on the Transmission Line, which is located within a high consequence area in the City of Philadelphia. In addition to the mandatory tasks, safety requirements and facility requirements outlined within Section 2.2, “Overview of Services to be Provided”, Section 2.3, “Materials and Services to be Provided by the Selected Vendor,” and Attachment A-1, “Technical Specification for In-Line Inspection,” all work is to be conducted in accordance with (i) the requirements cited in Section 2.7, “Personnel Minimum Qualifications and Requirements,” and (ii) all City, State and Federal regulatory requirements, including without limitation those outlined in Section 2.20, “Governing Laws and Regulations.”

The selected Proposer must furnish sufficient labor, equipment, materials to perform the Test and clean the interior of the Transmission Line. Supplies will also include Test and dewatering fittings, flange receiver connections, manifold piping, valves, high pressure hose and temporary piping, pressure and temperature recorders, pumps, compressors, dead-weight testers, temperature and pressure gauges, drying equipment, pigs, swabs, charts and all other Test apparatus as may be required to complete this project.

2.3 Materials and Services to be Provided

The bullets below summarize the services required for this project and are outlined in more detail further in this section.

In-Line Inspection of the Transmission line including pipeline bore validation, deformation detection, metal loss detection, and GPS mapping.

(If Necessary) An 8 hour hydrostatic test of the Transmission line at a pressure of at least 90% of the SMYS.

The project deliverables, in accordance with Attachment A-1: Technical Specification for In-Line Inspection, and Attachment A-2: Technical Specification for Hydrostatic Test, are as follows.

2.3.1 In-Line Testing procedure

The selected Proposer shall provide a detailed Test procedure that meets PGW’s expectations and conforms to DOT guidelines as identified in Section 2.17 “Regulatory Framework,” Section 2.20 “Governing Regulations”, and Attachment A-1: Technical Specifications for In-Line Inspection.

2.3.2 Hydrostatic Test Procedure

The selected Proposer shall provide a detailed Test procedure that meets PGW’s expectations and conforms to DOT guidelines as identified in Section 2.17 “Regulatory

Framework,” Section 2.20 “Governing Regulations”, and Attachment A-2: Technical Specifications for Hydrostatic Testing.

2.3.3 Test Site Safety Plan

The selected Proposer must provide a Safety Plan to deal with emergencies at the worksite. The Safety Plan must include the following:

2.3.3.1 Plan for the notification of residents and local emergency providers of the Test, implementation timeline and the potential hazards of the Test prior to the commencement of any field-based activities (See Attachment E – “Emergency Responders and Occupant Contact Information”);

2.3.3.2 Detailed Safety Plan for selected Proposer to perform all work

2.3.3.3 Proposer must adhere to the PHMSA requirements as stated in 49 CFR part 199 (PHMSA drug and alcohol testing regulation) and 49 CFR part 40 (DOT drug and alcohol testing regulation). As a requirement for the submission of its proposal, each Proposer must provide PGW with a written copy of its U.S. DOT conforming employee drug testing program no later than the date the bid submission. Proposer’s anti-drug and alcohol programs must be satisfactory to PGW and PGW’S compliance agent. PGW and its compliance agent shall have the right to access the Bidder’s property and records for the purpose of ensuring compliance with 49 CFR Part 199.

2.3.3.4 Plan for residents’ evacuation and loss minimization through effective flood containment and immediate restoration of damaged pipeline in the event of a cracked pipe, water leaks or flood;

2.3.3.5 All documents and placards relating to safety arrangements including warning signs, notices, and diagrams, for PGW’s examination and approval.

2.3.4 In-Line Inspection of the Transmission Line

The selected Proposer shall provide all the tools and equipment necessary to complete In-Line inspection of the Transmission line including pipeline bore validation, deformation detection, metal loss detection, and GPS mapping.

2.3.5 Hydrostatic Test of the Transmission Line

In the event the In-Line inspection is determined not feasible, the selected Proposer must conduct a hydrostatic test of the Transmission Line in accordance with DOT Federal Regulation 49 CFR 192.505 and B31.8S A3 4.2. Test pressure must be maintained at 90% Specified Minimum Yield Strength (“SMYS”) of the Transmission Line for a minimum duration of eight hours. At the end of the Test, the selected Proposer shall dewater, dry and seal the tested pipes to prevent the entry of foreign particles.

2.3.5.1 Leak Repair

If leaks or failures are encountered during the hydrostatic test, the selected Proposer will supply labor, equipment and some materials to perform leak repair of the Transmission line.

2.3.5.2 Disposal of Hydrostatic Test Water and Transmission Line Drying

The successful Proposer will be responsible for the proper disposal of used water from the Test. PGW does not anticipate any contaminants or pollutants, but does not make any representations or warranties with respect to this statement.

2.3.5.2.1 Wastewater that has been characterized as safe for placement to a sanitary sewer may be discharged after pre-treatment with the PGW oily-water separator located at the Passyunk Plant, pending review of analytical data and approval from PGW and the Philadelphia Water Department.

2.3.5.2.2 Wastewater that has been approved through the Pennsylvania Department of Environmental Protection (PADEP) PAG-10 General Permit process may be discharged into the Schuylkill River through the public storm water outlets pending PADEP approval.

2.3.6 Hazardous Materials Disposal

If the selected Proposer encounters hazardous materials that require off-site transportation, treatment, and/or disposal, the selected Proposer shall provide PGW with manifest documents identifying the waste, EPA identification numbers, and addresses for all disposal, treatment, and/or waste transfer sites to be utilized.

2.3.7 Test Report

The selected Proposer must provide PGW with a complete Test Report detailing Test equipment, certification documents for Test measuring instruments, pressure records, and proof of retests and corrections associated with Test failure. The Test Report must be signed and certified by a professional engineer registered in the Commonwealth of Pennsylvania. The Test Report must be submitted to PGW within 30 (thirty) days after completion of in-line inspection, and within 5 (five) days after hydrostatic testing, repair, and disposal activities.

2.4 Materials and Services to be Provided by PGW

PGW will provide the following:

2.4.1 In-line inspection: The Transmission Line with launcher bypass line exhausted to atmospheric pressure, main control valves in the full open position and appurtenances prepared for testing;

2.4.2 Hydrostatic Testing: The Transmission Line completed depressurized and purged of natural gas, with main control valves in the full open position and appurtenances prepared for testing;

2.4.3 Maps and pipeline facilities information;

2.4.4 City of Philadelphia hydrant water from the PGW Passyunk Plant;

2.4.5 Sampling and chemical analysis of the Test water & Soil;

2.4.6 Non-hazardous Test water discharge points in the PGW Passyunk Plant;

2.4.7 Materials for pipe repair including pipeline repair sleeves, weld-over patches, and pipe coatings;

2.4.8 Electricity for onsite use at the PGW Passyunk Plant (receiver location).

2.4.9 In the event that hydrostatic testing is necessary, PGW will be responsible for reducing pressure and purging all gas in the pipeline.

2.4.10 PGW will provide a small staging area at the launching location (approximately 4600 sq ft). If any additional space is necessary, it will be the contractor’s responsibility to find the additional land. See ATTACHMENT F – Project Location Diagram and Directions

NOTE:

PGW shall contract a 3rd party to perform radiographic examination of all welds performed by the contractor on the Transmission Line. The selected vendor shall make his welds available for radiographic examination. No payment will be made for the selected vendors standby labor and equipment during radiographic inspection.

Provision of other support services (e.g. office trailers, portable toilets, dumpsters, high lifts and scaffolding) will be the responsibility of the selected vendor.

2.5 Term/Deadlines

It is the intentions of PGW to have the subject work proceed as soon as practicable after award of the contract. Proposers shall state the period of time they require to perform the work required hereunder and a tentative timetable of activities. The services to be provided as described herein may be required to be completed by September 30, 2017 at PGW’s election.

2.6 Scope of Work and Cost Proposals

2.6.1 Scope of Work

Each proposal shall include a proposed Scope of Work satisfying the objectives and tasks outlined in Section 2.2, “Overview of Services to be Provided”, Section 2.3, “Materials and Services to be Provided by the Selected Vendor,” Attachment A-1: “Technical Specification for In-Line Testing,” and Attachment A-2: “Technical Specification for Hydrostatic Testing.” Each proposal must detail the Test methods to be utilized, and shall include information on the approach and environmental permits to be utilized for the discharge and/or disposal of investigation derived waste. In addition to cost, the Proposers should provide details of labor and service requirements, site safety plans, personnel health and safety plans, Test reports, waste disposal plans and all permits and licensing needs for this job.

2.6.2 Cost Proposals

Each Proposer must submit a completed the Item Cost Tables in Attached B-1 & B-2, indicating lump sum proposals for the core services and materials to be provided. Further, each Proposer must also submit Attachment B-3 “Unit Rates for Certain Activities” to identify the unit rates and prices for those additional items that may need to be utilized at PGW’s direction during the course of the Test and associated activities. All proposed prices must include the cost of bonding as described in Section 2.21 “Bonding.”

Payment shall be by final invoice reviewed and approved by PGW. Invoices shall contain sufficient detail such that an evaluation of proper unit costs can be made.

2.7 Personnel Minimum Qualifications and Requirements

The selected Proposer will ensure that:

2.7.1 All personnel (including sub-contractors) conducting the test shall be experienced in the work required to perform the services that are the subject of this RFP Document. References of previous experience shall be provided in the proposal.

2.7.2 All personnel (including sub-contractors) performing in-line inspection shall be qualified and certified according with ANSI/ASNT ILI-PQ-2005.

2.7.3 All personnel (including subcontractors) conducting the handling of hazardous wastes must utilize personnel with active Federal HAZWOPER certifications, if required.

2.7.4 All personnel (including subcontractors) conducting the transportation and off-site disposal of hazardous and/or non-hazardous materials must hold applicable State and Federal certifications, permits and/or licensing.

2.7.5 All personnel (including subcontractors) conducting off-site storage, disposal, and/or treatment of waste must utilize a facility that is appropriate for the waste being stored, disposed, and/or treated, and must be a facility that is licensed and permitted to store, treat, or dispose of the waste, materials, or hazardous substances in good standing with all applicable City, State, and Federal regulations, certifications and codes.

2.7.6 All personnel (including subcontractors) will not lead to any stoppages, picketing or other labor disturbances. The selected vendor’s indemnification pursuant to Section 2.13 shall include any claims or losses arising from any labor disturbance.

2.8 Licensing

The selected vendor will be authorized to do business in the Commonwealth of Pennsylvania and comply with all pertinent state and federal requirements, codes and regulations.

If the selected vendor is a "business" as defined in The Philadelphia Code, Section 19-2601, the selected vendor must have a valid business privilege license issued by the City of Philadelphia's Department of Licenses and Inspections, authorizing the selected vendor to do business in the City of Philadelphia, prior to entering into any contract with PGW.

2.9 Information

All reports, surveys, tables, charts, diagrams, design work, product recordings and other data (including electronic, audio and video) or documentation prepared or compiled by the selected vendor in connection with the performance of its obligations under the contract, shall be the sole and exclusive property of PGW. The selected vendor shall retain in its files, sufficiently detailed working papers relevant to its engagement with PGW. The

selected vendor further agrees that its working papers will be held in the strictest confidence and will not be disclosed or otherwise made available to outside sources, except as required by law, without the written consent of PGW.

2.10 Confidentiality

Please note that the materials provided to Proposers in connection with this RFP Document include confidential proprietary information of PGW (including trade secrets and copyrighted material). Proposers are required to hold in confidence and not to disclose or reveal to any person or entity any such information without the prior written consent of PGW. Proposers may use such information solely in connection with preparation of the proposal pursuant to this RFP Document.

Proposer must agree to keep confidential any and all information concerning the plans, operations or activities of PGW which may be divulged by PGW or ascertained by Proposer in the course of performing services under any contract with PGW. In the event Proposer is required to disclose confidential information pursuant to a subpoena, order of a court, or other legal process, Proposer shall, upon notice of such required disclosure and prior to disclosure, immediately notify PGW and allow PGW the opportunity to inspect the information subject to disclosure, and in the event such disclosure is objectionable under any standard or rule of the court, Proposer shall exhaust all legal means to prevent disclosure.

2.11 Minority Participation

PGW has established an anti-discrimination policy relating to the participation of government-certified Minority, Women, Veteran, and/or Disabled Owned Business Enterprises; collectively known as Disadvantage Business Enterprises (“DBEs”) in contracts and in workforces, which policy is designed to provide equal opportunity for all businesses and persons to assure that its funds are not used, directly or indirectly, to promote, reinforce or perpetuate discriminatory practices. For this project, PGW has established a combined participation goal of 5% for Minority Owned

Business Enterprise (“MBE”), Women Owned Business Enterprise (“WBE”), Veteran Owned

Business Enterprise (“VOSBE”), and/or Disabled Owned Business Enterprises (“DSBE”);

collectively known as (“DBEs”). Each Proposer must use its best efforts to comply with and/or

exceed such goals. In furtherance of such purpose, each Proposer may employ some or all of

the following methods:

Contact DBEs that reasonably could be expected to submit a quote before the proposal

date and notify them of the nature and scope of the work to be performed.

Break down or combining elements of work into economically feasible units to facilitate

DBE participation.

Work with trade, community, or other organizations that provide assistance in

recruitment of DBEs.

Proposer shall secure the prior approval of PGW, which approval shall not be unreasonably withheld, before making any changes or modifications to contract commitments made by Proposer that affect DBE participation, including, without limitation, substitutions for its DBE contractors and subcontractors, changes or reductions in services provided by its DBE contractors and subcontractors or changes or reductions in the percentage amounts of commitments with its DBE contractors and subcontractors. Proposers must complete Attachment C (Demographic Survey) attached hereto and submit same with their proposals.

2.12 Insurance

Proposer shall procure and maintain, at its sole cost and expense, insurance with companies which have an A. M. Best’s rating of not less than A- and acceptable to PGW, with coverage limits of not less than stipulated below. Philadelphia Gas Works, Philadelphia Facilities Management Corporation and the City of Philadelphia and their respective officers, employees, directors, boards, commissions and agents, shall be included as Additional Insureds on the General Liability, Automobile Liability and Excess/Umbrella Liability Insurance policies. An endorsement is required stating that Proposer’s policies affording Additional Insured status will be primary to any other coverage available to PGW, PFMC, and the City of Philadelphia and their respective officers, employees, directors, boards, commissions and agents, and any insurance maintained by PGW will be excess and non-contributory. No act or omission of PGW, PFMC, and/or the City of Philadelphia shall invalidate the coverage.

2.12.1 Workers’ Compensation and Employers’ Liability.

Workers’ Compensation Insurance, as required by statute. Employers’ Liability coverage is to be carried with minimum limits of $1,000,000 each accident/$1,000,000 disease-policy limit/$1,000,000 disease-each employee.

2.12.2 General Liability Insurance.

Commercial General Liability is required with limits of not less than $1,000,000 Each Occurrence; $2,000,000 General Aggregate; $2,000,000 Products/Completed Operations Aggregate and $1,000,000 Personal/Advertising Injury. The policy shall also cover liability arising from liability assumed under an insured contract (including the tort liability of another assumed in a business contract), and Personal Injury (including, but not limited to, coverage for defamation, malicious prosecution and slander). Products/Completed Operations must be included and maintained for at least three (3) years beyond completion of the work required by contract in accordance with the terms thereof. ISO Contractual Liability Limitation Endorsement #CG21391093 shall not apply to the contract. Such policy must

contain a “Severability of Interests” clause. This insurance shall be excess over any other insurance, whether primary, excess, contingent or on any other basis that is available to the Proposer or its subcontractor covering liability for damages because of Bodily Injury or Property Damage for which the Proposer has been included as an Additional Insured. Philadelphia Gas Works, Philadelphia Facilities Management Corporation and the City of Philadelphia and their respective officers, employees, directors, boards, commissions and agents shall be included as Additional Insureds. The Additional Insured Endorsement(s) should also include Products/Completed Operations and “your work”. ISO endorsement CG20 37 07 04 or equivalent should be attached to policy. A copy of the actual Additional Insured Endorsement or policy wording is required.

2.12.3 Railroad Protective Liability. If applicable.

2.12.4 Automobile Liability Insurance.

Business Automobile Liability covering all owned, non-owned and hired autos is required with limits of not less than $1,000,000 Combined Single Limit for Bodily Injury and Property Damage; $5,000,000 if hazardous materials or waste are to be transported. Such policy must contain a “Severability of Interests” clause. Motor Carrier Safety Act (MCS90) and CA9948 Endorsements are to be attached if hazardous materials or waste are to be transported. Philadelphia Gas Works, Philadelphia Facilities Management Corporation and the City of Philadelphia and their respective officers, employees, directors, boards, commissions and agents shall be included as Additional Insureds. A copy of the actual Additional Insured Endorsement or policy wording is required.

2.12.5 Excess/Umbrella Liability Insurance.

Proposer shall provide evidence of Excess/Umbrella Liability Insurance with limits of not less than $10,000,000 in any one claim or occurrence. The Excess/Umbrella policy shall follow form and be excess of all underlying insurance required by this contact except Professional Liability/Errors and Omissions coverage as outlined below. Philadelphia Gas Works, Philadelphia Facilities Management Corporation and the City of Philadelphia and their respective officers, employees, directors, boards, commissions and agents shall be included as Additional Insureds. A copy of the actual Additional Insured Endorsement or policy wording is required.

2.12.6 Professional Liability/Errors & Omissions Coverage.

Evidence of Professional Liability/Errors & Omissions Insurance must also be provided with limits of not less than $5,000,000 Per Occurrence/Aggregate or Per Claim or Loss/Aggregate with a deductible not to exceed $100,000. Errors & Omissions Insurance shall be applicable to any occurrence arising out of the performance of services pursuant to any statement of work between the parties and, if applicable, shall cover liability arising from information technology services including, but not limited to, intellectual property infringement, privacy infringement, and computer or electronic information technology services.

Under an occurrence form, coverage required shall be maintained in full force and effect during the contract period. Under a claims made form, continuous coverage is required. Should an Extended Discovery Period or “tail” coverage be required in the event coverage is terminated, such coverage must be maintained for a period of not less than three (3) years. This insurance shall be primary with respect to any other insurance or self- insurance programs afforded the Proposer.

2.12.7 Contractor’s Pollution Liability.

If scope of services includes removal or handling of hazardous wastes or materials, Proposer or its subcontractor shall provide evidence of Contractors Pollution Liability (CPL) Insurance on an occurrence basis with a minimum limit of $5,000,000 each claim and a $5,000,000 aggregate, with a deductible not to exceed $100,000. Philadelphia Gas Works, Philadelphia Facilities Management Corporation and the City of Philadelphia and their respective officers, employees, directors, boards, commissions and agents shall be included as Additional Insureds. A copy of the actual Additional Insured Endorsement or policy wording is required

Coverage shall apply to slow & gradual and sudden & non-sudden pollution conditions including the discharge, dispersal, release or escape of smoke, vapors, soot, fumes, acids, alkalis, toxic chemicals, liquids or gases, waste materials or other irritants, contaminants or pollutants into or upon land, the atmosphere or any watercourse or body of water, which results in Bodily Injury or Property Damage. Bodily Injury shall include, but not be limited to, physical injury to any person, sickness, disease, mental anguish or shock sustained by any person, including death. Property Damage shall include, but not be limited to, physical injury to or destruction of tangible property including the resulting loss of use thereof; clean-up costs, and the loss of use of tangible property that has not been physically injured or destroyed. Coverage shall also include Defense Costs, including charges and expenses incurred in the investigation, adjustment or defense of claim for such compensatory damages.

2.12.8 Pollution Legal Liability.

If scope of services includes storing, treating or disposing of hazardous wastes or materials, the Proposer or its subcontractor shall carry Pollution Legal Liability (PLL) Insurance, or its equivalent, on an occurrence basis with a minimum limit of $5,000,000 each claim and a $5,000,000 aggregate with a deductible not to exceed $100,000. Philadelphia Gas Works, Philadelphia Facilities Management Corporation and the City of Philadelphia and their respective officers, employees, directors, shall be included as Additional Insureds. A copy of the actual Additional Insured Endorsement is required. In lieu of a Pollution Legal Liability policy, PGW will accept a Non-Owned Disposal Site Coverage Endorsement under the Contractor’s Pollution Liability policy including Philadelphia Gas Works, Philadelphia Facilities Management Corporation and the City of Philadelphia and their respective officers, employees, directors, boards, commissions and agents as Additional Insureds and the recycling facility as the non-owned disposal site.

2.12.9 ADDITIONAL PROVISIONS

Certificates of Insurance evidencing all required coverage shall be filed with PGW prior to the commencement of work. All certificates and policies shall contain a provision that coverage afforded will not be canceled or materially altered until at least thirty (30) days after prior written notice has been given to PGW. Renewal certificates and policies, as required, shall be forwarded to Philadelphia Gas Works for as long as professional contractor performs the work as specified in this contract.

It shall be the responsibility of the successful Proposer to ensure that all subcontractors carry insurance of not less than coverage and limits specified herein except to the extent that PGW’s Director of Risk Management may agree to lower limits on a case by case basis depending on the nature of the subcontractor's work. Proper evidence of this compliance must be forwarded to Philadelphia Gas Works prior to the inception of any work by subcontractor.

2.13 Indemnification

The selected vendor will be required in the contract to indemnify, defend and hold harmless PGW, PFMC, and the City of Philadelphia, and their respective officers, directors, boards, commissions, commissioners, agents, contractors, employees and/or their invitees, from and against any and all losses, costs (including, but not limited to, litigation and settlement costs and counsel fees), claims, suits, actions, damages, liability and expenses including, but not limited to, those in connection with loss of life, bodily injury, personal injury, damage to property, hazardous substances, contamination or adverse effects on the environment, failure to pay such subcontractors and suppliers, any breach of this agreement, and any infringement or violation of any proprietary right (including, but not limited to, patent, copyright, trademark, service mark and trade secret) resulting from Proposer’s acts or omissions or negligence or the acts or omissions or negligence of Proposer’s agents, subcontractors, officers, employees or servants under or in connection with this Agreement. This obligation to indemnify, defend and hold harmless PGW, PFMC, the City of Philadelphia and each of their respective employees, officers, directors, commissions, commissioners, agents, contractors, employees and/or invitees, shall survive the termination of this Agreement. Proposer’s indemnification expressly includes any claims for personal injuries or death made by or on behalf of Proposer’s employees against PGW,

PFMC, the City of Philadelphia and each of their respective employees, officers, directors, commissions, commissioners, agents, contractors, employees and/or invitees.

Without limiting the generality of the foregoing, the above indemnification provisions extend to Environmental Impact Claims. “Environmental Impact Claim” is defined as any claim, suit, judgment, cost, loss or expense (including attorney’s fees) which arises out of, is related to, or is based on the actual or threatened dispersal, discharge, escape, release or saturation of chemicals, liquids, gasses or any other material, irritant, contaminant or pollutant into the atmosphere, or on, onto, upon, in or into the surface or subsurface (a) soil, (b) water or water course, (c) objects, or (d) any tangible or intangible matter, whether sudden or not.

PGW does not indemnify.

2.14 Certificate of Non-Indebtedness

The Proposer will be required to certify and represent that Proposer and Proposer’s parent company(ies) and subsidiary(ies) are not indebted (at the time of signing of the contract) to the City of Philadelphia, PGW or PFMC (collectively the “City”), and will not at any time during the term of the contract (including any extensions or renewals thereof) be indebted to the City, for or on account of any delinquent taxes (including, but not limited to, taxes collected by the City on behalf of the School District of Philadelphia), liens, judgments, fees or other debts for which no written agreement or payment plan satisfactory to the City has been established. In addition to any other rights or remedies available to PGW at law or in equity, Proposer acknowledges that upon any breach or failure to conform to such certification PGW shall have the right to, and may, at the option of PGW, withhold payments otherwise due to Proposer, and, if such breach or failure is not resolved to PGW’s satisfaction within a reasonable time frame as specified by PGW in writing, this will offset any such indebtedness against said payments and/or terminate this Agreement for default (in which case Proposer shall be liable for all excess costs and other damages including reasonable attorney’s fees resulting from the termination).

2.15 Non-Discrimination

Proposer shall not discriminate or permit discrimination against any person because of race, color, religion, national origin, sex or sexual orientation. In the event of such discrimination, PGW may, in addition to any other rights or remedies available under the contract, at law or in equity, terminate any contract with Proposer forthwith.

Proposer shall comply with the provisions of Title VII of the Civil Rights Act of 1964 (42 U.S.C. §200d et seq.), §504 of the Federal Rehabilitation Act of 1973 (29 U.S.C. §794), The Age Discrimination Act of 1975, (42 U.S.C. §6101 et seq.), Title IX of the Education Amendments of 1972, (20 U.S.C. §1681), and 45 C.F.R. Part 92, as they may be amended from time to time, which together prohibit discrimination on the basis of race, color, national origin, sex, handicap, age and religion.

Proposer understands and agrees that no individual with a disability shall, on the basis of the disability, be excluded from participation in any contract of Proposer with PGW or from activities or services provided under such contract. As a condition of accepting and

executing such contract, Proposer shall comply with all provisions of the Americans with Disabilities Act, 42 U.S.C. §12101 et seq., and all regulations promulgated thereunder, as the Act and regulations may be amended from time to time, which are applicable (a) to Proposer, (b) to the benefits, services, activities, facilities and programs provided in connection with this Agreement, (c) to PGW, or the Commonwealth of Pennsylvania, and (d) to the benefits, services, activities, facilities and programs of PGW or of the Commonwealth.

Without limiting the generality of the preceding sentence, Proposer shall comply with the “General Prohibitions Against Discrimination,” 28 C.F.R. §35.130, and all other regulations promulgated under Title II of “The Americans with Disabilities Act,” as they may be amended from time to time, which are applicable to the benefits, services, programs and activities provided by PGW through contracts with outsider contractors.

2.16 MacBride Principles

Proposer certifies and represents that, to the best of its knowledge, (i) Proposer (including any affiliates under its direct control) does not have, and will not have at any time during the term of any contract with PGW (including any extension or renewal thereof), any investments, licenses, franchises, management agreements or operations in Northern Ireland and (ii) no product to be provided under any contract with PGW will originate in Northern Ireland, unless Proposer has implemented the fair employment principles embodied in the MacBride Principles.

In the performance of any contract with PGW, Proposer covenants that it will not utilize any suppliers, subcontractors at any tier (i) who have (or whose parent, subsidiary, exclusive distributor or affiliates have) any investments, licenses, franchises, management agreements or operations in Northern Ireland or (ii) who will provide products originating in Northern Ireland unless said supplier or subcontractor has implemented the fair employment principles embodied in the MacBride Principles. Proposer further covenants to include the provisions of this paragraph, with appropriate adjustments for the identity of the parties, in all subcontracts and supply agreements which are entered into in connection with the performance of any contract with PGW. Proposer covenants that it will cooperate with PGW and City's Director of Finance in any manner which PGW and the said Director deem reasonable and necessary to carry out PGW's and the Director's responsibilities under Section 17-104 of the Philadelphia Code which embodies the requirements set forth in this section. Proposer understands and agrees that any false certification or representation in connection with this section and any failure to comply with the provisions of this section shall constitute a material breach of any contract with PGW entitling PGW to all rights and remedies provided therein or otherwise available in law (including, but not limited to, Section 17-104 of the Philadelphia Code) or equity. In addition, Proposer understands that false certification or representation in connection with this section is subject to prosecution under Title 18 Pa.C.S.A. Section 4904.

2.17 Regulatory Framework

All Test activities shall be performed in accordance with applicable laws and the latest edition of the following codes or specifications, as applicable:

2.17.2 Gas Transmission and Distribution Piping Systems, ASME B31.8;

2.17.3 Commonwealth of Pennsylvania Public Utility Commission Regulations;

2.17.4 NACE Standard Practice SP0102-2010

2.17.5 NACE Standard Practice SP0204-2008

2.17.6 API STD 1104

2.17.7 PGW Specifications.

2.18 Safety Requirements

The PGW Passyunk Plant is an active natural gas processing and distribution facility. Personal protective equipment (“PPE”) is required to be worn by all personnel authorized to enter the site, and must be worn at all times while within the PGW Passyunk Plant and while working on the Transmission Line . All workers must wear steel-tipped boots, hard hats, safety glasses, and flame resistant clothing meeting the National Fire Protection Association (NFPA) 2112 Standard. All PPE must be supplied by the selected vendor while conducting Test and disposal activities at the PGW Passyunk Plant and along the Transmission Line. Flame resistant clothing will not be required for the optional pre-proposal site visit. Hard hats and safety glasses can be provided to vendors during the optional pre-proposal site visit by PGW to those who do not have their own.

In addition to the mandatory use of PPE, the selected Proposer must abide by specific safety requirements at the PGW Passyunk Plant. All contractors are required to fill out and submit daily PGW work permits to PGW Plant Protection. These work permits are to be submitted to PGW Plant Protection for approval by 2:00PM on the day prior to conducting any work activities within the PGW Passyunk Plant or along the Transmission Line, for each day that work activities are planned to occur. The selected Proposer will also be required to arrange for their workers to view a 2-hour safety video prior to commencing any work activities within the PGW Passyunk Plant or along the Transmission Line. The safety video needs to be viewed one time by each worker that is new to the PGW Passyunk Plant. Presentation of the safety video is to be arranged through PGW Plant Protection.

If the scope of services requires off-site storage, treatment or disposal of wastes, the selected storage, treatment, and/or disposal facilities described in the work plan must be appropriately licensed and permitted to store, treat, or dispose of the waste, materials, or hazardous substances as identified in Section 2.22 – “Off-Site Transportation and Disposal Facility Requirements”. In the event the storage or disposal facility loses its permitted status hereafter during the term of this agreement, PGW must be promptly notified.

By submitting its proposal, each Proposer warrants that it is aware of and understands the hazards which are presented to persons, property, and the environment in the performing of transportation, storage, remediation and disposal services as described in this RFP Document. The selected Proposer will transport, store, remediate and dispose of such materials in full compliance with applicable laws as identified in Section 2.20 – “Governing Laws and Regulations”.

2.19 Off-Site Transportation and Disposal Facility Requirements

Upon the date of submission of a proposal to this RFP Document, all proposed transporters, transfer stations, and disposal facilities to be utilized shall have the requisite environmental permits or licenses. From the commencement date of the contract between PGW and the selected vendor and continuing throughout the term of such contract, the transporters, transfer stations, and disposal facilities shall maintain compliance with all applicable existing and future federal, state and local laws, ordinances, rules, regulations, and requirements. The selected vendor shall certify such compliance to PGW and, upon request, provide evidence of such compliance. All Contractors and/or Subcontractors conducting the transportation and off-site disposal of hazardous and/or non-hazardous materials must hold applicable State and Federal certifications, permits and/or licensing.

All Contractors and/or Subcontractors conducting off-site storage, disposal, and/or treatment of waste must utilize a facility that is appropriate for the waste being stored, disposed, and/or treated, and must be a facility that is licensed and permitted to store, treat, or dispose of the waste, materials, or hazardous substances in good standing with all applicable City, State, and Federal regulations, certifications and codes.

The disposal facilities may be landfills, recycling facilities or resource recovery facilities. In any case, the disposal facilities shall be designed to provide the maximum environmental protection and the least environmental impact practicable. Specifically, if the disposal facility is a landfill it must be designed and operated in accordance with applicable federal, state and local environmental regulatory requirements but in no case to a lesser standard than those stated in the Part 258 Standards under RCRA Subtitle D and, if in Pennsylvania, those stated in 25 PA Code, Chapter 273, as may be amended from time to time. If the disposal facility is a resource recovery or waste-to-energy facility it must be designed and operated in accordance with applicable federal, state and local environmental regulatory requirements but in no case to a lesser standard than those stated in the Section 111(d) Emission Guidelines for Municipal Waste Combustors under the Clean Air Act Amendments and, if in Pennsylvania, 25 PA Code, Chapter 283, as may be amended from time to time.

PGW may schedule visits to the disposal facility proposed to be utilized for this project, so that PGW can inspect such proposed facility. During the facility visits, Proposers must ensure that appropriate personnel are available to answer any PGW questions.

2.20 Governing Laws and Regulations

Any contract entered into by PGW will be executed in and shall be governed by the laws of the Commonwealth of Pennsylvania. The selected vendor will agree to comply with all court orders, injunctions and decrees, laws, ordinances, executive orders, rules, regulations, interpretations and requirements (including, without limitation, those relating to the

2.21 Bonding

Upon the execution of the contract, the selected Proposer shall, at its sole cost and expense, provide PGW with 100% performance, labor and material bonding in a form and with a surety acceptable to PGW, as security for the faithful performance of and compliance with all the terms and conditions of the contract. PGW and PFMC shall be named as

obligees thereon. Bonding shall be for the duration of the term of the contract, and any all renewal terms or shall be renewed in a sequence to achieve such duration.

2.22 Certain Required Disclosures

In accordance with the City of Philadelphia’s contract reform legislation, codified as The Philadelphia Code Title 17 Chapter 17-1400, persons and entities who wish to provide goods and services to PGW must provide certain information about contributions they have made to elected City of Philadelphia officials or candidates for City of Philadelphia offices. All Proposers must therefore complete Attachment D and include such completed attachment with their proposal. Please note that the selected vendor will be required to update such disclosure during the term of its agreement with PGW and for one year thereafter.

3 Instructions to Proposers

3.1 Proposal Preparation Requirements

3.1.1 Proposals must be prepared in English on 8 ½ x 11 inch paper with tabbed indexes separating the following seven (7) completed sections in the following order:

3.1.1.1 Tab 1: Transmittal letter;

3.1.1.2 Tab 2: Scope of work. Proposed scope of work, work plan and timeline to provide the scope of work described in Section 2 of this RFP.

3.1.1.3 Tab 3: Proposal Pricing:

3.1.1.3.1 Proposer shall complete and submit Attachment B-1 “Item Cost Table: In-Line Inspection,” Attachment B-2: “Item Cost Table- Hydrostatic Testing,” and Attachment B-3: “Unit Rates for Certain Activities.”

3.1.1.4 Tab 4: Completed Section 4 of this RFP Document. All Proposals must include the following information and be signed (at the end of Section 4) as follows:

3.1.1.4.1 If the Proposal is made by an individual, the Proposal must be signed by the individual, the individual’s full name must be typed or printed under the signature line and the Proposal must include the individual’s mailing address.

3.1.1.4.2 If the Proposal is made by a partnership, the Proposal must:

a) Be signed by at least one of the general partners with

authority to bind the partnership and the name of the general

partner must be typed or printed under the signature line;

b) Include the name and mailing address of the partnership; and

c) Attach a copy of the partnership agreement, or other

document authorizing the general partner to sign the Proposal

to bind the partnership.

3.1.1.4.3 If the Proposal is made by a corporation, the Proposal must:

a) Be signed by the president or vice president of the

corporation, and the secretary or treasurer must attest the

signature and the names of the corporate officers must be

typed or printed under the signature lines;

3.1.1.4.4 If the Proposal is made by a joint venture, the Proposal must:

a) Be signed by all joint venture partners and the names of the joint venture partners must be typed or printed under the signature lines;

b) Include the name and mailing address of the joint venture; and

c) Attach a copy of the joint venture agreement or other documentation signed by each member of the Joint Venture and, if applicable, any documentation necessary to show that the individuals signing on behalf of each joint venture partner are authorized to bind the joint venture.

3.1.1.5 Tab 5: Qualification and Experience of Proposer. Each Proposer must include a Statement of Qualifications and listing of prior relevant experience with its proposal.

3.1.1.5.1 Provide a list of all Subcontractors that the Proposer intends to use to complete the work as described in this RFP.

3.1.1.5.2 Provide the names and resumes of each person who would be providing services hereunder, as well as corporate references from previous projects and/or clients;

3.1.1.5.3 Indicate whether the individual is a full time employee of Proposer’s organization (and if so for how long) or a Subcontractor. If the individual is a Subcontractor, list the engagements (and the particular responsibilities on each engagements) that the Subcontractor has previously worked for Proposer;

3.1.1.5.4 Indicate the areas of the scope of services that each individual will be involved with or have responsibility for;

3.1.1.6 Tab 6: Provide sample deliverables for prior similar engagements (including procedures for in-line inspection and hydrostatic testing, completed inspection reports, leak repair procedures, safety plans, etc.).

3.1.1.7 Tab 7: Completed Attachments C and D, and any other additional items required to be completed under this RFP Document.

3.1.2 One (1) original Proposal, one (1) copy and one (1) CD containing a searchable PDF readable by Adobe Reader 7.0 or higher of the proposal, must be submitted in a sealed envelope or envelopes addressed to PGW Supply Chain Department, Philadelphia Gas Works, 800 W. Montgomery Avenue, Philadelphia, Pennsylvania 19122. The name and address of the Proposer must also appear on the face of the envelope. The PDF file name should be as follows: PROPOSER_RFP_######.PDF where Proposer is your company name and ###### is the PGW RFP id number.

3.1.3 Failure to answer all questions completely and furnish all information required in this RFP Document may result in disqualification of the Proposer. PGW reserves the right to thoroughly investigate the financial status and experience of the Proposer.

3.1.4 It shall be the responsibility of the Proposer to deliver the Proposal and all other required items to the location specified in Section 1 of this RFP Document on or before the due date and time set forth in Section 1.1.

3.1.5 Oral communications from PGW personnel or other persons shall not be binding on PGW and shall in no way modify the provisions of this RFP Document. Official responses of PGW to inquiries regarding this RFP Document shall be issued by PGW in writing as addenda, and only such written responses shall be binding on PGW as modifications to this RFP Document.

3.2 Duration of Proposal

In consideration of the PGW’s evaluation of the submitted Proposals, each Proposer agrees that its Proposal shall be a firm offer to PGW, and shall remain open for acceptance by PGW for a period of at least one hundred and twenty (120) days beginning with the submission due date set forth in Section 1 of this RFP Document, as may be revised by addenda.

5 Proposal Evaluation, Negotiation and Contract Award

5.1 Disqualification of Proposers

5.1.1 If more than one Proposal is received from any individual, firm, partnership, corporation, or association, under the same or different names, said Proposals will not be considered. Reasonable grounds for believing that any Proposer has an interest in more than one Proposal will cause the rejection of all Proposals in which such Proposer is interested. If there is reason to believe that collusion exists among Proposers, none of the participants in such collusion will be considered. Similarly, unsolicited proposals may not be considered.

5.1.2 No Proposal shall be received from, or contract awarded to, any PGW or City of Philadelphia employee or official who may have any direct or indirect interest in such submitted Proposal or contract.

5.2 Qualification of Proposers

5.2.1 PGW will carefully consider the Proposer's qualifications, proposed financial consideration, experience, financial responsibility, proposed scope of services and timeline in evaluating each Proposal. In PGW's evaluation, the Proposal as a whole may bear more weight than the individual parts of the Proposal.

5.2.2 Following PGW’s review of the submitted proposals, PGW may select one or more Proposers with which to negotiate. PGW shall notify Proposer(s) of selection for negotiations. The date that the Proposer’s receipt of the notification is confirmed by PGW, is referred to herein as the “Notification Date.”

5.2.3 Respondents to this RFP Document are subject to Philadelphia Code (Chapter 20-600) and the Pennsylvania Ethics Act (65 P.S. Section 401 et.seq.) All respondents are required to disclose any potential conflict caused by PGW or City of Philadelphia employees having a financial interest in the entity entering into a contract or agreement with PGW.

5.3 General Reservation of Rights

Any response to this RFP Document, including written documents and verbal communication, may be subject to public disclosure by PGW, or any authorized agent of PGW and any materials submitted or ideas elicited in response to this RFP Document shall be the sole and absolute property of PGW with PGW having title thereto and unrestricted use thereof.

5.3.3 PGW reserves the right to reject as informal or non-responsive any Proposal that, in PGW’s sole judgment, is incomplete, is not in conformity with Applicable Law, is not responsive to this RFP Document, or contains ambiguities or services not called for by this RFP Document.

5.3.4 Without limiting the generality of any other provision of this RFP Document, PGW reserves the right, at any time prior to execution of an agreement with the selected vendor, to exercise all or any of the following rights and options, which rights and options PGW may exercise to the extent that PGW, in its sole discretion, deems to be in its best interests:

5.3.4.1 To request additional or supplemental information (including but not limited to information inadvertently omitted by any Proposer in response to this RFP Document) from any or all Proposers;

5.3.4.2 To accept or reject, at any time prior to its execution of an agreement, any or all Proposals or any part thereof submitted in connection with this RFP Document;

5.3.4.3 To accept or reject any or all of the items in any Proposal and award the contract in whole or in part if it is deemed in PGW’s best interest to do so;

5.3.4.4 To waive any informality, defect, non-responsiveness, or derivation from this RFP Document that is not, in PGW’s sole judgment, material to the Proposal;

5.3.4.5 To negotiate unacceptable provisions incorporated within an otherwise acceptable Proposal submitted in response to this RFP Document;

5.3.4.6 To reject without evaluation any Proposal that is incomplete, unclear, conditional, or which contains irregularities of any kind;

5.3.4.7 To reject any Proposal that in the sole discretion of PGW is not in the best interest of PGW;

5.3.4.8 To re-issue this RFP Document without change or modification;

5.3.4.9 To issue a subsequent RFP Document for this project with terms and conditions that are substantially different from the terms and conditions set forth in this RFP Document;

5.3.4.10 To cancel this RFP Document with or without issuing another RFP Document;

5.3.4.11 To supplement, amend, substitute, or otherwise modify this RFP Document at any time prior to execution of a final agreement with a Proposer;

5.3.4.12 To reject the Proposal of a Proposer that, in PGW’s sole judgment, has been delinquent or unfaithful in the performance of any contract with PGW, or is financially or technically incapable of performing the services required in this RFP Document, or is otherwise not a responsible Proposer;

5.3.4.13 To permit or reject, at PGW’s sole discretion, amendments (including information inadvertently omitted), modifications, alterations and/or corrections of Proposals by some or all of the Proposers following Proposal submission;

5.3.4.14 To request that some or all of the Proposers modify Proposals or provide additional information following evaluation by PGW;

5.3.4.15 To conduct such investigations as PGW considers appropriate with respect to the qualifications of any Proposer and/or any information contained in any Proposal;

5.3.4.16 To request clarifications of any unclear Proposal;

5.3.4.17 To negotiate simultaneously, or otherwise, with one or more Proposers;

5.3.4.18 To discontinue and resume negotiations with one or more Proposers;

5.3.4.19 To rescind its rejection of any Proposal(s) and negotiate (or resume negotiations) with a previously rejected Proposer;

5.3.4.20 To not proceed with the process described in this RFP Document, or to change any time schedules set forth herein;

5.3.4.21 To not enter into an agreement pursuant to this RFP.

5.3.5 PGW intends to enter into contract negotiations with the selected vendor. However, PGW reserves the right to terminate any negotiations at any time or conduct simultaneous, competitive negotiations with multiple Proposers. PGW reserves the right to negotiate acceptable terms in an otherwise unacceptable proposal. Such negotiations may result in changes to material terms of this RFP Document; in such event, PGW shall not be obligated to inform other Proposers of the changes, or permit them to revise their Proposals accordingly, unless PGW, in its sole discretion, determines that doing so and permitting such is in PGW’s best interest. Should negotiations not prove satisfactory with the recommended Proposer(s), PGW reserves the right to discontinue negotiations with the recommended Proposer(s) and additional firms may be asked to enter into negotiations or PGW may solicit new Proposals or issue a new RPF document.

5.4 Award

5.4.1 PGW intends to award the agreement to the selected vendor whose Proposal best satisfies the scope of services described in Section 2 and Attachments A-1 a A-2, and is otherwise in the best interest of PGW. The determination of award shall be made by PGW, in its sole discretion, which decision shall be final. PGW may employ such analysis techniques and professional consultants for Proposal evaluation as it deems necessary. PGW may request submission of additional information to assist it in evaluating a Proposal, and the Proposer shall cooperate fully with such request. The contract resulting from this RFP Document will be awarded to the qualified Proposer whose Proposal is the most advantageous to PGW. PGW may condition an award on the selected vendor’s agreement to such terms and conditions as required by PGW including, but not limited to, PGW’s indemnification.

ATTACHMENT A-1 - Technical Specification for In-Line Testing

The following are the technical details of the deliverables or In-Line Testing of the Transmission Line:

a. Site Safety Plan

i. The selected vendor shall submit a site-specific safety plan that

addresses all safety issues. The safety plan must provide guidance on measures implemented during project activities to reduce potential hazards associated with the Test on the Transmission Line, and response measures required in the event of an emergency.

ii. The selected vendor shall notify all residents and emergency authorities identified in Attachment E of this RFP Document prior to commencing Test procedures on the Transmission Line.

iii. The selected vendor shall review the testing specifications and procedures with all personnel (including subcontractors) and PGW personnel prior to Test to be certain that all equipment is adequate and duties are organized for a safe and successful Test.

iv. Areas where Test equipment is being used shall be clearly marked by the selected vendor, and entry of unauthorized personnel shall not be permitted.

v. The selected vendor shall have PGW approved Operation Qualification Plan in place.

vi. The selected vendor shall safeguard personnel and property during testing.

b. Written Test Procedure

i. The selected vendor will develop a detailed written In-Line Inspection

Testing Procedure that meets PGW approval. The procedure shall include but is not limited to the following:

1. A step-by-step procedure for performing the Test. 2. Details of responsibilities the selected vendor intends to assign to

PGW in order to perform a successful Test; 3. Plan for launcher & receiver installation. 4. Selected vendors plan for waste disposal & site cleaning. 5. Plans for meeting any other requirements as specified in the DOT

standards defined in 49 CFR Part 192-199, NACE Standard Practices SP0102-2010 & SP0204-2008, API STD 1104, and this technical specification.

c. Test Plan

i. The selected vendor shall submit for PGW approval a description of the

proposed testing plan at least 30 days in advance of Test. The description shall include:

a. Approximate area needed for piping and equipment b. Staging plan c. Launcher, receiver, and temporary piping installation d. Plan for securing test area

9. Procedure for each step of the inspection process, including but not limited to:

a. Pipeline Cleaning b. Pipeline bore validation, c. Deformation detection, d. Metal Loss Detection e. GPS mapping

10. Plan for launcher & receiver removal and site cleanup 11. Details of repair activities to be undertaken in the event of

sections of pipe needing immediate correction; 12. Plans for meeting any other requirements as specified in the DOT

standards defined in 49 CFR Part 192-199, NACE Standard Practices SP0102-2010 & SP0204-2008, API STD 1104, and this technical specification.

d. Test Equipment and Facilities

i. All tools used for in-line inspection shall be qualified under API 1163, In-

Line Inspections Systems Qualification Standard. ii. The selected vendor shall provide all labor, equipment, material, and

services including but not limited to:

1. Launcher & Receiver piping 2. Temporary Valves if necessary; 3. High pressure hose/temporary piping 4. Pressure and temperature recorders; 5. Temperature and pressure gauges; 6. Squeegees, brush pigs & swabs; 7. Charts; 8. All instrument lines required for Test. All lines shall be either high

pressure tubing or hose. 9. All other Test apparatus as may be required by PGW; 10. Copies of equipment certifications/calibrations shall be submitted

to PGW.

iii. The selected vendor will be required to furnish all labor, equipment, material, and services to perform the complete in-line inspection, including, but not limited to furnishing all Test and dewatering fittings, flange receiver connections, manifold piping, valves, high pressure hose, pressure and temperature recorders, pumps, compressors, dryers, dead weight testers, temperature and pressure gauges, drying equipment, pigs, swabs, charts and all other Test apparatus as may be required by the Owner for a complete turnkey operation.

e. Transmission Line Cleaning

i. Brush type cleaning pigs shall be run through the Transmission Line in

advance of the Test by the selected vendor. All pigs shall be run with 450 psig natural gas, utilizing 6” bypass line installed at 0-60 Station. The bypass line must be capable of moving the pig at a rate between two (2) and five (5) miles per hour.

ii. The selected vendor shall furnish and run brush type pigs, or two combinations of brush and abrasive foam pigs, in such number and combination as to effectively clean the interior of the Transmission Line. The cleaning process shall remove dirt, mill scale, slag, rust, and other like materials from the pipe wall.

iii. The pipe shall be considered to be sufficiently cleaned when, in the opinion of PGW, additional cleaning will not remove significant additional material from the Transmission Line. This condition will be achieved when the following procedures and results are obtained:

iv. Each cleaning pig shall be run at an average speed between two to five miles per hour. The travel speed shall be regulated by restricting air flow into, and from, the pipe section.

v. When the cleaning pig is received in the trap, the blowdown valve shall be closed and the line pressurized to not less than 100 pounds per square inch. With the Transmission Line valves closed and the trap isolated, the trap shall be blown down and the pig removed. The block valve shall be fully opened to allow rapid depressurization of the Transmission Line.

vi. In the event entrained dirt or other solids are visible during the blowdown procedure or following the pig runs, then the cleaning procedure shall be repeated.

f. In-Line Test Requirements

Selected vendor will supply all tools, equipment, and personnel necessary for the following capabilities:

i. Pipeline bore validation 1. The selected vendor shall be able to validate dimensions and

geometry of pipe to determine if a full in-line inspection will be feasible. In the event that in-line inspection is not feasible, the selected vendor must be prepared to immediately begin preparation for hydrostatic testing.

ii. Deformation Detection

1. The selected vendor shall have the capability to detect and verify ovality, dents, or any other deformation in the pipe.

iii. Metal Loss Detection 1. Detect and determine size of metal loss in pipe – minimum 10%

wall loss detection required iv. GPS Mapping

1. Provide GPS coordinates (Latitude, Longitude, & Depth) for entire length of pipe

2. To include accurate locations of all girth welds, bends, fittings, wrinkles, ovalities, cracks, wall loss, and any other anomalies detected.

g. Hazardous Materials Disposal

i. In the event that the selected vendor generates any hazardous waste that

is slated for off-site disposal and/or treatment, the selected vendor will provide PGW with a legible, completed copy of all manifests properly identifying all materials and wastes being removed for off-site disposal. Each manifest must include all required EPA identification numbers and addresses for all disposal and transfer sites utilized for this project.

h. Test Report

i. The selected vendor will supply PGW with a technical report that provides

information and a description of the methods utilized for conducting the Test of the Transmission Line, the findings and associated recommendations based on the Test results.

ii. The selected vendor shall submit the technical report within 30 days after Test activities have been completed (in duplicate) to PGW. The Test report shall include but not be limited to:

1. Detailed description of test methods used for inspection 2. Certification documents for all equipment used 3. Description of the Transmission Line Test section, with profile and

data on size, wall thickness, grade, etc. 4. Owner name; 5. Description of the starting and terminal point of the Test; 6. Date and time the Test start; 7. Date and time the Test end; 8. A description and map of the Transmission Line including GPS

coordinates of: a. Entire pipe run b. All girth welds, bends, fittings, wrinkles, ovalities, cracks,

wall loss, and any other anomalies detected. 9. A list of all defects detected, noting the severity and

recommendation for repair 10. Analysis of all defects to include fracture mechanics calculations

to quantify the life cycle of the pipeline, and determine where in the system it is necessary for repair work to be done.

11. Documentation on public notifications and specific actions and manifests associated with the discharge/disposal of all investigation derived wastewater and/or soil with corresponding date(s) of notification, testing, and discharge/disposal activities.

i. Repairs i. Should the results of the in-line inspection identify section(s) of the

pipeline in need of repair, the selected proposer, if qualified has the option to complete the repair work.

ii. Unit prices for labor and equipment listed in Appendix B-3 will be the basis for payment for labor and equipment used by the successful vendor for repair.

iii. The successful vendor will be paid for only his labor, materials and equipment directly used to investigate and repair the pipe.

iv. There will be no additional payment for successful vendor labor, material and equipment that is not directly involved with pipeline repair.

v. Material for repair will be provided by PGW including weld over sleeves, fabricated sleeves, or other repair material but does not include welding rod and welding accessories.

vi. All weld repairs to the Transmission line are subject to radiographic inspection. The successful vendor shall make any excavations made to facilitate repair available for radiographic inspection by PGW’s 3

rd party

vendor. vii. PGW may elect to examine the site of a repair. The successful vendor

shall make any excavations made to facilitate repair available to PGW for examination of the pipe coating and its environment by PGW.

viii. There will be no additional payment for successful vendor stand-by time associated with radiographic inspection of the pipeline repair or for pipeline examination by PGW.

Hydrostatic Testing will be necessary if it is deemed that in-line inspection is not feasible due to the pipeline properties of the transmission piping. Hydrostatic testing equipment must be on-site, or the selected vendor must have the capability to mobilize hydrostatic testing equipment within 24 hours of the determination that in-line inspection is not feasible. All planning must be done prior to in-line inspection. The following are the technical details of the project’s deliverables:

a. Site Safety Plan i. The selected vendor shall submit a site-specific safety plan that

addresses all safety issues. The safety plan must provide guidance on measures implemented during project activities to reduce potential hazards associated with the Test on the Transmission Line, and response measures required in the event of an emergency.

ii. The selected vendor shall issue a statement to all persons connected with Test activities, warning of hazards of failure under pressure.

iii. The selected vendor shall review the testing specifications and procedures with all personnel (including subcontractors) and PGW personnel prior to Test to be certain that all equipment is adequate and duties are organized for a safe and successful Test.

iv. “DANGER PIPELINE UNDER PRSSURE TEST” and “NO PARKING” notices shall be placed at all road crossing and other access points by the selected vendor.

v. Areas where Test equipment is being used shall be clearly marked by the selected vendor, and entry of unauthorized personnel shall not be permitted.

vi. The selected vendor shall have PGW approved Operation Qualification Plan in place.

vii. The selected vendor shall safeguard personnel and property during testing.

viii. PGW and selected vendor personnel working directly with the Test equipment shall locate the pressure and temperature recorders, deadweight tester and all other equipment at least 100 feet away from the facility being tested.

7. Plans for meeting any other requirements as specified in the DOT standards for hydrostatic testing defined in 49 CFR Part 192-199 and this technical specification.

c. Test Plan i. The selected vendor shall submit for PGW approval a description of the

services to perform the complete pressure testing, including but not limited to:

1. All fill, Test and dewatering fittings; 2. Manifold piping; 3. Valves; 4. High pressure hose; 5. Pressure and temperature recorders; 6. Dead weight testers; 7. Temperature and pressure gauges; 8. Squeegees; 9. Brush pigs & swabs; 10. Charts; 11. All other Test apparatus as may be required by PGW; 12. Dead weight testers, temperature and pressure recorders shall be

in first class condition and shall have been certified for accuracy within the past six months;

13. Copies of certifications shall be submitted to PGW. ii.The selected vendor shall supply fill equipment consisting of, but not

limited to: 1. High volume pump(s) capable of filling the Transmission Line with

water at a sufficient rate to prevent the inclusion of air in the Test section.

2. A flow meter sized to accommodate the maximum flow rate and volumes required for filling the Test sections and to meter the Test water in the disposal line.

3. Chemical injection pumps capable of injecting, specified quantities of inhibitor, biocide, and/or oxygen scavenger into the fill line, if required.

4. A variable speed, positive displacement pump capable of pressuring the line to a minimum of 100 pounds per square inch (“psig”) in excess of the maximum specified Test pressure. The pump shall be capable of maintaining a constant and uniform pressurization rate. The pump shall be equipped with either a solenoid-type stroke counter or meter to measure the amount of Test liquid added during pressurization. If a meter is used, it shall have an accuracy of one percent and sensitivity of 0.1 percent of the estimated volume of liquid required to produce the maximum Test pressure.

5. Certified dead weight balance with individual weights required for measuring up to the specified Test pressures in maximum increments of 0.1 psi. Dead weights shall be identified and traceable through a serial number permanently affixed to the balance.

6. Bourdon pressure gauges with 6-inch minimum diameter, suitable pressure increments, and a pressure rating capable of measuring the full range of specified Test pressures.

7. Pressure recorders covering a minimum 24 hour range and possessing either a 10-inch minimum diameter chart size or an 8-

inch minimum chart width for strip recorders. Pressure recorders shall be dead weight tested and calibrated prior to each Test.

8. Temperature recorders covering a minimum 24 hour range and capable of measuring temperatures from 32F to 125F. Temperature recorders shall have either a 10-inch minimum diameter chart or an 8-inch minimum chart width for strip recorders.

9. Test headers capable for launching/receiving multiple runs of pigs and possessing connections for required instrumentation and monitoring equipment.

10. Cleaning, filling and dewatering pigs with new cups and brushes after each run.

11. Strainers/filters for use in the water supply line intake having a 100 mesh screen/cartridge to prevent pumping foreign material into the Transmission Line.

12. All mainline valves shall be placed in the full open position so that the valve seats and gate segments are not subjected to the Test pressure. All check valves shall be secured in the full open position.

13. The selected vendor shall install Test manifolds at points designated by PGW. All welds made in the installation of the manifolds shall be in accordance with API Standard 1104 Specifications; however, radiographic inspection may not be required for these specified welds.

14. All vents and other connections shall be opened as required to eliminate air from the lines during filling operations by the selected vendor.

15. The selected vendor shall supply and install all instrument lines required for Test. All lines shall be either high pressure tubing or hose.

16. After all pretest operations are completed, the selected vendor shall install the water filter unit on the fill pump discharge line. The selected vendor shall install a pressure dial gauge on the fill pump discharge for observing the heads encountered during pressurizing. This gauge shall not be used for accumulation of data, but the highest pressure obtained during the filling operation shall be noted on the record.

iii. The selected vendor will be required to furnish all labor, equipment, material, and services to perform the complete pressure testing, including, but limited to furnishing all Test and dewatering fittings, flange receiver connections, manifold piping, valves, high pressure hose, pressure and temperature recorders, pumps. Compressors, dryers, dead weight testers, temperature and pressure gauges, drying equipment, pigs, swabs, charts and all other Test apparatus as may be required by the Owner for a complete turnkey operation.

e. Hydrostatic Test Water Supply and Treatment

i. PGW will provide the selected vendor with City of Philadelphia hydrant water for the Test. The selected vendor shall provide adequate strainers and filtration as needed.

ii. The PGW Transmission Line shall be filled with City of Philadelphia hydrant water. The hydrant is located at the PGW Passyunk Plant, located at 3100 Passyunk Avenue in Philadelphia PA.

iii. Treatment, or filtering of the PGW supplied City of Philadelphia hydrant water is not anticipated.

iv. Should the selected vendor elect to supply Test water from another location, it shall be approved by PGW, and if necessary, the water shall be filtered to prevent introduction of objectionable constituents into the Transmission Line.

v. The selected vendor will then be responsible for obtaining all required permits from the City of Philadelphia Water Department.

vi. A backflow preventer must be used when taking water from a City of Philadelphia hydrant by the selected vendor.

f. Hydrostatic Test Requirements i. Test Pressure

1. The MAOP of the pipeline is 500 psig and it operates in a class 3 location. The selected vendor Test must pressurize the pipeline to 90% Specified Minimum Yield Strength (“SMYS”) of the Transmission Line for a minimum duration of eight hours.

2. At a minimum, the test shall include: a. A hydrostatic test with a high point test pressure equivalent

to 90% SMYS, approximately 1000 psig. b. The target Test pressure shall be maintained for a

minimum period of eight hours. If the test passes the selected vendor will provide:

i. A written hydrostatic retest program with a technically justifiable interval, or;

ii. An engineering critical assessment to evaluate the risk and identify further mitigation methods.

c. In the event of a test failure the selected vendor will provide:

i. Location of the leak; ii. Date and time the leak was detected; iii. Date and time the leak was found; iv. Cause of the leak; v. A recommendation for repair of the failed section.

g. Transmission Line Fill and Hydrostatic Test General Procedure The following general procedure shall govern the Test:

i. When the line is filled and pressurization begins, a log record shall be maintained which accurately shows the pressure/volume relationship by the selected vendor.

ii. The selected vendor shall make provisions to allow personnel from the PGW Chemical Laboratory to conduct sampling of the Test water for chemical analysis post pipe filling and before the Test begins.

iii. Water volume shall be measured by use of a positive displacement meter or by a stroke counter on the pump.

iv. Pressure shall be measured with an indicating pressure gauge readable in pressure increments not exceeding 10 pounds per square inch and accurate to plus or minus 0.2 percent of full scale.

v. The official pressure (strength) Test shall not begin until the fill water temperature reaches near equilibrium temperature with the surroundings, considering the river crossing.

vi. The Test may begin when the pressure measured with a dead weight tester does not vary more than plus or minus 2 pounds per square inch during the hour immediately preceding commencement of the Test.

vii. The following listed instruments shall be used to monitor and measure the Test data by the selected vendor:

1. Dead weight tester capable of accurately measuring in one pound per square inch increments. The instrument shall be in good condition and shall have been certified for accuracy within the past six months.

2. Recording pressure gauge with circular chart graduated in maximum 20 psig increments. This pressure gauge shall be calibrated against the dead weight tester and shall be accurate to within plus or minus 10 pounds at the Test pressure.

3. Temperature recorders to monitor the Transmission Line internal temperature and ambient temperature. The recorder chart shall be divided into maximum one degree Fahrenheit increments.

viii. The official Test shall not commence until authorized by PGW, and shall be continued or terminated as prescribed by PGW.

ix. The Test pressure shall be measured each thirty minutes using the dead weight tester by the selected vendor. Measurement data, including pressure, pipeline temperature, ambient temperature and observations shall be recorded on acceptable forms approved by PGW.

x. The Test shall not be considered successfully concluded should an unexplained appreciable pressure loss be indicated by the recorded Test data.

xi. Should pressure deviations indicate that a leak exists, then the selected vendor should check all possible sources of leaks by verifying that all valves, instrument lines, exposed piping, and Test equipment used in the Test did not contribute to the leak. Should no leaks be associated with the materials and equipment used in the Test, then a pipeline leak is indicated.

xii. At this point the selected vendor shall furnish labor and equipment to locate and repair the leak and failure associated with the Transmission Line. After repairs are made the selected vendor shall refill and restore the pressure to that point at which it failed and a leak was detected.

xiii. In the event a continuous decrease in pressure is observed, the selected vendor shall re-pressure the section to the specified Test pressure after an elapsed period of two hours. If a continuation of pressure loss is observed within the next two hour period, a leak is evident; therefore, the

selected vendor shall discontinue the Test until the leak has been located and subsequent repair(s) made. If the pressure stabilizes, the selected vendor shall re-pressure to the specified Test pressure and proceed with the Test program. The selected vendor shall not permit the pressure during the Test to increase in excess of 50 psig above the Test pressure.

h. Leak Repair General Procedure i. Should the hydrostatic test indicate a leak the successful vendor shall

proceed as soon as is practicable to investigate and repair the leak(s). ii. Unit prices for labor and equipment listed in Appendix B-3 will be the

basis for payment for labor and equipment used by the successful vendor for leak investigation and repair.

iii. The successful vendor will be paid for only his labor, materials and equipment directly used to investigate and repair the leak.

iv. There will be no additional payment for successful vendor labor, material and equipment that is not directly involved with leak investigation or leak repair.

v. Material for leak repair will be provided by PGW including weld over sleeves, fabricated sleeves, or other repair material but does not include welding rod and welding accessories.

vi. All weld repairs to the Transmission line are subject to radiographic inspection. The successful vendor shall make any excavations made to facilitate leak repair available for radiographic inspection by PGW’s 3

party vendor. vii. PGW may elect to examine the site of a repair. The successful vendor

shall make any excavations made to facilitate leak repair available to PGW for examination of the pipe its coating and its environment by PGW.

viii. There will be no additional payment for successful vendor stand-by time associated with radiographic inspection of the pipeline repair or for pipeline examination by PGW.

ix. The successful vendor will resume the hydrostatic test as soon as is practicable post leak repair.

i. Removal of Hydrostatic Test Water and Transmission Line Drying i. The Test water shall be removed by the selected vendor from the

Transmission Line at a time and in a manner acceptable to PGW. The selected vendor will determine the requirements of PGW and agencies having jurisdiction over the disposal of Test water, and shall perform the necessary treatment of the water which may include adjustment of pH value, temperature, aerating, injection of chemicals, filtering or any other treatment of the water.

ii. Test pressure shall be bled at an even rate of approximately 1000 gallons per minute by the selected vendor, if using PGW Passyunk plant oily-water separator to atmospheric pressure.

iii. Discharge piping shall be securely anchored by the selected vendor during this process. The selected vendor shall be responsible for damage caused by the discharge operations.

iv. As a minimum, the water will be displaced by the selected vendor using dewatering pigs with air driving a brush cleaning pig followed by a four-cup squeegee pig.

v. The selected vendor shall drain water from upper and lower cavities of valves where practical.

vi. Upon completion of the Test, the selected vendor shall dry the Transmission Line to PGW’s satisfaction.

vii. After dewatering and drying, the Transmission Line ends shall be sealed to prevent the entry of dust, water or foreign matter, until tie-ins can be completed by PGW.

j. Test Water Disposal i. All investigation derived wastewater shall be discharged from PGW

facilities in accordance with all applicable federal, state and local laws, rules and regulations (including, without limitation, those described in Federal Clean Water Act, the Pennsylvania Clean Streams Law, the Pennsylvania Department of Environmental Protection (PADEP) National Pollutant Discharge Elimination System (NPDES) Program, and City of Philadelphia Water Department Regulations.

ii. Because PGW expects that the waste water generated from the Test investigation will not contain significant concentrations of contaminants, it is anticipated that the investigation derived wastewater may be discharged to the Schuylkill River through stormwater sewer outlets by utilizing the PADEP PAG-10 general permitting process. The selected vendor may also discharge the investigation derived wastewater to the City of Philadelphia sanitary sewer system as pre-treated industrial discharge by utilizing the PGW oily-water separator system located at the PGW Passyunk Plant prior to discharge, pending approval from the City of Philadelphia Water Department.

iii. In the advent that hazardous materials are encountered and removed for off-site treatment and/or disposal, the selected vendor must provide PGW with twenty-four (24) hours’ notice prior to removing any hazardous material for off-site disposal. A certificate of disposal shall be issued where applicable.

iv. After all Test activities are completed, the selected vendor will remove all equipment, materials and debris associated with the Test of the Transmission Line from the worksite/right-of-way, and dispose of all investigation derived wastewater and/or waste in accordance with the disposal requirements identified in Section 2.22 of this RFP Document.

k. Hazardous Materials Disposal

i. It is known to PGW that the soil is contaminated at the pig launching location. The selected vendor shall be prepared to properly dispose of any hazardous waste whenever encountered.

ii. In the event that the selected vendor generates any hazardous waste that is slated for off-site disposal and/or treatment, the selected vendor will provide PGW with a legible, completed copy of all manifests properly identifying all materials and wastes being removed for off-site disposal.

Each manifest must include all required EPA identification numbers and addresses for all disposal and transfer sites utilized for this project.

l. Test Report i. The selected vendor will supply PGW with a technical report that provides

information and a description of the methods utilized for conducting the Test of the Transmission Line, the findings and associated recommendations based on the Test results.

ii. The selected vendor shall submit the technical report within 5 days after Test activities have been completed (in duplicate) to PGW. The Test report shall include but not be limited to:

1. Detailed description of Test equipment with diagram of Test equipment hook-up from water source to mainline and Test facilities along the Transmission Line under Test;

2. Certification documents for deadweight tester and calibrated pressure and temperature instruments (Certified within the past 6 months);

3. Description of the Transmission Line Test section, with profile and data on size, wall thickness, grade , type of manufacturer;

4. Test section number if the Transmission Line is tested in sections; 5. Test number per section if the Test is performed more than once

on a section; 6. Owner name; 7. Description of the starting and terminal point of the Test; 8. Date and time the Test starts; 9. Date and time the Test ends; 10. Explanation of any discontinuities in pressure on any chart; 11. Test Record and Certification Form; 12. Test Pressures read every 30 minutes; 13. Ambient temperatures read every 30 minutes; 14. Dead Weight readings at 30 minute intervals; 15. Test medium temperatures read every 30 minutes; 16. Deadweight tester pressure time log; 17. Pressure recording charts showing:

a. Description of the Transmission Line section; b. Names and address of the selected vendor; c. Names of PGW and selected vendor representatives

witnessing the Test; d. Test Pressure; e. Test Medium; f. Explanation of any pressure variation that appear on the

chart; g. Serial number of recorder; h. Pressure reading verifications of recorder against the

deadweight tester before and after use. 18. A description of the Transmission Line or component leaks or

failures, their cause and the methods employed to repair the failures including:

21. Documentation on public notifications and specific actions and manifests associated with the discharge/disposal of all investigation derived wastewater and/or soil with corresponding date(s) of notification, testing, and discharge/disposal activities.

Attachment F. Project Location Diagram and Directions

The Transmission Line begins in the pipeline right-of-way that is located approximately 0.5 miles south of 67

th Street, travels north in the right-of-way to a point where it receives natural

gas from the gate station 0-60. The Transmission Line continues north in the end of the right-of-way, at Passyunk Avenue west of 63

rd Street. It then travels east along the south footway of

Passyunk Avenue to where it turns north crossing under the Passyunk Avenue Bridge. It then turns east and crosses under the Schuylkill River. The Transmission Line travels up under the east bank of the Schuylkill River and terminates at the PGW Passyunk Plant located at 3100 W. Passyunk Avenue, Philadelphia, Pennsylvania, 19145.

Driving Directions to PGW Passyunk Plant

From I-76 Eastbound: Take the Passyunk Avenue exit, #347B, and bear right after entering the off-ramp and make a right onto W. Passyunk Avenue. Get to your left at the light that is located before the overhead bridge, and make a left at the next traffic light after crossing under the bridge. Proceed through the intersection as if entering the Sunoco facility, and then turn right on to Frontage Road and continue for approximately 1,000 yards. The PGW Passyunk Plant entrance is located on the right. Please note - the total distance from the I-76 Passyunk Avenue exit to the PGW Passyunk Plant entrance is approximately 1/2 mile.

From I-76 Westbound: Take the Passyunk Avenue exit, #347, and proceed for 0.2 miles. Bear right at South 25

th Street, make a right to W. Passyunk Avenue, and continue for 0.5 miles.

After crossing under the overhead bridge, make a left at the traffic light at the Sunoco facility entrance. Proceed through the intersection as if entering the Sunoco facility, and then turn right on to Frontage Road and continue for approximately 1000 yards. The PGW Passyunk Plant entrance is located on the right. Please note - the total distance from the I-76 Passyunk Avenue exit to the PGW Passyunk Plant entrance is approximately 1/2 mile.
