INTRODUCTIONINTRODUCTION

The National Disaster Risk Reduction and Management Council (NDRRMC) is the agency tasked to prepare for, and respond to, natural calamities, like typhoons and earthquakes. It also monitors human-induced emergencies, such as armed conflicts and maritime accidents.

ROLE:

The NDRRMC uses strategies to mitigate the impact of disasters and increase the resiliency of both the national government and local government units (LGUs) in the face of disasters.

As a policy-making body,it is assigned to formulate a national disaster risk reduction and management (DRRM) framework that provides for a "comprehensive, all hazards, multi-sectoral, inter-agency and community-based approach to disaster risk reduction and management," according to Republic Act 10121, NDRRMC's enabling law.

the systematic process of using administrative directives, organization, and operational skills and capacities to implement strategies, policies and improved coping capacities in order to lessen the adverse impacts of hazards and the possibility of disaster

PREPAREDNESS -Establish and strengthen capacities of communities to anticipate, cope and recover from the negative impacts of emergency occurrences and disasters.

Activities include: contingency planning, pre-emptive evacuation, local drills and simulation exercises.

• RESPONSE-Provide life preservation and meet the

basic needs of affected population during or immediately after a disaster.

Activities include: relief, search, rescue and retrieval operations;

dissemination of disaster- related information: management of dead and missing: evacuation management; coordination of civil and uniformed services.

• PREVENTION AND MITIGATION

-Avoid hazard and mitigate their potential impacts by reducing vulnerabilities and exposures, and enhancing capacities of communities

Activities include: community-based and scientific

DDR/climate change adaptation (CCA) assessment, mapping, analysis and monitoring.

• REHABILITATION AND RECOVERY

-Restore and improve facilities, livelihood, living conditions and organizational capacities of affected communities

Activities include: restoration of livelihood, shelter and infrastructure, in that order of priority

Concept of Operations

Increase the level of awareness of the community to the threats and impacts of all hazards, risks and vulnerabilities

Equip the community with the necessary skills to cope with the negative impacts of a disaster
