3. Certificates / Documents:

Candidate should bring black ballpoint pens, clipboard (Writing Pad), HB penciland eraser, Information brochure of Preference system and specimen copy ofpreference form.

At the centre, candidates must bring along with them all the relevant original

certificates / documents listed below and one set of attested photocopies of thesame for scrutiny:

a) PGM-CET-2010 Mark-sheet.b) Nationality certificate / valid passport.c) SSC Passing Certificate / valid passport (as proof of age).d) First, Second and Third MBBS mark-sheets (Final part-I & Part-II

wherever applicable)e) Attempt certificate of all MBBS examinations from the head of the

institution.f) MBBS degree /passing certificate.g) Permanent Registration certificate of Maharashtra Medical Council or

other State Medical Councils in India / MCI.h) Certificate from Head of Institute showing that the Medical

College/Institute from which the candidates has passed MBBSexamination is recognized by Medical Council of India.

i) Admit card, Receipt-cum-Identity card. j) Internship completion certificate from University or the Head of the

Institution/certificate indicating likely date of internship completion fromthe Head of the Institution.

k) Medical Fitness Certificate from a registered medical practitioner (RMP).

(NT-3) NT-D, OBC and SBC Candidates) issued by appropriate authority asspecified in the Government Resolution No.CBC-1094/CR-86/MVK-5, dated5th June, 1997 and No.CBC-1094/CR-86/OBC-5, dated 6th June, 2000 andCBC-10/2006/CR-15MVK-5, dated 30th June, 2006 valid upto 31/3/2010.

4) In case of Maharashtra domicile candidate who was selected in 15% AIEEquota and has passed MBBS from institute outside Maharashtra

a) 15% AIEE Selection Letter / Letter from Dean for the sameb) Certificate of Domicile of Maharashtra state of candidate

5) Disability certificate for Physically Handicapped category claim.

Note : 1) Category candidates who do not have Caste Validity Certificate / fresh courtorder for PG admission regarding Caste Validity, at the time of preferenceform filling, will be considered as Open merit candidates.

2) DT (VJ), NT-1, NT-2, NT-3, OBC category candidates who do not have Non-Creamy Layer (valid up to 31/03/2010) at the time of preference form fillingwill be considered as Open merit candidates.

3) Such category candidate without validity and / or NCL, who are consideredas Open merit candidate will be issued preference form, if his/her SMLNumber is within the SML numbers of Open candidates called forPreference Form filling. In case his / her SML number is below the number

of Open candidates called for counselling, then he/she will not be eligible forissue of preference form.

4) Applicants belonging to SBC: The persons belonging to Special BackwardClass (SBC) are to be considered as OBC candidates and such candidateswill be required to produce Non-Creamy Layer Certificate.

4. Orientation: Candidates will assemble in respective medical colleges as perthe programme. They will be given orientation about the process. Groupcounseling for Preference form filling will be done. The candidate must be

present in person. Proxy will not be allowed. Candidates reporting to wrongcentre will not be issued preference form.

5. Preference Form information brochure: This Preference form informationbrochure is made available to candidates. It contains relevant information about

the process, distribution of seats, State Merit List No. of last admitted candidatefor MD / MS / Diploma courses for the academic year 2009, subject & collegecodes, and specimen of Preference form for practice. Candidates should readthe information brochure of Preference system carefully.

6. Scrutiny Form: Scrutiny form will be issued to the candidates. Candidatesshould fill in required information. They should arrange documents in order asper list given on scrutiny form i.e. one set of originals and another set of attestedphotocopies.

7. Verification of Documents: Candidates will be called by State Merit Listnumber. They should submit scrutiny form with a set of attested photocopiesand show the originals. The documents will be verified by scrutiny officer &eligibility will be endorsed on the scrutiny form. Candidates should not submitoriginal documents.

8. Fees :-

i) The fees for Government and Municipal Corporation MedicalColleges, Bombay Hospital and TATA Memorial Hospital, Mumbai is

as below (subject to revision by the Govt./ appropriate authorities): Tuition fees Rs.18,000/- per year

Admission fees Rs.1,000/-

Gymkhana fees Rs. 500/-

Hostel fees Rs. 2,000/- per year

ii) The following private institutions have communicated to theCompetent Authority to make admissions at their institution aspermitted by Pravesh Niyantran Samiti. The tuition fees anddevelopment fees of these private institutions decided by

Shikshan Shulka Samiti (subject to revision by the ShikshanShulka Samiti) will be as follows:

9. Subject & College codes:The subject & college code is a three digit numberspecificfor each subject & college combination. There are such 299codes.In the preference form even though 315 choices have been provided, acandidate should note that maximum choice available are only 299.

10. Subject & College code numbers are specific. Code No. represents a particularsubject in specific college. e.g.:-

11. Subject & College codes are given to courses existing in these colleges. Forsome of these codes the seat(s) may not be available for PGM-CET-2010Quota during round 1. In the subsequent rounds some seats may becomeavailable due to seats surrendered from All India Quota and in-service Quota.

These reverted seats will be filled as per the rules of the state quota. Therefore,candidates who desire to opt for these seats can exercise the preferencein the preference form for these seats considering eventuality of

availability of such seats.

12. Seat distribution chart given in this brochure contains distribution of availableseats. The college-wise, subject-wise and category-wise distribution is alsoavailable on website. It should be noted that category candidates are eligibleand can avail open merit seats by virtue of merit. Category seats, if at all remainunclaimed by a particular category candidate are made available to othercategories & to open category candidates as per inter-se category roundprocedure. Seat distribution chart is subject to change as per instructions of MCI/ Transfer of PG Teacher / availability of surrendered seats from All India Quota,In-service Quota etc.

13. All the Courses are affiliated to The Maharashtra University Health Sciences,Nashik, except Post graduate Courses at Tata Memorial Hospital are affiliatedto Homi Bhabha National Institute (HBNI) Mumbai (Deemed University).

14a. Physically Handicapped (PH): As per Govt. letter No.MED-1006 /CR-72 /06 /

Edu-2, dated 07/3/2006, three (3%) percent of the total available Post-graduate seats at Government / Corporation Medical Colleges arereserved for the Physically Handicapped candidates. As per MCI guidelinesletter No. MCI-34 (1) / 2003 - Med / 11773, dated 14/7/2003 the physicallyhandicapped candidates should have locomotory disability of the lower limbsranging between 50-70% only. Provided that in case any seat in this 3% quotaremains unfilled on account of unavailability of candidates with locomotory

disability of lower limbs between 50% to 70% then any such unfilled seat in this3% quota shall be filled up by persons with locmotory disability of lower limbsbetween 40% to 50% - before they are included in the annual sanctioned seatsfor General Category candidates. The Candidate with a disability more than70% will not be eligible for admission to postgraduate health sciences courses.As per the MCI guidelines, no other disability shall be allowed. However, such acandidate will be required to undergo medical examination by a special MedicalBoard constituted for this purpose.

As per Hon'ble high court judgment in W.P 3490 of 2009, PratikBhupendra Vora Vs. State of Maharashtra, the Hon'ble High court has directedthat all constitutionally provided and/or provided by state Government

reservations shall apply to the handicapped reserved seats. Henceconstitutionally provided and reservations provided by state Government ismentained in specified reservation category of Physically HandicappedCategory (PH)

Candidate is required to submit the proof of his/her disability by way of acertificate in prescribed proforma from Civil Surgeon of a District Hospital /Medical Board / Medical Superintendent of a Government Medical College /Hospital in Maharashtra; or from the Director of All India Institute of PhysicalMedicine and Rehabilitation, Haji Ali, Mumbai (as per Prescribed Proforma); atthe time of verification of disability. Verification of the disability will be carried outby Special Medical Board constituted for this purpose by Competent Authority.The date and place of Special Medical Board shall be communicated to theconcerned candidates telegraphically and by the way of notification on thewebsite i.e. www.dmer.org. Seat(s) remaining vacant due to non-availability of aPhysically Handicapped eligible candidate will be reverted back to the statequota.

14b. Constitutional reservation in private professional educational institutions will beas per the Maharashtra Govt. Gazette notification No. PGM-1006/3207/CR-362/06/EDU-2 dated 8th January, 2010. It directs that the seats to be reservedfor the candidates belonging to the reserved category to the said courses shallbe twenty five percent (25%) of the sanctioned intake.

15. Preference form: Candidates will collect the preference form from the counter.The preference form will be pre printed along with the relevant information of thecandidate, which he/she has filled in his/her original application form along withhis Roll Number, State Merit List Number, Category Merit Number, PGM-CETMarks etc. Preference form should be handled carefully and should not befolded, stapled or spoilt in any way.

16. Candidate will be issued only ONE Preference Form. Duplicate / anotherPreference form will not be issued.

17. In case the candidate is not eligible for admission according to rules, thePreference form will not be issued or cancelled if already issued.

18. Candidates remaining absent for the process of preference from filling will notbe issued preference form after the programme is over.

19. Candidate should read all instructions before filling the preference form.Candidate should note carefully the subject & college codes. Candidate mustfirst fill the specimen copy of preference form given in the brochure with pencilfor practice. Once the candidate is satisfied with his / her choices filled onspecimen copy of preference form, then he should start filling the actualpreference form using black ball point pen.

20. Candidate should write his most preferred subject and college code aspreference no. 1 followed by his next choice as preference no.2 and so on.While filling the subject and college codes, number should be written in boxes,

one digit in each box (3 digit number - 3 boxes). As the form will be scannedby Computer, candidate should write the codes with black ball point penand with neat, legible, clear handwriting.

21. Candidate must be very careful while filling the preference form. Candidate canfill minimum one preference or any desired number of preferences or maximum299 preferences. The same code should not be filled more than once. In casethe candidate fills the same code more than once, higher preference will beconsidered and subsequent repeated preference(s) will be ignored. If thecandidate fills wrong code number that preference will not be considered.

22. If a candidate does not give preference for a particular code (Govt. / Corporation

/ Private); then it means that he / she is not interested / desiring to take that PGseat. Candidate should note that there will be no change / addition / deletion inhis / her list of preferences at later date / stage (not applicable for final round bypersonal appearance).

23. The candidate should submit his / her duly filled Preference form at thespecified counter. Candidate shall inform regarding any correction if required atthe counter.

24. Data Response Sheet & Verification: The preference form will be scannedand data response sheet in duplicate will be generated and will be given to thecandidate for checking. Candidate should verify that the data i.e. SML No.

Name, Category etc. and his preferences and subject college codes have beencorrectly printed. After verification the candidate can report discrepancy if any inthe data and it will be duly corrected. If the candidate does not report anydiscrepancy, it will be presumed that the data entered against his / her name iscorrect and subsequently corrections will not be made at later date.

Then the candidate should sign the data response sheet.

25. Candidate should note that after verification by the candidate, the preferences

exercised by the candidate shall be final and irrevocable. Thereafter there cannot be any change in the preferences. This final data shall be used in the entireselection process for admission to Medical Postgraduate courses (except for

final round by personal appearance)26. If a candidate gets selected for a particular PG course, then the candidate is

required to join that course as per the procedure. In case he / she does not jointhe course, he / she will not be eligible for subsequent admission process ofPGM-CET-2010.

27. For filling of vacant seats after first round, same preferences will be consideredand no separate preference form will be required to be filled by the candidate(except for final round by personal appearance).

28. Final round (By Personal Counseling):

A) There shall be a final round for allotment of seats remaining vacant aftercompletion of the earlier rounds of allotment of seats by way of preferenceforms. This final round of allotment of seats shall be conducted by way ofpersonal counseling instead of allotment on the basis of preference forms.

On account of allotment of seats in this final round of admission, no freshvacancies consequent upon allotments made in this round will be created.This is principally because this final round of allotment is meant to fill in (asfar as possible all) available vacant seats without creating a new or freshvacant seat on account of such allotment.

At this round, eligible candidates will appear personally, seeking allotment ofseats of their choice. The personal counselling for such allotment will be held

strictly in the order of merit. Each candidate will be offered all seats thathave remain vacant and are available for allotment, only at the time ofhis/her turn of counselling i.e. State Merit List position.

B) The following candidates will not be eligible for being considered forallotment of seat in this round:-

I. All PGM-CET-2010 candidates to whom a seat has been allotted in 1stround but have not joined or those who have joined and resigned are noteligible for personal counseling round.

II. All the candidates to whom a seat has been allotted in the 1st round andwho have joined the college accordingly and have further submitted Status

Retention Forms by the aforesaid prescribed date will be removed out ofconsideration for the remaining admission process.

III. PGM-CET-2010 candidate who have been allotted a seat thorough AllIndia Postgraduate quota in Medical Colleges in Maharashtra and joinedthe College and have not surrendered the seat to the State quota by givingan application before the prescribed date.

C) It is hereby clarified that all such candidates to whom no allotment of anyseat was made in the previous rounds of this admission process, shall be

expressly eligible for being considered for an allotment of a seat in thisround.

D) The preferences given by all the candidates who are eligible for beingconsidered for allotment of seats in this round by way of preference formssubmitted in this admission process will stand cancelled and the allotmentshall be made in this round without reference to such preferences on thebasis of choice made on the spot by the candidate at the time of personalappearance counseling.

E) All the candidates to whom the seats will be allotted in accordance with thechoice and available seats at his/her merit position at the time of personal

counseling, during the course of this round will be required to join theconcerned college and complete all necessary formalities requisite for takingadmission accordingly within the prescribed time.

F) Allotment of seat once made in this personal counseling round, shallnot be changed and/or cancelled at any count whatsoever. Therefore,while giving the choice on the spot at the time of this personal

counseling round, the candidates must consider the available seatsthoroughly and opt for a seat which they must join once allotted.

It is made hereby clear that in case such a candidate does not jointhe concerned College and/or fails to comply with the necessary

formalities of the admission within the prescribed time, such acandidate shall not be eligible for appearing at immediately nextsucceeding PGM-CET conducted for grant of admissions to post-graduate courses in the State of Maharashtra i.e. PGM CET 2011 and

will have to pay Rs.1,00,000/- as penalty for lapse of post graduationmedical seat.

G) Final round by personal appearance will be held only in Mumbai.

Note : In this process of preference form filling and subsequent round/s(If any), admissions to those post graduate courses will be donewhich are recognized, recommended for recognition andunrecognized by Medical Council of India. Hence the candidate are

instructed to fill the preferences for all such courses accordingly, ifthey desired so. How ever in case of unrecognized courses thecandidate will have to submit an under taking at the time ofpreference form filling and also at the time of admission at therespective Institute in the prescribed format.

SELECTION PROCESS

1. The collected data will be centrally processed for the selection of candidates forMD/MS/Diploma courses.

2. The selection will be done as per merit (SML no.), category and on the basis ofPreferences given by candidates in the Preference form.

3. The list of candidates selected for MD/MS/Diploma courses shall be displayed at thewebsite of DMER i.e. www.dmer.org and also at the office of Government MedicalColleges, Mumbai/Pune/Nagpur/Aurangabad.

4. The selection list will be declared by 3rd

April 2010. It will be displayed on the websiteand the offices of above four centers. List of selected candidates will be sent to allconcerned colleges. Candidate should report and pay the fees and submit originalcertificates at respective colleges by 10

thApril 2010. No separate selection letter will be

issued to candidates.

5. If the candidate does not report by specified date, then his / her selection automaticallystands cancelled and he / she will not be eligible for subsequent process.

6. Candidate who is selected for PGM-CET-2010 State Quota seat and also for All India2010 Quota seat will have to decide to opt for one of them.

In case he wants to take State Quota Seat, he has to cancel his All India seat by givingapplication to the concerned Dean and then join the PGM-CET-2010 State Quota seatby giving joining report, submitting original certificates and paying fees, within stipulatedjoining period.

7. The academic term of Medical Postgraduate courses shall start from 2nd

May, 2010. andresidency program will also start from 2

ndMay 2010.

8. Process for filling vacant seats: After first round, the vacant seats and seatssurrendered from All India Quota, if any will be filled in. For these seats the selected aswell as not selected candidates who have filled the Preference form are eligible. For thisprocess PGM-CET-2010 merit list of eligible candidates will be operated from SMLnumber 1 onwards. The candidate getting selected in round one will be considered forbetterment in the subsequent selection process. The betterment herein means thehigher Preference exercised by the candidate. The shift in such betterment shall becompulsory and mandatory except for those who have filled 'Status RetentionForm.' Such a candidate who has filled Status Retention form will not be consideredfor any subsequent rounds of selection process. The last date for filling of StatusRetention Form will be notified in the notification of the selection round. However thosecandidates opting for betterment will have to collect original certificates and admissiblerefund of fees as per procedure from previous college and join the new course andcollege within stipulated joining period.

9. Candidate who has confirmed his/her admission may cancel it by submitting anapplication to the concerned Dean.

10. Candidates may resign before prescribed dates which will be notified due course of timeto be eligible for PGM-CET-2011. However such a candidate is eligible for subsequent

admission process (PGM-CET-2010) for the final round by personal appearance.

11. Candidates canceling his/her admission after prescribed date resulting in lapse of a seatwill not be eligible for the PGM-CET-2011.

12. The procedure for refund of fees shall be as under.

a) On or before prescribed date Rs. 1000/- to be deducted from the tuition feesand rest to be refunded.

b) After prescribed date No refund

13. Cut-off date of admission process for Medical Postgraduate courses is 31st

May, 2010.

14. Candidate should read the PGM-CET-2010 brochure for other relevant information.
