This study, coordinated by the universitypro fessor, Manuel Varela Lafuente, at the Universityof Vigo, is designed to gather scientific knowledgeon the repercussions for the extractive, processingand commercializing sectors of the drastic cutbackin TAC, and consequently, of the quotas, applicableto Greenland halibut in NAFO regulated waters. Theresearchers will also evaluate the commercialfeasibility of the activity in terms of the newscenario resulting from the reduction in catch.The university itself explained that, "we are settingout to analyse the socio-economic impact, basad onthe economic data and the activity affected, involvedin going ahead with such measures, analysing thegeneral framework in which this occurs. We shallalso propose a possible intervention within theframework of fisheries management".In terms of gathering data to draw up the analysis,

the agreement signed between ANA MER, ANA VARand ARVI points out that, "it is essential to gainknowledge of the basic economic data on incomeand exploitation costs. It will also be necessary todetermine the approximate amount of capitalinvested in the fishing company (vessels, machinery,plant, etc.) and the normal age (from 2001 to2003). With this data, we will be in a position toevaluate the capacity of the fishing companiesinvolved, from an economic viewpoint, to generateAdded Value, Gross Exploitation Surplus andemployment".

Establishing commercial feasibilityThe team at the University of Vigo's AppliedEconomy Department proposes to, "gatherknowledge on the economic situation of the fishingcompanies and their possible feasibility in thefuture, comparing the average turnover ratasattained during normal periods with retes in morepessimistic scenarios (due to the reduction incatch) and, in tum, to establish a comparison withcapital turnovers in altemative activities (mostly incases involving less risk than in fishing)".

Ja-vier Martínez consideraque "no hay por quédudar de que, en concre-to, en el sector de lasreparaciones relaciona-das con lo pesqueropuede haber una reduc-ción de actividad del 30 oel 40%. En cuanto a laconstrucción de pesque-ros o la transformación, lareducción puede superarel 15%. Pero es que, pa-ra ponerlo en sus justasdimensiones, hay que re-cordar que ésta es la rea-lidad que vivimos desdehace mucho tiempo y conmucha intensidad desdehace diez años. De algu-na manera nos estánobligando, -a todos losque formamos parte de /acadena del sector pes-quero en una u otra medi-da, y es una cadena muylarga-, a que vayamosabandonando nuestraactividad".

SECTORES ALTERNATIVOSSobre el futuro, desde ladirección de la asociaciónde sociedades metalúrgi-cas se opina algo asícomo que no hay mal quepor bien no venga. "Lapesca es tan fundamentalque sus problemas hanido incidiendo desde hacemucho en la actividad yen las estructuras nava-les. Junto a otras circuns-

tandas se ha llegado auna situación en que losastilleros de la zona hanido adoptando un tamañomediano que puede seruna buena baza en lalucha por el mercado. Porel momento, este y el pró-ximo año están cubiertosy lo que procede ahora esla busca de sectores alter-nativos, algo mucho másfácil de decir que delograr Sin embargo, ha-brá que esforzarse en esavía, que es la única realis-ta. Frente a las costas deGalicia tenemos una granautopista marítima por laque navegan 30.000 bar-cos al año. En buenamedida, el futuro pasaporque logremos ir convir-tiéndonos en una granestación de servicio. Hayque intentar captar partede ese tráfico y cubrir lasnecesidades que un bu-que tiene que son muchasy atañen a muchos secto-res diferentes".Por último. Javier Martí-nez, deja una frase parala reflexión: "Ya no es elmomento de hablar sinode actuar". Desde luego,gran parte de la actividadeconómica gallega con-cernida por los proble-mas que atraviesa el sec-tor pesquero tiene mu-chas razones para suscri-bir una afirmación de estetenor.
