It is important to say that during the development of the project “STRENGTHEN SOCIO-AFFECTIVE AND PSYCHOSOCIAL LIKS IN COMMUNE 3 FAMILIES OF IBAGUE”, the Psychosocial Support Centre (CAP) of CEAD was vital in the construction of diagnosis of personality analysis ad observation processes. Besides because it is considered the appropriate place for the development of strategies that reinforce the construction of human values, representing in better family relationships, better self-concept and citizenship. During the Project surveys, pre-test, post test and workshops based on communication were applied in order to facilitate the interaction between university and community. After the research, it was indentified that, in terms of implementation and use of ICT, largely older people are also interested in making appropriate use of these tools ad want to learn about the subject to approach and understand in a better way with their family and neighbors. Secondly it was determined that residents wishing to participate in the processes that help strengthen relationships, to improve their quality of life. Also, the diagnosis established that to prevent domestic violence is very important as well as the fact of recognizing the vulnerability of people who live in the sector. Respondents said that the family is formed by power of love, but as time passed, this is no longer enough to keep them together and therefore family love is threatened and dissolved. For this reason, they want to rescue the social and civic virtues to help improving relationships and other problems that arise in daily life. Similarly, the diagnosis indicated that communication and emotions are factor that determine the social development of families. Faced with the results produced by the instruments used, it is determined that improving the family conditions it will be possible to guarantee an effective integral development of each one of its members and at the same time, they will participate in the social construction community. In this regard, the Psychosocial Support Center (CAP) of CEAD Ibague will continue working to improve family relationships, communications and profiting spaces that allow the articulation of the beneficiaries, in important family projects at medium and long term, which rescue the family, values, integrity and sense of social belonging, recovering the humanistic sense of ethical and moral values. The families of the commune 3 of Ibague, strengthened their affective and psychosocial links after being carried out the proposal made by the student Guillermo Alfonso Rodríguez, from the program of Psychology of the Center for Distance Education (CEAD) Ibague, which belongs to the South Zone of UNAD.

The proposal is for the intended professional experience, one way of degree that UNAD offers to its students in order to achieve the academic grade, which also allows them to develop the soc ia l focus o f the un ivers i ty, appropriating the professional role and demonstrate their competence in different fields of action to which they will face I daily life.

No doubt, 2009 generated for the South Zone and for our zone numerours achievements that allowed first build a strong team, dynamic, entrepreneurial and willing to face the challenges b r o u g h t w i t h t h i s y e a r, t h e strengthening of each of the processes and procedures is evidenced in achieving the Operational Plan 2009, from academics, pedagogical media and mediat ions, technological innovation, regional development to the administrative as a foundation for the achievement of mission of our institution.

The quality certification as one of the significant achievements of UNAD, where the South Zone contributed significantly, it generated a revolution in thought and conviction of each member of UNAD family to strengthen each of the processes and procedures certified, which implies an evident development in the quality of our services and attention to both internal and external users.

One of the fundamental tools in the process dynamic and fulfillment of goals were definitely the “REDES” a total of 13, which made communication an assertive media to concertation, planning and achievements reflected in all levels, it is also evident the commitment of our leaders to take on new challenges and commitments to themselves and to our institution, as well as the willingness of all staff with inputs and responsibility towards the provided goals.

The balance carried out by our executives lead by Principal on 17 December in Accountability was the recognition of our Zone for its high l e v e l s o f o w n e r s h i p , p r o j e c t i m p l e m e n t a t i o n , a c a d e m i c managemen t , l eade rsh ip and contributions made not only to the area but to the country in general, which fills us with satisfaction because of the accomplished work, but also it is challenge to continue on the path to a c a d e m i c a n d a d m i n i s t r a t i v e excellence.

This has always been one of the questions new students and teachers ask, as soon as they get to a first academic virtual experience.

In order to send messages, it was used

to use private massages, so every time

you saw your teacher role or a

classmate, you just click on the botton

How was the procedure? When

students get into the course, he clicks

Over time, mental illness has been identified as a s t r a n g e phenomenon in a l m o s t a l l d i m e n s i o n s , f r o m t h e d o c t r i n e g a l e n a , e x p r e s s i n g

psychopathologic conditions in relation to the imbalance of the four humors that govern the body, but beyond any scientific interpretation, there was a period of strong religious sentiments wrapped in a dark cloak and superstition to mental disorders and their treatments, ranging from the exorcism, the bonfire, cages to insulation. These issues have marked the mentality overshadowed the proper acceptance and social integration of those individuals, aspects that until today, weighed for integration on participation in usual environment. It is vitally important, because that is where we define our roles and construct our social identity to which tod @ s have the right, thus consolidating the importance of working in the exclusionary effects of t h e d i s e a s e a n d i t s s o c i a l disadvantages that should be dealt to overcome.

The social body which argues the exclusion of the mental subject value is "right" that creates an edge separation on the call madness, cataloging of normal and abnormal passing the subject, as crazy, crazy, psychotic, and so on., negative stereotypes against social outreach. I believe the process that is currently

addressed in my experience is very

interesting and important, because my

t r a i n i n g h a s c o n t r i b u t e d t o

comprehensive, providing tools to meet

the challenges that gradually they will

appear in my personal and professional

life.

This has been possible, thanks to the

continued accompaniment tutorial that

has given me my consultant practice

and interdiscip l inary group of

Indeportes Tolima, institution within its

overall objectives highlights the

importance of formal education and use

of leisure time. Similarly, the promotion

of integrated education of persons in all

ages, at all levels and social classes in

the department of Tolima, which has

allowed the realization of a series of

activities that have contributed to the

formation and development precise

contextual skills and necessaries for

the sports community, because of the

work developed in the technical and

administrative area, which makes the

process of formulating plans and

projects related to athletic sports,

recreation, use of leisure time and

physical education.

Similarly, I have had the space

necessary and appropriate to apply in

situations of reality learning specialized

skills and techniques I've learned over

the course of my professional studies,

because in the work with athletes I have

assume the commitments of our own

activities as a psychologist, since, I

consider that the thematic approach

and handling of my proposal is

consistent with the needs and

expectations of athletes, the institution

and management of professionals,

which were established after Initial

diagnosis showed as a primary need of

a job conducting that would allow the

strengthening of the psychosocial

factors associated with performance of

athletes supported by Indeportes

Tolima league. This process was done

with the implementation of lectures,

workshops and recreational activities

which facilitated the strengthening of

esteem, self-respect, self-acceptance

and self-optimizing thus individual

For these and the above, I get to say

that the professional experience as

degree option is an excellent alternative

for future professionals, because we

can act to assume our role as

psychologists, we have feedback that

The increasing of Universidad Nacional Abierta y a Distancia (UNAD)in our citown has been a defender of the public education. Since 1988, we have been committed to the increasing of the Inst i tu t ion and spreading our geographic reach, where all fields have been accepted without taking into account the race, belief, age or politics. We have spread our services in seven towns of the south-western of Huila (La Plata, Nataga, Paicol, Tesalia, La Argentina) and east of Cauca (Paez and Inza), finding dynamic and innovative students.Twenty-one years of university life has allowed us to assume and take a good place like a quality university institution. As well, we have made an effort to improve learning environments, taking multiple places of study and pedagogic production, where we are available to the technological and technical media, offering dynamic and appropriate programs to the region´s needs and vocations.Today UNAD has been recognized by all social fields, like the most important centre of professionalization in a new model of being, doing and thinking. Being the model of a distance educatin, with strong advanced technologies, guiding its labor from the media which is the characteristic of a net knowledge society.

Having in mind the critical prospective analysis of the regional development plans, its community component becomes a basic strategy, as well a structure of the System of Academic Offer and Tutorial Hiring (SOCA) and participative, where all alive forces of regional academic and non-academic community, which develops process with a efficient reciprocal action in an excellent communication; which are related to the institutional development plan.

HISTORY OF CERES

Regional Centre of Superior Education (CERES) in La Plata, started its work like the Student Core adscribed to the Regional Cenre of Distance Education (CREAD) Pitalito, run by Dr Jesus Eugenio Henao and the Coordination of Student Core in La Plata, by the Lic. Olegario Ordoñez, in the pedro Maria Ramirez Insitution. The Centre started with 110 students in Management programs, Technology in Animal Production and Technology in Food Engineering in 1 9 8 8 . T h e presenc e o f t h e University was promoted by the Professional Association of this town. It has a field of action in the south-western (Paicol and north-east of Cauca).

Thanks to the academic group leadership, ECBTI has been the leader in research process in CERES, thanks to the consolidation of seedbed and the research group Red Academica e Inhalambrica de la Plata-Huila (Raipla), from there and under the leadership of Engineer Mauricio Perdomo Vargas, with help of Engineer Jorguen Henao and h is team (s tudents) has participated actively in the zonal

r e s e a r c h meet ings in 2008 and 2009 p r e s e n t i n g p a p e r s o f r e s e a r c h projects.

Likewise, CERES pariticpated for the first time in the research projects announcement of the National System of Research (SIUNAD) in 2009, where the project WINZO was presented and was classified as a promising initiative, thanks to the research group joint with the National Net of Visibility and Knowledge Management to support and develop this project due to be classified as relevant and vital for the Universitym which will have a high importance in research in the zone and country sphere.

The research group has as challenges: finding and obtaining the endorsement by SIUNAD, as a research group of UNAD, Colciencias categorization and recognition as institutional and regional managers of knowledge-based new computing and telecommunications.

In 2007, five people integratde Kokua Research Group, in this experience, we worked the project "Students ' Difficulties in Adapting to Distance Education System in the UNAD La Plata" and it was presented at the First Meeting Zonal Local Research and Third Meeting of Research Proposal on 14 May 2009 in the city of Ibague.

Another newly formed seedbed is Seedbed Innovation Readsi -linked to Kokua research group with which we participate in the V RedColsi Research seedlings Node Huila, held on 15 May 2009 in Neiva. This seedbed is interdisciplinary, has its registration, is entered in the SIUNAD and develops a n a c t i o n p l a n w i t h c l e a r s t r a t e g i e s and precise development a n d consolidation o f t h e r e s e a r c h c u l t u r e a t UNAD of La Plata.

HIGHLIGHTED PERFORMANCES

In the academic field, in 2009, CERES with ECBTI participarted in the National Announcement of Research Projects SIUNAD, where the project WINZO, was classified as promising. Likewise, the Seedbed Readsi, and the Research Group Kokua, have attended to research meetings, in Ibague and Bogota, where they have been classified as stunning in the UNAD community.

HISTORY

Historically La Plata was part of the Paez nation. Over the years, it has had variations in conformation and territorial

d e f i n i t i o n s i t u a t i o n s connected to b o t h t h e dynamics of their rulers and by the d i f f e r e n t ac t ions o f p o l i t i c a l , s o c i a l , e c o n o m i c

and cultural.

Its foundation a n d conformation as a town, was done by Captain Diego de Osp ina y Maldonado on June 5, 1651, date on which the church of San Sebastian

de La Plata was organized. The foundation is attributed to the p a s s a g e o f Sebastian de Belalcazar by Cauca lands in search of "El Dorado" under the connection between Santa

Fe and Quito, and the interest of the Spanish to place the discovery of silver mines in this area.La Plata has witnessed three foundations: t h e f i r s t given by the insurrection o f t h e S p a n i s h Crown, on October 22, 1553, the second by the extraction and trade of La Plata in early 1554, and the third by the destruction caused by the P a e z I n d i a n s , a n d Ya l c o n e s Andaquíes, on June 17, 1577.

Now we can say that we are privileged to have this kind of agreements that are needed in a country to succeed, as well I invite all fellow graduates of SENA to continue our training processes, always understanding that education is the way to have a better quality of life.

The town is located among mountains and some flat zones or slowly wavy, where the orography accidents of Sierra Nevada of Coconucos, Serranias of Mines and Yarumal, Cargachiquillo Mounts, Coconuts, Pelado, Santa Riat and Zuñiga. It presents warm, cold and icy thermic floors, flooded by waters of Aguacatal, La Plata and Paez rivers.

La Plata is located in the South-westers of Huila, near the Central Mountain Chain, geographically it is situated in the 2o 23´00” of North Latitude and 75o 56´00” of West Latitude.

The ecosystem has an important faunistic value, since there is a major biodiversity which include: Birds,

The Natural Park buffer zone of Nevado del Huila, constitutes the most important ecosystem for Palermo (Huila), representing for biodiversity in forest area and magnitude of high water potential.

San Isidro with an extension of 412.5 hectares, located in t h e Horizonte, Viso and F l o r i d a b e t w e e n 2.400 and 2 . 7 0 0 m.o.s.l. It is a waste l a n d conformed b y secondary forest with species of Cedro negro, Mantequillo, Manzano, Yarumo Blanco, Helecho Arbóreo, Palma Boa, etc; besides, there are faunistic species like Pava Güicha, Tigrillo, Cuzumbo,

GASTRONOMY

One of the most popular récipes of the región is lechona, el asado which is

prepared with pig and is served with yucca, plátano maduro, papa salada, arepa and envuelto de estaca.

El tamal de hojas de bijao is similar to the tolimense one, but it is different in the stew, the green arveja pea and the leaves in which it is wrapped. Envueltos arepa de angú, bizcochuelos, pan de esponja and rosquetes are traditional. The drinks are also part of the gastronomic offer, being the most common mistela, la chicha and guarrús, rice water with leaves of orange tree and pieces of brown sugarloaf.

With this article I want to inform the community UNAD South Zone, interest and purpose of UNAD to design, i m p l e m e n t a n d e n f o r c e t h e Environmental Management Plan Institutional PIGA, which must become a commitment from all walks university, since it is a transversal which is immersed in the UNAD Operational Plan and is consistent with its policy of quality. It is important that we review the legal and institutional framework of the project, its objectives and scope.

LEGAL FRAMEWORK

The first thing to remember is that the PIGA is framed in Environmental Policy UNAD was regulated by Resolution 0636 of 24 April 2008, "which establishes the environmental policy and is structured Environmental Management System National Open University and Distance - UNAD. The resolution is signed by the Rector Jaime Alberto Leal Afanador. Article 4 referred to the Structure Management System (EMS) states: "The environmental management system of the National Open University and Distance UNAD, will have the following structure:

a . E n v i r o n m e n t a l M a n a g e m e n t Committee.

b. Leading environmental manager.

c. Network of environmental monitors.

Therefore, it is very important for officials, teachers and administrators of various sites are linked and support the Environmental Facilitators Network is proposed and pending approval by the Office of Quality. The networks are led by tutors from the School of Agricultural S c i e n c e s , L i v e s t o c k a n d t h e Environment (ECAPMA), and the activities and commitments of the Environmental Facilitators Network will be developed by staff of each school.

OBJECTIVES PIGA

Define the general guidelines that each of the headquarters of the national UNAD should continue to formulate its Corporate Plan for Environmental Management (PIGA), so that all documents generated responsive to a same orientation and display a same structure.

? Specific

- Define the minimum content to present at the environmentally PIGA to characterize the current scheme operating from the university in general and in particular headquarters.

- S p e c i f y t h e t h e m a t i c a n d methodological aspects to consider for implementing the environmental analysis of each of the headquarters of the National Open University and Distance nationwide.

- Describe the most important aspects to consider for the definition of environmental management programs and monitoring and following up on them.

SCOPE

At the end of the exercise of PIGA, we must each school in the South Zone, an internal environmental management plan, one external and a monitoring p r o g r a m a n d m o n i t o r i n g o f environmental management. The invitation to join this project that benefits our business, environment and culture of conservation generator.

Some of the responsibilities of the Zonal coord inator are: Be a pr imary communication channel between the CEAD, CCAV and CERES, with the Directorate of National Student Committee; coordinate, plan and organize with each CEAD, CCAV, CERES of their respective zone, social activities and others that seek the welfare of the university student; dynamize the processes of creating and shaping the primary networks in each CEAD, CCAV, CERES; Ask for reports to each of the representatives of each CEAD, CCA and CERES, on the progress and milestones achieved, and the monitoring of each of the events planned;submit monthly and semiannual reports to the Directors of the National Student Committee on the progress of each CEAD, CCAV, CERES ; Certify the existence of the network structure in the zone, above, pursuant to Article 8 of Regulation UNAD Student Network.

The National Open University and Distance Education is an educational institution, which makes presence in multiple locations across the country, having direct contact with cultural events that define and single out the multiplicity of human groups that enrich from their cosmogony, the scaffold of intangible heritage intellectual and Colombians.

From the richness of the drums on our coasts and the Middle Magdalena, to the vigorous counterpoint of the plains, through the sweet sound of treble of requintos. Who is more appropriate to perform our Colombian patriotic sentiments, that the UNAD?

Through a judicious work led by the National Committee Vice President, student Caroline Herrera, and the clear commitment of the students linked to the network; the election of representatives of each of the sites of our University in the departments of Caqueta, Huila and Tolima- which constitute the South Zone- was carried out.

The responsibility of representing each of the sites was as follows: CERES San Vicente Del Caguan, represented by Hector Fabian Gomez Guarnizo, a student of Agroforestry Engineering, CEAD Florence, Alfonso Quintero Vargas, a student of Industr ial Engineering; CEAD Pitalito, Leonel Adames Pena, a student of Agroforestry Engineering, CCAV Neiva Victor Hugo Pena Yunda, a student of Transport Management Technology, CERES Lebanon, Harold Alvarez, a student of Business Administration and CEAD Ibague, Jorge Leon Sarasty, a student of Social Communication. The CERES from la Plata in Huila and Mariquita in Tolima still have no representative of the network, but this issue will be resolved in the short term.

THE UNAD IN CAQUETA CONTINUES TO CONTRIBUTE W I T H T H E R E G I O N A L DEVELOPMENT AND CARE F O R V U L N E R A B L E POPULATION

The year 2010 in the Department of Caqueta, which began with high expectations and the commitment of academic and administrative body in fulfilling the Operating Plan Zonal and the Development Plan 2007 to 2011, on account of our corporate Mission: "To contribute to the Education for All.” For the first half of 2010, we will continue working on the visibility of UNAD in the regional context, through participation in the various scenarios in which we present continuously and with the support of organizations working in articulation with the academy to seek better quality of life for people most in need of our department.

Currently, we are carrying out the execution of several projects that allow us to live out in practice the solidarity and community essence of our organization. With the NGO Creative Hands, we are implementing digital literacy (80) motocycle taxi drivers and street vendors in the Municipality of Florence; in the same way, through the D e p a r t m e n t a l C o m m i t t e e f o r International Cooperation, with resourses f rom the European Community, we are conducting the first phase of the “Caqueta Agenda for

Democracy and Peace” wich aim at general, contribute to building peace and social pol icy and human development in the 16 municipalities in the Department of Caqueta, where the UNAD plays an important role in the formation community leaders on the topics: Learning to Live Together in Community, Communal Leadership as Critical Citizenship, Democracy and Participation of the Community Action and Community Entrepreneurship.

On the other hand, in February 2010, we started with the day of induction, the implementation of the agreement with the High Council for Reintegration (HCR) and the UNAD, in which, the CEAD Florence will advance the p rocess o f fo rmat ion o f 110 participants, who begin their studies in the Continuing Education Program in cycles I, II, III and IV.

Similarly, we continue with the strengthening of research in the CEAD Florence, and is of great satisfaction for us the news of the funding from a new project SIUNAD and two seedlings of research, emerging from the groups and Cananguchales and Technological Innovation, sorted by Colciencias in category "D" in 2009.

Our commitment in this year 2010, is continue to work with our fractal lattice and so our south zone, each day continues to strengthen the work of all cen te rs and the Ins t i t u t i ona l commitment of all that we are part of the great family of UNAD South Zone.

This implies the exaltation of the individual as a proactive and participatory agent of social processes of growth, making it necessary to cement the concepts of identity and belonging, that support to initiate and create a code of collective growth. For this reason, the content of sociocultural events leading by the university should establish mechanisms to ensure the recogni t ion, the exal ta t ion and preservation of local heritage and traditions established in folklore elements, ensuring that the globalization of science and technology, not involving the crushing intangible and intellectual heritage which strengthens our stock epic.

Without doubt, telecommunications are the area that have generated the greatest influence on the great progress that have been made in different contexts at the global level. The data are the raw material form which derives the information.

Data becomes information when its creator adds meaning, that is, when it adds a real value, on the other hand, the electromagnetic waves have allowed that information transcends borders, reaching to locations outside the Earth´s atmosphere.

In everyday life we use the mobile phone, we communicate by Internet with the other side of the world, we monitor the behavior of bodies outside the Earth´s space, but many do not understand how we can achieve these interesting events?.

Well, these marvels of contemporary society are possible, thanks to electromagnetic waves. In this first publication I will explain What is electromagnetic wave? and how is generated in a simple way?, that is to say, without mathematical equations.

The electric force

To understand electric fields and electromagnetic waves first it must know how the loads (such as the

negative electrons and “positive” protons) are affected and become mutually move?

The positive charge exerts an invisible force of attraction on the negative electron: an electric force. The force line only indicates the direction of the force on the charge. Think of a straight line of force between two charges.

The charge creates a “field” of force in the empty space around it. An electron placed anywhere within that field is attracted to the + charge, a positive charge placed in the same place is repelled.

The lines in this pattern are known as “lines of force”. Field lines of force “get out” of the great + burden and “get into” the great – burden, so that these two charges are “connected” by field lines.

OSCILLATING CHARGES AND ELECTROMAGNETIC WAVES

The wave here is a vibrant power line, which can be imagined as being “tied” to the oscillating charge.

Draw a straight line from the oscillating charge in the direction the wave moves. This line is called a ray. The forces on a positive test charge placed on the ray would be seen as follows:

Before continuing, let me explain that there are two basic principles of electromagnetism which have enabled major technological developments:

Whenever a current flows through an electrical conductor, it creates a magnetic field around it (it becomes a magnet)

When a magnetic field is dynamically traversed by a conductor, it induces in the driver an electric current (creates a movement of electrons)

For these reasons, we can conclude that whenever there is an electric field, there will be a magnetic field. The experience and mathematics have shown tha t t hese f i e l ds a re perpendicular to each other, now let´s continue.

These field lines are the same electric field that radiates, therefore, the magnetic field lines are generated perpendicular to this.

In this way, electromagnetic waves are

generated and we can be sure that it
