PERFORMANCE WORK STATEMENT W56JSR-17-R-0012 C4ISR Systems and CYBER Technology Training and Fielding Support 08 August 2017 1.0 SCOPE This Performance (Based) Work Statement (PWS) identifies a wide range of Command, Control, Communication, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) equipment and CYBER technology requiring training services and fielding support of Field Support Directorate, Training Support Division (TSD). This training services and support Task Order is for new and existing C4ISR technology, weapons systems, equipment, total package fielding, logistical and administrative support also CYBER emerging technologies training. The TSD has established training partnerships/agreements with a customer base of Government agencies and entities ranging from PEO agencies to individual active and reserve component units. TSD supports all customers with complete operational solutions. The TSD utilizes support contractors on an as required basis in several different Government branches to perform the various tasks associated with this total training solution. The Contractor shall assist in the development and execution of plans for the training and support of all Program of Record and NON- Program of Record systems. Work shall be performed primarily on Government installations and in Government funded facilities. The Scope of this effort may include specialized skills required for training, support and operation of complex programs within the regulatory processes and constraints for developing and fielding such products. The Government Site Lead (GTL)/Contracting Officer’s Representative (COR) shall monitor and ensure the Contractor’s performance is in accordance with the Quality Assurance Surveillance Plan (QASP), and evaluate the contractors’ performance against the requirements for performance, as specified in this PWS and QASP. Under the support and guidance of ACC-APG contracting officers, Integrated Logistic Support Center (ILSC) service requirements will be competitively awarded under North American Industry Classification System(NAICS) code 541330 – “Engineering Services” in the following principal service categories; Engineering. Services are delivered by trainers or instructors that explain, tell, demonstrate, supervise, and direct learning to transfer knowledge. Instruction is imparted in diverse settings, such as educational classroom, the workplace, field location, deployed locations, and through diverse means, such as the internet, or other electronic and distance-learning methods. The training provided by these establishments may include the use of simulators, emulation and simulation methods in a virtual environment. All industries in the sector share this commonality of process, namely, labor inputs of instructors with the requisite subject matter expertise and teaching ability. The support requires efficient and effective planning, development and training engineering for new systems as well as upgrades to existing systems while striving to achieve overall savings for those systems. The current initiatives consist of supporting numerous C4ISR, IT Communication and CYBER technology systems, including but not limited to the following:

PERFORMANCE WORK STATEMENT

W56JSR-17-R-0012 C4ISR Systems and CYBER Technology Training and Fielding Support

1.0 SCOPE This Performance (Based) Work Statement (PWS) identifies a wide range of Command, Control, Communication, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) equipment and CYBER technology requiring training services and fielding support of Field Support Directorate, Training Support Division (TSD). This training services and support Task Order is for new and existing C4ISR technology, weapons systems, equipment, total package fielding, logistical and administrative support also CYBER emerging technologies training. 1.1 GENERAL The Prime Contractor is responsible for the day-to-day direction, supervision, and management of all contractor staff assigned, as well as the successful execution of the requirements herein. The Prime Contractor shall assign a Contractor Site Lead for this contract at each operating location (see PWS paragraph 1.4). The Contractor Site Lead must have full authority to task and direct all Contractor staff on site employed through this contract, regardless of company of hire. The Prime Contractor is fully responsible for providing the technical expertise required to meet the full spectrum of the C4ISR and CYBER training operations as specified in this PWS. Acronyms used through this PWS, including for weapons systems and equipment to be supported, are at Attachment 2. Additional details on systems may be accessed through the CECOM Single Interface to the Field (SIF) web site at https://www.milsuite.mil/wiki/WSP, at the Weapons Systems Portfolio application. For all staff hired for specified deployment locations, Contractor shall schedule National Deployment Center (or equivalent) attendance, in cooperation with Government. 1.2 Appendix A – Policy Letter – Military, Civilian and Contractor Training dated 13 March 2012. 1.3 PROPOSAL The contractor shall provide a Proposal in response to this PWS. The effort shall be proposed on a Cost Plus Fixed Fee Term Level of Effort and Cost Reimbursement basis. 1.4 PERIOD OF PERFORMANCE/PLACE OF PERFORMANCE

The period of performance shall consist of one (1) twelve (12) month base period and four (4) twelve (12) month option periods. Materials, Other Direct Costs, and Travel shall be proposed on a Cost basis. Work shall be performed primarily on Government installations and in Government funded facilities. Historically, the training locations have included Continental United States (CONUS) and Outside the Continental United States (OCONUS) sites. Performance for this task order will take place at CONUS and OCONUS locations as required and determined by the Government. The Locations are listed below (See also paragraph 5.0): a) CONUS locations: Aberdeen Proving Ground, MD; Fort A. P. Only the Contracting Officer (KO) shall approve new locations of performance excluding TDY performance. The Contractor may be required to send personnel on TDY status to areas other than listed above to achieve mission requirements. All associated costs (travel, per diem as applicable, etc.) will be reimbursed at cost with applicable loadings (no fee), within limits as specified by the Joint Travel Regulation (JTR) and this PWS. Status of Forces Agreement (SOFA) The SOFA between the United States and Korea governs the rights and obligations of the United States armed forces in Korea. Only those individual Contractors who are United States nationals; not ordinarily a resident in Korea; present in Korea at the invitation of and solely for the purpose of executing contracts with the United States for the benefit of the United States armed forces; and not present in Korea under any other SOFA status may be verified by Korean authorities upon their entry into and/or departure in Korea. Normal work hours for contractors shall be approved by the COR within each deployment location. The following informational guidance provided is to assist on estimating hours based on the proposed attached schedule(s): a) For contractors deployed to 401st Army Field Support Brigade (AFSB), Area of Responsibility (AOR), (Afghanistan), hours for planning purposes are established as 12 hours

per day, 7 days per week (84 hours per week) as a maximum and will be reduced as mission requirements dictate. b) For contractors deployed to 402d AFSB AOR (primarily Kuwait, Oman), will be established by mission requirements. c) For all other locations in the CENTCOM AOR, contractor staff shall be scheduled will be established by mission requirements. d) All contractor personnel at all locations in CENTCOM AOR shall be available to provide assistance on varying schedule, 24/7, as mission dictates. Deployed personnel shall be required to work hours that are directly related to providing mission support to the organization they are supporting. e) Outside of the above-mentioned deployment locations, the normal workweek will be 8 hours per day, 5 days per week, unless prior approval is obtained for overtime and/or extended time to support the given mission. f) The Government mission may periodically dictate extreme necessity of operations to allow alternating work hours, compressed work schedules and in extreme cases the necessity for telework of appropriate mission essential personnel. Approval will be obtained from the COR prior to any hours being charged in these extreme cases. Mission support may require execution of tasks outside the normally scheduled workday. The Contractor’s site lead/management will identify hours required to operate in support of particular areas for Procuring Contracting Officer (PCO) approval. When contractors in deployed locations (throughout the CENTCOM AOR) have to travel between operating sites they shall travel via the most expeditious secure transport means available, as designated by the local combatant commander. The mode of travel may include military aircraft, including chartered aircraft (rotary or fixed wing) operated by United States (US) or any coalition aircraft authorized to carry uniformed military personnel or by military ground transport. Force protection/security if any, and by whom shall be solely at the discretion of the combatant commander within CENTCOM area of responsibility. See Metric 2-07 of Appendix B which will be used to assess Contractor performance against this requirement. 1.5 PROGRAM MANAGEMENT The Contractor has the responsibility for program/contract performance and management. In addition, the contract CDRLs (see paragraph 4.0) apply. Cost and Performance reporting is required in accordance with Exhibit A, CDRL A001, Contractors Progress, Status and Management Report.

A single managerial focal point to accomplish direct leadership, reporting, managerial and financial aspects of this task order. This “single point of contact” for contract management shall be provided to the Government COR, or, when provided in support of a customer, to the designated Government lead/Site COR for that effort and will be available to the Government full-time, beginning with initial transition meeting with Government (post-award conference). Deliverables: A001 Contractors Progress, Status and Management Report 1.6 GOVERNMENT FURNISHED EQUIPMENT / MATERIALS / FACILITIES The Government shall provide all Contractors deployed to Afghanistan and to other contingency areas as specified with the following services and facilities: billeting, dining, custodial, fire protection, police, storage, transportation, and utilities. Contractors based in Kuwait (and other countries in CENTCOM AOR, except for Afghanistan) will live "off compound" at apartments or other facilities leased by the Contractor. Contractor employees may receive a per diem rate (if proposed by contractor, not to exceed the maximum amount allowed under Joint Travel Regulation (JTR), to pay for meals and incidentals. All other services will be provided for work site (fire protection, utilities, custodial, etc.) only. The combatant commander authorizes contractor use of Government amenities and life support (i.e. exchange, BAQ/BOQ, etc.) in accordance with theater command guidance. Use of such amenities/support is determined upon deployment by the combatant commander. The Government may provide equipment, to include specialized tools and hardware, to accomplish requirements of this PWS. Any tools, test equipment, and other items required that are not made available shall be purchased by the Contractor and reimbursed by the Government with prior approval by the COR (up to monetary authority limits, as specified by the Contracting Officer, and added as GFE to contract). Disposition Instructions will be provided by the COR at the conclusion of the contract. If required, the Government provided equipment shall be Government standard, equipment compliant with US Government Network Enterprise Centers including computers, monitors, servers with associated software, printers, copiers, fax machines, cell phones, blackberries, and other equipment required to execute the specified mission at each site. GFE provided shall be in quantities consistent with workforce requirements. If Government cannot procure required automated data processing equipment within the timeline needed to ensure uninterrupted mission support, the Contractor may be authorized, by the COR, to procure up to a set dollar value to be determined at the time of contract award, otherwise, the CHESS contract(s) must be used. All GFE will be entered into PBUSE (or replacement accountability system), managed, and accounted for IAW the above-cited references. Work shall be performed primarily on Government installations and in Government funded facilities. Workspace shall be in a wide variety of facilities, including permanent standard office

complex, shop office area, temporary facility, or trailer. Individual workspaces may be a shared open room/office (no partitions) or individual Pods/cubicles. In some locations, particularly in areas of deployment, workspace may be in a tent or other facility with minimal “accommodation for comfort.” Workspace shall be provided by the Government in deployed areas with the supported unit. Any specified requirements for “special needs” computer monitors, ergonomic chairs, ergonomic keyboards, footrests, and similar shall not be provided by the Government, regardless if supported by doctor “order” or medical prescription. Such special needs equipment shall be furnished by the Contractor, at Contractor or individual Contractor employee expense. The Government shall provide all applicable guidance, instructions, and general orders issued by the Theater Commander on mission accomplishment, force protection, and safety. The Government shall provide, at government expense, military clothing and individual personal protective equipment, as specified by local Command authority, for Contractors deploying to contingency areas (e.g., personal protective mask). The Government shall furnish the necessary network access and accounts or shall sponsor the contractor in setting up the necessary accounts to ensure communications with all necessary agencies in support of the contract. Any Contractor acquired property that is to be purchased and type classified as Test, Measurement, Diagnostics Equipment (TMDE), unless specifically exempted, must follow the policies and procedures outlined in AR 750-1, Army Materiel Management Policy, for acquisition and registration. See Appendix B, Metric 1-02 & 2-01 which will be used to assess Contractor performance against this requirement. Deliverables: A002 Status of Government Furnished Equipment GFE/GFP Contractor Acquired Property (CAP) Report and Purchase Order 1.6.1 CONTRACTOR ACQUIRED / LEASED The Contractor shall be responsible for the maintenance, accountability, and support of all Contractor Acquired Property (CAP). The Government shall determine if the property is required and whether it (or a substitute item) can be provided as GFP prior to authorizing the purchase of the property. Prior to purchasing any equipment required for performance of this contract, the contractor shall obtain Government authorization through the COR. For purchases exceeding a value to be determined at the time of contract award, Contracting Officer concurrence shall be obtained. The cost of Contractor used cellular phones is an incidental cost. The Contractor must propose this cost.

CAP meeting criteria for formal accountability (see PWS paragraph 1.6.4) shall be added by contractor to formal accountability records within one week of receipt. Deliverables: A002 Status of Government Furnished Equipment GFE/GFP Contractor Acquired Property (CAP) Report and Purchase Order 1.6.1.1 Lease versus Purchase Where the lease or purchase of equipment, services, and supplies (i.e., printer, facsimile, rental of vehicles, trailers, special tools, copying, Internet Service, and other supplies and materials) is required (CDRL A002), the Contractor shall provide a lease versus buy analysis of the equipment/supplies along with three cost estimates to the COR for review and/or approval, prior to purchase or lease (CDRL A002). For leased vehicles, (forklift, trailers), the Contactor shall maintain a record of statistical data on Government leased vehicles (such as gas receipts, trip mileage and rental agreement). Contractor shall track the required data, with format to be jointly agreed to, post award, between the Government and Contractor. Government leased vehicles obtained for use in Afghanistan and Iraq shall be provided fuel and related petroleum products by the Government at no cost to the Contractor. The overall goal of the Government is to restrict leased vehicles to the minimum required for mission execution. In Kuwait, where contractors travel to and from private leased apartments via commercial vehicle, leased vehicles may be used for domicile to duty transportation, subject to policies of local command authorities. In other locations, leased vehicles shall, under no circumstances, be used for travel between place of duty and abode (on or off installation) unless such use has been approved by the local combatant commander. The Government shall not reimburse contractor for use of privately owned vehicles (POVs) for travel in and around any performance location. Appendix B, Metric 1-02 & 2-01 will be used to assess contractor performance against this requirement. Deliverable: A002 Status of Government Furnished Equipment GFE/GFP Contractor Acquired Property (CAP) Report and Purchase Order 1.6.1.2 Facility Requirement. Contractor shall provide offsite training, warehousing and work bay facilities for PWS paragraphs 1.6.2.2.1, 1.6.2.2.2, 1.6.2.2.3, 1.6.2.2.4, and 1.6.2.2.5. Facilities must be serviced with commercial internet connectivity suitable for the amount of personnel involved in missions. The offsite classroom requirement must be located in an area that has controlled access from other activities. This separation is for security of training devices and equipment

utilized in the various certification, instruction, installation, development and knowledge engineering as required. The facility (or facilities) must be located within 20 miles from the Fort Gordon, Georgia Gate 1 and provide adequate shipping/receiving transportation loading and unloading. 1. The facilities shall be set up in a safe and organized manner supporting each individual class/program/project as required. 2. The facilities shall be neat, orderly, and clean providing a safe working environment. 3. All classroom settings shall be in a ready state prior to classes starting each day. Books, equipment and supplies are arranged properly on desk for student use. 4. The areas shall be environmentally conducive to learning. 5. The Contractor shall ensure supplies are present and available for use. The Contractor shall provide the functional services including commercial internet services, personnel, required furnishings and training and support materials related to the performance. The training facilities vary by location in number of classrooms and administrative areas. Contractor may be required to secure additional facilities dependent on proportional growth of TSD supported customer base requirements. Growth will be negotiated incrementally as it is defined by the customer base. 1.6.1.2.1 Classroom Requirement. Contractor shall provide a minimum of three classrooms capable of accommodating 20 students in each for various certification, instruction, development and knowledge engineering sessions. The facility shall include one room that can serve as a Pearson Vue classroom/testing center that does not reside within direct traffic of other classrooms and/or office activities. There is a minimum requirement for one office collocated with the classrooms and testing room that can accommodate a minimum of three personnel. 1.6.1.2.2 Regional Hub Node Facility Contractor shall provide a minimum of 8500 square foot facility capable of accommodating work bays for installation, assembly, development and knowledge engineering associated to upgrade training and technology insertion training RHN Separates and RHN Division networks. There is a minimum requirement for offices and work areas that can accommodate a minimum of twelve (12) personnel and additional integration/production work areas for ten (10) personnel. Facility must support storage, pallet racks, loading, unloading, shipping, receiving, static discharge flooring, grounded areas, and web interface property accountability inventory systems, and accommodate 8x4x4 pallet racks requiring elevated doorways, pallets, crates and forklift operations. 1.6.1.2.3 Tactical Network Management Systems Facility Contractor shall provide a minimum of 5000 square foot facility capable of accommodating work bay for installation, assembly, development and knowledge engineering associated to upgrade training and technology insertion training Tactical Network Management Systems (TNMS). There is a minimum requirement for one office with work areas that can

accommodate a minimum of eight (8) personnel. Facility must support storage, pallet racks, loading, unloading, shipping and receiving. 1.6.1.2.4 Signal Modernization Facility Contractor shall provide a minimum of 5000 square foot facility to support working storage and warehousing for pallet racks, loading, unloading, shipping, receiving, static discharge flooring, grounded areas, and web interface property accountability inventory systems. Facility should accommodate ability to surge work bay for installation, assembly, development and knowledge engineering if required. There is a minimum requirement for one office to accommodate three personnel with associated integration/production work area that can accommodate a minimum of ten (10) personnel. 1.6.1.2.5 Palleting and Storage Facility Contractor shall provide a minimum of 6000 square foot facility to support storage and warehousing for pallet racks, loading, unloading, shipping, receiving. Facility should accommodate ability to surge storage associated to installation, assembly, development and knowledge engineering if required. There is a minimum requirement for one separate office with additional associated work area minimum 3500 square foot to accommodate programmatic expansion with suitable access for loading, unloading as well as takeoff angles dependent on programs assigned. 1.6.2 PROPERTY ACCOUNTABILITY The Contractor shall institute property control and accountability procedures to safeguard and maintain all Government equipment IAW with AR 710-2, AR 735-5, and DA Pamphlet 710-2-1. Contractor shall exercise appropriate controls for Communications Security equipment IAW DOD 5220.22-S. Any loss or damage of GFP/CAP shall be reported to the COR within three days of the discovery. A statement explaining the circumstances of the loss/damage shall be submitted on a Financial Liability Investigation of Property Loss (FLIPL) report in accordance with AR 735-5, unless exception specified by this Regulation applies. All equipment shall be returned upon written request or upon conclusion of the contract; all GFP and CAP shall be returned in serviceable condition. The Contractor shall provide a quarterly Status of GFP/CAP Report, as required by (CDRL A002). Unless otherwise specified by the COR, all non-expendable and durable GFE/GFP (as defined by AR 735-5, Chapter 7) GFP/GFE with a procurement value of $500 or greater (per unit) shall be placed on the Government’s system for record of fiduciary purposes and issued by a contract or modification to the contract. Expendable items consumed in use, regardless of dollar value (as example, some printer cartridges) shall not be placed on the Government’s system for record, but shall be accounted for locally. Individual hand tools with individual cost of $100 or less are durable items but shall not be placed on the Government’s system for record account. These hand tools shall be recorded on local hand receipt from contractor site lead to the individual user. Lost hand tools, unless deliberate negligence or willful misconduct is suspected, may be dropped from record by submission of written memorandum documenting loss to the Government site lead/site COR. Memorandum shall include all information as specified in AR 735-5, paragraph 14-9. Local Government site

leads shall maintain file copy of such approved memorandums and provide to the COR. If hand tools are issued as a set, the set shall be recorded on property record. If equipment requires disposal, disposal method shall be annotated on the DD Form 1149, Requisition and Invoice/Shipping Document, or DD Form 1348 (DOD Single Line Item Requisition System Document), per local Command requirements, and a copy furnished to the COR, who must approve disposal. See Appendix B, Metric 1-02 & 2-01 which will be used to assess Contractor performance against this requirement. Deliverable: A002 Status of Government Furnished Equipment GFE/GFP Contractor Acquired Property (CAP) Report and Purchase Order 1.6.3 CONTRACTOR ACQUIRED PROPERTY (ODC) 1.6.3.1 Training and Support Equipment The Government may require the Contractor to purchase training equipment for use in non-DOD automation networked exercises and training environments. Training equipment may include non-standard computers, servers, and software. The equipment requirements will be deemed appropriate by the Government training and task leads in conjunction with the COR. Training equipment requirements will be submitted on purchase requests (CDRL A002) and forwarded through the COR or Contracting Officer as applicable for approval. The received equipment will be provided to the Government and added to the CAP (CDRL A002). These training-suite equipment appliances shall be recorded on local hand receipt from Contractor site lead and sent to the individual user. See Appendix B Metric 2-01. Deliverable: A002 Status of Government Furnished Equipment GFE/GFP Contractor Acquired Property (CAP) Report and Purchase Order 1.6.3.2 Expendable Supplies The Government shall require the Contractor to purchase (CDRL A002) expendable training materials for mobile training venues, formal classroom presentations, and office presentations. Expendable materials may include office products, classroom, and students supplies. The list of expendable supplies shall be provided by the Government as mission requirements dictate necessity. Expendable supplies shall be requested for purchase approval on an as needed basis. 1.6.3.3 Training and Operational Support The Government may require the Contractor to purchase facility equipment and furnishings for specific training and operational environments. Facilities for student populace, operational impact, and training events may require additional furnishings or equipment for use within the operational and training environment as incidental to the performance of the training and fielding requirements. Training and operational equipment may include non-standard items such as tables, desks, chairs, GSA safe, etc. The equipment requirements will be deemed appropriate by the Government training and task leads with approval of the COR. Training equipment requirements will be submitted on purchase requests (CDRL A002) and forwarded through the COR or Contracting Officer as applicable for approval. The received equipment will be provided to the Government or added to the GFE (CDRL A002). These items shall be recorded on local hand receipt from Contractor site lead and sent to the individual user. Deliverable: A002 Status of Government Furnished Equipment GFE/GFP Contractor Acquired Property (CAP) Report and Purchase Order 1.7 INSPECTION AND ACCEPTANCE The requiring activity Department of Defense Activity Address Code (DODAAC) is W80KHR. The Contracting Officer’s Representative (COR) is Ms. Theresa M. Pagliaro, ATTN: AMSEL-LCR-FSD, Bldg 6001, APG, MD 21005 Additional inspection and acceptance shall be by Government Site Lead/GTL/COR at place of performance. Additional details and “ship to” addresses for specific commodities shall be provided to winning offeror during the post award meeting. 1.7.1 QUALITY ASSURANCE If the Contractor declares, it is “Certified” in Proposal per ISO 9001:2008, they must continue to remain certified throughout the PWS Period of Performance, to include all option periods exercised. Failure to maintain compliance with ISO 9001:2008 standards or remain Certified (if so declared in Proposal) will impact the Government’s evaluation of the Contractor performance under this Contract and would cause the Government to terminate the Contractor’s performance for cause. Government shall assess Contractor performance through regular and random checks, direct observation, review of contract deliverables, and through reports and feedback from customers supported. The Government shall appoint DA Civilians within the Training Support Division to serve as Government Task Leads (GTL). The GTL shall observe contractor performance on continual and recurring basis to provide the COR feedback on performance metrics. Performance standards for critical areas are established by metrics. These metrics are referenced throughout this PWS. Details on each specific metric, standard for each, and how each will be measured are in Appendix B (Performance Metrics).

1.8 SECURITY 1.8.1 PRIME CONTRACTOR SECURITY REQUIREMENTS The highest security requirement for this task order is Top Secret as defined in the DD Form 254. The Contractor shall require access to Secret, Top Secret, Communications Security COMSEC information, Defense Technical Information Center (DTIC), Sensitive Compartmented Information (SCI), Non-SCI information, North American Treaty Organization (NATO) information, and For Official Use Only information (FOUO). The Contractor shall also require access to the Non-Classified Internet Protocol Router Network (NIPRNET), and Secure Internet Protocol Router Network (SIPRNET). All Contractor personnel shall possess a clearance commensurate with the requirements of their position. Contractor personnel performing Internet Technology (IT) sensitive duties are subject to investigative and assignment requirements IAW AR 25-2, AR 380-67 and affiliated regulations. Only Contractor employees with proper clearance, as verified by Contractor Facility Security Officer (FSO) and the COR or her/his representative through the Joint Personnel Adjudication System (JPAS) shall have access to classified information. Appropriate documentation of all personnel clearances, or any request thereof, shall be forwarded through the Contracting Officer’s Representative (COR) and Security Manager (SM). The Contractor will maintain all required security clearance documentation and records (Metric 2-07). 1.8.2 CONTRACT SECURITY REQUIREMENTS All positions on this contract require a minimum interim secret and above security clearance, on day one. Army Regulation (AR) 380-5, Department of the Army Information Security Program shall be adhered to for safeguarding classified and sensitive information. Personnel shall be required to submit a request for user ID when access is required to a Government computer. Proof of Information Assurance (IA) Training must be submitted before access to a Government computer is allowed. Contractor personnel shall submit a request for deletion of user ID when access is no longer required. The Contractor shall observe and comply with the security provisions in effect at each selected site. Contractors must carefully and properly account for printed badges, Common Access Cards (CAC), and collected biographical information. This information must be stringently safeguarded to ensure compliance with Privacy Act standards. Contractor personnel must treat all aspects of the base access process, at a minimum, FOUO. All required identification badges are to be worn and properly displayed at all times. 1.8.3 OPSEC 1. AT Level I training: All Contractor employees, to include subcontractor employees, requiring access Army installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The Contractor shall submit certificates of completion for each affected Contractor employee and subcontractor

employee, to the COR or to the Contracting Officer, if a COR is not assigned, within 30 calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website: http://jko.jten.mil 2. Access and general protection/security policy and procedures: Contractor and all associated subcontractor employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. 2a. For Contractors requiring Common Access Card (CAC): Before CAC issuance, the Contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation in accordance with Army Directive 2014-05. TheContractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DoD facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures; or (3) Physical access to multiple DoD facilities or multiple non-DoD federally controlled facilities on behalf of the DoD on a recurring basis for a period of six (6) months or more. At the discretion of the sponsoring activity, an initial CAC may be issued based on a favorable review of the FBI fingerprint check and a successfully scheduled NACI at the Office of Personnel Management. 2b. Contractor and all associated subcontractor employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by Government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. 3. AT Awareness Training for Contractor Personnel Traveling Overseas: US based Contractor employees and associated subcontractor employees shall receive Government provided area of responsibility (AOR) specific AT awareness training as directed by AR 525-13. Specific AOR training content is directed by the combatant commander with the unit ATO being the local point of contact. US based Contractor employees and associated subcontractor employees will submit an Isolated Personnel Report (ISOPREP) prior to deployment, in accordance with AR 525-28, Personnel Recovery. The Contractor is required to fill out the survey on NIPRNET at https://prmsglobal.prms.af.mil/prmsconv/Profile/Survey/start.aspx prior to deployment. 4. iWATCH Training: This standard language is for Contractor employees with an area of performance within an Army controlled installation, facility or area. The Contractor and all associated sub-contractors shall brief all employees on the local iWATCH program (training

standards provided by the requiring activity ATO). This local developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award. 5. Army Training Certification Tracking System (ATCTS) registration for Contractor employees who require access to Government information systems: All Contractor employees with access to a Government info system must be registered in the ATCTS (Army Training Certification Tracking System) at commencement of services, and must successfully complete the DOD Information Assurance Awareness prior to access to the IS and then annually thereafter. 6. OPSEC Training: Per AR 530-1 Operations Security, the Contractor employees must complete Level I OPSEC Awareness training. New employees must be trained within 30 calendar days of their reporting for duty and annually thereafter. Level I OPSEC training is available at the following website: http://cdse.edu/catalog/elearning/GS130.html. 7. Information assurance (IA)/information technology (IT) training: All Contractor employees and associated subcontractor employees must complete the DoD IA awareness training before issuance of network access and annually thereafter. All Contractor employees working IA/IT functions must comply with DoD and Army training requirements in DoDD 8570.01, DoD 8570.01-M and AR 25-2 within six months of appointment to IA/IT functions. 8. Information assurance (IA)/information technology (IT) certification: Per DoD 8570.01-M , DFARS 252.239.7001 and AR 25-2, the Contractor employees supporting IA/IT functions shall be appropriately certified upon contract award. The baseline certification as stipulated in DoD 8570.01-M must be completed upon contract award. 9. Performance or Delivery in a Foreign Country: DFARS Clause 252.225-7043, Antiterrorism/Force Protection for Defense Contractors Outside the US. The clause shall be used in solicitations and contracts that require performance or delivery in a foreign country. This clause applies to both contingencies and non-contingency support. The key AT requirement is for non-local national Contractor personnel to comply with theater clearance requirements and allows the combatant commander to exercise oversight to ensure the Contractor’s compliance with combatant commander and subordinate task force commander policies and directives. 10. Classified Information: Contractor shall comply with FAR 52.204-2, Security Requirements. This clause involves access to information classified “Confidential,” “Secret,” or “Top Secret” and requires contractors to comply with— (1) The Security Agreement (DD Form 441), including the National Industrial Security Program Operating Manual (DoD 5220.22-M); (2) any revisions to DOD 5220.22-M, notice of which has been furnished to the contractor. 11. Threat Awareness Reporting Program: For all Contractors with security clearances.

Per AR 381-12 Threat Awareness and Reporting Program (TARP), Contractor employees must receive annual TARP training by a CI agent or other trainer as specified in 2-4b. 1.8.4 Physical Security The Contractor shall be responsible for safeguarding all Government property provided for their use and shall ensure all requirements of the Controlled Inventory Item Code (CICC) for the commodity or system (including local Installation requirements) are adhered to. At the end of each work period, all Government facilities, equipment, and materials shall be secured. The contractor shall establish and implement methods to ensure keys issued are not lost, misplaced, or used by unauthorized persons. The contractor shall not duplicate any keys issued by the Government, EXCEPT with concurrence of the COR/Site Lead. All requirements of this contract, Section H-6 (Contractor Identification) will be adhered to. To highlight, when corresponding (via any written format, including e-mail) with any Government representative or agency regarding any effort under this PWS, the company shall require all individuals to, at a minimum, include a signature block with the person’s full name, commercial phone number, Defense Switch Network (DSN) number (if working on Army location), email address, and the word “Contractor.” E-mail display shall also include company of employment. Government provided building badges or passes will be worn by all Contractor employees and Contractors shall be required, on COR order, to provide (at company expense) and wear a badge that includes the employee’s name and company of employment. The company shall also require that all individuals in support of this PWS, when attending any Government-sponsored meeting at any level, clearly identify themselves at the beginning of the meeting as a Contractor. Force protection/security if any, and by whom shall be solely at the discretion of the combatant commander within CENTCOM area of responsibility. If security support is agreed upon as previously described, the provision shall be charged to the contract as other direct costs (ODC). 1.8.5 Government Furnished Information (GFI) The Government shall provide any required information that is not currently on hand at each activity if it is available. The Contractor is authorized to obtain and use Federal Logistics (FEDLOG) Data, Army Knowledge Online (AKO) and the Logistics Information Warehouse (LIW) websites. Access to the CECOM Knowledge Center, the CECOM Single Interface to the Field (SIF), and other relevant Government Web sites shall also be provided. The Contractor shall provide Government a Software License Agreement (SLA), if applicable, and to conform with this Technical Data Clause that Hardware/Software deliverables will be owned by the Government with full data rights. 2.0 APPLICABLE DOCUMENTS The following documents are referenced for the performance of this effort:

a. Applicable Army, Department of Defense (DoD), and Federal Regulations which govern DoD contracting efforts. b. Army Regulations (ARs), Technical Manuals (TMs), and related for each weapons systems/equipment supported, as specified throughout this PWS (e.g., AR 350-1, Army Training and Leader Development). 3.0 REQUIREMENTS 3.0.1 The Government shall establish training schedules and training mission requirements based on Government training support agreements in CONUS and OCONUS locations TBD and the Contractor shall be prepared to provide staff personnel based on the unit requirements. The Contractor will be notified of Government intentions and be provided 30 days to provide Subject Matter Expert (SME) personnel within the CECOM TSD framework of staffing IAW the unit customer requirements. Pursuant to short term training missions in low density subject areas or specialty training requirements, the Contractor will maintain an ability to provide surge support for mission requirements upon notification by the Government of intention to provide mission support. The Government will provide the date/time/subject requirements and provide the contractor 30 days to provide an execution plan for support of the unit customer requirements. 3.0.2 The Contractor shall provide the software, incidental hardware and service support required by the contract pursuant to the general requirements specified herein. 3.0.3 The contractor shall be responsible for providing input to the Contract Manpower Reporting Application (CMRA) as required by this contract PWS and / or other personnel requirements reports, as required by the PCO. 3.1 Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance Systems Training Support Acceptable Quality Level (AQL) is identified in the performance standards and the performance metrics as detail in each subparagraph below. 3.1.1 Execute Transition Plan (reference CDRL A003). Performance Standards Standard: For all positions (and for replacement of employees who leave the contract), hire personnel who have a favorable investigation in JPAS and have been successfully transferred to the current contractor. Requirements:

The Contractor shall develop a Transition Plan for Government approval. Included in the Transition Plan shall be: the Contractor’s staffing plan, qualifications of the proposed transition team, and ability to obtain security clearances. The Contractor shall include timelines to meet critical milestones, general operating procedures, and staff training policies. End of conflict/contract preparation, preservation, storage, safeguarding and long-term storage will be addressed in the Transition Plan for the systems covered under this PWS. The required completion date for the initial transition is 60 days after the contract award date. There will be continuing task requirements along with transition, as additional efforts and equipment are incorporated into this contract, throughout the Period of Performance (POP). Transition Plan/activities will remain in effect until final ongoing task is transitioned to this new Contract. The Government will convene a Post-Award Conference with the awardee within five (5) business days after contract award. The COR will notify the Contractor of a specific date, location, and agenda. As part of this initial Conference, the winning Contractor and the Government will jointly review the immediate transition plan. Contractor shall then revise the transition plan and submit the final plan to the Government within ten (10) business days from date of the initial transition meeting. See Appendix B Metrics 1-01. Deliverable: A003 Contractor Transition Plan Schedule 3.1.2 Contractor Staffing Plan The Contractor Staffing Plan, submitted as part of the Transition Plan, shall detail how the Contractor plans to meet task staff requirements, with understanding that Contractor must meet full staffing for each requirement on projected dates as specified by Government Team Leads (GTL) during the Post Award Conference. The Contractor will discuss its plan for retaining current Contractor employees and its plan for quickly and effectively providing qualified employees to replace incumbent employees that cannot be retained. The Contractor will explain how it plans to recruit additional staff to meet future (new) or surge requirements. In developing Staffing Plan, Contractor is advised, unless otherwise stipulated in this PWS, that the Contractor is required to hire fully qualified people who do not require any additional training to perform tasks specified in this PWS. Contractor shall evaluate candidates and recruit/hire, as needed, new and replacement employees for this contract. The COR must pre-approve any training proposed at Government expense for all Contractor personnel. The Contractor shall reimburse the Government for costs associated with a contract employee failing a training block of instruction if the block of instruction is Government approved at the Government’s expense. Deliverable: A003 Contractor Transition Plan Schedule

3.1.3 Key Personnel At a minimum, the contractor will designate its Transitional Team Lead and overall Program Manager positions as “key personnel” and will include in the Transition Plan the qualifications for the Transition Team Lead and overall Program Manager. The Contractor is required to provide name of key personnel (including Transition Team Lead), and must detail education, experience and qualifications of each individual proposed as “key”. Contractor must also specify which, if any, key personnel will be part-time to the transition effort vice dedicated full-time to this effort. The Contractor shall provide education, experience, certifications and qualifications for planned team members they deemed to be key personnel and shall present this information in the Transition Plan. The Contractor shall detail its proposed program management organization for this Transition Plan. The Contractor must make clear in Transition Plan, for all planned leadership positions as proposed, which positions the contractor already has staff on board to fill and for these positions, when each position will be made available assigned to this program. The contractor shall provide the rationale or justification for identifying personnel as “key” to the program. AQL: 100% of the Contractor employees hired for this contract shall have the security clearance specified (interim clearance acceptable) for the assigned task and location. 100% of the Contractor employees fully meet the system certification qualification for instructing course/class. 100% recruitment timelines in performance standard are achieved. See Appendix B, Metric 1-01, 1-02, 1-03, 2-06, 2-07& 3-03 which will be used to assess contractor performance against this requirement. Deliverables: A001 Contractor’s Progress, Status, and Management Report A003 Contractor Transition Plan Schedule 3.2 Contractor Trainer Qualifications The purpose of this section is to address the qualifications of Contractor provided trainers. 100% of the Contractor employees shall fully meet the system certification qualification for instructing course/class. a. The Government may provide Experiential Learning Model (ELM), Army Basic Instructor Course Certification, IT Certified Technical Trainer (CTT+) and Small Group Instructor certification (if required). The Contractor may be required to reimburse the Government for the cost of these courses if instructors do not already possess certificates or employee instructor resigns or is released within six months of completing the course. b. Cardiopulmonary Resuscitation (CPR) qualified (if required). c. Possess advanced presentation speaking skills d. Be computer literate (have a working knowledge of Word, PowerPoint, Spreadsheets, etc.).

e. Conduct training at all locations. This is a consolidated effort with the ability to surge instructors from one location to another to meet training requirements regardless of facility or lesson. f. May work as part of a team with Uniformed Service member instructors and/or civilian instructors g. Mentor students in the exchange of knowledge. Duties may include providing assistance after class with developing understanding of training materials and practicing configurations. h. Video tape/record student presentations (when required) i. Maintain classroom presentation equipment and classroom furniture j. Maintain established classroom security requirements and procedures k. Possess certifications appropriate for positions held (as required) l. Maintain and report student records, attendance and statistics. m. Apply the current program of instruction (POI) in each course. As the POI or lesson plans require modification due to changing technology, requirements or critical tasks, the contract instructor shall be required to provide support with curriculum development. n. Review and update classroom-training materials such as student handouts, lesson plans, slides, and practical exercises, as required. Any updates to training material shall be recommended to the Government and approved by the Government prior to implementation. The Government will provide formats for lessons/training plans. o. Conduct testing in subjects taught, to include grading of exams, evaluation of results, and recording of exam results and the conduct of after action reviews (AARs) with students. Tests may be performance-based and/or criterion-based and are controlled and sensitive materials. These tests are developed and available for the current curriculum. In some cases, contract instructors shall be required to update classroom curriculum. If the contract instructor is involved with a curriculum development effort, part of that effort shall be to develop new tests associated with the new curriculum. p. Provide students with evaluation sheets for evaluation of classes presented. q. Make recommendations to the Government concerning academic actions when warranted by classroom performance. r. Instructors shall be required to stand, bend, and stoop for long periods of time, while delivering and assisting students with training materials. s. Instructors may be required to maneuver in and out of strategic and tactical equipment while demonstrating strategic and tactical equipment functions. The requirements in this section apply to all trainer and instructors supporting the contract resulting from solicitation W56JSR-17-R-0012. See Appendix B, Metric 3-03 which will be used to assess contractor performance against this requirement. 3.2.1 Produce competent trainee (students) for C4ISR systems or CYBER technologies. Performance Standards Standard: “Produce a competent trainee (student) for C4ISR systems or CYBER technologies.” Requirements information: For all training requirements herein, Contractor shall provide fully trained and qualified staff, prepared to support training on the C4SIR family of systems or CYBER technologies to produce competent trainees (students) IAW para 3.2 and: The Contractor may participate in integrated product teams (IPT) as a member to advise the Integrated Logistics (ILS) Support manager on issues affecting fielding and training. The Contractor shall develop and conduct training for military units and Government agencies located in CONUS/OCONUS. Training requirements shall be identified and scheduled by FSD, Training Support Division (TSD). The training will be at unit home station, temporary duty (TDY) locations and/or during field missions by way of Mobile Training Team (MTT) as further detailed below. When tasked to train Warfighters, the Contractor shall implement a “train the trainer” curriculum to ensure the training recipients are competent in all operational aspects for the assigned weapons system. Contractor may present training in a field environment, to include deployment locations. In these locations, the Contractor may be called on to provide surge-training support. Training will be geared to cover all of the tasks and associated skills required to execute the specific mission at the field/deployment location. The Contractor may be required to develop targeted training materials for specific missions. The Contractor shall identify fielding/training requirements to accomplish specified C4ISR missions. AQL: The contractor shall be evaluated using Appendix B Performance Metrics 3-02 will be used in the evaluation of the contractor’s performance. Paragraph 3.1.1 explains the evaluation plan. See Exhibit Deliverables: A004 Contractor Technical Report Analysis A005 Contractor Location Report (CLR) A006 Weekly Activity Report (WAR) 3.2.2 Produce competent trainee (student) through Certification Training & Testing. The Government has established Pearson Vue and Prometric mobile testing platforms to provide commercial certification training and testing IAW DOD 8570.01 stipulations. . Performance Standards Standard: Pass course rubric. 1. A course that is Pass/Fail. A Pass is acceptable. 2. A course employing a test with a pass/fail and staggered rubric. A passing score of 80% or greater is acceptable. Requirements information: The Contractor shall also provide the functional services, commercially certified personnel, and materials related to commercial certification and testing completion for products such as; CompTIA, Microsoft, ETA, and CISCO commercial certification testing (such as VUE and Promoteric) in a MOBILE format, including courses in support of DoD Directive 8570.01 Information Assurance Training, Certification, and Workforce Management. Contractor will provide a mobile testing platform (Pearson Vue certified testing center) for student certification requirements. The Contractor shall proctor (administer) Commercial Standard Certifications IAW applicable regulations. For reference to this effort and paragraph 1.6.5.8, a historical sampling is provided but shall not be considered an all-inclusive listing nor shall it be considered a purchase order. Requirements information: For all training courses/classes conducted (not including informal training/over shoulder training/on the job training (OJT) and similar), the Contractor will conduct an End of Course survey for all course / training attendees to determine student and leaders view of the success of the training. The aggregated End of Course survey determinations will serve as the foundation for the Contractor’s performance. Additionally, the student pass/fail rate and the number of students who do not complete the course will be considered. Student(s) not completing training due to reasons not within the Contractor’s control will not affect the Contractor’s performance rating. See Appendix B, Metric 3-01 will be used to assess Contractor performance against this requirement. AQL: The rating scheme is: 1. The Contractor will be evaluated on a scale 1-5 (with 5 being the highest possible score). 2. Contractor will achieve an objective of 4.0 (for overall task order and individual courses / classes taught). 3. Contractor will be measured against scores on individual survey questions, with objective that average score any individual question for any single class or course, will not be below 3.5 (objective, 4.0). Contractor shall report the courses/classes taught, the total number of students in the courses/classes taught, the number of students who pass or fail the courses/classes & the total number of students who did not complete the training and the reason. Deliverables A006 Weekly Activity Report (WAR) – The survey results shall be aggregated and reported in the WAR. 3.3 Provide fully qualified trainers Performance Standards Standard: Provide fully qualified trainer for the C4ISR systems and CYBER technology. Requirements information: All instructors and trainer supporting this contract shall have the appropriate experience, education, and certification (S) required for the respective class/course being taught/instructed and IAW para 3.2. The following are requirements for Sustainment University Training: 1. The classrooms shall be setup in a safe and organized manner supporting each individual class. 2. The classroom shall be neat, orderly, and clean. 3. All classroom settings shall be in a ready state prior to classes starting each day. Books, equipment and supplies are arranged properly on desk for student use. 4. The classroom shall be environmentally conducive to learning. 5. The training facility houses multiple furnished classrooms, averaging sixteen students per classroom, a research and support development lab, as well as administrative work areas for logistical, operational, and administrative personnel. The Contractor shall provide a complete course of instruction for the on board generator supporting the Satellite Transportable Terminal (STT) to include depot level troubleshooting and repair. 3. The Contractor shall also instruct the operations and maintenance of legacy power systems, 2KW to 200KW generators. 4. The Contractor will develop a complete program of instruction for the TOC power grid systems. 5. The Contractor shall provide a journeymen level licensed electrician or equivalent as instructor for power grid curriculum. 6. The Contractor shall provide Universal Licensed Heating Ventilation and Air Conditioned (HVAC) certified instructors (Universal license Section 1 & 2 under the EPA). 7. The instructor should have operational and maintenance knowledge on Trailer Mounted Support Systems (TMSS) and vehicle mounted air-conditioned units. 8. Electrical knowledge of power generation operations – knowledge level equivalent to journeyman level or greater. 9. Pertaining to the customer negotiation and requirement the Contractor may be required to: • Prepare and conduct NMIB. • Maintain a database, which tracks serial numbered items to specified assets. • Coordinate Active, Army Reserve and National Guard requirements • Ship items and provide transportation, when requested, i.e., tool boxes, team/class room supplies that get shipped from location to location to support the next training/fielding • Prepare and maintain TPF and NET plans for current and future systems. • Develop training materials and curriculum as required by package constraints. • Provide delivery of instruction in conjunction with fielding activity. • Project and publish TPF and NET schedules for organizations and elements. • Perform de-installations, installations, and handoffs for specified systems. • Perform a joint system check out of each system installation prior to issue. • Perform inventory, handoff and prepare all documentation pertaining to the handoff of system or equipment to the gaining units • Receive, unpack, and verify serial numbers for COMSEC Controlled Items (CCI) accountability. • Provide an after action report 30 days after closure of fielding to post, camps and stations. • Provide Federal Express (FEDEX) and United Parcel (UPS) accounts for shipment of material. In support of product Fieldings, the Contractor shall provide on-site management services as the interface between gaining units and the PM office. The Contractor shall include daily coordination with gaining units, resolution of customer concerns and issues, and the coordination of assets and resources to ensure adherence to fielding schedules and coordination with the PM in response to system integration requirements and the integration of engineering change orders into previously fielded systems. The effort shall include the following tasks: • Review and provide input to program source documents, e.g., MFP, Materiel Sustainment Plan (MSP) etc., as required. • Forecast fielding support requirements (personnel resources, funding, etc.). • Manage overall fielding requirements and resources. • Ensure fielding is conducted IAW AR 700-142 and in a cost-effective manner. • Coordinate fielding requirements with key participants.

See Appendix B, Metric 1-02, 2-01, 2-06, 2-07 & 3-03 will be used to assess Contractor performance against this requirement. AQL: The only time less than 100% complete is acceptable is when: 1. Unforeseen acts not causes by Contractor occur. 2. Government generated delays occur. 100% of all people at time of hiring fully meet the labor category qualification for instructing the course/class supported in W56JSR-17-R-0012. Deliverables A004 Contractor Technical Report & Analysis A006 Weekly Activity Report (WAR) 3.4.2 Maintain and produce media for Training Media Development. The Government will establish training mission schedules and course requirements and the Contractor shall deliver completed courseware for instruction. The Contractor will be notified of Government requirements and be provided 60 days to provide a completed product within the CECOM TSD framework of instruction and IAW the unit customer requirements. Training Curriculum shall be developed in approved TSD formats consisting of electronic or printed slideshow presentation, student handbooks, electronic files for use in electronic devices, supplemental information such as laboratory networks, manuals, or quick reference guides as determined essential by the Government IAW the requesting customer requirements. For program of record courseware and in support of PEO customers the Contractor shall deliver a training package that has been tested and approved through the Verification and Validation process utilizing the Training Development Capability solution.

Pursuant to short term training missions in low density subject areas, the Contractor shall maintain the capability to provide surge support for training development mission requirements upon notification by the Government of intention to deliver mission support to a Government customer. The Government will provide the date/time/subject requirements and provide the Contractor 30 days to provide a completed curriculum product within the CECOM TSD framework and IAW the unit customer requirements. Performance Standards Standard: Provide support for Training Media Development Requirements information: Develop/edit media for training and ensure 100% data verification and validation of training media developed through the life of the training. Contractor shall provide capability to deliver multimedia applications, web based apps, and learning/instructional products for web delivery, disc formats, and smart phone based training modules. The Contractor shall ensure the course printed media (materials and information) are: 1. Updated and current to prescribed industry standards. 2. Validated training media for accuracy and completeness. The Contractor shall propose the functional technology, services, personnel, and materials related to interactive multimedia development for TSD training programs and curriculum. Contractor shall provide expertise, guidance, and development of Interactive Multimedia Instruction (IMI) that may possibly include levels 1-5 including graphical and gaming immersion. In order for the Government to ensure all distance learning and adjunct digital course material maximizes learning efficiency and effectiveness, a manageable system is an essential component of creating and managing IMI content. All systems should be designed to support software and hardware, because continued updating of training material is critical throughout a product life cycle. The proposed system should enable the cataloging, maintenance, and reuse of media assets and available training course materials. Proposed media management Systems may include: • Browser Based – Allows multiple users worldwide access. • Simplified Drag and Drop interface – Increases accessibility and reduces time spent on system training. • Robust asset importation and cataloging – Content such as PowerPoint, Video, Flash, 2D & 3D assets. • Standardized Templates – Ensures consistency across courses. • Metadata managed by a database. • Comprehensive search interface – Enables users to quickly search courses and/or components to ensure rapid updateability. • Focus on the reuse of existing assets – Reusable assets minimizes repeat efforts. • Produce future Sharable Content Object Reference Model (SCORM) conformant content, which can be integrated. • Ensure verification and validation. • Ensure all changes are tracked, and may be reverted by authorized users.

A005 Contractor Location Report. 3.5 Provide materiel management for Logistics Support Performance Standards Standard: Complete accuracy of materiel management for logistics services. Requirements information Materiel Management accuracy consists of: • The Contractor shall review supply demands, perform supply item management, local purchased equipment management, and compute materiel requirements for supplies and equipment readiness, as well as maintenance support. • Ensure operational inventory levels are maintained. • Maintain accurate logs of inflow and outflow of inventory through the proper use of hand receipts, property logs, accountability records, voucher registers and stock control of materiel received, issued, or stocked. • Conduct analysis and provide input and recommendations to supply reports in determining requirements for acquiring/ distributing/ replenishing the inventory, and reviewing supply control studies and budget stratification, and for disposing of secondary items. In support of specified C4ISR weapons systems or mission, equipment and other requirements, the Contractor shall establish and maintain procedures for marking, handling, storage, preservation, packaging, and shipping to protect the quality of products and prevent damage, loss, deterioration, degradation, or substitution of products. International shipments that fall under US Customs Regulations shall be handled appropriately. . All equipment will be packaged to preclude any damage from occurring during shipping. 3.5.1 Shipping The Contractor shall ship training equipment and supplies from site to site when necessary.

Efforts in support of TSD mobile training missions may require an automated integrated tracking and inventory process for accountability. At contract award, as required by TSD training support requirements, Contractor shall provide a centralized shipping service with account numbers capable of overnight guaranteed delivery of packages and shipping containers weighing 150lbs or less. Shipping containers will often consist of hardened rotomolded plastic material with wheels and handles. Shipping will also entail crated and palletted electronic equipment. Centralized account will be managed by the Contractor with monthly consolidation of charges reported in ODC format to the COR/GTL for review. The Contractor shall participate in the development, management, and implementation of logistics sustainment plans for upgrading, fielding, or integrating CECOM/C4ISR weapons systems provided to units. The Contractor shall provide support to ensure fielding and training initiatives are consistent with and support goals and critical milestones of the lead agency responsible for the fielding and training. The Contractor shall execute tasks that ensure operations within existing automation systems that include DOIM operated and approved installation support systems and shall input data into existing commercial tools designed to track and manage records and data for supported logistics operations. The Contractor shall provide logistics control and management, administrative and supply inventory specialist support for mobile training. The Contractor shall perform Logistics Support Analysis, shipping and receiving tasks, inventory control, hand receipt, and equipment transfer activities as required by the Government. The Contractor shall coordinate activities at all levels to optimize performance and support operations. The Contractor shall be responsible for evaluating logistics performance and processes and make recommendations on best practices. The Contractor shall provide expertise pertaining to all functions related to packaging, handling, and storage. Representative activities include:

• Inventory received equipment to determine order fulfillment, verify incoming shipments against original order, and prepare appropriate documentation.

• Evaluate existing documentation and make recommendations to ensure that all system

equipment and support items are preserved, packaged, marked, handled, and stored properly for short or long-term requirements.

Evaluate and determine recommended item packaging level requirements and storage requirements based on one or more of the following: • Geographical and environmental restrictions • System constraints, i.e., design specifications, safety precautions, and item configuration • Need for special handling equipment and procedures • Special security requirement (sensitive materiel)

Deliverables: A006 – Weekly Activity Report – Contractor shall provide summary of logistics actions. 3.5.2 Provide full equipment analysis support The Government will establish training and mission equipment and document requirements and the Contractor shall be prepared to provide staff personnel based on the Government customer schedule of equipment and training timeline requirements. The Contractor will be notified of Government requirements and be provided 30 days to provide SME personnel within the CECOM TSD framework of staffing IAW the unit customer requirements. Performance Standards Standard: Provide support for Equipment Development, Specifications, Build, and Delivery Requirements information: Contractor shall research equipping requirements, conduct site surveys, annotate wiring diagrams, create specification requirements, develop computer automated drawing (CAD) packages to scale and specification, material lists, conduct build, procurement, crating, packaging lists, shipping, and on-site installation, de-installation, and conduct all associated technology training required for the system upgrades, enhancements, or cyclic replacements. Develop/edit media for leave behind technical data and training and ensure 100% data verification and validation of training and equipment developed. Contractor shall provide work in off post Government funded facility (ref para 1.6.2.2) capable of accommodating work bays for installation, assembly, development, and knowledge engineering associated to equipment upgrade and technology insertion development, packing, crating, shipping, and training. The Contractor shall provide the functional services including commercial internet services, personnel, required furnishings, logistical support, equipment handling expertise, and training and technical support materials related to maintaining and sustaining the equipment operations. Activities must support storage, pallet racks, loading, unloading, shipping, receiving, static discharge flooring, grounded areas, and web interface property accountability inventory systems, and accommodate 8x4x4 pallet racks requiring elevated doorways, pallets, crates and forklift operations.

AQL: 100% completion and delivery of all required assemblies required for support to programs supported in W56JSR-17-R-0012. See Exhibit Deliverables: A006 Weekly Activity Report – Contractor shall report the progress, completion, and issues affecting Fielding. A005 Contractor Location Report. 3.6 Provide administrative support The Government will establish training and mission equipment and document requirements IAW customer mission requirements. The Contractor shall be prepared to provide supporting persons based on the Government customer mission schedule and priority of equipment and training timeline. Performance Standards Standard: Complete assigned administrative task in support of TSD staffed locations. Administrative support includes: 1. Attend and participate in meetings and conferences 2. Provide program status, design and production reviews, in the CONUS or OCONUS. 3. Prepare various presentation materials (e.g., vu-graphs, slides, graphics, and narratives). 4. Assist in presenting a variety of programmatic or operational / management support issues. 5. Prepare mission essential memos / correspondence. 6. Update the list of scheduled classes and assign classrooms, change, and update as needed. 7. Track and report completion dates, and intra-office(s) communication, and scheduling of meetings. 8. Track, consolidate, and distribute the Weekly Activity Report (WAR), After Action Report (AAR), Time and Attendance Report (TA), and periodical informational distributions. 9. Schedule and maintain use of the conference room. 10.Perform tracking, analysis, and collection of expense reports, hourly support and materials. 11. Consolidate, distribute, and store logistics reports. 12. Perform office functions commensurate with the level of effort, training, and fielding conducted by TSD. The Contractor shall provide personnel to perform Administrative Support functions in an office environment including coordinating information flow, answering inquiries, record keeping,

preparing briefing materials, analyzing trends for habitual VIP visits, establishing and monitoring calendar, time keeping and clerical duties in support of the new equipment training and field support missions as well as tasks required by the Government. Administrative support is required through verbal and electronic methods in person and telephonically. Duties include computerized data processing, data entry, and data manipulation with, but not limited to, Microsoft software products in a sedentary environment and automation systems that include Network Enterprise Center (NEC) operated and approved installation support systems; and shall input data into existing commercial tools. Administrative duties shall be deemed necessary at the locations within CECOM TSD. Administrative support includes, but may not be limited to, mission essential memos/correspondence, assisting in Contractor and self-registration in Synchronized Predeployment and Operational Tracker (SPOT) to update movement and redeployment status, security clearance verification (through JPAS), transportation coordination, assisting with replacement of lost or expired CACs, coordinating training classes/track and report completion dates, and inter-office(s) communication/scheduling of meetings. The Contractor lead will interface directly with the designated Government Site Lead/Site COR on specific administrative support requirements. See Appendix B, Metric 2-02, 2-03, 2-04, 2-05 & 2-07 will be used to assess Contractor performance against this requirement. AQL: 100% completion of assigned task. Deliverables None 3.7 Safety Program Support Comply with AR 385-10, "The Army Safety Program," Performance Standards Standard: Compliance with the Army Safety Program safety standards. Requirements informational: For all missions under this task order, the Contractor shall fully adhere to AR 385-10, "The Army Safety Program,” and all DoD/DA, Army Materiel Command (AMC), CECOM, and local command authority specified safety, transportability, and accreditation releases, processes, and procedures. Contractor shall fully comply with all safety bulletins received and reporting requirements as specified, shall conduct periodic safety meetings (specific frequency to be determined in consultation with Government site lead/Site COR) with its work force, and shall distribute safe working practices information. Contract and task planning 2. Administrative support services 3. Cost control and reporting 4. Program reviews and technical status reporting 5. Quality assurance and data management support The Contractor shall establish and operate financial accounting and reporting mechanisms for allocating different types of funding across multiple sub tasks using specific task codes; track incurred costs, both labor and Other Direct Costs (ODCs), to task code summaries by types of funds, task code, and project roll-ups; maintain records of and provide overall charges for all costs associated with the execution of this PWS; establish a Web-based interface to allow select Government personnel to access, view and download reports from theContractor financial information database. The Contractor shall perform required analysis and projections of task, and contract costs; provide reports for each system supported and for each support area, for all expenditures incurred; ensure customer funding by type is accounted for and reported; and participate in and prepare for informal and formal meetings. The Contractor shall maintain all required program management offices as proposed by the Contractor and agreed to by the Government. All formal Contractor Data Requirements List (CDRL) submissions, including financial reports, shall be compiled and prepared at the Contractor locations. This contract shall require the Contractor to track each Customer’s funding, expenditures and commitments by Contract Line Item Number (CLIN)/ Accounting Classification Reference Number ACRN, and Sub-Line Item Number (SLIN) and to invoice accordingly. Each SLIN will have a Project Title and Period of Performance (POP). The financial tracking and reporting system used by the Contractor shall be able to provide all funding applied, expended, and committed, current as of seven calendar days prior to submission of all required financial reports to the Government. Contractor shall provide a monthly summary of all man-years charged to date per fiscal year to each customer account, to the SLIN for use by Government in determining actual vs. planned labor used in support of mission or weapons system.

The following information (labor category, labor rate, current month reporting hours, current month reporting dollars, cumulative hours, cumulative expenditures for each 12 month period) shall be provided for each charge for materials, travel expenses, shipping, petty cash, vendor repairs, etc., shall indicate the work order number and project site code each charge is applied to. Status Meetings shall be conducted as required by the PCO, COR or the authorized Government Task Leader (GTL). Contractor shall provide a quarterly In-Process Review (IPR) for the COR and other Government managers, focused on key performance metrics (see Appendix B) and ongoing significant efforts and challenges. Specific dates, locations, agenda, and attendance requirements shall be specified by the appropriate Government representative, at least two (2) working days prior to the meeting. AQL: 100% completion of specified and implied responsibilities/task in the specified or a reasonable time to completion of responsibilities/tasks. Deliverables: A006 Weekly Activity Report (WAR) 4.0 DELIVERABLES See Exhibit list for the CDRLs. The contractor shall deliver all documents required by the PWS as stated in DI-MGMT-80227, Contractor’s Progress, Status and Management Report, and DI-MGMT-80269, Status of Government Furnished Equipment Report. Unless otherwise specified within individual DA Form 1423, CDRL, each deliverable will be distributed to the government via the Web. Direct access to Defense and Federal specifications and standards is available in the official DoD repository: http://assist.daps.dla.mil/quicksearch/. All documentation, models, reports, databases, drawings, briefings, logistics support analyses, and similar materials prepared under this effort shall be the property of the US Government. Reference to the contractor company shall not appear in any portion of delivered products. See Exhibit Deliverables: A001, A002, A003, A004, A005, A006, A007, A008, A009 5.0 TRAVEL Travel requests for all Contractor personnel shall be provided to and approved by the COR/GTL in advance of the travel date (CDRL A012). Travel requests shall include name, travel dates, destination, purpose, estimated cost and CLIN or SLIN to be charged. Within five working days of trip completion, a trip report shall be submitted to the COR/GTL (CDRL A008). Upon completion and within five (5) working days a trip report will be submitted to the COR/GTL.

A Cost Contract Line Item shall be employed to account for travel. Reimbursement for the cost of lodging and incidental expenses shall be considered reasonable and allowable to the extent that reported actual costs do not exceed the rates and amounts allowed in accordance with the Joint Travel Regulation (JTR). Maximum use is to be made of the lowest available customary standard coach or equivalent airfare accommodations available during normal business hours, with purchases being completed at least one week prior to scheduled travel, when travel requirements are known. All necessary travel meeting the above criteria must be approved in advance by the GTL/Site COR. Exceptions to these guidelines will be approved in advance by the COR or her/his Designee. For all travel in and around OCONUS locations, including deployment locations, and for travel to and from deployment locations (including travel from CRC to deployment site), the contractor will normally use military air. Commercial air for this travel may be used on an exception basis to meet critical mission requirements; if commercial air is proposed, it must be approved in advance, in writing, by the Primary contract COR or her/his specified representative. In general, use of a rental car for short distance travel of 400 miles or less is cost advantageous to the Government vice use of a privately owned vehicle (POV), with mileage reimbursement, or commercial air with rental car. Thus, for these trips, a rental car will be standard transport means. Exceptions must be approved in advance by the relevant Government Site Lead/Site COR. The government will not reimburse the contractor for POV use or ‘in and around’ mileage of duty locations. Standard for this contract will be one rental car for every three Contractor employees on TDY mission. Exceptions must be approved in advance by the relevant Government Site Lead / Site COR. Contractor personnel must be willing and able to travel to OCONUS and deployment locations on TDY status, subject to individual medical screening, relevant to specific weapons system(s) and / or missions assigned to support. The Contractor shall process Letters of Authorization (LOA)’s in Synchronized Predeployment and Operational Tracker (SPOT) for all Contractors traveling to deployment locations (Metric 2-05). Contractor will fully execute all SPOT requirements as per on-line reference (https://spot.altess.army.mil/Resources/Contractor_Company_Workbook.pdf) and paragraph 5.1, 5.6, 5.16, 6.3, 6.4, 6.9, and 8.2. Contractor performance on these requirements will be assessed using metrics 2-02, 2-03, and 2-04. The Contractor will ensure all Contractor personnel have current CAC. Contract personnel will require an Aircraft and Personnel Automated Clearance System (APACS) Theater/Country clearance for OCONUS locations. The Contractor shall be required to prepare/obtain all necessary paperwork, documentation, and/or permits required for deployment.

The PCO/COR has determined a temporary change of station with limited allowances in lieu of TDY allowances apply to personnel deploying for periods in excess of 6 months. The long-term temporary assignment location becomes the employee’s temporary official station. TCS allowances stop on the day the temporary official station becomes the PCS. Unless specifically waived by the COR, all Contractor personnel must possess a valid US State vehicle operator’s license and may be required to pass all tests for and obtain a US military vehicle operator’s permit for commercial sedans and similar, for use at TDY locations. In OCONUS areas, Emergency Leave travel is not chargeable to the contract, but may be taken in lieu of R&R travel. If a person is in a deployment location and an emergency occurs prior to the normal R&R period, the Government will normally accommodate Emergency Leave, once emergency verified by Red Cross. For questions on what constitutes Emergency Leave, refer to DoD Instruction 1327.06, dated June 16, 2009. Travel in conjunction with emergency leave (unless traveling from deployment area and emergency leave approved in advance by the COR as in lieu of R&R travel) is at individual expense and not chargeable to the Government.

• REFUNDS FOR TRAINING, RELOCATION AND TRAVEL COSTS Costs for Contractor employees for relocation, training, and/or travel paid by the Government shall be refunded or credited to the Government in the event the employee resigns for reasons within his control, within 6 months after the commencement of the deployment or training course. Costs incurred by the Government for specialized instructor and/or IRDO training or travel shall be refunded or credited to the Government in the event personnel do not successfully complete said training or fail to pass the mandatory IRDO basic health assessment.

• OCONUS PERSONNEL Contract personnel may require a theatre clearance for some OCONUS locations. The Contractor shall be required to prepare/obtain all necessary paperwork, documentation and/or permits that may be required for OCONUS locations.

• TECHNICAL EXPERT STATUS ACCREDITATION (TESA) In accordance with the Status of Forces Agreement, Article 73, and Department of the Army in Europe Regulation 715-9, dated 2 April 2003, DOD will obtain approval by applicable OCONUS authorities for accreditation of employees to fill contract TESA positions. This contract requires the Contractor to ensure all contract personnel have their TESA packages/resumes/job descriptions approved by the DOD Contractor Personnel Office (DOCPER) before operating in Germany. The Contractor shall promptly notify the COR if a TESA employee, once accredited, is no longer performing duties requiring accreditation. For Italy, the Contractor is responsible for preparing the paperwork as required by the Italian and US Governments for TDY personnel and those personnel awaiting Technical Representative Approval.

Deliverables: A007 Travel Request A008 Trip Report 6.0 IRAQ/AFGHANISTAN SPECIAL REQUIREMENTS (CLAUSES) 6.1 MEDICAL SCREENING AND VACCINATION REQUIREMENTS FOR CONTRACTOR EMPLOYEES OPERATING IN THE CENTCOM AREA OF RESPONSIBILITY (AOR) (DEC 2011) (a) Contractors and subcontractors at any tier shall ensure and provide satisfactory evidence that all locally hired employees, including Local National (LN), Third Country National (TCN), and U.S. employees, working on bases have been screened for and do not currently have active tuberculosis (TB). (1) Contractors may initially utilize a testing method of either a chest x-ray or TB skin test (TST), depending on the originating country of a contracted employee. (i) Chest x-rays (CXR's), symptom survey, and Body Mass Index (BMI) shall be taken, and TSTs administered within 12 months prior to the start of deployment/employment. Contractors are required to bring in a physical copy of the pre-employment CXR film as it is the only way to verify interval changes should an active case of TB occur.

(A) Third Country Nationals (TCNs) and Local Nationals (LNs) cannot be screened with the TST. They need the pre-employment screening with a quality CXR, BMI, and symptom survey. (B) Small-Risk Nationals (SRNs), those with less than 25 TB cases per 100,000 persons annually (expats from Europe and US), can be screened via the TST. (ii) Annual re-screening for TCNs, and LNs will be performed with a CXR conducted by the Contractor’s medical provider or local economy providers who will look for interval changes from prior CXR’s and review any changes in the symptom survey. (iii) SRN’s do not require annual TB re-screening. However, for a TB contact investigation, a TST or Interferon Gamma Release Assay (IGRA) is required.

(iv) For a contact investigation, all personnel with a positive TST or IGRA will be evaluated for potential active TB with a symptom screen, exposure history, BMI, and CXR. All cases of suspected or confirmed active TB must be reported to the theater Preventive Medicine (PM) physician and/or TB Consultant as soon as possible. TB reporting is required within 24 hours to the PM POC. Contact tracing, and medical coding have specific requirements. All Small-Risk National (SRN) contract personnel are required to be MEDEVAC’d out of theater, at the contractor’s expense, for treatment of active TB, after consultation with the Theater PM or TB Consultant. For SRN personnel, the contractor is responsible for management and compliance with all prescribed public health actions. (v) Screening may be performed either by a licensed medical provider from the local economy or by the contractors’ licensed medical staffs. Contractors shall maintain medical screening documentation and make it available to the Contracting Officer upon request. (2) TB screening and documentation is a requirement prior to receiving badges to work in the CENTCOM Area of Operations. A copy of the TB screening documentation shall be provided to the responsible Base Operations Center prior to issuance of base access badges. (b) Contractor employees, including subcontractors at any tier, who work in food service positions and/or water and ice production facilities, shall have current Typhoid and Hepatitis “A” (full series) immunizations in accordance with the Centers for Disease Control and Prevention guidelines (e.g. typhoid vaccination booster is required every 2 years), in addition to the required TB tests. The contractor medical provider must complete a pre-placement examination to include a stool sample test for ova and parasites, and annual medical screening form or equivalent for food service, ice and water production workers. (c) Proof of individual employee vaccinations shall be provided to the Contracting Officer and COR showing that their employees and their subcontractor employees at any tier have received the above vaccinations. The contractor shall maintain their employees’ vaccination records for examination by the Contracting Officer. The contractor shall ensure that their subcontractors at any tier maintain their respective employees’ vaccination records for examination by the Contracting Officer. (d) The contractor is responsible for management and compliance with all prescribed public health actions regarding TB in the contracted personnel. The contractor also bears the responsibility of ensuring that adequate health management for TB (screening/diagnosis/treatment/isolation) is available at the contractor’s chosen health care provider for their contracted and subcontracted personnel. NOTE: Contractors are reminded of the requirement to comply with their contract and all regulatory guidance (DoD Instructions/Regulations, Federal Acquisition Regulation as Supplemented, and FRAGO’s) as applicable regarding Medical Screening and Vaccination Requirements. 6.2 PROHIBITION AGAINST HUMAN TRAFFICKING, INHUMANE LIVING CONDITIONS, AND WITHHOLDING OF EMPLOYEE PASSPORTS (AUG 2011) (a) All contractors (“contractors” refers to both prime contractors and all subcontractors at all tiers) are reminded of the prohibition contained in Title 18, United States Code, Section 1592, against knowingly destroying, concealing, removing, confiscating, or possessing any actual or purported passport or other immigration document, or any other actual or purported government identification document, of another person, to prevent or restrict or to attempt to prevent or restrict, without lawful authority, the person’s liberty to move or travel, in order to maintain the labor or services of that person. (b) Contractors are also required to comply with the following provisions: (1) Contractors shall only hold employee passports and other identification documents discussed above for the shortest period of time reasonable for administrative processing purposes. (2) Contractors shall provide all employees with a signed copy of their employment contract, in English as well as the employee’s native language that defines the terms of their employment/compensation. (3) Contractors shall not utilize unlicensed recruiting firms or firms that charge illegal recruiting fees. (4) Contractors shall be required to provide adequate living conditions (sanitation, health, safety, living space) for their employees. Fifty square feet is the minimum acceptable square footage of personal living space per employee. Upon contractor’s written request, Contracting Officers may grant a waiver in writing in cases where the existing square footage is within 20% of the minimum, and the overall conditions are determined by the Contracting Officer to be acceptable. A copy of the waiver approval shall be maintained at the respective life support area. (5) Contractors shall incorporate checks of life support areas to ensure compliance with the requirements of this Trafficking in Persons Prohibition into their Quality Control program, which will be reviewed within the Government’s Quality Assurance process. (6) Contractors shall comply with International and Host Nation laws regarding transit/exit/entry procedures and the requirements for visas and work permits. (c) Contractors have an affirmative duty to advise the Contracting Officer if they learn of their employees violating the human trafficking and inhumane living conditions provisions contained herein. Contractors are advised that Contracting Officers and/or their representatives will conduct random checks to ensure contractors and subcontractors at all tiers are adhering to the law on human trafficking, humane living conditions and withholding of passports. (d) The contractor agrees to incorporate the substance of this clause, including this paragraph, in all subcontracts under his contract. (END) 6.6 952.225-0004 COMPLIANCE WITH LAWS AND REGULATIONS (DEC 2011) (a) The Contractor shall comply with, and shall ensure that its employees and its subcontractors and their employees, at all tiers, are aware of and obey all U.S. and Host Nation laws, Federal or DoD regulations, and US Central Command orders and directives as applicable to personnel in Iraq and Afghanistan, including but not limited to USCENTCOM, Multi-National Force and Multi-National Corps or Chief of Mission operations and fragmentary orders, instructions, policies and directives. (b) Contractor employees shall particularly note all laws, regulations, policies, and orders restricting authority to carry firearms, rules for the use of force, and prohibiting sexual or aggravated assault.

(1) Afghanistan – Contractor employees are subject to General Orders Number 1, as modified from time to time, including without limitation, their prohibition on privately owned firearms, alcohol, drugs, war souvenirs, pornography and photographing detainees, human casualties or military security measures.

(2) Iraq – Contractor employees are not subject to General Order 1. Contractor employees will follow the policies or directives of the Office of Security Cooperation-Iraq (OSC-I) Installation Managers or Chief of Mission policies and directives regarding consumption of alcohol or any prohibited items for sites that they are assigned. (c) Contractor employees may be ordered removed from the US Embassy, Chief of Mission sites, OSC-I sites, secure military installations or the theater of operations by order of the Chief of Mission (Iraq) or senior military commander of the battle space (Afghanistan) for acts that disrupt good order and discipline or violate applicable laws, regulations, orders, instructions, policies, or directives. Contractors shall immediately comply with any such order to remove its contractor employee. (d) Contractor employees performing in Iraq or the USCENTCOM Area of Responsibility (AOR) may be subject to the jurisdiction of overlapping criminal codes, including, but not limited to, the Military Extraterritorial Jurisdiction Act (18 U.S.C. Sec. 3261, et al) (MEJA), the Uniform Code of Military Justice (10 U.S.C. Sec. 801, et al)(UCMJ), and the laws of the Host Nation. Non-US citizens may also be subject to the laws of their home country while performing in Iraq or the USCENTCOM AOR. Contractor employee status in these overlapping criminal jurisdictions may be modified from time to time by the United States, the Host Nation, or by applicable status of forces agreements.

(e) Under MEJA, a person who engages in felony misconduct outside the United States while employed by or accompanying the Armed Forces is subject to arrest, removal and prosecution in United States federal courts. Under the UCMJ, a person serving with or accompanying the Armed Forces in the field during a declared war or contingency operation may be disciplined for a criminal offense, including by referral of charges to a General Court Martial. Contractor employees may be ordered into confinement or placed under conditions that restrict movement in Iraq or within the AOR or administratively attached to a military command pending resolution of a criminal investigation. (f) Contractors shall immediately notify the BDOC (Iraq) or military law enforcement (Afghanistan) and the Contracting Officer if they suspect an employee has committed an offense. Contractors shall take any and all reasonable and necessary measures to secure the presence of an employee suspected of a serious felony offense. Contractors shall not knowingly facilitate the departure of an employee suspected of a serious felony offense or violating the Rules for the Use of Force to depart Iraq or Afghanistan without approval from the Chief of Mission (Iraq) or the senior U.S. commander (Afghanistan). (END) 6.7 252.225‐7040 – CONTRACTOR PERSONNEL AUTHORIZED TO ACCOMPANY U.S. ARMED FORCES DEPLOYED OUTSIDE THE UNITED STATES (JUN 2011) (a) Definitions. As used in this clause— “Combatant Commander” means the commander of a unified or specified combatant command established in accordance with 10 U.S.C. 161. “Designated operational area” means a geographic area designated by the combatant commander or subordinate joint force commander for the conduct or support of specified military operations. “Law of war” means that part of international law that regulates the conduct of armed hostilities. The law of war encompasses all international law for the conduct of hostilities binding on the United States or its individual citizens, including treaties and international agreements to which the United States is a party, and applicable customary international law. “Subordinate joint force commander” means a sub-unified commander or joint task force commander. (b) General. (1) This clause applies when Contractor personnel are authorized to accompany U.S. Armed Forces deployed outside the United States in— (i) Contingency operations; (ii) Humanitarian or peacekeeping operations; or (iii) Other military operations or military exercises, when designated by the Combatant Commander. (2) Contract performance in support of U.S. Armed Forces deployed outside the United States may require work in dangerous or austere conditions. Except as otherwise provided in the contract, the Contractor accepts the risks associated with required contract performance in such operations. (3) Contractor personnel are civilians accompanying the U.S. Armed Forces.

(i) Except as provided in paragraph (b)(3)(ii) of this clause, Contractor personnel are only authorized to use deadly force in self-defense. (ii) Contractor personnel performing security functions are also authorized to use deadly force when such force reasonably appears necessary to execute their security mission to protect assets/persons, consistent with the terms and conditions contained in their contract or with their job description and terms of employment. (iii) Unless immune from host nation jurisdiction by virtue of an international agreement or international law, inappropriate use of force by contractor personnel authorized to accompany the U.S. Armed Forces can subject such personnel to United States or host nation prosecution and civil liability (see paragraphs (d) and (j)(3) of this clause). (4) Service performed by Contractor personnel subject to this clause is not active duty or service under 38 U.S.C. 106 note. (c) Support. (1)(i) The Combatant Commander will develop a security plan for protection of Contractor personnel in locations where there is not sufficient or legitimate civil authority, when the Combatant Commander decides it is in the interests of the Government to provide security because— (A) The Contractor cannot obtain effective security services; (B) Effective security services are unavailable at a reasonable cost; or (C) Threat conditions necessitate security through military means. (ii) The Contracting Officer shall include in the contract the level of protection to be provided to Contractor personnel. (iii) In appropriate cases, the Combatant Commander may provide security through military means, commensurate with the level of security provided DoD civilians. (2)(i) Generally, all Contractor personnel authorized to accompany the U.S. Armed Forces in the designated operational area are authorized to receive resuscitative care, stabilization, hospitalization at level III military treatment facilities, and assistance with patient movement in emergencies where loss of life, limb, or eyesight could occur. Hospitalization will be limited to stabilization and short-term medical treatment with an emphasis on return to duty or placement in the patient movement system. (ii) When the Government provides medical treatment or transportation of Contractor personnel to a selected civilian facility, the Contractor shall ensure that the Government is reimbursed for any costs associated with such treatment or transportation. (iii) Medical or dental care beyond this standard is not authorized unless specified elsewhere in this contract. (3) Unless specified elsewhere in this contract, the Contractor is responsible for all other support required for its personnel engaged in the designated operational area under this contract. (4) Contractor personnel must have a Synchronized Predeployment and Operational Tracker (SPOT)-generated letter of authorization signed by the Contracting Officer in order to process through a deployment center or to travel to, from, or within the designated operational area. The letter of authorization also will identify any additional authorizations, privileges, or Government support that Contractor personnel are entitled to under this contract. (d) Compliance with laws and regulations. (1) The Contractor shall comply with, and shall ensure that its personnel authorized to accompany U.S. Armed Forces deployed outside the United States as specified in paragraph (b)(1) of this clause are familiar with and comply with, all applicable—

(i) United States, host country, and third country national laws; (ii) Provisions of the law of war, as well as any other applicable treaties and international agreements; (iii) United States regulations, directives, instructions, policies, and procedures; and (iv) Orders, directives, and instructions issued by the Combatant Commander, including those relating to force protection, security, health, safety, or relations and interaction with local nationals. (2) The Contractor shall institute and implement an effective program to prevent violations of the law of war by its employees and subcontractors, including law of war training in accordance with paragraph (e)(1)(vii) of this clause. (3) The Contractor shall ensure that contractor employees accompanying U.S. Armed Forces are aware— (i) Of the DoD definition of “sexual assault” in DoDD 6495.01, Sexual Assault Prevention and Response Program; (ii) That many of the offenses addressed by the definition are covered under the Uniform Code of Military Justice (see paragraph (e)(2)(iv) of this clause); and (iii) That the offenses not covered by the Uniform Code of Military Justice may nevertheless have consequences to the contractor employees (see paragraph (h)(1) of this clause). (e) Pre-deployment requirements. (1) The Contractor shall ensure that the following requirements are met prior to deploying personnel authorized to accompany U.S. Armed Forces. Specific requirements for each category may be specified in the statement of work or elsewhere in the contract. (i) All required security and background checks are complete and acceptable. (ii) All deploying personnel meet the minimum medical screening requirements and have received all required immunizations as specified in the contract. The Government will provide, at no cost to the Contractor, any theater-specific immunizations and/or medications not available to the general public. (iii) Deploying personnel have all necessary passports, visas, and other documents required to enter and exit a designated operational area and have a Geneva Conventions identification card, or other appropriate DoD identity credential, from the deployment center. Any Common Access Card issued to deploying personnel shall contain the access permissions allowed by the letter of authorization issued in accordance with paragraph (c)(4) of this clause. (iv) Special area, country, and theater clearance is obtained for personnel. Clearance requirements are in DoD Directive 4500.54, Official Temporary Duty Abroad, and DoD 4500.54-G, DoD Foreign Clearance Guide. Contractor personnel are considered non-DoD personnel traveling under DoD sponsorship. (v) All personnel have received personal security training. At a minimum, the training shall— (A) Cover safety and security issues facing employees overseas; (B) Identify safety and security contingency planning activities; and (C) Identify ways to utilize safety and security personnel and other resources appropriately. (vi) All personnel have received isolated personnel training, if specified in the contract, in accordance with DoD Instruction 1300.23, Isolated Personnel Training for DoD Civilian and Contractors. (vii) Personnel have received law of war training as follows: (A) Basic training is required for all Contractor personnel authorized to accompany U.S. Armed Forces deployed outside the United States. The basic training will be provided through—

(1) A military-run training center; or (2) A web-based source, if specified in the contract or approved by the Contracting Officer. (B) Advanced training, commensurate with their duties and responsibilities, may be required for some Contractor personnel as specified in the contract. (2) The Contractor shall notify all personnel who are not a host country national, or who are not ordinarily resident in the host country, that— (i) Such employees, and dependents residing with such employees, who engage in conduct outside the United States that would constitute an offense punishable by imprisonment for more than one year if the conduct had been engaged in within the special maritime and territorial jurisdiction of the United States, may potentially be subject to the criminal jurisdiction of the United States in accordance with the Military Extraterritorial Jurisdiction Act of 2000 (18 U.S.C. 3621, et seq.); (ii) Pursuant to the War Crimes Act (18 U.S.C. 2441), Federal criminal jurisdiction also extends to conduct that is determined to constitute a war crime when committed by a civilian national of the United States; (iii) Other laws may provide for prosecution of U.S. nationals who commit offenses on the premises of U.S. diplomatic, consular, military or other U.S. Government missions outside the United States (18 U.S.C. 7(9)); and (iv) In time of declared war or a contingency operation, Contractor personnel authorized to accompany U.S. Armed Forces in the field are subject to the jurisdiction of the Uniform Code of Military Justice under 10 U.S.C. 802(a)(10). (f) Processing and departure points. Deployed Contractor personnel shall— (1) Process through the deployment center designated in the contract, or as otherwise directed by the Contracting Officer, prior to deploying. The deployment center will conduct deployment processing to ensure visibility and accountability of Contractor personnel and to ensure that all deployment requirements are met, including the requirements specified in paragraph (e)(1) of this clause; (2) Use the point of departure and transportation mode directed by the Contracting Officer; and (3) Process through a Joint Reception Center (JRC) upon arrival at the deployed location. The JRC will validate personnel accountability, ensure that specific designated operational area entrance requirements are met, and brief Contractor personnel on theater-specific policies and procedures. (g) Personnel data. (1) The Contractor shall enter before deployment and maintain data for all Contractor personnel that are authorized to accompany U.S. Armed Forces deployed outside the United States as specified in paragraph (b)(1) of this clause. The Contractor shall use the Synchronized Predeployment and Operational Tracker (SPOT) web-based system, at http://www.dod.mil/bta/products/spot.html, to enter and maintain the data. (2) The Contractor shall ensure that all employees in the database have a current DD Form 93, Record of Emergency Data Card, on file with both the Contractor and the designated Government official. The Contracting Officer will inform the Contractor of the Government official designated to receive this data card. (h) Contractor personnel. (1) The Contracting Officer may direct the Contractor, at its own expense, to remove and replace any Contractor personnel who jeopardize or interfere with mission accomplishment or who fail to comply with or violate applicable requirements of this contract. Such action may be taken at

the Government’s discretion without prejudice to its rights under any other provision of this contract, including the Termination for Default clause. (2) The Contractor shall have a plan on file showing how the Contractor would replace employees who are unavailable for deployment or who need to be replaced during deployment. The Contractor shall keep this plan current and shall provide a copy to the Contracting Officer upon request. The plan shall— (i) Identify all personnel who are subject to military mobilization; (ii) Detail how the position would be filled if the individual were mobilized; and (iii) Identify all personnel who occupy a position that the Contracting Officer has designated as mission essential. (3) Contractor personnel shall report to the Combatant Commander or a designee, or through other channels such as the military police, a judge advocate, or an inspector general, any suspected or alleged conduct for which there is credible information that such conduct— (i) Constitutes violation of the law of war; or (ii) Occurred during any other military operations and would constitute a violation of the law of war if it occurred during an armed conflict. (i) Military clothing and protective equipment. (1) Contractor personnel are prohibited from wearing military clothing unless specifically authorized in writing by the Combatant Commander. If authorized to wear military clothing, Contractor personnel must— (i) Wear distinctive patches, arm bands, nametags, or headgear, in order to be distinguishable from military personnel, consistent with force protection measures; and (ii) Carry the written authorization with them at all times. (2) Contractor personnel may wear military-unique organizational clothing and individual equipment (OCIE) required for safety and security, such as ballistic, nuclear, biological, or chemical protective equipment. (3) The deployment center, or the Combatant Commander, shall issue OCIE and shall provide training, if necessary, to ensure the safety and security of Contractor personnel. (4) The Contractor shall ensure that all issued OCIE is returned to the point of issue, unless otherwise directed by the Contracting Officer. (j) Weapons. (1) If the Contractor requests that its personnel performing in the designated operational area be authorized to carry weapons, the request shall be made through the Contracting Officer to the Combatant Commander, in accordance with DoD Instruction 3020.41, paragraph 6.3.4.1 or, if the contract is for security services, paragraph 6.3.5.3. The Combatant Commander will determine whether to authorize in-theater Contractor personnel to carry weapons and what weapons and ammunition will be allowed. (2) If the Contracting Officer, subject to the approval of the Combatant Commander, authorizes the carrying of weapons— (i) The Contracting Officer may authorize the Contractor to issue Contractor-owned weapons and ammunition to specified employees; or (ii) The [Contracting Officer to specify the appropriate individual, e.g., Contracting Officer’s Representative, Regional Security Officer] may issue Government-furnished weapons and ammunition to the Contractor for issuance to specified Contractor employees. (3) The Contractor shall ensure that its personnel who are authorized to carry weapons— (i) Are adequately trained to carry and use them—

(A) Safely; (B) With full understanding of, and adherence to, the rules of the use of force issued by the Combatant Commander; and (C) In compliance with applicable agency policies, agreements, rules, regulations, and other applicable law; (ii) Are not barred from possession of a firearm by 18 U.S.C. 922; and (iii) Adhere to all guidance and orders issued by the Combatant Commander regarding possession, use, safety, and accountability of weapons and ammunition. (4) Whether or not weapons are Government-furnished, all liability for the use of any weapon by Contractor personnel rests solely with the Contractor and the Contractor employee using such weapon. (5) Upon redeployment or revocation by the Combatant Commander of the Contractor’s authorization to issue firearms, the Contractor shall ensure that all Government-issued weapons and unexpended ammunition are returned as directed by the Contracting Officer. (k) Vehicle or equipment licenses. Contractor personnel shall possess the required licenses to operate all vehicles or equipment necessary to perform the contract in the designated operational area. (l) Purchase of scarce goods and services. If the Combatant Commander has established an organization for the designated operational area whose function is to determine that certain items are scarce goods or services, the Contractor shall coordinate with that organization local purchases of goods and services designated as scarce, in accordance with instructions provided by the Contracting Officer. (m) Evacuation. (1) If the Combatant Commander orders a mandatory evacuation of some or all personnel, the Government will provide assistance, to the extent available, to United States and third country national Contractor personnel. (2) In the event of a non-mandatory evacuation order, unless authorized in writing by the Contracting Officer, the Contractor shall maintain personnel on location sufficient to meet obligations under this contract. (n) Next of kin notification and personnel recovery. (1) The Contractor shall be responsible for notification of the employee-designated next of kin in the event an employee dies, requires evacuation due to an injury, or is isolated, missing, detained, captured, or abducted. (2) In the case of isolated, missing, detained, captured, or abducted Contractor personnel, the Government will assist in personnel recovery actions in accordance with DoD Directive 3002.01E, Personnel Recovery in the Department of Defense. (o) Mortuary affairs. Mortuary affairs for Contractor personnel who die while accompanying the U.S. Armed Forces will be handled in accordance with DoD Directive 1300.22, Mortuary Affairs Policy. (p) Changes. In addition to the changes otherwise authorized by the Changes clause of this contract, the Contracting Officer may, at any time, by written order identified as a change order, make changes in the place of performance or Government-furnished facilities, equipment, material, services, or site. Any change order issued in accordance with this paragraph (p) shall be subject to the provisions of the Changes clause of this contract.

(q) Subcontracts. The Contractor shall incorporate the substance of this clause, including this paragraph (q), in all subcontracts when subcontractor personnel are authorized to accompany U.S. Armed Forces deployed outside the United States in— (1) Contingency operations; (2) Humanitarian or peacekeeping operations; or (3) Other military operations or military exercises, when designated by the Combatant Commander. (END) 6.8 52.228-3 WORKERS’ COMPENSATION INSURANCE (DEFENSE BASE ACT) (APR 1984) The Contractor shall

(a) provide, before commencing performance under this contract, such workers' compensation insurance or security as the Defense Base Act (42 U.S.C. 1651, et seq.) requires and

(b) continue to maintain it until performance is completed. The Contractor shall insert, in all subcontracts under this contract to which the Defense Base Act applies, a clause similar to this clause (including this sentence) imposing upon those subcontractors this requirement to comply with the Defense Base Act. (END) 6.9 CJTSCC CLAUSE 952.225-0013 CONTRACTOR HEALTH AND SAFETY (DEC 2011) (a) Contractors shall comply with all National Electrical Code (NEC 2008), Specifications as outlined, and MIL Standards and Regulations. All infrastructure to include, but not limited to, living quarters, showers, and restrooms shall be installed and maintained in compliance with these standards and must be properly supported and staffed to ensure perpetual Code compliance, prevent hazards and to quickly correct any hazards to maximize safety of those who use or work at the infrastructure. The government has the authority to enter and inspect contractor employee living quarters at any time to ensure the prime contractor is complying with safety compliance standards outlined in the 2011 National Electric Code (NEC). (b) The contractor shall correct all deficiencies within a reasonable amount of time of contractor becoming aware of the deficiency either by notice from the government or a third party, or discovery by the contractor. (a) Definitions. As used in this clause- (1) "Contract financing payment" and "invoice payment" have the meanings given in section 32.001 of the Federal Acquisition Regulation. (2) "Electronic form" means any automated system that transmits information electronically from the initiating system to all affected systems. Facsimile, e-mail, and scanned documents are not acceptable electronic forms for submission of payment requests. However, scanned documents are acceptable when they are part of a submission of a payment request made using Wide Area WorkFlow (WAWF) or another electronic form authorized by the Contracting Officer. (3) "Payment request" means any request for contract financing payment or invoice payment submitted by the Contractor under this contract. (b) Except as provided in paragraph (c) of this clause, the Contractor shall submit payment requests and receiving reports using WAWF, in one of the following electronic formats that WAWF accepts: Electronic Data Interchange, Secure File Transfer Protocol, or World Wide Web input. Information regarding WAWF is available on the Internet at https://wawf.eb.mil/. (c) The Contractor may submit a payment request and receiving report using other than WAWF only when- (1) The Contracting Officer authorizes use of another electronic form. With such an authorization, the Contractor and the Contracting Officer shall agree to a plan, which shall include a timeline, specifying when the Contractor will transfer to WAWF; (2) DoD is unable to receive a payment request or provide acceptance in electronic form; (3) The Contracting Officer administering the contract for payment has determined, in writing, that electronic submission would be unduly burdensome to the Contractor. In such cases, the Contractor shall include a copy of the Contracting Officer's determination with each request for payment; or (4) DoD makes payment for commercial transportation services provided under a Government rate tender or a contract for transportation services using a DoD-approved electronic third party payment system or other exempted vendor payment/invoicing system (e.g., PowerTrack, Transportation Financial Management System, and Cargo and Billing System). (d) The Contractor shall submit any non-electronic payment requests using the method or methods specified in Section G of the contract. (e) In addition to the requirements of this clause, the Contractor shall meet the requirements of the appropriate payment clauses in this contract when submitting payment requests. (END)

7.0 DEPLOYMENT REQUIREMENTS 7.1 Legal If a Status of Forces Agreement (SOFA) is in place, Contractor personnel deployed with the supported unit will be covered by the SOFA to the same extent as soldiers of the supported unit. If a SOFA is not in place, the commander of the deployed unit will ensure legal protection for deployed Contractor personnel to the same extent as that provided to soldiers of the supported unit. 7.2 Standard Identification Cards Contractor personnel will receive a Common Access Card (CAC) or a DD Form 2764, and personal identification tags as part of the processing for overseas movement. If the Contractor processes its personnel for deployment, it is the Contractor’s responsibility to ensure that Contractor personnel possess the required identification prior to deployment. In such instances, the Government will provide the Contractor with a point of contact (POC) and reasonable direction to proceed. Upon completion of deployment, the Contractor will ensure that all issued controlled identification cards and tags are returned to the Government. 7.3 Allowable cost and Reimbursable To accommodate the additional cost and inherent risk associated with deployment status, additional premiums for hardship and hazardous duty are authorized, to be billed as ‘other direct costs’ on a per hour basis. The differentials paid will be IAW the Department of State guidelines for countries within the requested geographical areas. 8.0 ORGANIZATIONAL CONFLICT of INTEREST All functions related to Acquisition Support shall be on an advisory basis only. Please be advised that since the awardee of this contract will provide systems engineering, technical direction, specifications, work statements, and evaluation services, some restrictions on future activities of the awardee may be required in accordance with FAR 9.5 and the clause entitled, Organizational Conflict of Interest, found in Section H of the basic contract. The Contractor and its employees, as appropriate, shall be required to sign Non-Disclosure Agreements. 9.0 ACCESS to PPBS/FYDP DATA In accordance with DoD Directive Number 7045.14, Change 1 dated 28 July 1990, paragraph 4.7, Contractors are not allowed access to PPBS documents and supporting databases without

Individuals getting access must have the appropriate clearance for access to a particular system. 10.0 ACCOUNTING FOR CONTRACT SERVICES. The Office of the Assistant Secretary of the Army (Manpower & Reserve Affairs) operates and maintains a secure Army data collection site where the Contractor will report ALL Contractor Manpower (including subcontractor manpower) required for performance of this contract. The Contractor is required to completely fill in all the information in the format using the following web address: https://cmra.army.mil. The required information includes: (1) Contract Number; (2) Fiscal Year (FY that the work was performed); (3) Order Number (Delivery Order, Task Order, or Purchase Order Number); (4) Requiring activity Unit Identification Code; (5) Command (Command of the Requiring activity that would be performing the mission if not for the Contractor); (6) Contractor Name; (7) Total Invoiced Amount (the total dollar amount invoiced during the fiscal year for contract. This is the responsibility of the Contractor); (8) Questions about Contract Performance (Contractors: Indicate if the contract/order includes the above services); (9) Government Supervision (Are the contractor personnel subject to relatively continuous supervision and control by a Government employee or officer); (10) Government’s Tools and Equipment (Does the Government furnish the principal tools and equipment needed for contract performance); (11) Government Facility (Are some or all of the Contractor employees provided with a workspace in a Government facility for use on a regular basis?); (12) Contracting Officer (First Name, Last Name, Phone Number, and Email); (13) COR/COTR (First Name, Last Name, Phone Number, and Email); (14) Contractor (First Name, Last Name, Phone Number, and Email); (15) Location Information (Federal Supply Code (FSC), City of Installation or Services, State, Zip, and Country); (16) Direct Labor Hours; (17) Direct Labor Dollars; (18) Fund Cite. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website. The XML direct transfer is a format for transferring files from a contractor’s systems to the secure web site without the need for separate data entries for each required data element at the web site. The specific formats for the XML direct transfer may be downloaded from the web.
