1. General part

1.1 The Present Performance Specification (PS) is developed to receive the offers from

potential manufacturers and suppliers for effective cooling water system treatment of

SGCC. At studying of technical-commercial offers the additional demands and terms

directed on unification of represented offers can be made to Pretenders.

1.2 Chemical reagents are intended for cooling water system treatment of SGCC, for the

purpose of providing non-corrosive and non-scale operation mode and the control of

the micro and macro biological pollution.

2. Description of water circulating cooling system

2.1 Cooling tower

Water cooling is carried out for its partial evaporation in the air flow produced by

exhaust fans.

About 5 % of total volume of circulating water goes for mechanical filters

cleaning. The last represent the reservoirs filled with quartz sand (2м) which serve

for removal of mechanical pollution and oils.

In points before and after filters the regular analysis of water on following basic

indexes is carried out: iron and phosphate content, рН and transparency. On a

constant basis to the water are added corrosion inhibitor for prevention of corrosion

and maintenance of cleanliness of heat-transmitting surfaces, and biocide for the

control of microbiological pollution of system.

Water cooled in unit fed to the plant objects as a cooling quenching agent.

2.2 About the system

Cooling water unit is intended for water cooling after technological processes for the

purpose of its further use as a coolant on SGCC objects. Unit operating mode is

continuous, round-the-clock. Open type. Total amount of water in system is 6500 м3,

3000м3 of it is cooling tower pool and 3500м3 of it is volume of pipelines. Equipment

materials in water circulating system: pipelines - carbon steel of mark A 106-B; Heat

exchangers - carbon steel, brass, stainless steel; reinforcement - carbon steel. SGCC

Water circulating system consists of 3 stage circuit (level). Water by the circulating pumps

from cooling tower pool with temperature up to 28 0С fed to the first circuit (level) by the

heat exchanger equipments in quantity of 82 pieces. From the first circuit (level) it pass to

the second circuit (level) in the group of heat exchangers in quantity of 31 pieces, from the

first circuit (level) goes to the return lines in quantity of 51 pieces (polyethylene shop heat

exchanger). From the second circuit (level) it passes in return line of 8 pieces of heat

exchangers, total is 90 pieces (46 pieces of it are in polyethylene shop, 40 pieces are in

ethylene shop, 4 pieces are in Utility shop) of the heat exchangers (See Appendix № 7).

Water in system with temperature up to 400С and 250 кPа of pressure comes back

from a process area in the cooling tower to the 54” diameter pipeline.

Then water is distributed from 54” collector to 5 riser pipes of 30” in diameter, by them

water goes to the top part of cooling tower, entering all 5 sections. Here water is distributed

to 8” pipes and to the nozzles in amount of 432 pieces in one section. Then, moves to

water storage, and falls in cooling tower pool with temperature up to 28 0С.

In the top part of cooling tower, in water storage heat exchange is occurred by

means of compulsory draw of exhaust fans (pos.GB-6201Ax/Bx/Cx/Dx/Ex).

There is over the distributive pipes located the water loss prevention system, i.e.

water traps which are three pass devices. Water traps have high EFFICIENCY and are

developed for reduction of the total water loss up to 0,005 % of total water flow rate.

3. Treatment purpose

Carry out of chemical treatment of water circulating cooling system of complex

(corrosion inhibitor and biocide treatment) to maintain corrosion speed of steel 20

no more than 0.1 mm/year, corrosion speed of admiralty brass no more than 0.01

mm/year, total microbial number no more than 105 col/ml, calcium transport not

less than 95 %.

4. Pretender scope of supply 4.1 Chemical treatment Program

4.1.1 Complete set of the technical and technological documentation:

For the purpose of realization of cooling water system long and stable operation,

Pretender should provide SGCC with a full and exhaustive package of the technical

and technological documentation, including, but, not being limited, the following:

The process description

The detailed scope of chemicals demand

Operating manual

Equipment cleaning procedures for preparation of new chemical agents

dosing

Recommendations for safe chemical treatment of cooling water system,

instructions for the system control

Description of counteraction measures on most often met mode deviations,

recommendation for dosing, etc.

Provide with corrosion speed definition method and the required devices,

equipments, materials for this method.

Provide with efficiency definition method of used chemicals at inhibitor and

biocide treatment.

Provide with cooling water quality index definition method as per standard

documentations.

Provide with chemicals injected quality definition method in cooling water

system for inspection test.

Instruction for analytical control of the unit operating mode allowing SGCC

personnel to carry out the daily control and the analysis of chemicals content

in cooling water system.

Certificates of origin and quality certificates for the supplied chemicals;

Material safety data sheet (MSDS);

4.1.2. Supplier Services:

Pretender should assist in sending specialists to SGCC for carrying out of laboratory

test and industrial approbation of cooling water system with chemicals.

Before replacement for the new chemicals Pretender should carry out chemicals

laboratory test in SGCC on described in dosing program, the training on SGCC site

regarding safe treatment during cooling water operation among the unit operations

staff and the central plant laboratory personnel.

4.2. The offer for the required chemicals quantity supply (corrosion inhibitor,

biocide, biodispesant and etc.) specified in worked out program for the system

treatment within 1 year and provide additional volume of chemicals on two time

system passivation.

4.2.1. Volume of purchased package of chemicals for cooling water system depends on

the offered treatment program.

4.2.2. Purchase of the first batch will be done for carrying out of industrial approbation in

amount designed for three months.

4.2.3. At successful results of industrial approbation purchase of the next batch of

chemicals used in cooling water system will be done with corresponding volume

designed for twelve months.
