Preamble

The PerformanL ~ ~ m nt IS entered into between the Secretary and Director General, Department of R ad~ .

The objectives of thl Perfom13nce Agreement are:

a) To establish clarity and consensus about annual priorities, consistent with the I i h Five Year Plan of the l'vlinistry, and Government's other priorities; and

b) To provide an objective and fair basis for evaluating the overall performance at the end of the financial year

The Performance Agreement represents an important accountability mechanism for inculcating a performance-based culture at a\l levels of government.

THEREFORE, the parties hereto agree as follows:

Section 1: Vision, 'fission and Objectives

Vision

"A professional and regulatory organization competent and committed to enabling provision of road Infrastructure that is adequate, efficient, reliable and safe"

Mission

Up-gradation of all the national highways forming the North-South and East-West national highway grid to the desired specitications and quality to carry loads up to 30 tons;

• Complete construction of the South East West Highway to enhance connectivity within and outside the country;

• Completion & maintenance of lnter-Dzongkhag connectivity roads;

• Construct and maintain Dzongkhag roads to desired level of serviceability;

• Shorten the highways to reduce travel time & vehicle operating costs;

• Ensure that more than 85 percent of the population lives within half a day's walk from nearest motor-able road by 2020;

• Professionalize the skills of employees through a continuous process of capacity building;

Introduce appropriate technologies and mechanisms to improve construction/ maintenance methodologies and quality;

• Ensure/enable private sector development - as this is the key to participation by private sector for socio-economic success;

• Continue EFRC and climate resilient techniques in roads construction.

Description

Time taken to clear the road blocks will be collected and compilcd

Climate resilient guideline for design and construction of climate resilient road infrastructure is to be drafted adapting to existing EFRC guidelines and standards. Nimshong-Shingkhar Road is being taken pilot project for constructing a climate resilient road. Initiation includes designing and producing of drawings.

Risk assessment data includes identification of sitcs of landslide occurrence, time of the occurrence, physical damagcs on cxisting structures and propose mitigation measures

Veritication teams from the Depanments Head Quarter will visit all the roads under the Regional Offices. Their findings on damages due to monsoon with a proposal for restoration will be presented to the Dcpanment. Then the department will identify, then prioritize the damages and will carry out restoration works . The target will be achieved on 100% utilization of the allocated budget.

Routine maintenance uf road includes clearances of drains, cross drainage, CUlling of grasses, sweeping of ruads based on the budget allocated

Km of Road Constructed is measured based on Formation Cutting! First Cutting (FC). The following Roads will be constructed I. Dalbari Dagapela (3.5 Kms) 2. Samrang Jomotsangkha (3.5 Kms) 3. Pasakha Access Road (1.2 Kms) 4. Realignment of Ossey Road (2.115 Kms)

The Road at Thaktri Sakteng will be constructed. It will be measured in tenl1S ofFC.

The following Stretch of GC Road will be Blacktopped I. Dakpai Buli Nimshog GC (20 Kms)
