Preamble

The Performance Agreement is entered into between the Secretary and Director, Department Of CivilRegistration & Census.

The objectives of this Performance Agreement are:a) To establish clarity and consensus about annual priorities for the Department Of Civil Registration &Census consistent with the 011th Five Year Plan of the Ministry, and Government's other priorities;

b) To provide an objective and fair basis for evaluating the overall performance of the Department OfCivil Registration & Census at the end of the financial year

The Performance Agreement represents an important accountability mechanism for inculcating aperformance based culture at all levels of government.

THEREFORE, the parties hereto agree as follows:

Vision

To become an efficient and effective organization, delivering civil registration and census relatedservices of the highest standard and quality.Mission

1. To have a complete and accurate database on all citizens and Special Residence Permit(SRP) holders in the system.2. To enhance and simplify the citizenship identity cards, SRP and other nationality documentsissuance system.3. To improve and deliver customer care services through the optimal use of information,communication and technology.4. To maintain and generate complete demographic data through an automated system

Objectives

1) To efficiently deliver OCRC services

2) To strengthen the Security and Accuracy of online BCRS database

3) To strengthen Institutional Capacity.

4) To provide effective and efficient operational and direction services
