This comes after locals raised the alarm of a pungent diesel and sulphur smell permeating the area for the past few weeks. And while council says it is too early to identify the source of the odour, homeown- ers are pointing fingers at the Consol Glass mineral mine, which is based in Silica Road and stretches to Vygiekraal Road in Manen- berg. But Consol’s human resources manager Thami Mkhuzangwe says no formal objec- tions have been lodged. “We have not received any official com- plaints in the last decade regarding any smells emanating from the plant,” he says. A reliable source who works for the com- pany and does not want to be named says it is unlikely the plant is emitting any gasses as it primarily uses water for its processes. But this does not mean it is impossible, he says. “The dredger uses diesel to operate, so I can understand if the residents are com- plaining about the odour as the wind does blow in that direction.” But Mkhuzangwe says the dredger is “the size of a mid-truck”. “It has a diesel engine, but is operating more than 300m away from the nearest com- munity and the drying plant is roughly a kil- ometre away from Primrose Park,” he says. Mayoral Committee member for Health Benedicta van Minnen says it is too soon to determine who is at fault. “We have not conclusively identified the odour source, but we are following up on a number of potential industries within the area,” she says. Although residents see Consol as the most likely cause, Van Minnen says residents should wait for the outcome of the tests. “Once the source of the odour emissions has been identified the responsible parties will be given the opportunity to prove that their emissions are not causing a health haz- ard or impacting negatively on the environ- ment,” she says. And if they are proven to be at fault, gas monitoring systems needed to continuously examine the air quality won’t be immediate- ly implemented as the required R1.5m is not in the City’s budget, Van Minnen adds. But while council investigates the source, locals are becoming increasingly worried about their health. And with good reason, says occupational medicine specialist Dr Randall Ortel. He confirms there are possible side effects to extended exposure to gasses such as diesel and sulphur. “Diesel creates carbon monoxide which can have serious long-term effects on the body. It affects the blood cells, so you do not have enough oxygen in your bloodstream and will have trouble breathing,” he says. “You would need to be exposed to sulphur in high concentrations for it to have serious implications on the body. These symptoms could include memory loss and damage to your veins. In smaller concentrations they will burn your nose or irritate your eyes.” Homeowner Ridwaan Stemmet says the problem needs to be resolved as a matter of urgency. “I have young children and I am scared they will get sick,” he says. The smell is most prominent from 6:00 to 18:00 on weekdays, Stemmet claims, and he describes it as “pungent and strong”. But Mkhuzangwe contends surrounding residents have nothing to worry about. “The fuel we are using for the drying proc- ess has medium sulphur levels as opposed to high levels such as that found in heavy furnace oil,” he says. As per protocol, Consol will investigate if complaints are forwarded to their offices, Mkhuzangwe adds. Van Minnen encourages homeowners to lodge official grievances. “We are requesting complainants to notify our Air Quality Management Unit of their observations. Please include the dates, times, duration of emissions, intensity of the odours and prevailing climatic conditions such as wind direction and speed. More roaddeaths on payday weekendsTwelve people die on average everypay day weekend on the province’sroads alone.This is according to Donald Grant,

provincial minister of transport andpublic works.Analyses of this year’s fatalities

data indicates that road deaths onpay day weekends spike by as muchas 23.6% compared to other week-ends.“While, on average, 3.6 people are

killed every day on Western Caperoads, this rises to an average of 6.2people per day over pay day week-ends,” he says.Last month was the worst week-

end recorded this year,with 26 fatali-ties over the weekend of 1 August.The following pay day weekend,

which started on 29 August, saw afurther 20 people killed, Grant con-firms.He advises motorists, pedestrians

and road users to not become anoth-er statistic by taking the necessaryprecautions.“Do notmix alcohol and road use,”

Grant warns.“Driving or walking on the roads

while intoxicated is a quick way toan early grave. Use public transportif you intend drinking alcohol.”If you are travelling in a vehicle,

alwayswear your seatbelt and neverexceed the speed limit, he continues.“Exercise extreme caution while

driving on Fridays from 18:00 untilmidnight, on Saturdays from 06:00until 10:00, on Saturdays from 18:00until 04:00 andonSundays from15:00until 21:00.”Greatermobility and increased ac-

cess to alcohol are reflected in spikesin the death rate over pay day week-ends, Grant adds.“While further data analysis is re-

quired to isolate all of the factors in-volved, the public is warned toplease exercise extra caution overthis time.”

Street people living underthe Kromboom Roadbridge say they are being

used as scapegoats.This as Crawford homeown-

ers demand increased policepatrols to monitor the group,fearing that the makeshiftshelters are housing pettycriminals.

Police confirm an increasein burglaries in the vicinitysurrounding the bridge.

But the street people saythey are being used as an easytarget because of their socialstanding.

Five families have made thespace under the bridge theirhome. One man claims tohave been there for 15 years.

Despite the street peopleclaiming they “do not bother anyone”,homeowners insist they need to move.

Complaints of illegal dumping, crime andpublic indecency have been laid with theCity of Cape Town and Lansdowne police.

ResidentTeranaMcAnder says the settlersare aggressive.

“People feel threatened by them,” shesays. “They pester us. They demand moneyor food and become intimidating if you don’thand it over. Most of them look suspicious.This used to be a quiet neighbourhood butnow crime is filtering in.”

Maurene vanWyk says she has been livingin Crawford for more than 20 years and has“never experienced this level of crime be-fore”. “There was always an odd incident or

so but never to this extent. Since the va-grants started sleeping under the bridge,crime in the area has spiked,” she insists.

Properties immediately adjacent to thebridge are the most affected, Van Wyk says.

“It brings down the property value andhasa direct influence on the crime rate,” she ar-gues.

When People’s Post visited the site, homesmade from wood offcuts lined the walls.

Human faeces dotted the “village”.When this reporter attempted to speak to

the shackdwellers, they refused to comment,insisting that they were “tired of being both-ered and blamed for everything”.

Van Wyk says their living conditions areaffecting ratepayers living around them.

“You get a horrible smell thatblows over from the bridge. Insummer it is worse because it ishot and the food and dumpeditems start to rot. The place reeksof urine and faeces,” she laments.

Lansdowne Police spokesper-son Sergeant Nkululeko Mnyakasays while numerous complaintshave been received from resi-dents claiming the vagrants areinvolved in crime, none of themhave yet been arrested.

“There are many business andresidential burglaries in the vi-cinity of the bridge but none sofar have been linked to any of thepeople living under the bridge.Police patrol the area daily andmonitor any suspicious behav-iour,” he says.

Crawford NeighbourhoodWatch spokesperson MohamedCassiem says the organisation iscurrently negotiating with the

City for a more permanent solution for thesquatters.

“Youmove them away and a few hours lat-er they are back. It is a continuous cycle be-cause some people give them money. Weneed to stop giving the vagrants handouts be-cause that is what’s keeping them here,” hesays.

Ward councillorMagadienDavids says thearea has been flagged as a priority area forLaw Enforcement to patrol but insists thatvagrancy is not resolved overnight.

“I have offered shelter for them at varioushavens but most don’t want to move,” hesays. “We are exploring different ideas onhow to resolve the problem but no perma-nent solution has yet been found.”

R2.5m working plan to assist street peopleA 56-strong team will be heading to thestreets in a bid to help the homeless turntheir lives around.

Council’s Social Development and EarlyChildhood Development Directorate re-cently held an induction programme for thenew fieldworkers and clerks who have beenemployed through the Expanded PublicWorks Programme (EPWP) to help imple-ment the directorate’s Street People Pro-gramme.

R2.5m is being spent on the initiative,council officials confirm.

The induction programme was held for 49fieldworkers and seven clerks who will beemployed by the Street People Programmeuntil the first quarter of next year.

The fieldworkers’ main objective will beto engage with street people with a view toproviding assistance to those who want toget off the streets.

Their tasks will include monitoring thenumber of street people in their respective

areas; identifying individual needs, includ-ing health issues and their prospects of re-turning home; identifying new arrivals andusing resources available to discouragethem from making a home on the streets;and facilitating other services required andtransfer to assessment centres.

Suzette Little, Mayoral Committee mem-ber forSocialDevelopment andEarlyChild-hood Development, says the directorateaims to employadditional fieldworkersdur-ing the course of this financial year oncemore funding becomes available.

Between April 2013 and June 2014, 116fieldworkers were employed.

Plans are also in place to appoint 24 per-manent fieldworkers.

“The appointment of fieldworkers is cru-cial in our engagement with street people,”Little says. “They are at the coal face on adaily basis and are able to help effect mean-ingful change in the lives of those who findthemselves on the street and who are look-

ing for a way out.“The beauty of this initiative is that we

are not only helping people on the street.“We are also addressing unemployment

through the appointment of the fieldwork-ers – thus tackling two very important chal-lenges in our city.”

In addition, the directorate will continueproviding employment opportunities forstreet people through the EPWP cleaningproject.

In the previous financial year, 500 streetpeople were employed to clean and main-tain parks, cemeteries and kramats forthree months. “We held a workshop earlierthis year where many street people indicat-ed that they want to get off the streets, butface several challenges including unem-ployment. By creating these opportunitiesthrough the EPWP, we are able to put themon a path that helps restore their dignityand their confidence, which in turn assiststhe reintegration process,” Little says.

The youngest gangster in Manenberg is on-ly eight years old.

The child has on three occasions beencaught in possession of firearms, police con-firm.

But a new multi-sectoral approach is be-ingproposed to turnaround the lives of chil-dren at risk so that they aren’t used aspawns by gangsters.

The plan, which is being compiled byPhilippi and Manenberg police, targets eve-ryone from toddlers to adults under 25.

Extramural activities, youth seminars,counselling, job placements and sport de-velopment are but some of the suggested so-lutions being submitted to various provin-cial government departments for buy-in.

Painting a bleak picturePoverty is one of the biggest contributors

to gangsterism, says Philippi Police Stationcommander Lieutenant-Colonel DesmondLaing.

“Gangsterism will never go away. It hasbeen around since the 1980s and will alwaysbe a reality,” he says.

But this doesn’t make the cycle of gang-sterism an accepted reality, Laing insists.

“Youth are enticed by the power and mon-ey they get through gang involvement. Mur-der and attempted murders happen becausethe root problems – like unemployment anda lack of education – are not addressed.”

Gangs are expensive “businesses”, Laingcontinues, and the leaders don’t ever do thedirty work. “The youth are cheap labour intheir eyes. They entice them with drugs,money, name brands and women. To someof these children it is a big deal as they come

“Gangsters make use of these young chil-dren because they know they cannot beprosecuted. Parents look to the police to fixit, but we cannot do it alone.”

Starting from the bottomThe multi-sectoral approach should in-

volve community organisations, schools,government departments, residents andlaw enforcement agencies, Laing explains.

“The roleplayers have the resources toimplement structures and programmesthat will help us get the kids back at school,active and off the streets,” he says.

Police hope to include the departments ofJustice, Correctional Services, Education,Sport and Recreation as well as Arts andCulture in the implementation of the plan.

“There just aren’t enough activities forthe youth in these areas,” Bennett insists.

Laing hopes the approach will impact onmore than just the youth.

“We hope to see more parents come for-ward with information and gain a better un-derstanding of the prosecuting process.This is where the Department of Justicewould come in. We need swift prosecutionand assurance that the whistleblowers willbe protected. Many times residents with-

draw their testimony because they areafraid,” he says.

Forward thinkingPolice will meet with provincial govern-

ment this week to solidify a partnership.“This will not only benefit the police but

the community as well,” Laing says.Police encourage any organisations or

Police are formulating an action plan todecrease the number of truant pupils stand-ing on street corners while they should bein class.Nyanga Cluster Commander Major-Gen-

eral Robbie Robberts explains children ofschool-going age will be taken to a holdingarea at the nearest police station, wheretheir school and parents will be contactedto collect them.“We cannot allow the children to be left

vulnerable on the streets. For the remain-der of the school year and especially duringthe exams – which is when all childrenmust be in school – there will be dedicatedoffices set up at each police station to tryand curb the problem,” he says.“The idea is to create an area with dedi-

cated staff. I have been in contact with theeducation department and various otherstructures to get the ball rolling.”

The highest truancy rate in the clusteris in Athlone and Manenberg, Robbertssays.Bunking children and teen dropouts are

being targeted by drug lords, says AthloneCommunity Policing Forum chairpersonAzizah Kannemeyer.“Every week there is a new batch of chil-

dren standing on the corners during school

time or wandering aimlessly through thestreets,” she says.“Children get killed, raped, kidnapped

and hurt because they are not beingwatched. They are the prime targets ofcriminals looking for runners at a cheaprate.”Since the beginning of the year, the Bok-

makierie Youth Organisation has beenkeeping track of the number of children notenrolled at school.So far, they have counted 56.“This is either as a result of financial dif-

ficulties or social problems within theirhousehold,” Kannemeyer says.Provincial education department spokes-

Almost 40 Lansdowne businesses havebeen hit by robbers in the last threemonths.

This rapid increase in heists has led to therevival of the Lansdowne Business Forum.

The body, comprising 30 business own-ers, recently held their first meeting withpolice to share ideas and turn the crimetide.

Lansdowne police station commanderColonel Jan Alexander chaired the meetingand explained that the revival of the onceactive forum was long overdue.

“Business owners need to know theirneighbours. Most of the crime in the pre-cinct come out of the business sector,” hesays.

Both formal and informal businesses arerepresented on the forum.

An Ottery business owner says regularmeetings will make the joint effort a suc-cess. “Being able to know one another will

make a big difference because we all haveone thing in common. We are all victims ofthese crimes and in standing united we canfind solutions together,” he says.

Proposals of reintroducing police foot pa-trols as well as a mobile police unit werealso discussed.

Alexander confirmed that 39 robberieshave taken place at local businesses withinthe last three months.

“These high stats have me worried,” headmitted.

Other concerns include prostitution,common robberies, vagrancy, begging and“self-appointed” car guards.

But Alexander says he has a plan.“Although I can’t reveal too many details

yet, this forum has a purpose and a role toplay in that plan. SPCA.The celebration takes place between Fri-

day 3 and Monday 6 October.The SPCA calls on those planning to

slaughter sheep or cattle to followguidelinesto ensure the animals do not suffer unneces-sarily.According to the Animals Protection Act

(No.71 of 1962):. All animals must be confined in such a

manner that allows them adequate space,ventilation, shelter, food and water;

. No animal should be picked up by itsfleece, dragged, chased or prodded;

. Animals should be restrained humane-ly while being transported and when beingslaughtered;

. Noanimal should be tied by its legswithbailing twine and crammed into the back ofcar boots or laid on their sides on the backof bakkies;

. When due to be slaughtered, animalsshould be laid on their sides and not on theirbacks to avoid distress. Animals should alsonot be forced to stand or kneel duringslaughter;

. Knives used for the slaughter must alsoremain extremely sharp so that the slaugh-tering remains as humane as possible;

. Only experienced people should per-form the slaughtering. Inexperienced laypersons who attempt to perform the slaugh-ters often cause horrific trauma and pain tothe animal.

The next Lionel Messi or Luis Suarez mayearn his stripes at a state-of-the-art facilitylaunched in Lansdowne.

The soccer grounds were officiallyopened at Windsor High School on Satur-day and is aimed at developing local talent.

The project started as a partnership be-tween the school and RC Civils, which ownsRC Athletico FC.

The facility – which includes a club-house, bleachers, braai facilities, patio ta-bles, advertising space and team benches –will become the home ground for RC Ath-letico FC and the school’s team.

Windsor High principal Mark Wildschidtsays he believes in promoting sport as partof a well-rounded schooling process.

“We want to be seen as a good school forsport and academics. It has been a culturethat we need to send our children away fora good education. That shouldn’t be thecase,” he says.

The school caters to children fromLansdowne, Manenberg, Hanover Park,Khayelitsha and many other surroundingareas.

Children previously played on a weed-choked, uneven pitch which wasn’t idealfor the beautiful game.

“Some want to play for fun, others for ex-ercise and some want to make this their ca-reer. With the field here it makes it a lotmore accessible for the kids to play and de-velop in sport,” he says.

“Previously the surfaces weren’t as goodas they are now. Part of the agreement withRC Civils is the maintenance of the facili-ty.”

RC Civils financial manager Fouzah Con-rad believes the partnership is beneficial tothe company as well as the school.

“RC Athletico started out as a social clubamong workers and has grown to what itis now. This project will benefit the schooland the broader community,” she says.

The club is affiliated to the Cape DistrictLocal Football Association (LFA).

At the launch, Cape District LFA presi-dent Winston Engledoe said he was proudof the partnership and interest in develop-ing local talent.

“I congratulate the two parties for asplendid facility and a good partnership.May it flourish and grow from strength tostrength. May you pave the way for the fu-ture of the game,” he said.

“Sport at schools are the way to combatHIV, gangsterism, drugs and all the socialills that plague our communities. Sport isthe way to go.”

Conrad says development is part of theirmandate.

“The field is open toanyone.Wearea clubfor underprivileged teens and we seek tofind and develop the talent. This is how wegive back to the game,” she says.

Wildschidt says the facility has also cre-ated opportunities.

“Not only do they play on a state-of-the-art field, they also get to try out for a teamthat has high hopes for the game. Because

they are based here,the kids won’t haveto travel far,” hesays.

The school seasonhas already ended,but to officially openthe field the schoolteam took on RC Ath-letico FC in a friend-ly match which sawsome of the matricu-lants playing theirlast game.

The match endedin a 2-3 loss for Wind-sor.

rugby training and grassroots level competi-tion,” saysVukaRugby spokesperson IsmailTeladia.“Our broad aim is to uplift individuals,

and by extension communities, create ad-vancement opportunities for talented play-ers and build a deeper, broader pool of pro-fessional level talent.”The tournament is a joint venture be-

tween the South African Rugby Union andthe South African Rugby Legends Associa-

tion. “[It aims to create] a gateway for play-ers from new, introductory, small, rural,lower-league and non-traditional rugbyschools to participate in a tournament equalin stature to that of the National CravenWeek,” Teladia says.A total of 14 provincial unions – hosts

Western Province, Boland, South WesternDistricts, Eastern Province, Border, KwaZu-lu Natal, Lions, Griquas, Free State, Grif-fons, Blue Bulls, Leopards, Falcons and Pu-

mas – will participate in this year’s instal-ment. “The week promises to be veryexciting and a lot of interest has been shownin it. The coaches and directors from the topfive rugby playing schools in each of the 14rugby unions have been invited to attend toobserve the immense talentwhichwill be ondisplay,” Teladia says.“[It’s] a great opportunity for these young

players to showcase the incredible talentthat is so prevalent in their communities.”

crowned thewinners of the fifth annualRyan Rasool Memorial Cup after a 1-0

victory over defending champions MondaleHigh in Mitchell’s Plain on Saturday.Muzammel Thorne was the only player to

find the net and led to his side’s victory overthe two-time champions in the winners’ sec-tion.The tournament saw 32 under-19 school

teams do battle for the coveted youth footballtrophy at Westridge High School over twoweekends. The Mr Price Foundation is thetournament’s title sponsors.Meanwhile, Groote Schuur High School

were crowned Keenan Smith Plate winnersafter their 2-0 win over Oval North HighSchool. The Newlands school also picked uptwo individual awards including the top goal-

scorer and coach of the tournament. In theshield section, Princeton High won the Des-mond Riddles Shield after they beat Cloetes-ville High 4-2 on penalties, after regulatorytime finished with the scores deadlocked at0-0.Lansdowne’s Groenvlei High School was

named the tournament’s most promisingteam, while Belgravia High School’s Samodi-en May was elected as the player of the tour-nament.Groote Schuur High’s Darren Nelson won

the Golden Boot Award for being the top goalscorer and the school’s coach, Mark Olckers,was named the best coach.The Golden Glove Award was handed to
