Lotus River residents are asking for a fullinvestigation into the operation of a lo-cal shebeen.
Concern about the shebeen was clear at apublic community police forum (CPF) meet-ing at Grassy Park civic centre on Tuesdaylast week where the topic came up from aprevious meeting.Boy’s Inn in Old Strandfontein Road,
owned by Clarence Williams, applied for ex-tended trading hours and to be able to sellliquor to take away on Sundays.According to CPF chairperson Fuad Titus
a complaint about the shebeen was received
two weeks ago. “This resident had a com-plaintwith regard to the tradinghours of theBoy’s Inn establishment. This was also pre-viously dealt with but it seems residents areobviously still experiencing problems inthis regard,” Titus said.According to a law enforcement officer
who serves the liquor unit and who waspresent at the meeting, frequent operationsare being done at the establishment.“We have had to issue fines and warnings
at the address before but it seems the mo-ment we leave the owner opens up shopagain. It’s not supposed to be this way butthat is the only way we can ensure compli-ance from the owner,” the officer said.He added that they imposed strict fines
when it is found that an establishment is op-erating outside of its permitted hours.“We go according to the City’s bylaw
which states that ‘koop en loop’ establish-ments are permitted to operate from 09:00 to18:00 from a Monday to a Saturday with noSunday trading. We can only impose finesof up to R4000 if these are being trans-gressed.”Ward councillor Leslie Isaacs confirmed
at the meeting the owner made an applica-tion last year (People’s Post, “Nomore tippletime”, 4 November 2014). Williams put in anapplication to the subcouncil for extendedtrading hours. Williams cited the fact thathe is the bread winner as the reason for theapplication.
“The application was denied at the Ron-devlei subcouncil. I have no idea why theowner is trading on Sundays,” Isaacs said.One resident, who requested to remain
anonymous, lives near the establishmentand said she saw how business went on afterthe stipulated times.“People come here on a Sunday and the
owner opens the gates for them. It’s a nui-sance and Sundays are supposed to be holydays but he is feeding their habits to bedrunks on a Sunday,” she said.Ward councillor Melanie Arendse also
added that she saw a problem with the sys-tem if Williams was continuing to operateillegally.V Continued on page 2.

rector of communication, education andstakeholder relations at the WesternCape Liquor Authority (WCLA), con-firms Williams received his licence in2007. It was renewed in December lastyear. He adds that liquor establishmentshave to comply with the municipal by-laws.“Municipal bylaws regulate trading
days and hours in respect of liquor out-lets. Hours and days as stated in the by-lawmust be enforced and application fordeviation from these hours must belodgedwith themunicipality and not theWCLA,” Prinsloo explains.“Where no bylaw is in place the hours
and days as specified in the conditionsof the specific liquor licence should beenforced. Application for deviation fromtrading hours should be lodged with theWCLA.”Richard Bosman, executive director
for safety and security, confirms the stip-ulated trading hours of Boy’s Inn areMonday to Saturday from 09:00 to 18:00with no Sunday trading permitted.He also adds that Sunday trading was
not granted after Williams made the ap-plication at subcouncil level.
“Following the allegations in respectof trading hours, as a result of thismediaquery, the liquor enforcement unit willinvestigate the situation and take actionagainst any contraventions. The ownerof the property has applied for an exten-sion of trading hours. However, this ap-plication was not approved by the sub-council,” Bosman confirms.He also confirms the premises has re-
ceived awrittenwarning and a spot fine.“The liquor enforcement unit has is-
sued awrittenwarningnotice for contra-vention of the Land Use Ordinance aswell as a spot fine for the same offence.Currently this matter is being heard intheWynbergMunicipal Court,” Bosmansays.Johan van der Merwe, mayoral com-
mittee member for energy, environmen-tal and spatial planning, confirms the erfon which the business is run is zoned assingle residential.“A rezoning application from single
residential 1 to mixed use zone was pre-sented on 11 July 2014 and an invoice forthe application and advertising fees wasgenerated. The applicant then left theCity’s offices to make arrangements forthe funds and has, to date, not returned,”Van der Merwe confirms.Owner Williams could not be reached

Close to R270m will be spent to upgrade astretch of road between Strandfontein
and Ottery over the next few months.The previous part of the road revamp
project was completed in 2013 after the de-velopment of 5000 low-cost housing unitsclose to Ottery.
The work on the next, third phase of theStrandfontein Road revamp should startwithin the next three weeks and should becompleted by February 2017.
Brett Herron, Mayoral Committee mem-ber for Transport for Cape Town, says workwill affect traffic and that the impact andproposed alternative routes will be an-nounced closer to the commencement of theproject.
“Phase three of the upgrading of Strand-fontein Road includes the road betweenGovan Mbeki Road and New Ottery Roadand the section of the road between 5th Ave-nue and Emerald Way which are to be up-graded to four lanes,” Herron says.
This work includes the following:. The extension of the surfaced construc-tion of Schaapkraal Road from 11th Avenueto 18th Avenue in order to provide accessfor those properties which will no longer beable to access Strandfontein Road directly.. The tarring of gravel service roads.. Closing off some of the existing direct con-nections onto Strandfontein Road.. New intersections will be constructed forthe existing and new roads into the Pelican
Park development on the western side ofStrandfontein Road.. The rehabilitation of the existing Strand-fontein Road between Emerald Way andSpine Road.. The provision of new special lanes forwalking and cycling on both sides of thenew road.
The project will take about 20 months tocomplete, says Herron.
The R263m project will also see the em-ployment of locals through the expandedpublic works programme, Herron confirms.
“The contractor will use local labour thatis sourced from the subcouncil database.Residents must please approach their localsubcouncils to register their names on thedatabase if they want to be part of the labourforce to be utilised for this project,” he says.
Ward councillor Elton Jansen says a con-tractor had already been appointed for aproject on the opposite side of the road.
“The works include the resurfacing ofStrandfontein Road from Spine Road toBaden Powell Drive as well as the Strand-fontein Road and Baden Powell Drive inter-section,” he says.
The road works will take place from 08:00to 16:00 for 15 working days.
“The nature of the work entails the re-placement of the road surface. Please takenote that the lanes will be closed in one di-rection for construction purposes and thatthe flow of traffic will be impeded. Beware robbers in VW GolfThe police are on the hunt for a VW Citi Golflinked to several cases of robbery in Diep Riv-er and Claremont.
Captain Angie Latchman, spokesperson ofthe Wynberg police cluster, says residentsshould be on the lookout for a black VW CitiGolf with registration number CA 900112.
She urges residents not to confront the oc-cupants of this car if seen, as they could bearmed and dangerous.
“Immediately contact your nearest policestation,” she says.
“Since these incidents have been reportedthe Claremont and Diep River police haveembarked on intensive crime prevention op-erations which include stops searches andhigh-visibility patrols,” Latchman adds.
Tips which could prevent you from becominga victim of crime. If you feel that you are being followed,drive to the nearest police station so that youcan be escorted home.. Request the assistance of your securityprovider to meet you at your residence, espe-cially if you are arriving home late.. Always check your rear-view mirrors tosee if anyone is following.. Report all suspicious persons and cars toyour local police station.. If you enter your street, look out for anysuspicious or unknown parked cars or per-son walking or standing around.. The case against four men charged with therobbery of a store in Surrey Estate which re-sulted in a bloody shoot-out with police lastweek Monday, has been postponed.
The suspects are alleged to have been part
of a gang of robberswho held up the PrimroseMarkette. Three gunmenwere killed in a bat-tle with police as they attempted to flee thescene.
The four, aged between 32 and 39, appearedin the Athlone Magistrate’s Court on Thurs-day. They face charges of murder, attempted
murder and armed robbery.Robbers attempted to escapewithR20 000
from the Surrey Estate businesswhen theywere met by a police convoy at about 21:00last Monday night. Officers had been fol-lowing thevehicle the suspectswere travel-ling in as it was reported stolen.
“A shoot-out straight out of the moviesfollowed,” a witness said. “The robbersfired first, and the police hit back. It wasmadness.”
Three of the suspects died in the shoot-out, while a policeman and a customerwere hit as shots rang out at the corner ofOrion and Ruimte roads.

when she was caught in the crossfire, is re-covering in hospital. The woman was shottwice in the arm and twice in the legs afterbeing accosted by the robbers. She had beenwaiting in the parked car for her passengerwhen she was told to get out of the vehicleby a gunman.
Awarrant officer hit in the shoot-out is al-so reportedly recovering in hospital.
Two firearms – an R5 assault rifle and a9mm Beretta – were seized on the scene, aswell as two hijacked vehicles. The incidentis being investigated by the Independent Po-lice Investigative Directorate.
The case has been postponed to Wednes-day 17 June. – News24

it easier for visually impaired peopleto communicate using their smart-phones. It is now built into the

(27) uses an iPhone 5 and says thisinitiative is great because, nowa-days, communication doesn’t hap-pen verbally anymore. “We are ableto connect and check what’s happen-ing on social media. An academy striving for youth transfor-mation.
This is the mission of the City Athleticfootball academy run by qualified soccercoach Cheslyn Swartz.
The academy is based at Kannemeyer Pri-mary School in Grassy Park, has been oper-ating since 2011 and can already boast aboutsuccess stories.
Give them hopeSwartz says the academy is concentrated
on teaching life skills and instilling positivethinking.
“We target children from as young as sixyears old and do early childhood develop-ment with them. And with our youth wedon’t believe in youth development as ayouth has already developed. Instead, we fo-cus on the transformation of that young per-son,” he says.
According to Swartz, 80 youngsters are
currently participating in the academy.They range between the ages of six and 18years.
“We know that the children and youththat enter our academy come from poverty-stricken areas. When they come to the acad-emy we aim for them to think bigger thantheir circumstances and to give them hopefor their futures,” Swartz enthuses.
Life guideAccording to the soccer player turned
qualified coach, the academy is doing wellsince its inception.
“We can see we have made quite a greatimpact on these children so far. Their atti-tudes have changed dramatically since theycame on board,” he says.
Swartz adds each age group has a lifeguide who assists with life skills lessons ondays when they do not practise or playmatches.
“We offer life skills, soccer and netball forgirls, social development as well as charac-ter development. These aspects are very im-
portant to assist the youth as they mature,”Swartz says.
The academy also has a feeding schemein which everyone receives a daily meal be-fore or after practise.
“We also have a transport service for ourpupils who come from far. We have youthscoming from Retreat as well and we arepushing out to Diep River now,” he says.
Study helpTo cement a holistic approach at the acad-
emy, Swartz says study guides are also sup-plied to the participants. The life guides alsogive them homework help.
A monthly fee is charged to aid with trans-port and meals.

Dancers show off their “paw steps”A group of local dancers and artists will co-me together on stage to raise funds for ani-mal sterilisation in the Western Cape.
They will perform in Dancers love dogs atthe Artscape Opera House on Saturday.
Brigitte Reeve-Taylor started the annualshow and Dancers Love Dogs (DLD) organi-sation in 2012 as a “random act of kindness”and has since brought hundreds of dancerstogether to help furry lives.
Since its inception, the not-for-profit orga-nisation has raised over R1m to foot the billof sterilising about 6500 animals.
The journey began when Reeve-Taylorrescued a puppy alongside a busy highwayand discovered, on her journey to find help
for the animal, the miserable existence thathomeless animals endure on the streets ofCape Town and its communities.
Sterilisations, over time, make an enor-mous difference in reducing the number ofstrays and unwanted dogs in our society.
The money raised by DLD also financiallyhelps dog owners who want to sterilise theirpets but find the cost too high.
This year’s show will be hosted by Bren-dan van Rhyn, who starred as Frank-n-Fur-ter in the Fugard Theatre’s recent producti-on of The Rocky horror show.

arrested two suspects and recovered a sto-len car in the vicinity of Sawkins Road inMowbray at about 19:20.The arrested suspects, aged 31 and 32
years, were being sought in connectionwith a string of crimes committed in thepolicing precincts of Claremont, Diepriverand Wynberg.
The crime spree started on Monday lastweek. The suspects held up a woman inFirs Avenue in Claremont in the afternoonand robbed her of her handbag, containingpersonal items, and her car, the white Peu-geot 207, before fleeing from the scene.

were again spotted in Spaarman Avenue,where they held up a woman at knife pointand robbed her of her handbag containing
personal items and cash.The arrested suspects, who hail from
Westlake andGrassy Park, appeared in theWynberg Magistrates’ Court yesterday oncharges relating to carjacking and armedrobbery.

Portugal, England soccer teams take on localsThe City of Cape Town announced the de-
tails for the first-ever Cape Town Cupsoccer tournament last week. The MotherCity will help host team Ajax Cape Townwelcome Portuguese team Sporting Clubede Portugal, Crystal Palace from Englandand Pretoria-based SuperSport United.Set to take place at the iconic Cape Town
Stadium on Friday 24 and Sunday 26 July,the tickets will be available from Compu-ticket from 21 June.A draw was done to determine that the
first game on Friday 24 July, which kicksoff at 17:45, will see Crystal Palace take onSuperSport United, followed by SportingClube de Portugal and Ajax Cape Town go-
ing head-to-head at 20:15 in the secondmatch of the evening.Sunday’s action will start at 13:00, with
the losing teamofFriday’s firstmatch chal-lenging the losing team of the secondmatch.
The final, featuring both winners fromthe games played on Friday, will take placeat 15:30.There will be no extra match time, so if
there is a stalemate after regulation time,a penalty shootout will decide the champi-on.“The City of Cape Town is delighted to
