Support the career development of experienced researchers

• To support researchers in different stages of their careers in attaining and/or strengthening a leading independent position, also assist researchers to resume a career.

• researchers apply in liaison with a host organisation presenting a research project for a period of 12 to 24 months.

• A researcher “career development plan” is also part of the proposal.

• Experienced researchers from MS, associated countries or assimilated. Trans-national mobility mandatory (see exceptions)

Intra-European Fellowships for career development (IEF)

Marie Curie Actions in FP7:IEF

Eligible researchers (1)

• Nationality:

Researchers from Member States (MS) or Associated Countries (AC)*

• Experience: only experienced researchers

Be in possession of a doctoral degree, or

4 years of full-time research experience

at the time of the relevant deadline

*exception: TC researchers resided 3 years out of the last 4 in MS/AC


Eligible researchers (2)

• Mobility rules:

Researchers must be nationals of a MS or AC other then the country of the premises of the host organisation*

Researchers must not have resided or carried out their main activity in the country of the host organisation more then 12 months in the 3 years prior to the reference deadline of submission

Eligible hosts Located in MS or AC

*exceptions: MS/AC researchers resided 3 years out of the last 4 in a Third Country (TC)

Community Contribution:

• Eligible expenses for the activities carried out by the researchers: monthly living and mobility allowances, travel allowance, career exploratory allowance, contribution to the expenses of the researchers

• Eligible expenses for the activities carried out by the host organisation: management activities, contribution to overheads


To reinforce the international dimension of the career

• To reinforce the international dimension of the career of European researchers by training and acquisition of new knowledge in a Third Country (TC)

• To transfer acquired knowledge in organisations from Member States (MS) or Associated Country (AC)

International Outgoing Fellowships for career development (IOF)

Marie Curie Actions in FP7:IOF

Main features

Fellowships of 2 phases: initial outgoing phase in a TC (partner organisation) and a mandatory re-integration phase in a MS or AC (return host organisation)

Project duration: up to 36 months (outgoing phase:1-2 year(s); reintegration phase:1 year)

Application submitted by the researcher in conjunction with the host(s) organisation(s)

Grant agreement to be issued with the return host organisation in MS or AC


Eligible researchers

• Nationality: Researchers from Member States (MS) or Associated Countries (AC)


• Mobility rules: At the deadline of submission, researchers must not have resided or carried out their main activity in the outgoing country for more then 12 months in the 3 years prior to the reference deadline of submission

• Eligible hosts Outgoing phase: located in a TC; return phase located in MS or AC


• Eligible expenses for the activities carried out by the researchers: monthly living and mobility allowances, travel allowance, career exploratory allowance, contribution to the expenses of the researchers



To reinforce the scientific excellence of MS and AS with incoming to Europe top-class researchers from TC

• Allow researchers from third to move to MS or AC if possible encouraging simultaneously a transfer of know-how

• To help researchers from developing countries to reintegrate their countries of origin

International Incoming Fellowships (IIF)

Marie Curie Actions in FP7:IIF

Main features

Financial support to individual researchers from TC to carry out research in a MS or AC

Project duration: 12 up to 24 months in MS or AC

Plus: possible return phase of max 12 months for researchers coming from International Cooperation Partner Countries (ICPC)

Application submitted by the researcher in conjunction with the host organisation in a MS or AC

In case of return phase a Grant agreement to be issued also with the host located in ICPC


Eligible researchers

• Nationality: Researchers must be nationals from TC


• Mobility rules: Researchers must not have resided or carried out their main activity in the country of the host organisation more then 12 months in the 3 years prior to the reference deadline of submission

• Eligible hosts: Located in a MS/AC; return phase host: located in a ICPC


• Eligible expenses for the activities carried out by the researchers: monthly living and mobility allowances, travel allowance, contribution to the expenses of the researchers


• Possible return phase: Contribution managed by the host organisation. Fixed amount scheme of 15000€ per researcher/year during the period of reintegration up to a max of 1 year


European Reintegration Grants (ERG)

• To support European experienced researchers returning from third countries

International Reintegration Grants (IRG)

• To help mobile researchers to access a stable position

Reintegration Grants:

Main features

(Re)integration in a Member State (MS) or Associated Country (AC), including the country of nationality of the applicant after a trans-national mobility experience within 'Marie Curie Actions’ (at least 18 months)

Proposal to be submitted at the earliest 1 year before the end of the initial MC fellowship, and not later then 6 months following its end

Applications can be submitted continuously; evaluated and selected at regular intervals (cut-off dates of the call)

Grant agreement to be issued with the (re)integration host

Project duration: 2 up to 3 years

MC European Reintegration Grants (ERG)


• Flat rate contribution to the salary costs of the researchers and/or to the research costs for the project: e.g. staff salary costs; travel costs; consumables; publication costs…

• 15000€ per researcher/year during the period of reintegration of 2 up to a max of 3 years

• Contribution managed by the host organisation for expenses related to the reintegration of the researcher in the host

Objectives

To encourage European researchers abroad to reintegrate in a Member State (MS) or Associated Country (AC)

To offer them opportunities to capitalise in Europe on their international experience

To counter European brain drain to third countries

To allow lasting co-operation with third countries

International Reintegration grants (IRG)

Main features

Researchers from MS or AC must have carried out research outside Europe for at least 3 years at the relevant cut-off date of submission

(Re)integration in a MS or AC, including the country of nationality of the applicant

Project can address research activities, training, teaching, transfer of knowledge, development of co-operation with third countries…..

Applications can be submitted continuously; evaluated and selected at regular intervals (cut-off dates of the call)

Grant agreement to be issued with the (re)integration host

Project duration: 2 up to 4 years


• Flat rate contribution to the salary costs of the researchers and/or to the research costs for the project: e.g. staff salary costs; travel costs; consumables; publication costs…

• 25000€ per researcher/year during the period of reintegration of 2 up to a maximum of 4 years

• Contribution managed by the host organisation for expenses related to the reintegration of the researcher in the host

Main features

Aims to improve career perspectives of early stage researchers in both public & private sector :

• Joint research training programme (max. 4 years)

• For nationals of any country other than the country where the host is located

• Support mainly early stage training (up to 36 months)

Structuring the Initial Training of Researchers at EU level :• International Networks of Participants• Mutual recognition of Training/Diplomas • Opening training events to external researchers• Complementary skills acquisition: entrepreneurship, management,

IPR, grant writing, communication

Participant rules:

• Participants must be universities, research centres, companies, SMEs

• Typically located in at least 3 different MS or AS• Involvement of private sector essential (partner, provider

or member of the board)

Eligible researchers :

From MS, AS & TC . Mobility rules apply (at the time of recruitment not deadline)

• early-stage researchers (funding: 3-36 months)• experienced researchers (funding: max 24 months)• visiting scientists (experienced researchers) : for short

stays

Marie Curie Actions in FP7:IAPP

• To support to a cooperation programme aimed at knowledge sharing and inter-sector mobility, based on human resources interaction.

• Establishment of long term cooperation between sectors (strategic partnerships)

• 2-way staff secondments / recruitment of experienced researchers from outside the partnership

• Organisation of common workshops/conferences, including for researchers from outside the partnership

Activity 3: “Industry-Academia Partnerships and Pathways” (IAPP)


Objectives

• Increased industry-academia cooperation.

• Diverse career possibilities and research experience for researchers

• Increasing the industry involvement in all Marie Curie Actions

• Knowledge sharing/cultural exchange, in particular SMEs

Participants:

• At least 1 university/research centre + 1 private sector.

• Located in at least 2 different European countries (1 minimum from MS or associated country ).

Eligible researchers :• For staff exchange - secondment

Any level of experience, incl. technical & managerial staff

Exchange always between sectors and countries Exchange period: 2 months to 2 years Obligatory return for at least 1 year

• For recruitment (optional) : Only experienced researchers (post-docs) Nationals of any country other than the country

where host is located Recruitment period: 1 to 2 years

Industry–Academia Partnerships and Pathways (IAPP)

Community Contribution

• Staff secondments

• Temporary hosting of recruited researchers

• Networking and workshops/conferences organisation costs for both staff members and researchers from outside the partnership

• Specific small equipment for SMEs: <10% total contribution


Community contributions

Living allowance:

€ 33 800 per year for early stage researchers (post-graduates)

€ 52 000 per year for post-docs (< 10 years experience)

€ 78 000 per year for senior post-docs (> 10 years experience)

Mobility allowance: € 500 or 800 per month

Travel allowance: € 250 to 2500 per year

Career exploratory allowance : € 2000 (for EIF, ITN and some IAPP)

Research and networking costs : € 600/1200 per month

Contribution to organisation of events: 300 per researcher/day (ITN and IAPP)

Small equipment expenses for SMEs : max. 10 % of the SME contribution (IAPP)

Overheads :10% of direct costs

Management costs : max. 3% of total contribution (7% for ITN)

For ITN, IAPP, EIF, OIF and IIFGross amounts

International Research Staff exchange scheme (IRSES)

To establish or deepen partnership between min. 2 research organisations within EU/Ass and one or more organisations in third countries*.*Only or EU Neighbourhood Countries and Countries with S&T Agreement

• Multi-annual proposals for joint programmes of research staff (duration of partnership 2-4 years)

• The staff to be exchanged should be “seconded”

• Partners institutes to select their staff for exchange

Marie Curie Actions in FP7:IRSES

Co-funding of exchange programmes between Europe and 3rd countries:

• Short term stays (between 1 and 12 months)

• In principle balanced funding (each country funding its outgoing researchers), but EU funding of ICPC countries is possible

• Researchers keep salary at home institution and return

• Funds cover travel and subsistence of the researcher (no other costs)= 1800Euros/researcher/month

Participants

Typically organisations under these categories:

Official public bodies, e.g. ministries, state committees for research, research academies…

Other public and private bodies, including large research organisations, that finance and manage fellowship programmes

Bodies at international level that run comparable schemes at European level as part of their mission


Action targets existing or new programmes that support mobility of experienced researchers.

The programmes must run open, merit-based selection of researchers using international peer-review.

The three types of trans-national mobility are possible (outgoing, incoming, re-integration)

Bodies apply with a reviewed (panel A) or new funding scheme (panel B)

‘Cofunding’ mode:


Objectives

– Encourage existing or new regional and national programmes to open up to and provide for trans-national mobility.

– Increase the European wide mobility possibilities for training and career development of experienced researchers.

– Selection of ‘cofunded’ programmes through open calls with excellence-based evaluation criteria (no nationality quota)

– Combating fragmentation of objectives, evaluation methods and working conditions.


• Proportional to the total number of estimated researchers complying with the trans-national mobility

• Co-funding of a fixed percentage of 40% of the full fellowship costs of the eligible researchers

• Maximum overall community contribution of €5M/single applicant
