MAYOR’S MESSAGEAs Mayor, I’ve always tried to be proactive about keeping issues relating to the City of Port Adelaide Enfield front and centre on the public agenda.In the past, that has sometimes presented a challenge – but in recent times, rarely does a week go by without another good news announcement for our area and I couldn’t be happier.I crisscross our region attending events and meetings and I am regularly approached by smiling people expressing how happy they are to see good positive change, high-level investment, and ‘things on the move’.The Council has announced its new City Plan – which is explained in full in this edition of Pen2Paper. It has given us fresh focus, and a workable set of priorities to aim for under the banners of Economy, Community, Environment, Placemaking and Leadership.In the eastern part of our region we had the recent announcement that the State Government has gifted the Council a parcel of land that formed part of the old Ross Smith Secondary School site, at Lightsview.

This will enable us to build a brand new Recreation Centre – much-needed for the local community.I was proud to make the announcement with Member for Torrens Dana Wortley – and am so pleased that our strong relationships with our State Government counterparts are delivering fantastic outcomes for the community.The new facility will cater for a variety of sports, as well as providing community space and function rooms. Watch this space for design concepts! I know this project will be much-loved by the local community and how great to give young and old alike a modern space to spend time – particularly in the realm of health and wellbeing. Across town in the Port – well, things are certainly on the move! I was thrilled to stand with Minister Stephen Mullighan to deliver the news of plans to transform the Port with more than $280m of private developments.Our Council together with other Councils, including the City of Adelaide, have been lobbying hard for a light rail network across much of Adelaide, including down Prospect Road to Grand Junction Road and to Port Adelaide, Semaphore and Outer Harbor. Our residents and workers deserve to have a fast, environmentally friendly and quiet transport option. We appreciate the strong support we have already had from the State Government and we hope that the incoming Federal Government will also commit to this very worthy project.

REPRESENTATION REVIEWThe Council is undertaking an Elector Representation Review to determine if the community would benefit from an alteration to Council’s current ward structure.The review contains a number of steps and importantly, includes two opportunities for the public to contribute to the process. A Representation Options Paper that examines the advantages and disadvantages of various options is available to the public for a period of six weeks consultation.Public Notices will be advertised in all Messenger Newspapers in the area and on Council's Website to inform the community of the availability of the paper and invite written submissions. LEADERSHIP A City conf ident in its leaders

My favourite place is the northern end of the North Haven beach at the harbour entrance.I am a lifesaver at the North Haven Surf Life Saving Club and frequently attend this beach which is unique in many ways to others in the metropolitan area.It looks down the Gulf of St Vincent and therefore occasionally receives a reasonable size surfing wave as well as having rapidly accumulating sand.Large cruise and container ships enter and leave the harbour at the northern end. The Marina entrance to the south of the beach, and also the harbour, are used by recreational motor and sailing boats.The beach is regularly visited by dolphins, seals from the colonies at the end of the harbour breakwaters, and very occasionally by whales.The people who visit this beach and the recreational path alongside are generally from the local area and are very friendly.

My favourite part of the Outer Harbor Ward is the many kilometres of flat walking tracks, well maintained parks, playgrounds and open spaces for all to enjoy.Local residents love walking their dogs, taking their children or grandchildren to the many playgrounds, bike riding or just walking while enjoying the stunning Marina views and surrounds.I run along this track at least once a week. It's how I unwind... but mostly gives me a chance to catch up with my favourite neighbour and chat, while exercising.Having such wonderful open spaces to enjoy, encourages the community to get out and about, which is vital for everybody’s wellbeing.The people of the Peninsula are always so friendly and greet each other regardless of how early in the morning or late at night. I guarantee you will always get a smile and a hello along the way!I am pleased to see future plans are in place to upgrade other play areas within the Outer Harbor Ward and our Parks and Gardens team are dedicated to keep our open spaces looking beautiful for all to enjoy.

LOCAL ICON WINS PETER KITTLE HOLDEN YOUNG ENTREPRENEUR SCHOLARSHIP For long-time friends Angus Kiley, Jim Morrison and Angus Henderson, good food is a way of life. After a trip around America, the boys fell in love with the food and wanted to recreate the American BBQ back home in Adelaide. Unable to afford to establish a bricks and mortar restaurant, they bought a food truck advertised on Gumtree and hit the streets.

Their slow-cooked BBQ meats were an instant hit and the success of their food truck inspired the trio to seek a more permanent home.

As part of the Renew Adelaide program, they opened up a shop in the Port in November 2015 under a subsidised lease. They’ve been so successful, they’ve now taken on an ongoing lease, independently.

Angus Henderson said, “Setting up in Port Adelaide was an obvious choice for us. We grew up in the area and have watched it change over the years. We can see the potential for the area and wanted to get in on it early and help it grow into something special.”

“There was a massive opportunity for us to offer great food as part of the revived precinct at the top end of Commercial Road. Our business is a bit quirky, so it’s also a good fit with the unique spaces in historic Port Adelaide.”

In their short existence, their unique food has won them a few awards, including the big one in the world of BBQ – the National Creekside American BBQ Battle. Their standard menu includes smoked ribs, pulled pork, beef brisket, chicken, ‘slaw, mac ‘n cheese, potato salad, tots and cornbread. They also like to experiment with new dishes like smoked turkey breast and seafood.

And, they can now add the Peter Kittle Holden Young Entrepreneur Scholarship to their trophy shelf. The prize pack, part sponsored by the Port Adelaide Enfield Council and valued at over $10,000, will help them to further grow their business.

In the future, they hope to become an institution in the Port, “We arrived before the boom and we want to stick around for the long run” said Angus.

“Port Adelaide is the perfect space to start a business, you just need to find what you love doing and be specific with your niche”.

“We want to lead by example. As the area grows, having more businesses will only help us all grow together by forming a supportive community around each other.”

As for what you should try when you visit, Jim says that the brisket is their favourite, “We get quality local meat from Marino’s, a small butcher in the Central Market, who has supported us from the start, then we cook it for 18 hours until its perfect.”

“You’ll need to get in early though because it normally sells out pretty quick.”

The Peter Kittle Holden Young Entrepreneur Scholarship was a first time offering in 2016, which enables established businesses to help nurture young businesses in Port Adelaide. The City of Port Adelaide Enfield is proud to support the initiative.

PORT DEVELOPMENT PLANS ANNOUNCED The Port is set to be transformed – with the announcement that two Australian developers and a South Australian construction company have been selected for a planned large scale development.The proposed transformation would represent $280m of new private developments.• Starfish Developments has plans for Dock 1 and Port

Approach (South) in the east of the inner harbour;• Cedar Woods has plans for 500 homes in the North West

and Fletcher’s Slip precincts in the west and north of the inner harbour

• SA Construction firm York Civil plans to refurbish the former Primary Industries and Resources SA building at Cruickshank’s Corner and will relocate its national headquarters to the site.

There has been considerable community interest in what the plans mean for the future of the City of Adelaide Clipper Ship, currently situated at Dock One. The State Government says that will be considered as part of a coordinated Historic Ships and Boats Strategy being prepared in consultation with key stakeholders including vessel owners and operators, the National Trust, the SA Maritime Museum and the City of Port Adelaide Enfield.Regarding the concepts for the Port redevelopment, Renewal SA is planning to undertake public consultation with the community in the coming months – and it will be seeking feedback to help refine the proposals before development applications commence.The State Government says the concept plans have been developed to reflect the outcomes from previous community engagement on the precinct plan.For more information – and images of the proposed developments – please head to Council’s website or Facebook page.

RECONCILIATION WEEK PEACE WALKA fantastic turnout of more than 1000 people made this year’s Reconciliation Week Peace Walk a tremendous success. The City of Port Adelaide Enfield partnered with 'Global Communities for Peace' to stage the walk from Harts Mill to ‘Lartelare’, a park across the river on the Port waterfront.Member for Port Adelaide, Susan Close launched the Walk together with Margaret Brodie, a direct descendant of Lartelare. Iman Kalhidi from the Islamic Association of SA and other representatives also attended.Special thanks to students from Alberton Primary School, Ocean View College and Thebarton Senior College who walked along with members of the local community. The sight of so many people walking over bridge together waving their flags and banners was amazing! Thanks also to the Rotary Club of Port Adelaide, for providing a BBQ.

PEACE IS PERSONAL EXHIBITION Congratulations to June Turbin and Tony Wilson who won the People’s Choice Award for the Peace is Personal Exhibition during Reconciliation Week.The exhibition was initiated by Global Communities for Peace and featured work by 82 artists including students from three local primary schools and a children’s centre.

ABORIGINAL AND TORRES STRAIT ISLANDER AWARDSAs part of the City of Port Adelaide Enfield Nunga Week celebrations (November 6-12), we are seeking nominations for the Council’s Aboriginal and Torres Strait Islander Awards. This year we are honoured to recognise Auntie Josie Agius with the presentation of the Auntie Josie Agius Young Person of the Year Award.Awards are offered across a wide range of categories and will be presented at a special dinner event during Nunga Week.Nomination forms and further information can be obtained from the Council website by calling 8405 6868 or emailing [email protected] close on Friday 9 September 2016.

COMMUNITY A City that supports community wellbeing

2016 ABORIGINAL TERTIARY EDUCATION SCHOLARSHIPS Each year Council provides two scholarships of $5000 to students to support their studies at university level.The 2016 recipients of the Scholarships were presented by Mayor Gary Johanson at the July Council meeting.Our first recipient for 2016 is Christine Abdulla. Christine is a proud Ngarrindjeri woman who is in her fourth year of a Bachelor of Arts degree at the University of Adelaide. She has returned to University studies following a career in community service to Aboriginal people. Our second recipient is Kassidy Coulthard who lives in Ferryden Park. Kassidy is 18 years old and is in her first year of studies for a Bachelor of Science in Animal Science at the University of Adelaide. Her goal on completing her studies is to work in a rehabilitation centre for animals. In 2015, the national school retention rate was 84%, but for young people from Aboriginal or Torres Strait Islander backgrounds this figure was below 60%.This scholarship goes towards the establishment of role models within the local community, who then demonstrate that Aboriginal people can attend university, can gain the required qualifications, can achieve top level jobs and they can shape the future for their own people.Congratulations to this year’s fantastic recipients!

KILBURN COMMUNITY CENTRE SET TO HOST MENTORING PROGRAMThe Kilburn Community Centre will host a program, specifically designed to address social issues in the Kilburn and Blair Athol area. Football Federation of South Australia has received $75,000 from the Attorney General’s Crime Prevention Fund to deliver a mentoring program in the 2016/17 financial year. Partner organisations including Council, FFSA, Australian Refugee Association and the Police, will work together to deliver the mentoring program designed for an identified group of young people. They’ll provide weekly opportunities for them to play football and to connect with other supportive services and educational and developmental opportunities. Importantly, the project will connect the participants to a complex case management structure that will further facilitate pathways out of their current circumstances.Participants will be regularly involved in a healthy physical activity that promotes physical and social well-being and nurtures positive community connections. Kilburn Community Centre will host the program three times per week for 40 weeks during the 2016-17 financial year. This program aims to make neighbourhoods safer, as well as increasing community participation in local crime prevention initiatives, and reducing the fear of crime.

THE OPPORTUNITY GAMESAfter the success of last year’s inaugural “Opportunity Games”, the Committee is in planning for a second games day this September, being auspiced by the Port Adelaide Community Arts Centre and supported by the City of Port Adelaide Enfield.The Games are held for residents of local Supported Residential Facilities and is a great social occasion for participants and spectators.Come along to Lefevre Recreation Reserve, Victoria Road. Osborne, from 10am to 2pm on Sunday 18 September 2016.Games include ball sports, long kick, goal throw, egg and spoon race, OG ball, tug of war, cycling and many others. GOLD-CLASS ENFIELD HARRIERS WALK THEIR WAY TO SUCCESSThe Enfield Harriers Athletics Club has been a long and proud tradition – and recently it was proud to boast a gold medal winning Olympian in its ranks.Olympic race-walker Jared Tallent is an active member of the Enfield Harriers and his wife, fellow walker Claire, has been with the club since she was 11 years-old. Jared was recently awarded the 2012 Olympic gold medal after Russian athlete Sergey Kirdyapkin was disqualified for a positive drug test.Jared will look to defend his title at the 2016 games in Rio.Claire - who is the Race Walking Coach for the Australian Olympic Team – regularly coaches at Enfield and recently took 10 year old Enfield Harrier Eli under her wing to help her break the state record.With the 2016 Olympics just around the corner, the club are starting an Enfield Tallent Squad to not only cheer on our local athletes at Rio, but to help local athletes develop under the guidance of Jarod and Claire when they return to Adelaide – hopefully with more gold medals in hand!Coach Kym Miller is enthusiastic about the high quality of training offered by the club, “Regardless of how good you are, come down and give it a go. We will coach you and find a competition that suits your level. With enough dedication you never know where you could end up”.With financial assistance from The City of Port Adelaide Enfield, the club has invested in facilities and equipment for all disciplines of track and field athletics to ensure that every sport is covered. The facilities are purpose built for athletics, with a year-round dedicated track and field setup which is floodlit in the evening.Enfield Harriers have over 250 members and teams for all ages from youth to seniors and all levels from grassroots up. LOCAL INDIGENOUS ROWERS TAKE ON THE RIVERLAND PADDLING MARATHONIt’s one of the toughest paddling marathons in Australia, and every June long weekend, paddlers from all over the country gather on the Murray River in South Australia’s beautiful Riverland to battle bitterly cold winds as they make their way down the river.This year a group of Indigenous men from the City of Port Adelaide Enfield took on the 100km challenge of the Riverland Paddling Marathon, a three day adventure that takes participants from Loxton to Morgan. Phil Allen, Fred Tanner, Ian James and Phil Graham were joined by Michael Arthur and Peter Carr from the Adelaide Outrigger Canoe Club took to the water to share the love (and the pain!) together.The canoe was beautifully hand-painted in traditional Aboriginal designs by Phil Allen, to tell the story of the team’s journey from their first meeting through to the race itself. Phil Allen said, “It’s all about getting out and being active. We wanted to send healthy messages to communities that we visit on our journey to encourage them to look after themselves whilst getting out and getting active.”

As part of their journey, the team took every opportunity to promote Aboriginal men’s health.In the evenings, they relaxed with other competitors by playing the didgeridoo in camp. This drew plenty of attention from locals who came to learn about the different sounds and stories behind them - with a health twist.To prepare for their adventure, the team trained by travelling 25km, two nights a week for six months around Outer Harbor, Garden Island and local areas.If you would like to join the Adelaide Outrigger Canoe Club, they train every Tuesday and Thursday at 6pm and every Saturday and Sunday at 8am. The call to put tackling domestic violence front and centre on our social agenda is being heard far and wide. Now a partnership between the Port Adelaide Football Club and the City of Port Adelaide Enfield is actively working on prevention.The “Power to End Violence Youth Program” is being run by the Club and the Council, in local schools – in fact 20 schools are set to benefit over the course of this year, reaching 1500 students.It aims to get students thinking about how to create strong relationships through respect, loyalty, equality and support. It teaches them to identify issues that lead to violence and recognise the importance of men taking responsibility and playing a leadership role in preventing violence against women.Power legends Russell Ebert and Gavin Wanganeen present the class alongside Club and Council staff.Russell Ebert said, "Domestic violence, in the form of both physical and emotional violence, is not acceptable. It’s important to take responsibility about how we treat ourselves, how we treat each other and how we treat women.”Gavin Wanganeen added, "As a father with four daughters, I want to contribute to making a better world for them as they grow up.”

LeFevre High School students Aaron, Billy and Celeb are participating in the program, and the messages appear to be getting through loud and clear. Aaron said, "Having a better understanding of domestic relationship is important in developing as a person. It's important to learn about violence, what leads to it and how we can prevent it from happening.”Recently, Elected Members from the City of Port Adelaide Enfield attended a workshop on the White Ribbon Program to learn about the work Council staff are doing to help curb domestic violence. Council is a strong advocate that we can and must work towards stopping violence against women so that all women can live in safety, free from violence and abuse. We are currently working towards becoming White Ribbon accredited.Domestic violence affects both men and woman. If you need somebody to talk to please contact 1800RESPECT. BEACH MAT TRIALThe City of Port Adelaide Enfield is working collaboratively to improve access to services and key locations for people with disabilities. We launched the trial of our beach access mats on Thursday 30 June at Semaphore.Two different types of beach access mats will be trialled in the coming months. One will be at Semaphore just north of the Palais Hotel, and the other at Largs Bay alongside the Largs Bay Sailing Club.During the trial period, Council will respond to any issues arising as we work towards an effective solution of having universal beach access for everybody. Beach wheelchairs will also be investigated for future purchase and hire.You can watch a video of the trial rollout over on our Facebook page or on our website. THE FESTIVAL OF VINTAGE – BOATS PLANES AND TRAINSThe City of Port Adelaide Enfield, alongside the SA Maritime Museum, the SA Aviation Museum and the National Railway Museum - are running the Festival of Vintage Boat, Trains & Planes on Saturday 15 and Sunday 16 October 2016 in Lipson Street Port Adelaide.The festival celebrates all things ‘vintage’, including boats, planes, trains, cars, motorbikes, hobbies, signage, furniture, clothing, toys, books, tools, arts and crafts.The three museums in the Port will each be putting on special events across the weekend.There will be vintage aircraft runs in the skies and steam boat cruises in the Port River. Lots of heritage vehicles will be on display, including classic cars, trucks and motorcycles.A Vintage Emporium will feature over 35 vintage themed market stalls. ENVIRONMENTAL WORK TO PROTECT MUTTON COVEMutton Cove Conservation Reserve on the north-eastern tip of Le Fevre Peninsula is made up of a very dynamic environment consisting of mud flats, saltmarsh and mangrove communities. It’s also a locally significant habitat for migratory birds to breed, nest and feed.But the fragile environment has been degraded recently, due to recent storms which broke a high protecting levee bank and off-road vehicles impacting the area.So, in a bid to stop the damage – and to kick-start rehabilitation, the Council recently joined with a number of groups including Friends of Mutton Cove, the Green Army Team, Birdlife Australia, DEWNR and Renewal SA as well as year 9 students from Portside Christian College, to undertake a planting morning in the reserve.Craig Hughes, PAE Council Environmental Projects Officer said, “This project is an important step forward to lift the profile of this conservation reserve and provide local opportunities for youth to learn by doing.”The migratory bird habitat will be further protected by the installation of heavy duty bollards around the perimeter of the area and by densely planting a variety of different species to manage soil erosion issues and provide local habitat.There are a number of birds listed under the EPBC Act and various migratory Australian international treaties that may over-fly and visit this Mutton Cove site such as the Red-necked Stint and Great Egret. In the warmer months you can often see them along the shoreline outside the sea wall embankment feeding on small crustaceans. RESIDENTS EMBRACE THE FOOD RECYCLING REVOLUTION Council residents have shown their commitment to keeping foods scraps from landfill, with almost 800 people joining the Food Recycling Revolution over the past three months.This program encourages residents to dispose of all foods scraps in the green organics bin, so they can be turned into a nutrient rich compost material.Winning residents were found to be disposing of their food scraps in the green lid bin, either in biobags, wrapped in newspaper or paper towel, or placed in loosely bin. COMMUNITY INFORMATION SESSIONS ABOUT WASTE AND RECYCLING As part of Council’s commitment to reduce waste to landfill and promote recycling, a KESAB Education Officer can visit your community group and give an informative presentation on waste and recycling collections and processing, as well as discussing ‘tricky’ items. In June, a presentation was given to residents at the Aveo Westport Retirement Village. Residents enjoyed learning about what happens to their kerbside bin materials, and got to test their knowledge in a mini bin sorting game.Presentations can be structured to meet individual group needs, and include an opportunity for questions at the end of the presentation. STUDENTS FROM OCEAN VIEW COLLEGE GET PLANTING IN THE DUNES Ocean View College in Taperoo has created a youth-based volunteer program to increase the number of school students exposed to volunteering. Students involved in the program recently spent the day on the sand dunes Taperoo as part of a collaborative classroom workshop which brought schools, business and local community members together to share knowledge with environmental groups Friends of Taperoo Dunes and Trees for Life.Enthusiasm was contagious as the students got their hands dirty, digging holes, planting and watering 500 young shrubs.The school’s Year 9 geography class is currently studying ecosystems so this program was a perfect way to bring real life experience into the classroom. Lachlan was eager to share what he had learnt, "I don't do a lot of planting so it's good to learn and practice and now I can do more to help my parents in the garden at home”. “It’s great to do something for the community whilst working with your friends and having fun. We are competing to see who can plant the most”, he added.

The plants were grown by the City of Port Adelaide Enfield specifically for the dunes. Seeds from eight different indigenous species were collected from plants as close as possible to the area, as this is in line with best planting practices – and gives greatest chance for survival. The plants used in the project were taken from our overall 24,000 yearly programmed plantings for the dune complex environment.Ocean View College is working to give students a taste of volunteering with the hope of generating a passion for volunteering in the longer term.Teacher Tracey Wallace said that through engaging in volunteering, students also develop their personal employability skills, "This program is a fantastic way to get our kids thinking about being positive community volunteers, it’s also the most engaged I've seen them in a while and they enjoy getting hands on.”Lachlan encourages everybody to give it a go, "It's pretty easy you just have to get out here and start.”

SALA FESTIVALThe City of Port Adelaide Enfield is proud to support this year’s annual South Australian Living Artists (SALA) Festival - a state-wide festival of visual art from 1-31 August. The SALA Festival was established in 1998 to promote and celebrate the many talented visual artists in South Australia. This year there are over 50 SALA exhibitions and events within the City of Port Adelaide Enfield.Exhibitions will be held right across our City from Largs Bay to Port Adelaide to Northfield to Klemzig. ARTS ORGANISATION NEW TENANTS FOR OLD POST OFFICEAfter a highly competitive selection process, the City of Port Adelaide Enfield, in conjunction with Renew Adelaide were excited to announce arts organisation Fontanelle has been chosen to fill the tenancy in the old Post Office on St Vincent Street.Fontanelle is an existing gallery and art space in Bowden – run by co-directors Brigid Noone and Ben Leslie, who actively plan, develop and manage enormously popular studios, exhibitions and workshops.The Post Office project will build on this model and it will be known as ‘Fontanelle at Port Adelaide’.Co-director Brigid Noone said: “Along with exhibitions, the gallery will be open to the public four days a week. We will also facilitate cultural and social gatherings including food pop-up events, music and performance.”Part of the space will also be allocated to permanent studios for local artists.Keep an eye on our Facebook page for updates on this exciting project.

DRIVING COMMUNITY SPIRIT AdelaideMetro doesn’t provide the only bus service in town. The City of Port Adelaide provides a free Community Bus service which operates in and around local streets.Three different ‘community’ circuits operate between main roads and local destinations like shops, aged care facilities, community centres and local events. Easy-access vehicles are maintained by council mechanics to ensure they run smoothly.Arthur arrived in Australia 46 years ago as a ten pound Pom and has been a volunteer bus driver with council for 13 years. With golden oldies on the bus radio, he drives between the Churchill and Arndale Shopping Centres, weaving in and out of side streets to pick up passengers.He enjoys getting out and about when he isn’t restoring old Austin cars in his shed at home.“I feel a great sense of community pride in doing this, plus I enjoy getting out of the house and driving around the local neighbourhoods,” he said. “It’s a good feeling to assist people who can't drive themselves for whatever reason that may be. I love to help out and enjoy a good conversation.” Community buses are just one of the many services council provides to help local residents but it wouldn’t be possible without the dedication of volunteers. Council always welcomes new drivers.
