    SUTTON TOWN CENTRE

  • INTRODUCTION AND COMMENTS

    Colliers International were instructed by the London Borough of Sutton to organise and carry

    out pedestrian footfall counts for Sutton town centre. The surveys were required to be

    conducted on Wednesday 4th and Saturday 7th March 2015 between 9am and 6pm on each

    day with the local authority also defining the survey points and requesting data on

    pedestrians according to whether they were male, female or children.

    Officers also asked enumerators to observe and report on particular situations. The

    observations are included with the tables of survey data but have also been extracted and

    are set out below.

    If the two survey days are compared the flows are different as would be expected between

    Wednesday and Saturday but not to an unusual degree, with Wednesday totals being

    slightly over two thirds of the Saturday totals. It is of course possible that the difference in

    numbers of shoppers was more significant as the surveys were a footfall count and not an

    interview survey which would identify the reason for visits. It may be that Wednesday numbers included a greater number of those passing through or visiting the centre for non-

    shopping reasons, such as commuters.

    The relative flows at each location between the two days are broadly similar. More

    generally, and as would be expected with the retail offer of the different parts of the survey

    area, the southern locations were busier than those to the north.

    The variation across the day between the two days does indicate interesting differences.

    The drop off at the end of Wednesday does not appear as marked as on Saturday, possibly

    reflecting a difference between standard working day and weekend. Saturday also has a

    suggestion of levelling off or reducing at lunchtime differently from Wednesday, perhaps

    Saturday shoppers having lunch, and therefore not being on the street, while on

    Wednesday it is more likely that those employed in or close to the centre will be using

    lunchtime to shop or visit other town centre services or facilities.

    We summarise the enumerator specific comments in relation to each day. Wednesday was

    not perceived as particularly busy. It was noted that almost everyone crossing Marshall’s

    Road used the pelican crossing as the traffic was quite heavy and potentially dangerous due

    to the blind corner. It was estimated that 90% of Asda customers were carrying bags. They

    did not identify any particular problems crossing High Street as it was not that busy

    Saturday was perceived as much busier than Wednesday, especially in the southern end of

    the High Street (south of Asda). They noted that almost everyone crossing Marshall’s Road

    used the pelican crossing. Once again, about 90% of Asda customers were carrying bags.

    A significant difference was that about 20% of people had problems crossing the High Street

    as it was quite busy.

    Clearly, analysis of pedestrian flows is most useful when there is a time series which allows

    comparison over different periods to consider whether the attractiveness of a centre may be

    changing. This can be a particularly useful element as a part of an overall health check

    exercise. In this case there is no time series yet available and so comments only relate to internal differences between survey points, across each day and between the two days.

    METHODOLGY – PEDESTRIAN FOOTFALL COUNTS

    SUTTON

    1. FIELDWORK

    Fieldwork was undertaken over two days: Wednesday, 4th March 2015 and Saturday 7th March 2015. Counts were taken continuously between the hours of 9:00am and 6:00pm on each day. Adults and children were each counted separately.

    2. LOCATIONS

    A total of 8 separate locations were covered by 4 enumerators working on each of the above dates. The list of locations covered was as follows:

    • POINT 1 Eagle Star House, High Street• POINT 2 Dex House, off High Street• POINT 3 264 High Street• POINT 4 5 Marshall's Road• POINT 5 High Street• POINT 6 Asda, High Street• POINT 7 213 High Street• POINT 8 173 High Street

    These represent addresses of the points marked on the map provided by the Council.

    3. PROCEDURE

    Beginning at 9:00am, enumerators were asked to position themselves at their first location with their back to the building, and using the two counters provided, separately count all adults and children that walked past, from left to right across the full width of the pavement for a period of 10 minutes.

    The process was then repeated for the next 10 minutes separately counting all adults and children that walked past, from right to left, across the full width of the pavement.

    Each enumerator then moved to their second location where the whole process was repeated.

    Each enumerator counted at two locations, taking 41 minutes in each hour and this was repeated throughout the day, until 6:00pm.

    The only exception to this procedure was at Marshall's Road where adults and children were separately counted using the pelican crossing in addition to those passing in either direction.

    In addition to the counts, following discussion with officers, enumerators were asked to make a number of “Qualitative” observations as follows:

    At point 4 are most people crossing the road actually using the Pelican crossing? At point 5 do pedestrians have any problems crossing the High Street? At point 6 what proportion of customers exiting Asda are carrying shopping bags?
