Contingent on the availability of funds and continued need for the supplies and/or services, at the end of the evaluation process, Peace Corps intends to award a firm- fixed-price contract for the purchase of the required supplies and/or services to the selected vendor. A. Statement of Work/Description of Requirements Supply and install air conditioning system in office building located at 11 Kinross Ave, Colombo 04 in accordance with architectural designs and engineering plans provided by Peace Corps and detailed in the attached Bill of Quantities (BOQ). All work to be performed is on floors one thru four and half of floor six. B. Place of Performance and Required Work or Delivery Schedule Office building located at 11 Kinross Ave, Colombo 04 Work to commence immediately upon selection and award and completed in accordance with construction schedule agreed upon during negotiation (to be determined based on the availability of materials). Target completion date is December 31, 2019. C. Contract Terms and Conditions As an Agency of the United States Government, Peace Corps has an approved contract template that it intends to use for the award. Peace Corps reserves the right to deny making a contract award to a vendor should they refuse to sign the Peace Corps approved contract template. Generally, firm-fixed-price contracts are used to acquire supplies and services. (2) On a unit-price basis (when a unit price is paid for a specified quantity of work units), or (3) Using a combination of the two methods.

The contractor shall submit, as part of the proposal, a schedule of proposed payments based on targeted deliverables in the scope of work. These targeted deliverables can be negotiated during the bidding process and will be based on the agreed upon time frame of the entire project. D. Minimum Criteria: A quotation will not be considered further if it does not meet the following minimum criteria:

• Completed pricing on BOQ • Proposed work schedule (timeline) • Proposed payment schedule • List 3 references for work completed in last 24 months

E. Evaluation Factors: Quotations that meet the minimum criteria listed above may be further evaluated based on the following factors:

• Total price of project • Delivery timeframe (and availability of supplies) • Past experience with USG facilities • Staffing capacity for this project • Warranties offered on equipment units and completed work

Award may be made with or without negotiations between the Peace Corps and the selected vendor. Award may be made to a vendor that provided the lowest priced technically acceptable quotation, or to a vendor other than the one that provided the lowest priced quotation, should that vendor be determined to have provided the best value quotation to the Peace Corps taking technical and cost factors into account. All vendors that submit quotations in response to this RFQ will be notified of the results.

PRELIMINARIES

2.0 Plant, Material & Work Practices

L No work in any trade shall be carried out in such a manner asto cause any nuisance to adjacent owners or the public or anydamages to adjacent structures. The Contractor is advised to co-operate with the Client in maintaining an environment free ofunnecessary noise and dust pollution as possible.

Note

M Mechanical plant and equipment which emits excessive noise,water, smoke, fumes or obnoxious liquids, gases, etc. will notbe allowed to be used on the site. If the use of such machinerybecomes necessary the contractor is expected to obtain priorapproval from the Consultant.

Note

N The Consultant has the discretion as to when he deems itnecessary for the Contractor to take precautions, maintain orrepair any such plant and equipment or order their removalfrom the site.

Note

O The Contractor shall be responsible for protecting andsafeguarding the works, materials and plants against damage ,trespass and carrying out tests etc.

3.0 Facilities for the Contractor

3.1 As soon as the Contractor has been given instructions toproceed with the Works, he shall immediately present to theEngineer his location and layout plan of the office facilities forapproval and arrange for completion within 1 week of theEngineer's approval.

3.2 The office shall be lockable and contains the following as specified Note

3.3 The Contractor's office shall be open at all reasonable hours toreceive instructions and other communications duration of theconstruction period.

3.4 Allow for erection of temporary sheds for protection andstorage of materials and maintain same for the duration of theconstruction period.

4.0 Insurances and Bonds

4.1 Allow for Contractor's All Risk Insurance Policy, includingthird party liability Note

4.2 Allow for insurance against claims for worker's compensation.The Engineer appointed by the Employer and Consultant'srepresentatives, shall be included in the Insurance Policy . Note

4.3 Allow for providing Performance Bond as required by theContract. The bond shall be effective from the date ofcommencement of Contract up to the end of defects liabilityperiod and further 28 days thereafter.

4.4 Allow for providing advance payment bond as required by theContract. The bond shall be effective from the date ofcommencement of Contract up to the end of Constructionperiod and further 28 days thereafter.

4.5 Allow for insurance against loss or damage to the works,adjacent structures, any existing over head and/or under groundservices that may cause damages as a result of excavation workto their prevailing market values of the relevant properties

5.0 Use & Maintenance of the Site

The prior approval shall be taken from the Engineer forlocation , time for disposal of garbage Note

5.1 Allow for maintaining the site in a clean and orderly conditionduring the entire construction period, and on completionremoval of all temporary facilities rubbish and debris andclearing of site and leaving all in good order at handing over.

6.1 Allow for use of existing electricity at site for constructionduring the construction period Note

6.2 Allow for maintain and use of Existing water connection forworks during construction. (Connection shall be provided bythe Employer)

7.0 Quality Control Procedure -

7.1 Allow for supplying specimens, samples and sample panels ofmaterial and testing of materials as appropriate and as directedby the Consultant.

7.2 Allow for submitting two sets of shop drawings as requiredtime to time to the Consultant for approval prior tocommencement of works covered by such shop drawings asinstructed

7.3 Allow for submitting two sets of approved as-built drawings ofinterior works with soft copies including a complete inventoryon completion of works to the Consultant.

8.0 Site Administration

8.1 The Contractor shall provide sufficient staff and equipment toperform the administrative duties involved in executing theContract. Such staff shall be properly qualified to performtheir respective duties and shall not be removed from the Siteor replaced without the prior permission of the Engineer.

8.2 Allow for the provision of construction management serviceson site. ( One Site Engineer, One Quantity Surveyor, Two sitesupervisors as a minimum requirement )

9.0 Safety & Site Security

9.1 Noise control during constructionThe contractor is responsible to maintain allowable noise levelduring the construction . Note

9.2 The Contractor shall provide suitable lights, watchmen's,watchmen's hut, necessary fencing etc., for the protection of thematerials and plant etc.

10.0 Temporary fire fighting service and protection

10.1 Provide and maintain efficient fire fighting facilities andequipment together with personnel trained in its use as detailson specification

R5 AIR CONDITIONING SYSTEM

General Notes

1 The Bidder is requested to refer the Bill of Quantities,General Note, Pricing Preambles, Drawing, Specification,Conditions of contract, Special Conditions of contract andother relevant documents prior to pricing of items in thistrade.

Note

2 It is the contractor's responsibility to assure that the powertermination provisions are acceptable with their ACequipment, and to notify the Engineer otherwise. The ACequipment could only be installed after confirming that thepower provisions are sufficient.

3 The provided drawings are to indicate the design intent andthat the contractor's responsible for preparing the shopdrawings considering the actual site conditions. Also thecontractor to immediately notify the engineer, of any spaceconstraints, pipe length constraints, or otherwise which willbecome an obstacle for the proper operation of theequipment considered prior commencing the Work.

4 All the split AC units shall be DC inverter type

5 Rates shall include for supply, installation, commissioningand maintaining during the defect liability period of thefollowing items for mechanical ventilation and split air-conditioning system according to drawings andspecifications and all complete to working order. Note

6 Rates for all plants and equipment's shall include for:

a) Importation, clearing, transportation to site andinstallation at given position and necessary insurance. b) Electrical connection, piping connection to equipment,sound insulation, hardware fixing and other material requirefor trouble free operation of the plant.

c) All three way valves, flow switches thermostat, controlsetc… unless otherwise measured separately. d) Testing and commissioning of total air conditioningsystem unless otherwise measured separately. e) All other items which are not specifically described inthe Bill of Quantities but necessary for satisfactorycompletion to necessary for satisfactory completion toworking order.

AIR CONDITIONING SYSTEM

9 All spilt indoor units shall be with wire less remote control.Note

10 Air cool condensers shall be coated with hydrophilic coatingto withstand corrosive environment. Note

11 All mounting brackets to be of hot dip galvanized finish.Note

12 Indoor units to be incorporated with suitable air filters toremove dust, smoke, odurs etc., to maintain comfortable airconditioned environment. Note

13 Fresh air duct connected to the split type AC indoor unitshall be provided with a volume control damper. Note

14 The final locations of the indoor & outdoor units & fresh airintake etc. may change according to the interior designingand site conditions.

Note

15 Power supply to all AC units and ventilation fans will beterminated closer to the units and fans by the electricalcontractor. All cabling and wiring from this point to therespective indoor and outdoor unit or Ventilation fansincluding power isolators, starters and other necessarycontrols and accessories shall be done by ACMV contractor.

Note

16 Outdoor unit heat exchanger shall be provided with anticorrosive treatment with hydrophilic coating and corrosionresistant layer tested to with stand corrosive environment.

AIR CONDITIONING SYSTEM

17 Rate for AC units shall include for necessary electricalconnection between indoor and outdoor units includingcables, termination, conduits and all other accessories asnecessary to perform the system successfully.

18 Indoor units to be incorporated with suitable air filters toremove dust, smoke, odurs etc., to maintain comfortableairconditioned environment. Note

Air Conditioning and Ventilation Duct Work

19 All air conditioning and ventilation ducts to be fabricatedwith approved quality GI sheets and fabrication andinstallation should fully confirm to ASHRAE or SMACNAstandards and ducts shall be square or rectangular in shape.

Note

20 Rate for Duct work shall include Acoustic lining where everrequired to reduce the notice transition Note

21 Rate for duct work shall include bends, reducers, tees,flexible connection, sound attenuators, anti vibrationmounts, air sealant, connecting flanges, turning vakes, VAVsplitters, supports for fix to soffit or roof structure, accesspanels, fire barriers, flexible connections wall / floor sleevesetc.

22 All fresh air ducts shall be complete with volume controldampers as per the drawings. Note

23 All fresh air grills/ louvers shall be fitted with insect screen.Note

24 Minimum weight of galvanized (Zinc coating) shall be275g/m2 in both sides. Note

25 Properly spaced rigid G.I. brackets shall be provided for allfresh air supply and exhaust air discharge, ducts laid aboveor below the ceiling or in exposed areas. Note

26 Ducts shall be provided with guide vanes & other means tominimize the air flow restrictions whenever required.

27 The external static pressure given in the drawings are fordesign intent only and the actual value to be calculated as perthe site conditions. Note

28 All diffusers shall be complete with volume controldampers. Note

29 All exhaust fans shall be provide with remote opening switch & Aluminium louvered grills, back draft shutters & weathercowl. Note

30 Rate for Supply air and Exhaust air diffusers shall beincluded for collars, necks and other necessary accessories asper detail and specifications. Note

Insulated refrigerant Pipes (approx. length in betweenindoor and outdoor units.) ,

31 Rates for pipes shall include for pipe supports fixed tosoffits, roof, walls or clipping to walls as required and forpipe fittings such as bends, tees, Y junctions, reducers,inspection, openings, stop ends, etc., as necessary for totalcompletion of work with Engineer's satisfaction.

32 The refrigerant and drain pipes positions shown in thedrawings are for design intent only.

Note

33 Contractor shall verify at site their exact positions and pipingto be done accordingly based on the designs in the drawings.

Note

34 Refrigerant lines to be taken along cross beams, inside theceiling or walls & all expose parts to be boxed up to matchwith the interior unless laid inside the falls ceiling.

Note

35 Refrigerant lines to be insulated with 50 mm Armoflex orequivalent & condensate drain line also to be insulated asper manufacturers specifications. Note

36 The Pipe path should be approved by the Engineer beforelaying or fixing. Note

37 All capacities should be cater the adequate length ofrefrigerant pipe. Note

Insulated Condensate Drain Pipes (approx. length inbetween indoor unit and nearest drain.)

38 Rates for insulated condensate pipes shall include for cost ofconnecting them to the nearest floor gullies / drains throughsuitable trap / system. Contractor shall lay the drain pipesalong with the concreting work.

39 Rates for all pipes shall include for pipe fittings. Note
