IT’S almost the beginning of the thirdterm but over 90% of schools in thenorthern suburbs still have teachershortages with no word from the East-ern Cape Department of Education on
resolving the problem.
According to a report by the Departmentof Education in June 2014, over 19 schoolsare without teachers in critical posts. Theseinclude Afrikaans medium, Maths, MathsLiteracy, Physical Science and Accounting.Over 17 000 pupils are affected in the PE dis-trict alone.The document also reveals that 3659 educa-
tor posts still need to be filled in the province.Another challenge is that of 235 unqualifiedteachers in the Eastern Cape.DAMPL and Education Spokesperson, Ed-
mund van Vuuren, said that most of the PortElizabeth schools that have been affected byvacant posts and the redeployment of teach-ers are in the northern suburbs with 90% ofthe schools experiencing teacher shortages.VanVuuren said sincemany of the schools
in the northern suburbs are Afrikaansschools, it has been a difficult task to findteachers to be placed in the area.“We have a huge problem with crowded
classes in the northern areas. Most of ourteachers have had to combine classes and inmost schools we have found that there is ashortage due to six or seven critical subjectposts not being filled,” said Van Vuuren.Van Vuuren said he had consulted the pro-
vincial MEC of Education, Mandla Makupu-la, on whether his office had taken steps onfilling substantive vacant posts in the prov-ince and utilising the services of excess anddisplaced teachers.Makhapula replied in a document obtained
by the PE Express that his office had perma-nently employed 1062 temporary teacherssince December 2013 and placed 1907 of ex-cess teachers to fill in the substantive posts.“These numbers are not enough and signi-
fy only a fraction of what is needed to fill thegaps in schools.” said Van Vuuren. Accord-ing to him these placements are in other are-as and have no impact on the problems faced
in local Afrikaans schools. “There are noprogressive solutions and decision makingby the department. The most that they havedone, from of what I have heard, is that thedepartment has requested funding fromtreasury to finance the post provisions,” headded.
One of the schools affected is GelvandalePrimary School, with the principal saying heis now left with no foundation phase teacherfor the next term.Principal PieterWilliams said he had been
frustrated for years now in dealing with theproblems of teacher shortages.
“It’s been seven years that our school hasbeen facing the problem of vacant posts. Weare in the situation where we have to com-bine classes because the department refusesto send us teachers,” said Williams.

Williams added that having a class withonly 35 students was a pipe dream at hisschool, with Grades 3 and 4 classes havingbeen combined for years now.
“This is a huge frustration for teachersand parents at the school. In 2012 - becauseof teacher shortages - we raised R100 000 tofill the vacant post at the school but we areunable to do this as a long term goal. I havehad numerous discussions with the Educa-tion Department at District and Provinciallevel and no one seems to appreciate theenormity of the schools’ problems. It is anexcuse that only Afrikaans schools aregreatly impacted by this problem. Myschool is an English school and we are inthe same boat as many of the schools in thedistrict,” said Williams.
Kroneberg Primary School inBethelsdorp said they have four vacantposts and have also lost their foundationphase teacher who retired at the end of thelast term.
Principal Noël Louis said they have beenwaiting for teachers to be deployed to theirschool for years, but correspondence is yetto come from the district as well as the pro-vincial department as to when teachers willbe placed at the school.
Louis said because the school is in an im-poverished area, they are unable to raisefunds to get the necessary substitute teach-ers and the ones they have been able to getat the school are paid less than a stipend.
“We are mainly an Afrikaans mediumschool and we also have had huge difficul-ties receiving educators from the Depart-ment. I cannot even enjoy my holiday this
July because I have to worry about what Iwill do next term to ensure that my studentsreceive proper and adequate education,”said Louis.
Another principal at one of the schoolsin the northern suburbs, who wished to re-main anonymous, said he had lost confi-dence in the Department of Education. Be-cause of the problems arising from com-bined classes at his school, many of hisstudents had turned to gangsterism be-cause students had lost all hope in educa-tion.
Some of the challenges identified by theDepartment of Education are:
. A number of qualified temporary edu-cators who are covered outside the system;
. High number of foreign educatorsamounting to 501, as well as under- and un-qualified educators numbering 235;
. 719 protected temporary educators inthe system;
. Anomalies emanating from 2014 postdeclaration;
. Level of commitment by some districtsin submitting required information;
. Minimal response in the filling of theclosed bulletin 2 of 2014;
. Schools changing post profiles to barout application as per the closed bulletin;
. Additional serving educators who haveFET qualification who do not want to moveFET Band.

NUMSA’s regional office has slated high rankingofficials in the Nelson Mandela Bay Municipalitylast week for not intervening during negotiationsto avoid a strike.
Last week engineers and metal workers acrossthe country downed their tools in an effort to geta 12% increment from their employers.
NUMSA provincial secretary, Phumzile No-dongwe, slated the Municipality’s Economic De-velopment directorate, Deputy Mayor Thando Ng-colomba, and Mayor Ben Fihla, saying they werenot impressedwith how themunicipality had han-dled their case against employers before the strikebegan.
Nodongwe said the Union tried to get the NMBMunicipality to help intervene in the talks withthe employers of engineers and metal workersacross the Metro, but to no avail.
“This strike has a direct impact on the economyof the Metro and we wanted the municipality tointervene and try to meet with both parties to ne-gotiate and ensure that we would not have to re-sort to a strike.
“We called the municipality’s Economic Devel-opment Directorate and Ngcolomba twice andthey agreed to meet with us. We are still waitingfor that meeting until today,” claimed Nodongwein an interview with the PE Express on Thursday.
“As the Eastern Cape holds the majority of thecar manufacturing industry, the province will begreatly affected by striking workers. You wouldthink that this is of great concern for the Munici-pality,” said Nodongwe.
One of the affected plants in the Metro, GeneralMotors South Africa (GMSA), shut down its PEplant last week.
GMSA Communications Manager, Denise Van
Huyssteen, said, “The strike in themetal and engi-neering sector has impacted upon the supply ofcomponents to our production line, resulting inour line not being operational since July 3.
“In anticipation of the strike we built up a suffi-cient inventory of vehicles to ensure an ongoingsupply of vehicles to customers in the short to themedium term. Our Parts and Accessories opera-tions are running as normal, ensuring full aftersales service and support to our customers,” vanHuyssteen said.
Nodongwe said theyhad rejected the offer of 10%made by employers represented by the Steel andEngineering Industries Federation of SouthernAfrica (SEIFSA), saying they were not backingdown from their 12% wage increase demand.
In a statement to the press, SEIFSAChief Execu-tive Officer, Kaizer Nyatsumba, said that it hadbecome increasingly clear that NUMSA had ap-proached the negotiations with a political agenda,which it wanted towage through the guise of nego-tiations on wages and conditions of employment.
“Regrettably, business is not a player on the po-litical stage. It is evident to us that NUMSA is ad-vancing a political agenda against the ruling par-ty... it has now chosen to bludgeon business intosubmission on those issues because it could notget its way with the Government,” Nyatsumbasaid.
Nyatsumba said employers in themetals and en-gineering sector would never accede to NUMSA’sdemand to desist from using the services of labourbrokers. He said that the new offer was the verybest that SEIFSA could make under these difficulteconomic circumstances.
Mayoral spokesperson, Kupido Baron said, Ng-colomba had no knowledge of any meeting re-quests fromNUMSA and if NUMSAwould requesta meeting with him, he would grant them an op-portunity.

The group is based under theuniversity’s student counsellingand Career Development centreand all members are trained peerhelpers.
“During training we weretaught how to attend to studentsand help them in an empatheticway, in order to understand how
they feel,” said formerMasiphathisane pupil and also sec-ond-year BA Admin and Sociologystudent, Siphosethu Sola (20).
Group members were taught lis-tening skills, team work, ProjectManagement and Portfolio Devel-opment, allowing members to as-sist other peers in many differentways.
“We do career guidance work-shops, academic skills workshops,and peer wellness mentoring,”said Sola.
NMMU, PE College, NSFAS, andthe ABSA Student Bureau sentrepresentatives to attend the work-shops and provide learners with
useful information that will allowthem to have a better future.
“Ienjoyedtheworkshopbecauseit allowed me to get the informa-tion I need in order to study Busi-ness Management at NMMU nextyear,” said Anelle Ngqunge fromMasiphathisane High.
The group aims to work on vari-ous outreach projects and also toexplore many more aspects of help-ing other peers.
“It was a great and interestingexperience. It felt good seeing thepositive response from learners,”Peer helper and second-year Elec-trical Engineering student HatibuMsangi said.

SPAR Eastern Cape put the spotlight on disabili-tymatterswith the launch of the annualWheel-chairWednesday initiativeat theNMMUIndoorSportCentre inPortElizabethonWednesday,Ju-ly 2.
The retailer kicked off its five-week campaignwith thedonationof 20wheelchairs to theNelsonMandela Bay Association for Persons with Physi-cal Disabilities (APD).
Speakingatthe launch,SPAREasternCapemar-keting manager Abri Swart said the initiativeaimed to raise corporate sponsorship for morethan a hundred wheelchairs by the end of July.
EveryWednesday, representatives fromthepar-ticipating companieswill also spend four hours inawheelchair tobetterunderstandtheaccessibilitychallenges faced by people with disabilities on adaily basis.
“We are really passionate about caring for ourcommunity and Wheelchair Wednesday, whichraises awareness for peoplewith disabilities, trulyepitomizes that aspect,” said Swart.
“These chairs will eventually be donated to thereally needy who have no other means of gettingaround.”
He said the launch event, which took place dur-ing theUniversitySportSouthAfricanetball tour-nament, aimed to highlight the contrast betweenability and disability.
“As the title sponsorof theMadibaznetball club,we are assisting them in hosting the tournament,which has drawn teams from 34 universitiesacross the country.
“It’s anice synergy -allowing theseyoung, activewomenanopportunity to seewhat the challengesare for thosewhoaren’t able tomoveabout freely.”
Amongthe local celebrities tryingout thechairswere SPAR Madibaz assistant coach Zanele Mdo-dana and defender Zanele Vimbela, who were se-lected to represent the SPAR Proteas at the Com-monwealth Games later this month.
Mr PE runner-up andNMMU student FrancoisGrobler also threw his muscle behind the event.
APD executive director Brian Bezuidenhoutsaid the organisation had started WheelchairWednesday three years ago, with SPAR EasternCape taking the title sponsorship after the firstedition.
“By the end of this three-year period, we willhave handed out 250 wheelchairs and raised justshort of a million rand for our job creation work-shops, which we run without government fund-ing.
“It’s been amassive success thanks to SPAR’s in-volvement and we’re incredibly grateful for theirsupport. We know that they aren’t just doing thisto tick the right boxes, they’re doing it becausethey care and to us that’s a very important factor.”

EXCITEMENT is building in the city forthe much anticipated return of the TrainRace concept as the inaugural NelsonMandela Bay Train Race gets set to leavethe Port Elizabeth station at 9am on July27.
The concept, re-introduced by Zports af-ter an absence of 10 years, will see run-ning teams of seven members taking onaMetro Rail train between Port ElizabethandUitenhage, a distance of approximate-ly 40km.
Various categories of entry have beenmade available to include corporate, so-cial, club and school teams as they chal-lenge each other for trophies and brag-ging rights in this signature Metro event.
Limited to just 300 teams in 2014, theNelsonMandela Bay Train Race is expect-ed to sell out before July, given that overa half of the allotted entries have alreadybeen snapped up by local companies keento be a part of this awesome team buildingevent. Zports have also made spectatortickets available on the train with lessthan a third of the 500 tickets remaining.
Entry fees started at R350 per teamwithspectator train tickets only R50 for a re-turn ticket. The Nelson Mandela BayTrain Race also offers companies the op-portunity to order custom-branded t-shirtswith their entry aswell as hospitali-ty packages for the finish festival area.
NMBT chief executive officer Mand-lakazi Skefile said theywelcomed the ideaof the event as it would continue to pro-mote the region’s status as a popularsporting destination. “NMBT supports
the return of the Train Race concept asunique attractions and activities havegreat importance to market the destina-tion,” said Skefile.
The Great Train Race was one of thelargest road running events in the prov-incewhen relay teams raced theAppleEx-press train between Port Elizabeth andLoerie in 2004.
This year a new, sustainable format hasbeen conceived which will become thefirst major sporting event to incorporateall three towns which make up NelsonMandela Bay - Port Elizabeth, Despatchand Uitenhage - as relay teams cover the40kmdistance betweenPort Elizabeth sta-tion and the Uitenhage Station and willrace against aMetro Rail train. Each yearthe race direction will alternate to createan up and a down run.
The first teams are expected to reachUitenhage Station around 11am and thelast teams should be in just before the 1pmprize giving on the Powerade Stage. A fes-tival of activities will welcome teams atUitenhage Station including the CastleLite Beer Garden managed by the RotaryClub of Port Elizabeth Sunrise for charitywith lots of food vendors in support. Part-nership and branding opportunities havebeen made available for companies ateach of the change-over stations, waterpoints or on train coaches.

THE ambitious Miss Teen PE 2014, SharonHeger, living at MTR Smit Children’s Haven,said winning her crown is the first step of en-suring her goals of becoming Miss South Afri-ca and a successful business woman doingcharitable work.
Heger not only won the coveted crown of thecity recently, but also won the overall philan-thropist award for doing themost for the charity – andshe intends to do more.
The 17-year-old, grade 10pupil at Victoria Park saidshe had always wanted toenter Miss Teen PE to makea difference in her commu-nity.
After Heger lost her fa-ther in 2008, she dreamed ofattending school at VictoriaPark High having beenraised in Elliot.
“I was born in Umtataand I grew up in Elliot.When I heard of MTR SmitChildren’s Haven, my fami-ly tried to get a place for methere. It was hard; therewere a lot of problems be-cause I come from a homewhere there was no sort ofabuse - just that my mothercould not afford certainthings. Finally my dreamcame true and I moved to
the haven,” said Heger.Heger, who prides herself as a people’s per-
son, said she has received a lot of support atthe haven.

The 2014 Silverstone Grand Prix waschock-full of amazing drives and dramafrom the very first lap. The field had notcompleted one lap before Kimi Raikkonencrashed heavily into the barriers on theWel-lington Straight, bringing out the red flag.Raikkonen appeared to lose control as he
tried to rejoin the circuit after running wideonto the tarmac run-off. The Finn hit a bumpin the grasswhich put himheadfirst into thebarriers. Despite an impact of 47G theFerra-ri driver escaped serious injury.It was only through Felipe Massa’s excep-
tionally quick reaction that the crash wasnot much worse. Massa, in his 200th GP,pitched his car into a spin to avoid Raikko-nen as he speared across the track.Unfortunately, the Williams driver sus-
tained terminal damage to his left-rear sus-pension. Raikkonen

THE Volkswagen Rally,which takes placeon Friday and Saturday, July 11 and 12, thsyear boasts a new final stage and finish –at the Nelson Mandela Bay Stadium on theSaturday afternoon.
The starting point of the event, which isthe mid-point of the 2014 season, is the tra-ditional ceremonial start at AutoPavilionin Uitenhage on Friday.
There is also a new Super Special stagenext to Port Elizabeth Oval Track Raceway(PEOTR) and the scene has been set for an-other exciting pair of evening stages in Jef-frey’s Bay.
“We’ve put a lot of effort into making thisa spectator spectacular,” said Joe Fourie,route director of the Volkswagen Rally.“The stages are accessible; there are plentyof spectating opportunities and we alsohave two Super Special stages to maximisethe action.”
While most of the focus for this event ison the competition in the national SARallyChampionship and the fight for the overallvictory, motorsport fans can also look for-ward to fierce competition amongst the lo-
cal Algoa Rally Club members.The Algoa Rally Club organises and runs
the Volkswagen Rally every year, with along-standing sponsorship from Volkswa-gen South Africa. The regional entries thatcompete are in addition to the nationalfield of rally entries that contest the eight-round national championship.
“We’re expecting a field of approximate-ly 25 Algoa Rally Club entries,” says Nev-ille Bartle, chairman of the Algoa RallyClub (ARC). “It looks like this will be oneof our biggest rally fields this year and weare aiming to put on a good show for thefans.”
The Volkswagen Rally will form part ofthe ARC 50k Challenge which sees the mostsuccessful rally team of the year winninga regional championship prize to the totalvalue of R50 000.
The Volkswagen Rally spectator guidewill be available in two daily newspaperson Thursday, 10 July, in the Eastern Capeand will also be made available online.
