Purpose: Regular meeting for work monitoring, reporting, and discussions/ consultation on business arising.

2. Review and confirmation of minutes of the previous meeting
Minutes of the meeting of 31 July 2013 were accepted with the minor amendments, as follows: Katriona Dove was absent from the 31 July meeting. Raana Asgar (RA) suggested amending the Point 4. “Food must be prepared on site but RA to confirm”. Moved: Kirstin Langton (KL) Accepted: Valerie Cretegny (VC) Amended Minutes will be uploaded on the P&C website. Attachment A.
3. D Business arising Action items from the previous meetings: RA was to confirm if it was allowed to cook food on site for Fete. RA provided the ACT Food regulations for the Fundraising events and confirmed that food is allowed to be cooked under certain conditions.

VC was to provide quotes for champagne for book launch. VC was to provide quotes to print flyers for the book launch, but ordered already, 1000 flyers @ .20c each. The Alcohol Policy affects P&C directly, TPS complies with this Policy, it’s about alcohol consumption in school grounds, if alcohol is offered at an event, parents should be aware of the responsibility to children. Nicola Smith (NS) suggested a note be published in the TT. Kerrie Blain (KB) suggested putting up signs at Fete to ensure that we show that every effort is made to comply with the Policy. Action: Note on alcohol consumption at school to go to in the TT and put up signs at Fete. Funding Policy. P&C Group has been formed last year to draft TPS P&C Funding Policy, some progress has been made. The group comprise Drew Baker, Charmaine Sisomphou and Andrea Grazziadelli. Drew asked if anyone else was interested to be part of this group. Raana and Nicola Smith offered to volunteer. Action: Draft Funding Policy for the next P&C meeting.
4. Participants Forum
• Recipe cookbook – Valerie Cretegny (VC) provided an update on the progress of Telopea recipe cookbook development. There have been offers from the individuals and cafes to provide food for free and to sell at the book launch event. Silo offered bread. The Book Launch work group proposed to bake 100 eclaires to sell to re-coup some of the P&C costs, Cantleen will bake cupcakes, to sell, other food – chips, small cans of drinks for children, Olivia (Year 5 teacher) will make crepes, a teacher from Alliance Francaise will prepare little tarts. There will be enough food to serve before the concert. At this stage VC is not sure about the number of people but she proposes to buy 200 bottles of champagne and sell leftovers at the Fete.
5. TPS Annual Fete
and Raffle • Nicola Smith (NS) provided update on Fete preparations.
They need coordinators for the following stalls: • info booths – raffle give outs, free showbags, point of contacts. • Trash and Treasure • Face painting • International Food
NS proposed to set a Fete meeting prior to the next P&C meeting with all coordinators. This note to go in TT. There is not MC yet. Muriel Martin suggested offering this role to one of the TPS ex-students One of them used to be a school captain), and have a relevant experience. Action: KB to provide contact details for the identified ex-students to NS. P&C store room clean out was undertaken last weekend. NS introduced sign out sheets to the store room, if staff is taken or borrowed from the store room, it needs to be crossed out on the sheet.

Need to rent a lot of stalls from Barlins. Justin queried the price, NS - $10,000. Barlins quotes are from the last year Fete. Question to Mary Ryan about Trestle tables. 10 spots have been allocated to external stall holders; they will be charged $300 per stall. Criteria for stalls:
• Mixture of food and non-food stalls (eg. Kids Pantry) • The stalls can’t clash with school stall, priority is given to school stall • P&C will supply marquee and table • 2 small businesses can share at $150 each
NS asked if parents could help with raising donations from businesses. Ask for donations, even if it is a case of bottled water. Liquor license is underway. NS plans to walk around grounds to work out a set up. Charmaine has been working well on sponsorships on a broader scale, without a coordinator it is hard to know, NS complimented Charmaine on her efforts. TT worked really wel in communicating Fete preparations and bringing forward volunteers. We have secured $800 HSBC sponsorship for French café stall.
6. P&C President report
Paul Haesler (PH) provided update. A group of parents undertook a store room clean out, they threw out a lot of staff, discovered a vast quantity of disposals (paper cups, forks, napkins, etc). There are not enough trestle tables. PH is not here for the next meeting in September.
7. Report from Principal
Kerrie Blain tabled her report and invited participants to submit questions in relation to her report. Further updates in addition to the report were:
• ACT Chief Minister visited school today, met with the PS and HS students. 90th anniversary invitations will be sent to her. Previous TPS Principal has been invited too, to the book launch and a concert.
• KB queried if they could pre-order cookbooks. • We can’t have everyone, but they are obliged to take students from the catchment area, they are already over capacity in
HS, they may have to start refusing entry to gifted and talented students from out of area. • HS Parent Teacher interviews – Week 10 • HS reports – will be sent in Week 9. • No reports in PS. • VS mentioned that not many parents know about concert. KB clarified forms of communications with parents.

8. Report from Proviseur
Muriel Martin provided an update on behalf of Emmanuel Texier. Not very many things to report since the last P&C meeting in July. New teachers are settling in and asked to pass their thanks for the P&C presents. There are a few projects underway:
• Many commemorative events are happening next year, with lots of schools all over Australia and the Zone (Asia-Pacific).

• Continuation of radio program, Muriel Martin is in charge of this project. Year 7 students produce bi-lingual radio programs.
The project is to have a dedicated radio studio in the school, and they could more recordings and productions. MM goes every Wen and Thu to Holder radio studio. The French Agency for Teaching French endorsed and funded the project.
• Noumea trip preparation is going well. MM acknowledged that it was hard to organise outdoor activities due to safety concerns. They plan a picnic, in preparation for this activity MM sent pics of quiet bays to parents, the beach has to be close to the hospital.
• MM thanked P&C for the cookbook support and Fete organisation.
9. Report from the P&C delegate
Kirstin Langton tabled P&C delegate report. Highlights:
• Last week AFP came to talk about Drugs. They are available to talk to P&C and other groups about drugs. • Migrants and refugee parents, difficulty integrating in school communities. Tips for teachers. • KB acknowledged that all teachers undergo training in trauma, its part of the mandatory professional learning. • Other topics discussed at the ACT P&C Association meetings were: scams and mobile phones. Canteens are always a hot
issue. ACT allocated $200K this year to help canteens online ordering system. • Free webinar is in TT. It’s on Friday 23 August.

10. Report from BASC
Report from BASC has been tabled. No comments were raised. Full report is available at Attachment D
11. Treasurer report Report from Treasurer has been tabled.
• The only transaction in the last 3 weeks was payment for insurance. Certificate for Katrina Lourie. • Sandra sent Audit report from last year, its been completed. • Preparations for the 2012 Audit report – 3 quotes from auditors were sought (last year it was done for free by Sandra’s
friend) Quotes varied greatly. • The 2011 Audit report will be tabled at the next P&C General Meeting in September. By Constitution it is required to provide
a 7 day notice to parents.

12. AOB • NS updated on showbags. They are looking to print the bags as give aways with TPS logo. Difficulty in getting good quality logo for re-printing.
• Chris Burge updated on the paintwork for the PS play ground, he spoke to Mary Ryan.

• Drew Baker updated on the School Board last week. Majortiy of it was covered in Principal’s report. It was a good presentation on the world trip to Namibia and Botswana. Next year trip will be organised to Borneo and Malaysia.
• VC had a question about a climbing wall in the gym, if it could be used for rock climbing. KB responded – it needs to have a qualified professional trainer, there are very strict regulations about the use of the climbing equipment.

1. OVERVIEW(
1.1. The%procedures%describe%the%requirements%in%relation%to%the%possession%and%consumption%of%alcohol%in%schools%and%at%school%related%activities.%
2. RATIONALE((
2.1. To%provide%guidance%and%outline%the%conditions%regarding%the%possession%and%consumption%of%alcohol%in%schools%and%at%school%related%activities.%
3. DEFINITIONS((
3.1. HR>%Human%Resources%

3.3. On%duty>%whenever%there%is%a%responsibility%to%supervise%or%care%for%students.%
4. PROCEDURES((
4.1. Alcohol%must%not%be%consumed%on%school%premises%during%normal%school%hours.%Exemption%may%be%made%with%the%approval%of%the%principal%for%appropriate%special%occasions%at%times%when%students%are%not%present.%
4.2. Alcohol%must%not%be%carried%in%or%on%government%vehicles%except%where%prior%approval%in%writing%has%been%given%for%a%special%occasion%by%the%principal.%Under%no%circumstances%is%alcohol%to%be%consumed%in%or%on%government%vehicles.%
4.3. Students%under%the%age%of%18%years%are%prohibited%by%the%Liquor%Act%2010%from%purchasing%or%consuming%alcohol%on%any%occasion.%
4.4. Students%are%not%permitted%to%consume%or%possess%alcohol%at%any%school%activity%including%excursions,%outdoor%adventure%activities%and%camps.%
4.5. School(functions(and(activities(involving(students(
4.6. Staff%must%not%drink%alcohol%during%hours%of%duty%or%when%they%have%a%continuing%responsibility%for%students.%This%includes%school%excursions/outdoor%adventure%activities%and%any%other%school%activity%that%is%held%outside%ordinary%school%hours.%

4.7. Principals%should%ensure%that%staff%present%at%students’%social%occasions%which%are%not%sponsored%by%the%school,%including%some%year%12%end%of%year%activities,%are%aware%of%the%possible%implications%of%attending%such%activities%and%are%aware%of%their%responsibilities.%These%responsibilities%include%high%standard%of%professional%behaviour,%duty%of%care%obligations%and%adherence%to%Directorate%polices.%Please%also%refer%to%the%Teachers’%Code%of%Professional%Practice%and%the%HR%Advice%End%of%Year%Activities.%%
4.8. Accredited(courses(
4.9. Students%of%any%age%should%not%be%required%to%serve%alcohol%except%as%part%of%a%course%in%hospitality%which%contains%a%specific%requirement%for%them%to%do%so.%The%existence%of%a%course%within%a%school%is%not%in%itself%sufficient%reason%for%students%to%be%serving%alcohol%e.g.%at%a%school%social%function.%The%occasion%must%fall%within%the%requirements%of%the%course.%
4.10. Students%under%the%age%of%18%years%must%not%serve%alcohol%during%hospitality%courses%unless%the%course%provider%is%the%Canberra%Institute%of%Technology%(CIT)%or%a%Registered%Training%Organisation%(RTO)%approved%to%conduct%Responsible%Service%of%Alcohol%(RSA)%training%in%the%ACT.%
4.11. The%registration%of%the%organisation%must%be%checked%by%the%school%before%the%school%enrols%students%and%can%be%done%online%at%www.training.gov.au.%This%check%also%applies%to%commercial%training%schools%for%which%the%government%school%acts%as%an%agent.%
4.12. Work(experience(
4.12.1. Students%under%the%age%of%18%years>%Although%the%Liquor%Act%2010%allows%persons%under%the%age%of%18%years%to%serve%alcohol%in%the%course%of%paid%employment%except%where%the%liquor%is%supplied%in%an%adult’s%only%area%of%the%licensed%or%permitted%premises,%work%experience%does%not%qualify%as%an%exemption%to%the%Act.%Therefore,%students%under%18%years%should%not%be%placed%in%positions%which%will%require%them%to%serve%alcohol.%
4.12.2. Students%over%the%age%of%18%years>%Students%who%are%18%years%and%over%may%be%placed%in%work%experience%situations%where%alcohol%is%served%under%approved%work%experience%guidelines%relating%to%the%suitability%of%the%placement%for%the%individual%student%concerned%
%Social(functions(and(activities(not(involving(students%
%4.13.1% Consumption%of%alcohol%is%permitted%on%social%and%school%fund%raising%occasions%involving%staff%and/or%parents%provided%that%the%requirements%set%out%below%are%met.%The%following%procedures%must%be%followed%on%each%occasion%where%school%staff,%school%boards%or%P&C%associations%wish%to%provide%or%sell%alcohol>%
• The%function%must%not%occur%during%normal%school%hours%or%at%times%when%any%school%activities%involving%students%are%in%progress.%
• Students%present%with%their%parents%at%social%and%school%fund%raising%occasions%are%the%responsibility%of%their%parents.%
• Prior%approval%for%possession%and%consumption%of%alcohol%must%be%given%by%the%principal.%This%must%occur%in%relation%to%each%individual%occasion%and%must%be%in%writing.%

• Parents%should%be%advised%in%advance%when%alcohol%will%be%offered%at%the%above%social%and%school%fund%raising%functions.%
• Where%alcohol%is%to%be%sold,%a%licence%or%permit%is%mandatory%and%the%requirements%under%the%Liquor%Act%2010%are%to%be%observed.%A%licence%or%permit%is%obtained%through%the%Office%of%Regulatory%Services.%%
• Principals%are%ultimately%responsible%for%the%conduct%of%such%functions.%They%should%ensure%that%staff%are%instructed%about%their%responsibilities%on%such%occasions.%
4.13. Community(education(programs(
4.14. Alcohol%in%necessary%and%moderate%amounts%may%form%part%of%specific%community%education%programs%such%as%wine%appreciation.%Prior%approval%must%be%obtained%from%the%principal.%
4.15. The%purpose%and%conduct%of%each%course%would%need%to%be%clearly%documented%and%consumption%of%alcohol%appropriate%in%the%context%of%the%course%and%appropriate%to%those%adults%attending%the%course.%The%principal%must%ensure%that%this%occurs.%
4.16. Other%relevant%requirements%of%this%policy%must%also%be%observed.%
4.17. Community(use(of(school(facilities((
4.18. Community%users%and%hirers%of%school%facilities%for%other%than%school%functions/activities%and%community%education%programs%are%not%permitted%to%bring%alcohol%onto%or%consume%alcohol%on%school%premises.%

The$term$is$progressing$well$with$students$engaged$in$their$work.$
This$is$Book$Week$and$on$Wednesday$we$will$welcome$the$Chief$Minister$to$talk$about$her$"Reading$
Challenge".$$Primary$and$secondary$students$will$have$a$chance$to$listen$to$her$message$about$the$
importance$of$books$and$reading.$To$this$end,$the$primary$sector$held$the$annual$Book$Week$Parade$
last$Friday$when$students$from$all$years,$K$K$5,$dressed$up$as$book$characters$and$paraded$with$their$
year$group.$Thank$you$to$parents$who$went$to$extraordinary$lengths$to$ensure$their$children$were$
engaged.$
Last$week$we$celebrated$Science$Week,$with$many$students$engaged$in$science$experiments$as$well$
as$visitors$in$the$school$to$talk$to$students$about$the$importance$of$science$in$our$lives.$Thank$you$to$
Ona$Siakimotu$for$her$involvement$in$this$and$for$coordinating$the$week.$
$
We$are$working$towards$the$90th$Anniversary$celebrations.$Thank$you$to$Kate$Sutherland$who$is$
coordinating$the$team$and$meeting$each$Wednesday$morning.$Invitations$went$out$last$week$and$
we$are$looking$forward$to$celebrating$with$our$school$community$for$the$wholeKschool$assembly$in$
the$morning,$the$planting$of$a$time$capsule,$the$launch$of$the$P&C$Cookbook$at$5pm,$followed$by$a$
wholeKschool$concert$in$the$school$hall$at$6.30pm.$There$will$be$many$opportunities$for$photographs$
of$the$day,$including$a$wholeKschool$photograph$to$be$taken$and$framed$for$the$front$corridor.$
I$would$like$to$take$this$opportunity$to$thank$the$P&C$for$their$support$of$the$Cook$Book$and$in$
particular$to$Valerie$Cretegny$and$her$team.$The$result$is$stunningK$I$plan$to$order$many$copies!$
$
A$review$is$taking$place$of$the$"Consumption$of$Alcohol$in$ACT$schools"$policy.$
I$table$it$here$for$your$information$and$comment.$

Kindergarten$enrolment$offers$were$mailed$to$our$community$a$week$last$Friday$with$acceptances$
due$this$week.$As$is$usual,$there$are$not$enough$places$for$those$wishing$to$enrol.$The$primary$staff$
and$I$do$understand$the$grief$that$this$is$causing.$$
Likewise$the$Year$7$2014$offers$this$year$cannot$satisfy$the$requests$for$enrolment$at$our$school.$We$
turn$away$far$too$many$excellent$students.$$
To$this$end$I$have$requested$that$ETD$considers$a$new$building$(a$Languages$Learning$Centre)$at$
Telopea$Park$School.$This$would$ease$the$immediate$pressure$for$space$as$well$as$enable$us$to$enrol$
more$students.$This$proposal$has$Board$support.$I$have$requested$a$"master$plan"$which$is$being$
prepared.$The$immediate$problem$is$lack$of$ETD$finances$to$support$such$a$project.$
$
Secondary$parent/teacher$interviews$will$take$place$in$week$10$with$reports$going$home$at$the$end$
of$week$9.$
I$hope$to$see$many$of$our$families$at$our$90th$Anniversary$celebrations,$especially$at$the$launch$of$
the$Cookbook$$and$concert$to$follow.$

Before and After School Care Sub Committee P&C Meeting Report 21 August 2013 Staffing
The recruitment process for our new Coordinator has been finalised. Corinna Evans, an existing employee who is studying towards her primary education degree and who was working as Clare's 2IC has been appointed to the position on an acting basis. Corinna applied for the position after an external candidate declined at the last minute. A decision will be made as to whether this appointment will be made permanent at the end of Term 3.
Corinna has made an impressive start, introducing a number of positive changes including a new program of activities for after school care (incorporating art, craft and science activities), a new menu and improved signage and information for parents.
New Food Safety Regulations From 1 September 2013, all registered ACT food businesses will be required to appoint a Food Safety Supervisor to oversee and give direction about safe food handling. This also involves completing mandatory training. Corinna Evans completed her training on Thursday 15 August and will be the Program's nominated Food Safety Supervisor. Corinna will also be implementing a number of minor changes based on information provided in the training.
