CALL TO ORDER Board Vice President Amy Phillips called the meeting to order at 6:30 p.m.

FLAG SALUTE The flag salute was led by Chiawana High School, principal John Wallwork. The students that led the flag salute are Chiawana’s ASB Leadership students: Isabella Camarillo, ASB President; Alonso Rios, Vice President; Alivia Saueressig, Secretary; Miranda Trevino, Treasurer; Tyler Steltenpohl, Co-Treasurer; Isaac Marroquin, Public Affairs; and Jessica Smith, Activities Coordinator. The students then led the flag salute. The Student Representatives presented each student with a Pride of Pasco pin.

REPORTS District Strategic Improvement Plan Refresh – Mrs. Michelle Whitney The strategic plan refresh is currently underway, this presentation is to inform the Board of the timeline and process in which the Superintendent will conduct this work.

It is Pasco School District's responsibility to provide a foundational educational experience to all Pasco students that is designed to provide core, acceleration and enrichment. Pasco School District is committed to five outrageous outcomes that when combined define a trajectory of success for our students. They are built on a foundational belief that all students are capable of success, no exceptions. The Outrageous Outcomes are the foundation of our District Strategic Improvement Plan.

As part of the District's work to periodically update our strategic improvement plan, we are seeking input from our stakeholders; the parents, community members and staff members who make up our Pasco School District community.

Boundary Options for Middle Schools and Central East Pasco Elementary Schools – Dr. Susana Reyes The purpose of this report is to provide the Board with an update on the attendance boundary revision work for Pasco Middle Schools and Central and East Pasco Elementary Schools in preparation for a recommendation to the Board and action at the October 22, 2019 meeting.

Reynolds Middle School is scheduled to open in August 2020 and the new Stevens Middle School will open in January 2021. Additionally, 6th grade will transition to the middle school level beginning in August of 2020. As a result, boundary revisions for the middle schools are necessary, and with the added capacity at the elementary level, boundary revisions for Central and East Pasco elementary schools will also be made.

The boundary revision work began in May 2018. A committee of district staff and community used the guiding principles to develop initial boundary scenarios. In collaboration with JUB Engineering consultant, Spencer Montgomery, the boundary committee developed draft boundary scenarios for the district’s middle schools and Central and East Pasco elementary schools.

The draft boundary scenarios and related information was shared at each middle school open house on September 16, 2019. Three additional community meetings were offered on September 17, 19, and 30 at Captain Gray Elementary and Stevens Middle School. Each occasion offered stakeholders an opportunity to review and provide feedback on draft

scenarios 1, 2, and 3. The draft scenarios and feedback form were also available online. A report covering the information regarding the three draft boundary scenarios including student projected enrollment data, alignment with the Guiding Principles, and a brief high-level overview of stakeholder feedback was provided at the September 24 board meeting. Based on the feedback from that meeting, this presentation will include follow-up information in preparation for a recommendation to the Board at the October 22, 2019 meeting.

EXTENDED STUDY/DISCUSSION There was no extended study/discussion presented.

FUTURE AGENDA ITEMS The next Board Meeting will be held on October 22, 2019. The Study Session will be on the Long-Term facilities management plan for the upcoming bond proposal. There will be a report on SEBB implementation. There will be an action item for boundary for Reynolds Middle School and Central/East Pasco Elementary Schools.

COMMUNICATIONS Lehrman – He was absent during the study session this afternoon but was able to review the slides before the meeting and thanked everyone that put them together and all the staff involved in AVID in the district, the program is doing some amazing things for our students. The reason he missed the event was because he was attending the Me and My Guy event at Livingston with his daughter. The event was well attended, and it was nice to see all the father figures in the student’s lives that were able to come out and support the work those students are doing in the classroom.

Sherry Lancon – Recently attended a 7th Grade McLoughlin volleyball game. It was so incredibly impressive how many students are given the opportunity to play the sport, there were several athletes participating in the game.

Aaron Richardson – Was able to visit a few schools last week and attended the Livingston school carnival and the Bulldog cross-country invitational.

Edgar Quiroz – Pasco High School’s Suicide Awareness week was successful. This week is their homecoming week and their homecoming game is this Friday vs. Kennewick. He extended appreciation to audience member, Mr. Weisenfeld for being such an amazing teacher to the students there at Pasco High.

Isaac Marroquin – Chiawana had their homecoming week last week, over 900 students attended the dance. On Wednesday they hosted group games night, another effort to encourage involvement from the students. Chiawana is working with Huesitos Landscaping on a fundraiser, when community members mention Chiawana high when scheduling the

sprinkler blow outs their company will provide a part of the proceeds to the high school. Maksim Karazhbei – This week Delta sophomore and junior students will be taking the PSATs, the freshmen will have a “Health Day”, and the seniors will have a “Life-skills Day”.

Amy Phillips – Thanked for the staff members that put together the study session this evening. She was able to attend several athletic events this past couple of weeks. Both Chiawana and Pasco high School participated in the Cavalcade of Bands that was hosted at Edgar Brown Stadium this past Saturday. All the schools had amazing performances.

Michelle Whitney – Both Chiawana and Pasco High Schools bands received standing ovations during the Cavalcade of the Bands. Expressed her gratitude to Mr. Smurthwaite and Ms. Schuldheisz for their work and focus on AVID in our schools, it is a phenomenal system that is changing students’ lives. This is national principal recognition month, when you see a principal please thank them.

OBJECTIVE: To request Board action on a recommendation for attendance boundaries for Pasco Middle Schools and Central and East Pasco Elementary Schools.

BACKGROUND: (Pertinent past action/events) Reynolds Middle School is scheduled to open in August 2020 and the new Stevens Middle School will open in January 2021. Additionally, 6th grade will transition to the middle school level beginning in August of 2020. As a result, boundary revisions for the middle schools are necessary, and with the added capacity at the elementary level, boundary revisions for Central and East Pasco elementary schools will also be made. The boundary revision work began in May 2018. A committee of district staff and community used the guiding principles to develop initial boundary scenarios. In collaboration with JUB Engineering consultant, Spencer Montgomery, the boundary committee developed draft boundary scenarios for the district’s middle schools and Central and East Pasco elementary schools.

The draft boundary scenarios and related information was shared at each middle school open house on September 16, 2019. Four additional community meetings were offered on September 17th, 19th, 23rd, and 30th at Captain Gray Elementary, Markham Elementary and Stevens Middle School. Each occasion offered stakeholders an opportunity to review and provide feedback on draft scenarios 1, 2, and 3. The draft scenarios and feedback form were also available online. A report covering the information regarding the three draft boundary scenarios including student projected enrollment data, alignment with the Guiding Principles, and a brief high-level overview of stakeholder feedback was provided at the September 24th board meeting. Follow-up information and preliminary recommendation of Draft Scenario 1 was presented at the October 8, 2019 including an adjustment to the Central and East Pasco Elementary Draft Scenario.

OBJECTIVE: Provide board members with an update on SEBB implementation efforts by district staff and estimated full year implementation cost increases related to SEBB.

BACKGROUND: (Pertinent past action/events) The Employee Services and Fiscal Services departments have teamed up to take on the implementation of SEBB as required by recent legislative action. Every benefit eligible employee must sign up for a SEBB MyAccount and make health plan selections or waive medical benefits by November 15, 2019. There are roughly 2,400 employees impacted by this change.

The two departments have put great effort into providing information, training, and hands-on assistance in helping all district staff through this process. We would like to highlight some of the efforts being made and the impact they are having on district staff.

Additionally, the financial figures around SEBB have fluctuated as SEBB has worked to implement the legislature’s recent action. Along with the report on the efforts to support our staff through this transition we have provided an update on the estimated cost increases for a full year of implementing SEBB throughout the district.
