Requirement of school infrastructure

• As per RTE act 2009 norms for standard schools for school building are as under: and to be completed by 31.03.2013.

All – weather building consisting of-

• At least one class-room for every teacher;

• An office-cum-store-cum-HM room;

• Barrier-free-access;

• Separate toilets for boys and girls;

• Safe and adequate drinking water facility to all children;

• A kitchen where mid-day meal is cooked in the school;

• Playground;

• Arrangements for securing the school building by boundary wall or green fencing;

• There shall be a library in each school providing newspaper, magazines and books on all subjects, including story-books.

Orissa• The completion rate is far below than the National average.

• More than 33000 spillover components including large number of new PS, UPS and additional classrooms, are in progress or not started so far as on 31.03.11. In addition to 13433 components have been added for AWP&B 2011-12 leaving besides furniture and library components.

• State has large gaps in toilets for boys and girls, ramps, boundary wall etc. although state has manageable ACR gaps out of which 7841 ACR have been approved by PAB for 2011-12.

• State has to coordinate with sanitation mission in the State for completion of above mentioned gaps in rural areas.

• The supervision structure at State level is weak and need to be strengthen for supervision and monitoring.

• State has 12ve Cyclone prone districts namely, Bhadrak, Cuttack, Dhenkanal, Ganjam, Jagatsinghpur, Jajpur, Kendyapara, Keonjhar, Khurda, Mayurbhanj, Nayagarh and Puri. State has to ensure disaster management and design the school infrastructure and make them cyclone resistant as per codal requirements.

• The systemic requirements of expenditure register, cashbook, daily cement register are not been updated and transparency is being completely ignored which is injurious for the quality control.

• Most of the ramps are not being constructed as per codal requirement. The required slopes of 1:12 is not being maintained. The railing is also not being provided.

• Although there is provision of plinth protection in the estimates but in variably the plinth protection not been provided on the ground with the result that is endangering the foundation of the building.

• MHRD guideline provide composite schools having classrooms, separate toilet for boys and girls, adequate drinking water facilities, Kitchen shed, child friendly elements, boundary wall/fencing. It has been observed that in newly constructed school building, these are not being secured with boundary wall/fencing.

• Flooring in the classrooms is not being laid as per IPS flooring i.e. of panels not more than 2 sqm.

• Schools/classrooms design need rethinking for better cross ventilation and light. Where ever quality bricks (kiln bricks) are available are construction is being done with course stone masonry the frame structure can be dispensed with masonry

structure to make it cost effective.
