Cooperation between ITU-T and Universities
Given the knowledge that many new technologies find life in the minds of the academic and research communities, ITU is increasingly looking to attract more involvement from the world’s universities and other academic institutions
Following the Consultation meeting held in January 2007 an informal discussion group has been formed to discuss ways to increase this cooperation with participation of ITU-T and academia, which is open to all interested parties. Kaleidoscope ConferencesIn order to solicit standardization work on emerging technologies, ITU-T organizes multi-topic events (Kaleidoscopic Conferences) with the aim to enhance participation of Academia and research organizations in ITU-T activities
The first “Innovation in NGN took place on 12-13 May 2008(see: http://itu.int/ITU-T/uni/kaleidoscope/2008)
One place to share knowledge, procedures, experiences and results by experts, scientists, visionaries and academics from all over the world

Main results
• The initiative has been very well received by both academia and ITU members– Participation statistics show that the target public
(academia and R&D) was well represented
• KE#2 should attract more participants, leveraging on the success of the first event
• A hot research topic related to ITU standardization work should be considered
• Theme will be Innovations for Digital Inclusion

WSIS (Geneva 2003 – Tunis 2005) advocated turning the digital divide into a digital opportunity
Kaleidoscope 2009:• Second in a series of peer-reviewed academic conferences • Aims at increasing the dialogue between experts on ICT
standardization and academia. • Will analyze technologies, services and applications five
years and beyond…• Multidisciplinary aspects, including NGN infrastructure,
standardization needed, regulatory and societal challenges to promote Digital Inclusion.
• With an aye on developing countries, it seeks to promote research that supports innovation in ICTs toward universal, sustainable, ubiquitous and affordable access by all.

considering• academia and associated research establishments have
significant roles in research and development of emerging technologies essential for ITU-T to remain at the cutting edge of technology standardization,;
• research establishments which do not receive substantial funding from major corporations,
recognizing• the ITU-T consultation meeting to improve cooperation
between ITU-T and universities (January 2007)• the Kaleidoscope Event organized in Geneva from 12 to
13 May, 2008 and the decision to continue such events on a yearly basis

Resolution 71 (2/2)
resolves to instruct the Director of the TSB1. to explore and recommend mechanisms to encourage cooperation between ITU-T and academia and associated research establishments and to facilitate their greater participation in the work of the Sector, including the Study Groups; and2. to request Council to consider the admission of academic institutions, universities and associated research establishments in the work of the ITU-T, including an appropriate level of financial contribution particularly academic institutions of developing and least developed countries.
