watershed planning, permitting, and water conservation. The federal contribution was appropriated until

October 1, 1996 when it was terminated in the FY 1997 Energy and Water Development Appropriations

Act (P.L 104-206); it has not been restored since that time contrary to the provisions contained in the 1961

The entity to receive funding for thisproject is US Army Corps of Engineers, located at 803 Front Street, Norfolk, Virginia 23510. Dear Chairman Visclosky and Congressman Hobson:As you consider appropriations for Fiscal Year 2009 for Energy and WaterDevelopment, I am respectfully requesting funding for the following project importantto the Fourth Congressional District and the State of Indiana. I certify that neither Inor my spouse has any direct financial interest in this project.For over the last century, the cities of Lafayette and West Lafayette, Indiana,have worked in cooperation to improve the quality of life for area residents. Caring

for the Wabash River has been a key component in their efforts. The Wabash Rivercuts between the dual cities, and is the most significant natural resource of the area.Over 183,340 Hoosiers call Lafayette and West Lafayette home, and needassistance in giving the river's ecosystem the attention it deserves. Local efforts toimprove and care for the riverfront have been ongoing, earning both local and Statesupport. Importantly, the Army Corps of Engineers (ACOE) has completed hydraulicand other studies on the river in Lafayette but more remains to be done.Therefore, I would like to request $100,000 for the Tippecanoe County Board

of Commissioners (200 North 2nd Street, Lafayette, IN, 47901) to fund aReconnaissance Study for the ACOE to determine the federal interest in the CentralWabash River Corridor Enhancement project. These funds would allow the ACOEto access the condition of the river and assist the local communities in developing aMaster Plan that would investigate various development projects along the WabashRiver. The project will incorporate information and data from the FY 06 and 07Wabash River Hydraulic Studies and the in-progress Planning Assistance to StatesFY 08 corridor master plan project to develop an overall corridor master plan toguide future activity. The project will examine the level of federal interest inparticipating in a project to implement flood reduction management, initiateecosystem restoration, and enhance recreation.

Consistent with the Republican Leadership's policy on earmarks, I herebycertify that to the best of my knowledge this request (1) is not directed to an entity orprogram named or will be named after a sitting Member of Congress (2) is notintended for a "front" or "pass through" entity; and (3) meets or exceeds all statutoryrequirements for matching funds where applicable. I further certify that should thisrequest be included in the bill, I will place a statement in the Congressional Recorddescribing how the funds will be spent and justifying the use of federal taxpayerfunds.
