Speaking after launching a pension scheme for the unorgan- ised sector, Modi said the oppo- sition wants to dislodge him. "They (opposition) want to strike Modi, but I want to strike on terror," Modi said. "They want to remove this 'chowkidar' but I want to fight poverty," he added. "The honesty of your 'chowkidar' is troubling those in opposition. That is the reason they are saying Modi hatao, (remove Modi) while I am say- ing that I want to fight poverty and dishonesty. I am standing firm due to your support, Modi said. Taking potshots at the attempts to cobble up a maha- gathbandhan (grand alliance) against the BJP, Modi said the opposition parties are forming a 'mahamilavat' (highly adul- terated) combine to remove him. "But I am working to safe- guard interest of workers and farmers. I am also working to provide security, he said. Modi, who launched the Pradhan Mantri Shram Yogi Mandhan Yojana pension scheme, targeted Congress pres- ident Rahul Gandhi over pover- ty, saying only those oblivious to sleeping hungry at night can think that it is a "state of mind". The State Administrative Council vide Decision No.10/1/2019 dated January 4, 2019 accorded approval to the first ever Drug De-addiction Policy of the State and vide Order No.41-HME dated January 11, 2019 Government adopted the same. However, till date the Government has not started implementation of the policy despite being well aware of the fact that drug abuse in the last few years has increased mani- fold and is fast proving mali- cious to the society by causing physical, psychological and intellectual decay, official sources told EXCELSIOR. In the policy, roles and responsibilities of various stake- holders have been clearly defined by the Health and Medical Education Department but till date none of them has started acting on the same, they further said, adding "following approval of the policy by the SAC it was decided that depart- ment-wise Action Plan would be formulated so as to avoid confu- sion at any level and achieve the objectives behind the initiative of the Government". However, the Chief Election Commissioner declined to dis- close the views presented by Chief Secretary BVR (Contd on page 6 Col 1) (Contd on page 6 Col 3) Suhail Bhat RAJPORA: In the 2014 Assembly elections, the resi- dents of Rajpora constituency brought People's Democratic Party (PDP) back to power by voting overwhelmingly in favor of its candidate, Dr Haseeb Drabu, hoping to change their fortunes. Four years later, the constituency remains neglected on the developmental front. Rajpora has been one of the strong bastions with the PDP and the party has won this seat since 2002. In 2014, PDP field- ed Dr Haseeb Drabu from the Assembly segment, who defeat- ed NC candidate Ghulam Mohiuddin Mir by a majority of 4,273 votes. He got 18103 votes, while 1383 votes were polled by the runner-up. The constituency is facing multiple problems including bro- ken roads, shabby or missing sewerage, insufficient portable water and an absence of adequate health and educational facilities. Residents in several localities also complained about lack of connectivity to their areas. At one of the biggest vil- lages of the constituency, Murran, residents lamented lack of development in the village despite being identified as "Model Village" in 2002. They said the village has nothing to boast about on development front, "the roads are dilapidated, drainage is missing and street lights are defunct. There is nothing which can justify its title," Waseem Ahmad, a resi- dent said, the village has been the victim of political apathy. A few kilometers away at Rohmoo village, people expressed strong resentment against the former MLA who allegedly failed to address their problems. The residents said that the village continued to grapple with basic amenities like macadamized roads, portable water and most impor- tantly a bridge that connects about 14 villages including Rohmoo with Pulwama town. The bridge was washed away in 2014 floods and authorities has failed to complete it, causing problems in commuting for thousands of people in the area. The bridges besides con- necting dozens of villages to each other form a vital inter-dis- trict link that connects Pulwama district with Budgam via Charar-e-Sharif and Pakherpora. "Income Tax Exemption for Gratuity under Section 10(10)(iii) of the Income Tax Act has been enhanced to Rs 20 lakh. NEW DELHI, Mar 5: Weeks after the Pulwama attack, Navy chief Admiral Sunil Lanba today warned that there are reports about terrorists being trained to carry out operations through the sea. Addressing a gathering of global experts at the Indo-Pacific Regional Dialogue here, Lanba said the Pulwama attack was perpetrated by extremists that were "aided by a State" that seeks to destabilise India. "We also have reports of terrorists being trained to carry out operations in various modus operandi, including through the medium of the sea," he said. The 26/11 attack was carried out by 10 sea-borne ter- rorists of the Lashkar-e-Toiba, who hijacked an Indian fishing trawler to reach Mumbai and unleash mayhem. The Navy chief said this part of the world had wit- nessed multiple forms of ter- rorism in recent years and few countries in the region had been spared. The global nature that terror- ism has acquired in the recent times has further enhanced the scope of this threat, Lanba said. India, however, faces a "far more serious" version of "state-sponsored" terrorism, he said. "We recently saw the hor- rific scale of the extremist attack in Jammu and Kashmir about three weeks ago. This violence was perpetrated by extremists aided and abetted by a State that seeks to desta- bilise India," the Navy chief said without naming Pakistan. On February 14, a suicide Have reports of militants being trained for ops through sea: Navy chief Fayaz Bukhari SRINAGAR, Mar 5: Two Hizbul Mujahideen militants were killed in a gun battle in Reshipora area of Tral town of South Kashmir's Pulwama district today. A joint team of Army's 42RR, 180 Batallion of CRPF and SOG of police cordoned off Reshipora village after credible input about presence of militants hiding in the area. As the house to house searches were going on, the search party of the troops was fired upon by the militants. The fire was retaliated, leading to a gunfight. The operation was put on hold last night and the cordon was strengthened so that the mil- itants may not flee from the vil- lage under the cover of dark- ness. The firing resumed in the morning and residents of the area woke to huge sound of blasts and gun fire. The encounter lasted around an hour during which two mili- tants were killed and the bod- ies were recovered from the site of encounter. They were identified as Adfar Fayaz Parray son of Fayaz Ahmad Parray, resident of Gulshanpora Tral and Irfan Ahmad Rather son of Ghulam Hassan Rather, resident of Shariefabad, Tral. As per police records, they were affiliated with militant out- fit Hizbul Mujahideen. Assembly elections, the resi-dents of Rajpora constituencybrought People's DemocraticParty (PDP) back to power byvoting overwhelmingly in favorof its candidate, Dr HaseebDrabu, hoping to change theirfortunes. Four years later, theconstituency remains neglectedon the developmental front.

Rajpora has been one of thestrong bastions with the PDPand the party has won this seatsince 2002. In 2014, PDP field-ed Dr Haseeb Drabu from theAssembly segment, who defeat-ed NC candidate GhulamMohiuddin Mir by a majority of4,273 votes. He got 18103

votes, while1383 voteswere polled

by the runner-up. The constituency is facing

multiple problems including bro-ken roads, shabby or missingsewerage, insufficient portablewater and an absence of adequatehealth and educational facilities.Residents in several localitiesalso complained about lack ofconnectivity to their areas.

At one of the biggest vil-lages of the constituency,Murran, residents lamented lack

of development in the villagedespite being identified as"Model Village" in 2002. Theysaid the village has nothing toboast about on developmentfront, "the roads are dilapidated,drainage is missing and streetlights are defunct. There isnothing which can justify itstitle," Waseem Ahmad, a resi-dent said, the village has beenthe victim of political apathy.

A few kilometers away atRohmoo village, peopleexpressed strong resentmentagainst the former MLA who

allegedly failed to address theirproblems. The residents saidthat the village continued tograpple with basic amenitieslike macadamized roads,portable water and most impor-tantly a bridge that connectsabout 14 villages includingRohmoo with Pulwama town.The bridge was washed away in2014 floods and authorities hasfailed to complete it, causingproblems in commuting forthousands of people in the area.

Jaitley said today the decisionto double tax-free gratuity limitto Rs 20 lakh will benefit publicand private sector employees.

The Government in Budget2019-20 also announced hikingof tax free gratuity to Rs 20 lakhfor employees having service ofmore than five years.

"Income Tax Exemption forGratuity under Section10(10)(iii) of the Income TaxAct has been enhanced to Rs 20lakh. Would benefit all PSUemployees and other employeesnot covered by Payment ofGratuity Act," Finance MinisterArun Jaitley said in a tweet.

Weeks after the Pulwamaattack, Navy chief AdmiralSunil Lanba today warnedthat there are reports aboutterrorists being trained tocarry out operations throughthe sea.

Addressing a gatheringof global experts at theIndo-Pacific RegionalDialogue here, Lanba saidthe Pulwama attack wasperpetrated by extremiststhat were "aided by a State"that seeks to destabiliseIndia.

"We also have reportsof terrorists being trainedto carry out operations invarious modus operandi,including through themedium of the sea," hesaid.

The 26/11 attack was

carried out by 10 sea-borne ter-rorists of the Lashkar-e-Toiba,who hijacked an Indian fishingtrawler to reach Mumbai andunleash mayhem.

The Navy chief said thispart of the world had wit-

nessed multiple forms of ter-rorism in recent years and fewcountries in the region hadbeen spared.

The global nature that terror-ism has acquired in the recenttimes has further enhanced the

scope of this threat, Lanbasaid.

India, however, faces a"far more serious" version of"state-sponsored" terrorism,he said.

"We recently saw the hor-rific scale of the extremistattack in Jammu and Kashmirabout three weeks ago. Thisviolence was perpetrated byextremists aided and abettedby a State that seeks to desta-bilise India," the Navy chiefsaid without namingPakistan.

The unprovoked firing fromacross the border was retaliatedvery effectively and strongly bythe Indian troops at all theplaces in Nowshera and KrishnaGhati sectors.
