STATE TIMES NEWS RAJOURI: Taking strong note of people, who leave free their livestock on roads after milching, Rajouri police booked six persons in a case and action against them has been initiated. In the recent times, it was learnt that sev- eral stray cattle move on roads and streets putting people in problem and even remain a reason of road accidents thereby creating a risk of loss of life and property. Authorities also served warnings to the owners of these stray cattle who didn't bother to pay any concern. Taking strong note of this, Rajouri police booked six own- ers of stray cattle in Rajouri. A case vide FIR 214/2018 under section 289 RPC, 3 PCA Act has been registered against 6 per- sons of Rajouri as they used to leave free their animals on roads after milching. STATE TIMES NEWS SRINAGAR: Motor Vehicles Department (MVD) Ganderbal on Monday organ- ised valedictory function of 29th Road Safety Week with the theme 'Sadak Suraksha - Jeevan Raksha' at Meeting Hall, Mini Secretariat DC Office complex Ganderbal. The concluding function was chaired by District Development Commissioner, Ganderbal Dr. Piyush Singla. DDC underlined the impor- tance of raising awareness among masses towards traffic rules and regulations to pre- vent road accidents and to bring improvement in the sys- tem of traffic. He stressed to ensure proper safety through adherence to traffic rules, edu- cation, proper design of roads and enforcement. Various speakers on the occasion briefed the audience about the traffic rules one needs to follow while driving and standard operating proce- dures that require being fol- lowed while driving or moving on the roads, besides stressing upon the norms people need to follow while driving. During the week-long pro- gramme awareness camps, seminars, medical checkup camps, maxi cab and bike ral- lies were organised in the dis- trict. Later, DDC also awarded mementoes to all the partici- pants, who excelled in differ- ent activities organized during the Road Safety Week. Assistant Regional Transport Officer (ARTO) Ganderbal Manzoor Ahmad, Executive Engineer R&B, Deputy Chief Education Officer Ganderbal, Chief Medical Officer Ganderbal, other concerned officers and representatives of various Transport Unions of the dis- trict were also present during the programme. Meanwhile, the concluding function at Bandipora was chaired by District Development Commissioner (DDC) Khursheed Ahmad Sanai. The function was organised by Motor Vehicle Department (MVD), was attended by SSP Bandipora Sheik Zulfiqar Azad, District Social Welfare Officer Altaf Hussain, Dy CEO G.M Lone, Inspector MVD Mohammed Younis, Media Persons, stu- dents besides drivers and other people. Later, certificates were dis- tributed among the partici- pants who took part in differ- ent events and performed well to make the week-long pro- gramme a success. 29th Road Safety Week concludes STATE TIMES NEWS SRINAGAR: On the culmi- nation day of 29th National Road Safety Week which started from April 23, 2018, valedictory function was held here on Monday at Institute of Hotel Management Rajbagh, Srinagar. On the occasion, Nukkad show and cultural pro- gramme was performed by Feroz Cultural Academy. The theme of the show was safe driving. SMC Commissioner and SSP Traffic City Srinagar presented their views regarding safety measures to be taken while driving before the audience which included the staff of MVD, Civil Defence and trans- porters. STATE TIMES NEWS BARAMULLA: District administration Baramulla today observed Ayushman Diwas as part of recently launched Gram Swaraj Abhiyan. In this connection, a function was on Monday organised by Chief Medical Officer Baramulla in collaboration with Block Medical Officer Sheeri at Dak Bungalow Baramulla which witnessed the participation of a huge gathering of the public. Speaking at the event, the DDC impressed for availing the benefits of these schemes which mainly aims at improving the socio-economic development of the society. He stressed for dis- seminating awareness especially among rural folk besides exhorting upon various officers to play a pivotal role in the regard. DDC termed better healthcare facilities as his administration's priority besides terming this index as a vital component of social progress. Chief Medical Officer Dr Bashir Ahmad Chalkoo said that the department has organ- ized various free medical camps in remote areas of the district so that more and more inclusion of economically downtrodden is ensured. He also briefed about various centrally as well as state-sponsored health-related schemes. Dy CMO who is also the Nodal officer high- lighted the various objectives of the scheme and said that need of the hour is to avail benefits from these schemes. Ayushman Diwas under Gram Swaraj Abhiyan observed DDC Dr Nasir Ahmad Naqash handing over a cheque under the NHP Scheme. STATE TIMES NEWS GANDERBAL: Krishi Vigyan Kandra (KVK), Ganderbal, organised a Live Stock Development (LSD) programme at Pahelnaar, on Monday, in which a scientist-farmer interac- tion and animal clinical camp was held, besides, broiler birds, area specific mineral mixture developed by SKUAST was distributed among farmers. Member Legislative Assembly, Kangan, Mian Altaf Ahmad was the Chief Guest on the occa- sion. Addressing a well-attended gathering of farmers Mian Altaf impressed upon farmers to take full advantage of the latest technology and techniques of agriculture and livestock farming from the top experts from SKUAST-K. Referring to the extension programmes con- ducted by the Krishi Vigyan Kendra Ganderbal, Mian Altaf Ahmad thanked SKUAST-K for their outreach to the far-off tribal villages of Ganderbal. He asked VC SKUAST Kashmir to have such programmes in different tribal areas of the region on regular basis. "Our farmers in these far and flung areas are mostly illiterate and have less access to the lat- est techniques of farming and conducting awareness camps on regular basis would be very helpful in livelihood making of these poor Tribals," Mian Altaf said. Vice-chancellor SKUAST Kashmir, Prof Nazeer Ahmad on the occasion announced the adoption of Pahaelnaar for different integrated farming activities by SKUAST-K and promised every possible technical help from SKUAST-K to the farmers of the region. He asked Krishi Vigyan Kendra Ganderbal to install a walnut grading unit and egg incubator out of Tribal Sub Plan funding and popularization of high- density plants, SKUAST-K developed fruit planting material. He also asked Kendra scientists to expand their Aroma mission to the area. Deputy Commissioner Ganderbal, Dr. Piyush Singla, Director Extension, SKUAST-K, Prof Mushtaq Ahmad and scientists of KVK Ganderbal also spoke on the occasion. The rally comprising stu- dents, Aanganwari and Asha workers, carrying placards in their hands and shouted slogans "Say No to Drugs" went through various mar- kets of Bandipora town and culminated at S K Sports Stadium, Bandipora. The rally was organized by ISM Health Bandipora aimed at sensitizing people about the harmful effects of drugs. SSP Bandipora, Sheikh Zulfkar Azad, District Nodal Officer ISM Health Dr Iftikhar, programme officer ICDS Altaf Hussain, Dy CMO and other concerned were present on the occa- sion. It was given out that a series of activities including awareness programmes, seminars, rallies and paint- ing competition will be organised in colleges and schools of the district throughout the year to make people aware about the pro- gramme. KVK organises LSD programme DDC flags off drug de-addiction rally AGENCY NEW DELHI: A doctor, accused of raping another doc- tor on a false promise of mar- riage, has been granted bail by a Delhi court, which said both were major and highly educat- ed and were expected to have understood the consequence of their relationship. Special judge O P Saini granted relief to the accused on a personal bond of Rs 50,000 with a surety of like amount, noting that it was a "symmetri- cal" relationship between them and the accused was not in any "advantageous position". The court also noted the text messages exchanged between the two and said these indicated that "the prosecutrix was a will- ing and active partner in the relation". It, however, directed the accused not try to contact the alleged vic- tim or threaten her or tamper evidence. "Both parties are major and highly educated and as such are expected to have understood the consequences of their rela- tionship. The printouts of the text messages exchanged between the parties, and which have not been denied by the prosecution, indicate that the prosecutrix was a willing and active partner in the relationship. "The text mes- sages continued to be exchanged between the parties at least till January 24, 2018. The prosecutrix also gave in writing that she had set- tled all her disputes with the accused, which she is now deny- ing on the plea that the same was done by her under pressure of the accused," the court said, adding that the woman had an understanding of all the conse- quences. It said there was "no miscon- ception about the relationship either in the mind of the accused or in the mind of the prosecutrix, which is clear from the text messages exchanged between them from February 2017 to January 2018 and run into about hundred pages." The court also said that the material on record indicated that the accused had taken money from the woman, which he had returned. Similarly, the prosecutrix also took money from him and a cheque issued by her in favour of the accused returned dishonoured on March 20, 2018, it said. "Material on record indicates that it was a symmetrical rela- tionship between the parties and the accused was not in any advantageous position," it said. According to the prosecution, the woman and the accused were doctors and they met online in February 2017. A few months later, the accused pro- posed for marriage and both started living together in Vasant Kunj where the accused was working at a private hospi- tal. The prosecution also alleged that the accused started abusing her and during this duration, he also established sexual relationship with her. DDC underlined the impor-tance of raising awarenessamong masses towards trafficrules and regulations to pre-vent road accidents and tobring improvement in the sys-tem of traffic. He stressed toensure proper safety throughadherence to traffic rules, edu-cation, proper design of roadsand enforcement.

Various speakers on theoccasion briefed the audienceabout the traffic rules oneneeds to follow while drivingand standard operating proce-dures that require being fol-lowed while driving or movingon the roads, besides stressingupon the norms people need tofollow while driving.

AGENCYNEW DELHI: A doctor,accused of raping another doc-tor on a false promise of mar-riage, has been granted bail bya Delhi court, which said bothwere major and highly educat-ed and were expected to haveunderstood the consequence oftheir relationship.

Special judge O P Sainigranted relief to the accused ona personal bond of Rs 50,000with a surety of like amount,noting that it was a "symmetri-cal" relationship between themand the accused was not in any"advantageous position".

The court also noted the textmessages exchanged between

the two and said theseindicated that "theprosecutrix was a will-ing and active partnerin the relation".

It, however, directedthe accused not try tocontact the alleged vic-tim or threaten her ortamper evidence.

"Both parties are major andhighly educated and as such areexpected to have understoodthe consequences of their rela-tionship. The printouts of thetext messages exchangedbetween the parties, and whichhave not been denied by theprosecution, indicate that theprosecutrix was a willing and

active partner inthe relationship.

"The text mes-sages continued tobe exchangedbetween the partiesat least till January24, 2018. Theprosecutrix also

gave in writing that she had set-tled all her disputes with theaccused, which she is now deny-ing on the plea that the samewas done by her under pressureof the accused," the court said,adding that the woman had anunderstanding of all the conse-quences.

It said there was "no miscon-ception about the relationship

either in the mind of theaccused or in the mind of theprosecutrix, which is clear fromthe text messages exchangedbetween them from February2017 to January 2018 and runinto about hundred pages."

The court also said that thematerial on record indicatedthat the accused had takenmoney from the woman, whichhe had returned. Similarly, theprosecutrix also took moneyfrom him and a cheque issuedby her in favour of the accusedreturned dishonoured onMarch 20, 2018, it said.

"Material on record indicatesthat it was a symmetrical rela-tionship between the parties

and the accused was not in anyadvantageous position," it said.

According to the prosecution,the woman and the accusedwere doctors and they metonline in February 2017. A fewmonths later, the accused pro-posed for marriage and bothstarted living together inVasant Kunj where the accusedwas working at a private hospi-tal. The prosecution alsoalleged that the accused startedabusing her and during thisduration, he also establishedsexual relationship with her. AnFIR was lodged on these allega-tions on March 24, 2018 atPolice Station Vasant Kunj(South).
