The valedictory function of the 3rd National Conference on Science and Humanities con- cluded the two daylong academ- ic event spread over nine techni- cal sessions covering almost all areas of contemporary research. Dr. Zahoor Ahmed Chatt, Director Colleges J&K was the Chief Guest in the valedictory function whereas Dr. Javaid Ahmed Qazi Principal of the College, presided over the func- tion. Dr. Zahoor appreciated the College Administration for providing a platform to the bud- ding researchers from various Universities and Colleges. Swaminathan who advised the young researchers on target based researches to overcome food and nutrition insecurity, were also part of the conference. Dr. Yashpal Sharma, Dr. Mohd Sajar, Dr. Taseem Ahmed and Dr. Gulshan Rashid Bhat were the Coordinators for Sciences, Languages and Social Sciences respectively. Dr. Mohd Tufail and Dr. Shiraz Ahmed served as Rapporteurs of the science technical sessions whereas Dr. Shafia Saleem and Dr. Ahsan-Ur-Rehman, Prof. Altaf Hussain and Prof. Asrar Ahmed were Rapporteurs for technical sessions of languages and social sciences respectively. STATE TIMES NEWS KISHTWAR: District Development Commissioner, Kishtwar, Angrez Singh Rana convened a meeting to review the progress of the implementation of Ayushman Bharat- Pradhan Mantri Jan Arogya Yojana in the district. The meeting was attended by CPO Kishtwar, Yasir L. A. Balwan, ACD Kishtwar Anil Kumar Chandail, CMO Kishtwar, Dr. Abdul Majeed, Dy. CMO Kishtwar Dr. Yaqoob Mir, Medical Superintendent, Dr. S. D Atri, BMOs, BDOs CSC operators besides ASHA workers. During the meeting DDC Kishtwar Angrez Singh Rana took threadbare area-wise review with regard to the progress of the registration of beneficiaries and also heard the issues/bottlenecks faced by the CSC operators/ ASHA workers during the registra- tion of the beneficiaries under the scheme. He said Ayushman Bharat scheme is targeted at poor, deprived rural families and identified occupational category of urban work- ers' families and entitles beneficiaries to a defined Health cover of Rs 5 lakh per family per year for secondary and tertiary care hos- pitalisation. He expressed concern over the slow pace of progress of the scheme, and impressed upon the concerned departments to work with renewed synergy and vigour in close coordination with each other and mobilize their field functionaries to complete the registration process before the stipulated period. He further stressed for giving wide dissemination and aware- ness at the villages, Panchayat and Mohalla level, so that eligible beneficiaries are enrolled while ensuring 100 per cent registration of the deserving beneficiaries. DDC instructed all the Block ASHA Coordinators and ASHA workers to work in letter and spirit so as to achieve 100 per cent result. He said that those Block ASHA coordi- nators and ASHA workers who achieved their set target before January 30 will be felicitated with Rs. 2000 and Rs. 1000 prize money award respectively. STATE TIMES NEWS SAMBA: ReT and SSA teachers on Sunday high- lighted their demands includ- ing disposal of around five months pending issue of salary with regard to 7th pay commission, streamlining of pay with State budget, new SRO in favour of regularisa- tion of SSA teachers, etc. Addressing a press confer- ence at Vijaypur here, Rinku Sharma under the banner of Jammu and Kashmir ReT/SSA Teachers Forum Unit Samba said that there are around 41,000 SSA teachers in Jammu and Kashmir confronting with aforesaid issues as their fam- ilies are in dilemma due to the ongoing salary crisis. "The reluctance of the State Government as well as Central Government towards the issue has raised the miseries of the already disturbed SSA teachers", he said and appealed to the State as well as Central Government to issue the new SRO regarding regularisa- tion of SSA teachers. He said that SSA teachers are on the verge of starvation and no one is paying heed to the grievances. Others who addressed media include Narinder Nagra, Vijay Sharma, Bali Ram Sharma, Kripal Chand, Parshoram Kumar, Vijay Singh, Mangal Singh, Mukesh Sharma, Raj Kumar and Pawan Kumar. STATE TIMES NEWS SAMBA: District Development Commissioner Samba, Sushma Chauhan on Sunday took vale- dictory meet with newly elected Sarpanchs of district Samba after successful completion of 4 days training programme for Sarpanchs here at Conference Hall Nandani Hills Samba. According to the report, Deputy Commissioner Samba congratulated each participant and exhorted them to work with added zeal and enthusiasm with regard to realisation of welfare of people at grass-root level. She said the focus of this training programme was to educate the Sarpanchs about the latest amendments made in the J&K Panchayati Raj Act where three new schedules 1A, 1B and IC have been incorpo- rated and in which functions of 21 line departments are given to PRIs. Assistant Commissioner (Development) Samba Muddasir Tasir also present during the meet informed that 47 Sarpanchs participated belonging to 5 blocks namely Samba, Sumb, Nud, Ghagwal and Rajpura. District Panchayat Officer, Piyush Dhotra, Block Development Officer Ghagwal, Vishwajeet Singh and Block Development Officer (HQ) Angel Kotwal besides newly elected Sarpanchs were also present. STATE TIMES NEWS GOOL: Indian Army organ- ised a 'Mega Multi-Specialty Medical Camp' for the benefit of local populace of remote and inaccessible hilly areas of Gool and its adjoining villages on Sunday. The camp was organ- ised consequent to popular demand from the people owing to almost negligible medical facilities available in Gool Sub Division. Inspite of the 'Standing Snow' and early morning rain showers and snow, the medical camp was conducted from 9:00 AM till 5:00 PM. Medical camp was inaugurated by Lt Gen Manomoy Ganguly, Director General of Medical Services (Army) in presence of Maj Gen Dhiraj Seth, General Officer Commanding, Counter Insurgency Force (Uniform) and many other Senior Army Officers and civil dignitaries. Dr Jitendra Singh, Minister of State (Independent Charge) also visited the medical camp and interacted with the patients before addressing the gathering. He appreciated the unconditional and everlasting support of the Army to the locals of Gool area who have limited access to basic health- care services owing to difficult hilly terrain in the region. Leading Super-Specialist Doctors and Nursing Staff drawn from various Army Hospitals were pooled in to pro- vide much needed specialist medical cover during this camp. The services of Super- Specialists in the field of Ophthalmology, ENT, Gynaecology (Lady), Paediatrics, Medicines, Surgery, Orthopaedics, Dental, Physiotherapy, Radiology and Pathology were provided along with ECG, X-Ray, Ultra sound and Lab facilities. Free medi- cines were also provided to the patients including ladies, chil- dren and elderly during the camp. Inspite of inclement weather conditions, a large number of patients from remote areas of Gool Block A, B and C and nearby villages to include Dharam, Dhedah, Dachhan and Sangaldhan turned-up for the medical check-up and screening. During the camp, approxi- mately 4,650 patients were treated which included 1,628 males, 1,952 females and 1,070 children. The patients were also distributed with med- ical aids to include five wheel- chairs, 29 Walking Sticks, six crutches, 10 hearing aids and 28 low vision kits. DC inspects snow, road clearance work STATE TIMES NEWS RAMBAN: District Development Commissioner, Ramban Showkat Aijaz Bhat on Sunday toured various areas of the Gool sub-division to review status of essential services and snow clearance operations, besides obtaining public feed- back in this regard. He was accompanied by SSP Ramban Anita Sharma, SDM Pankaj Bagotra, SDPO M R Giri and various other officers and officials. DDC took stock of snow and road clearance operations from Gool to Dangan top and other link roads besides restoration of electricity and availability of essential com- modities. DDC informed that all the men and machinery have been put on high alert in the district since last week and the road clearance operations were started to ensure all major link roads are cleared on war footing basis to make them through for the general public across the district. This is pertinent that the Government of Punjab Department of Agriculture & Farmers' Welfare vide No. 15/5/16-Agri2(6)/ 1670 Chandigarh: January 30, 2018 imposed ban on sale of 20 insecticides which have harmful affect on the human-beings and environ- mental sustainability/ eco- nomic viability. Similarly, as per a press note issued by the Directorate of Information and Public Relations Punjab, India on October 24 2018, this is communicated that the Punjab Government has banned sale of Glyphosate in the State. M. Sadiq Nargal, Senior Scientist and Food Technologist said that the Central Insecticide Board & Registration Committee (CIB&RC) GoI has recom- mended use of Glyphosate highly hazardous herbicide only for tea gardens and non cropped areas. "But it is observed that this herbicide, in different brands, is used as a routine practice by agri- cultural farmers especially in Jammu belt to clear the weed from their agricultural fields, at large. This is all happen- ing under the nose of enforcement agencies," he said. Prem Singh, Spokesman of the Trust said, "Governor Satya Pal Malik should take concrete steps to address the chronic malpractices, exist- ing in our state viz, excessive and unscheduled sprays of highly hazardous toxic chem- ical pesticides, insecticides, herbicides, colours and ter- mite killers on Agricultural and Horticulture crops, use of banned plastic polythene in all major markets and use of low grade soft plastic cups, plastic glasses and plastic polythene for packing of hot tea, milk and chickpeas by snacks vendors, use of haz- ardous polypropylene plas- tics, wax coated thermocol cups/ glasses, open burning of plastics and other garbage in dumping sites etc." He said already written memorandums along with supporting documents have been submitted to the Governor and the Chief Secretary of the State. During the meeting DDC Kishtwar Angrez Singh Rana tookthreadbare area-wise review with regard to the progress of theregistration of beneficiaries and also heard the issues/bottlenecksfaced by the CSC operators/ ASHA workers during the registra-tion of the beneficiaries under the scheme.

He said Ayushman Bharat scheme is targeted at poor, deprivedrural families and identified occupational category of urban work-ers' families and entitles beneficiaries to a defined Health cover ofRs 5 lakh per family per year for secondary and tertiary care hos-pitalisation. He expressed concern over the slow pace of progressof the scheme, and impressed upon the concerned departments towork with renewed synergy and vigour in close coordination witheach other and mobilize their field functionaries to complete theregistration process before the stipulated period.

He further stressed for giving wide dissemination and aware-ness at the villages, Panchayat and Mohalla level, so that eligiblebeneficiaries are enrolled while ensuring 100 per cent registrationof the deserving beneficiaries.

DDC instructed all the Block ASHA Coordinators andASHA workers to work in letter and spirit so as to achieve100 per cent result. He said that those Block ASHA coordi-nators and ASHA workers who achieved their set targetbefore January 30 will be felicitated with Rs. 2000 and Rs.1000 prize money award respectively.

Addressing a press confer-ence at Vijaypur here, RinkuSharma under the banner ofJammu and KashmirReT/SSA Teachers ForumUnit Samba said that thereare around 41,000 SSAteachers in Jammu andKashmir confronting withaforesaid issues as their fam-ilies are in dilemma due tothe ongoing salary crisis.

"The reluctance of theState Government as well asCentral Governmenttowards the issue has raisedthe miseries of the alreadydisturbed SSA teachers", hesaid and appealed to theState as well as CentralGovernment to issue the newSRO regarding regularisa-tion of SSA teachers. Hesaid that SSA teachers areon the verge of starvationand no one is paying heed tothe grievances.

Free medi-cines were also provided to thepatients including ladies, chil-dren and elderly during thecamp. Inspite of inclementweather conditions, a largenumber of patients fromremote areas of Gool Block A,B and C and nearby villages toinclude Dharam, Dhedah,Dachhan and Sangaldhanturned-up for the medicalcheck-up and screening.

During the camp, approxi-mately 4,650 patients weretreated which included 1,628males, 1,952 females and1,070 children. The patientswere also distributed with med-ical aids to include five wheel-chairs, 29 Walking Sticks, sixcrutches, 10 hearing aids and28 low vision kits.

He was accompanied by SSP Ramban Anita Sharma,SDM Pankaj Bagotra, SDPO M R Giri and various otherofficers and officials.

DDC took stock of snow and road clearance operationsfrom Gool to Dangan top and other link roads besidesrestoration of electricity and availability of essential com-modities. He interacted with the public at various placesand heard their grievances, besides passing on spot direc-tions for redressal.

DDC informed that all the men and machinery have beenput on high alert in the district since last week and theroad clearance operations were started to ensure all majorlink roads are cleared on war footing basis to make themthrough for the general public across the district.

This is pertinent that theGovernment of PunjabDepartment of Agriculture &Farmers' Welfare vide No.15/5/16-Agri2(6)/ 1670Chandigarh: January 30,2018 imposed ban on sale of20 insecticides which haveharmful affect on thehuman-beings and environ-mental sustainability/ eco-nomic viability. Similarly, asper a press note issued by theDirectorate of Informationand Public Relations Punjab,India on October 24 2018,this is communicated thatthe Punjab Government hasbanned sale of Glyphosate inthe State.

M. Sadiq Nargal, SeniorScientist and FoodTechnologist said that theCentral Insecticide Board &Registration Committee(CIB&RC) GoI has recom-mended use of Glyphosatehighly hazardous herbicideonly for tea gardens and noncropped areas. "But it isobserved that this herbicide,in different brands, is used

as a routine practice by agri-cultural farmers especially inJammu belt to clear the weedfrom their agricultural fields,at large. This is all happen-ing under the nose ofenforcement agencies," hesaid.

Prem Singh, Spokesman ofthe Trust said, "GovernorSatya Pal Malik should takeconcrete steps to address thechronic malpractices, exist-ing in our state viz, excessiveand unscheduled sprays ofhighly hazardous toxic chem-ical pesticides, insecticides,herbicides, colours and ter-mite killers on Agricultural

and Horticulture crops, useof banned plastic polythenein all major markets and useof low grade soft plastic cups,plastic glasses and plasticpolythene for packing of hottea, milk and chickpeas bysnacks vendors, use of haz-ardous polypropylene plas-tics, wax coated thermocolcups/ glasses, open burningof plastics and other garbagein dumping sites etc."

He said already writtenmemorandums along withsupporting documents havebeen submitted to theGovernor and the ChiefSecretary of the State.
