Procurement Overview
Best Value Selection Process
● Two-Step Process (RFQ/RFP)
Phase 1: Pre-construction and Design Services
● Advance design, schedule, and cost estimate
● Cost estimate in a transparent and open-book manner
● Establish a GMP
Phase 2: Final Design and Construction Services
● All scope performed by the DB after GMP
Phase 3: Transitional O&M Services
● Two-year period including extended facility commissioning and transitional O&M activities
Package # 1 Operations & Maintenance
Approach to Package #1 O&M is currently under
consideration by the JPA
Current vision is for transitional O&M from the DB entity to
the JPA over a period of 2 years
● During Phase 1, JPA and Design Builder will procure transitional O&M
services
This is impacted by the JPA’s consideration of alternatives
for long-term operations

Picking the Right Team
Focus on Selection Criteria
• Respond exactly as requested
Facilitates Owner evaluation
Method to the madness: DO NOT re-
order or re-think the procurement
Do not simply regurgitate the
language in the RFQ
• Focus on Project Goals
Demonstrate how your team will EXCEED
each goal
• Graphics are nice, but . . .
Substance over pretty visuals
• Avoid boilerplate language
Project specific information
Stand Out From the Crowd
Address Deficiencies
• Add people/subs to the Team
Lack Experience?
• Show how you have created a Team
Haven’t worked together?
